Rupee hits new low; plunges 43 paise against USD
MUMBAI, OCT 3 (PTI): The Indian rupee Wednesday crashed below the 73 mark against the dollar for the first time ever on strong demand for the American currency from importers amid rising global oil prices and unabated capital outflows. At the Interbank Foreign Exchange (forex) market, the domestic currency dropped 43 paise to 73.34 against the US dollar in the early trade. The r upee opened lower at 73.26 and weakened further to quote at 73.34 a dollar against its previous closing of 72.91 Monday. Foreign institutional investors (FIIs) sold shares net worth a net of Rs 1,842 crore Monday, provisional data showed. Investors remained concerned over sustained foreign capital outflows and soaring crude oil prices that crossed the USD 85 per barrel. CMs of hill states to meet in Shimla NEW DELHI, OCT 3 (PTI): Chief ministers of at least eight mountainous states will meet for two days in Shimla from Friday to discuss various common issues being faced by them, officials said. Those who are expected to attend the meeting include chief ministers of Himachal Pradesh, Uttarakhand, Sikkim, Arunachal Pradesh, Nagaland, Manipur, Mizoram and Meghalaya while an official will represent Jammu and Kashmir, which is under the President’s rule. Union minister Kiren Rijiju will attend the meeting as the representative of the central government, an official said. Issues related to development of border areas, construction of roads, bridges, hospitals, schools besides others are expected to be discussed in the meeting, another official said.

Justice Ranjan Gogoi sworn in as 46th CJI NEW DELHI, OCT 3 (AGENCIES): Justice Ranjan Gogoi was on Wednesday sworn-in as 46th Chief Justice of India. President Ram Nath Kovind administered him the oath of office at a function in Rashtrapati Bhawan. He has succeeded Justice Dipak Misra who retired as Chief Justice of India Tuesday. The swearing ceremony was attended by Prime Minister Narendra Modi, union ministers, former PM Manmohan Singh, and others. Justice Ranjan Gogoi is also the first judge from the North East to attain the highest office of the apex court. The CJI began the day at the apex court by telling the lawyers that fresh parameters would be worked out for mentioning the matters for hearing those cases which required hearing on priority and

tration, habeas corpus, criminal cases, contempt of court and ordinary civil matters. CJI Gogoi was enrolled as a lawyer in the bar council in 1978. He became the Chief Justice of Punjab and Haryana High Court on February 12, 2011 and was elevated as an SC judge on April 23 2012. CJI Gogoi was born on November 18, 1954, in Guwahati in a politically influential family. His father, Keshab Chandra Gogoi, was a lawyer-turned-politician and served as chief minister of Assam for two months during the 1980s. Justice Gogoi will retire on November 17, 2019. Justice Misra had last month recommended Justice Gogoi as his successor in accordance with the established practice of naming the senior-most judge after the CJI for the top post.

Bendangtemsu Ozukum informed media persons after their release that they were about to go for agitation since their issue was not taken up at the September 28 cabinet meeting. However, upon learning about the cabinet meeting scheduled during the day, they decided to give some time for the meeting, he added. Stating that a general meeting was scheduled at Capital Convention Centre, Ozukum added they were prevented to hold the meeting, after which they shifted the meeting venue to NSF Solidarity Park after obtaining permission from NSF. He, however, alleged that security personnel cordoned the area and stopped them from entering the park. D u r i n g t h a t t i m e, he said the police officers stopped them and insisted on accompanying them to North police station without any explanation.
To queries, he said the police officers insisted that all four of them sign a bond, in the form of an assurance that they would not agitate and maintain peace, which they refused to. Instead, he said they signed a letter of undertaking letter that they would “maintain peace” and would be “non-violent” without compromising their sole demand on regularisation of their service. The ANATG spokesperson, however, mentioned that they were not locked up and that nothing was forced upon them, even as he expressed gratitude to Kohima Village Youth Organization (KVYO) leaders for reaching North police station within half an hour after they were detained and stayed with them till their release. On the outcome of cabinet meeting, Ozukum remarked that he learnt that the pay scale matter was tabled at the cabinet
meeting. But unless they received the decision in black and white, he said the ANATG leaders would not it consider as official as the “government has fooled us in many ways”. As out of 1,166 ad hoc teachers, 90% were on fixed pay and 10% on pay scale, he said a decision would be taken after a general body meeting. Meanwhile, police sources informed this correspondent that the four ANATG leaders were apprehended as part of “preventive detention” as they were not permitted by the district administration to hold the meeting. The sources said, as per the procedure in all police stations, whoever was detained had to sign a bond to maintain peace and not resort to violence, adding that the teachers were asked the same and so asked to sign and leave. The police said the leaders, however, refused to sign the bond and
wrote an undertaking later in the evening in their own language, which was more or less the same bond issued by the police stations. That was the reason they were detained at North police station till evening, the sources explained.
WSH expresses concern over ‘arrest’
Western Sumi Hoho has expressed concern over the alleged arrest of some of ANATG-2015 batch leaders while they staging protest in a democratic manner. In a press release, WSH president, Zheshito Swu, and general secretary, Vikato K Achumi, said it was “quite unbecoming” of a democratically-elected government to resort in “such iron hand policies in a democratic state”. WSH said teachers while demanding their rights resort to such peaceful and democratic forms of protest in the state
from time to time so their voices were heard. The hoho maintained that ANATG-2015 teachers have undergone their suitability tests and were “genuinely demanding” what was rightfully theirs. WSH said regularization scheme notified vide Office Memorandum No. AR-5/ ASSO/98 dated 4.8.2008 clearly underlined the regularization of contract/ad hoc employees with three years of continuous service. WSH said it stands in solidarity with ANATG2015 batch teachers, who have been demanding for the regularization of their services. Meanwhile, WSH also expressed resentment over “several lapses and loopholes” in the appointment of those teachers under RMSA flagship programme. The hoho stated that teachers under RMSA flagship programme of 2013 were given scale pay right from
the time of appointment, but the 2016 batch teachers under the same RMSA scheme were being “put under extreme duress and harassment from the government to accept deduction of their salaries or face termination from their services.” WSH said “such heartless and cruel tactic” was contrary to lofty speeches and awards showered on teachers for their meritorious service on Teachers’ Day every year.
