PM opens longest highway tunnel
India’s def. interest were compromised by previous govts: Modi’s swipe at Cong
ROHTANG, OCT 3 (PTI): Attacking the Congress, Prime Minister Narendra Modi on Saturday said the country’s defence interests were compromised for a long time as their governments kept “playing around with files” and delayed procurement of fighter jets, arms, ammunition and other strategic equipment. Addressing public meetings in Himachal Pradesh after inaugurating strategically-important Atal Tunnel, the prime minister said “Nothing is more important for us than the defence of the country. But for a long time, the country has also witnessed an era when the defence interests of the country were compromised. The Air Force of the country kept demanding a modern fighter plane, while they kept opening and closing files after files, and kept playing around with those files.”

PM Modi with others inaugurates the Atal Tunnel, in Manali, Saturday (PTI )
Modi’s reference assumes significance in the wake of government’s repeated assertion that UPA regime had delayed decisions on the acquisition of Rafale jets from France. “Be it ammunition, modern rifles, bulletproof jackets, equipment that are used in cold weather conditions, everything was kept in abeyance. There was a time when the strength of our ordnance factories would make many jitters, but the country’s ordnance factories were left on their own,” he said after inaugurating the 9.02-km tunnel, which reduces the travel distance between Manali and Leh by 46 km and the travel time by
four to five hours. It has been billed as the world’s longest highway tunnel, built at a cost of over Rs 3,000 crore. Hitting out at the Congress, which headed the coalition government at the Centre during 2004-14, Modi cited a number of strategically important projects, from Atal Tunnel to the airstrip at Daulat Beg Oldi in Ladakh and Tejas fighter aircraft production, to assert that they were delayed or almost forgotten. The then prime minister Atal Bihari Vajpayee had inaugurated the approach road to Atal Tunnel in 2002, but the project was almost forgotten after his govern-

Oxford Covid vax likely within 6 months: Report LONDON, OCT 3 (PTI): There is growing hope that a vaccine against COVID may be given the green light by health regulators by the end of 2020 to be rolled out for a vaccination programme in six months’ time or even less, according to a UK media report. Political parties yet to decide on by-election candidates Correspondent
KOHIMA, OCT 3 (NPN): With by-polls to the 14Southern Angami-1 and 60 Pungro Kiphire assembly constituencies scheduled on November 3, political parties in Nagaland have yet to take a call on fielding their candidates. The ruling PDA chairman and NDPP president, Chingwang Konyak informed Nagaland Post that a decision will be taken after consultations with its coalition partner, BJP. State BJP president and PDA co-chairman, Temjen Imna Along informed that the party was yet to make any decision in this respect. He said a decision will be made after consultations with BJP legislature party leader and deputy chief minister Y. Patton and others after their return from Delhi. Meanwhile, opposition NPF party secretary general, Achumbemo Kikon informed his party was yet to take any decision regarding the by-elections. Congress party leaders could not be contacted till the time of filing this report. It may be recalled that
by-poll to the 14-Southern Angami-I constituency was necessitated after the demise of sitting NDPP legislator and Speaker Vikho-o Yoshu; while the 60-Pungro Kiphire seat fell vacant after the demise of sitting NPF legislator T. Torechu. After the two seats fell vacant owing to the demise of sitting MLAs, the strength of the NPF was reduced to 25 while the NDPP was reduced to 20. Both NDPP and BJP are pre-poll allies who formed the Progressive Democratic Alliance (PDA) for the 2018 assembly election in a seat-sharing agreement of 40:20 seats. NDPP contested in 40 constituencies and won 18, while BJP contested in 20 constituencies and won 12 seats. The NPF contested in 58 constituencies and won in 26 while JD(U) and an independent won one seat each. The nascent National People’s Party contested in 25 and won in two. In March 2019, NPP MLAs- Imnatiba Jamir (13-Arkakong A/C) and Khumo Khiamniungan (57Thonoknyu A/C) merged with the NDPP. Later, in
June 2019, lone JD(U) legislator, G Kaito Aye also merged with the NDPP. The by-poll has not unexpectedly, given rise to demands by party members of PDA constituentsNDPP and BJP- to set up a candidate at least to the 60 Pungro-Kiphire assembly constituency following the demise of the sitting NPF legislator. While the NDPP would like to contest both the seats, sources said BJP party workers were insisting that BJP set up a candidate since the seat was allotted to it as part of the 2018 seat sharing arrangement. Going by the seat sharing arrangement, NDPP will contest the 14 Southern Angami-I and BJP the 60 Pungro-Kiphire constituencies. As for the NPF, it held the 60 Pungro-Kiphire seat and was expected to fight the by-poll to retain the seat. There are also speculations that if by-polls are held, then it could mean that the expected solution to the Naga political issue may be delayed. However, in the eventuality of a solution, ECI could further postpone the bypolls.

Work on only 1,300 meters was completed by 2013-14, he noted, adding that the project would have been completed by 2040 by this pace before his government took charge in 2014 and speeded it up at an unprecedented rate. Fo r m e r H i m a c h a l chief minister and veteran Congress leader Veerbhadra Singh recently said the project was originally envisaged by former prime minister Indira Gandhi in 1972, while a foundation stone was laid for the tunnel in 2010 by the then UPA Chairperson Sonia Gandhi.
