DIMAPUR, OCT 30 (NPN): Dimapur, the commercial capital as well as the den for illegal and multiple taxations will witness another mega rally on Wednesday (October 31) when normal life will come to a grinding halt as residents of the city and suburbs congregate at a “Public Rally Against Illegal Taxation And Rampant Collections”, organized by Public Action Committee (PAC) under the aegis of Naga Council Dimapur (NCD) at Khermahal junction at 10 a.m. While most observers believe that a mega rally, if at all, was to send a strong message to prod the unwilling government to bell the cat, there are those who recall that so many rallies in the past had failed to move the government. On the other hand, the PAC said that the proposed rally was expected to be the “largest gathering in the history of Dimapur” and anticipated a turnout of more than a lakh. PAC even claimed that such rally, which is to be the mother of all rallies, will certainly become “a turning point in history of Na-

Fuel prices cut for 13th day in a row NEW DELHI/CHANDIGARH, OCT 30 (AGENCIES/PTI): Providing much-needed respite to consumers, oil marketing companies (OMCs) slashed the prices of petrol and diesel for the 13th straight day on Tuesday amid softening global crude prices. While petrol saw a decline of 20-21 paise across all the metro cities, diesel also became cheaper by 7-8 paise per litre. Meanwhile, petrol is retailing at Rs 75.33 per litre and diesel is being sold at Rs 69.30 per litre in Dimapur on Tuesday while in Kohima petrol is costing Rs 75.99 per litre and diesel is being sold at Rs 69.79 per litre. Centre mulling to bring petrol, diesel under GST: The Narendra Modi government is contemplating bringing petrol and diesel under the ambit of Goods and Services Tax (GST), Union Minister Ramdas Athawale said on Tuesday. “We have done so much work, but there is some problem pertaining to petrol and diesel prices”. The issue persists even though prices have fallen a bit. But the Centre is contemplating to bring petrol and diesel under the ambit of GST,” he said.

KASSMSA informs on sand price DCCI appeals DIMAPUR, OCT 30 (NPN): Karbi Anglong Sand and Stone Mohaldar and Suppliers Association (KASSMSA) Manja (Assam) has requested all sand suppliers to pay usual rate at sand mahals and to coordinate and consult with Karbi Anglong Dimapur Transporter Association (KADTA) in the future for running a smooth business. In a press release, KADTA president, Anil Toppo, and general secretary, Nito Sumi, said KADTA and KASSMSA held a joint meeting on Monday at Bokajan and discussed at length on the sand price. At the meeting, KADTA requested the KASSMSA to rollback the increased sand price. Only July 1, 2018, KASSMSA hiked the sand price from Rs.22 to Rs.32 per cft. However, KASSMSA assured to take up the issue of sand rate in the

next joint meeting, the date and time of which shall be intimated later. Further, both the associations agreed to work together in the interest of general public and vehicle owners of sand suppliers. Meanwhile, KADTA has requested the vehicle owners of sand suppliers to contact and coordinate with its general secretary since w.e.f October 30, 2018, Dimapur unit would be looked after by general secretary and members relating to sand transportation while Anil Toppo and members would look after the issue in Karbi Anglong. Both KASSMA president and KADTA Anil Toppo have also entrusted the KADTA general secretary, Nito Sumi to look into taxation issue in Dimapur by unions/associations, who were collecting more than government prescribed rate.

KASU serves ultimatum on DoSE DIMAPUR, OCT 30 (NPN): Expressing dismay over the shortage of teachers in Government High School (GHS), Khaghaboto, the Khaghaboto Area Students’ Union (KASU) has served an ultimatum on the Department of School Education (DoSE) to make immediate arrangements of teachers especially science teacher within seven days. In an open letter to the director school education, KASU president Kheto Ayemi and education secretary, Viwoka Awomi said GHS, Khaghaboto was the only high school that caters to educational needs of 17 villages under its jurisdiction. However, the union lamented GHS, Khaghaboto has been functioning without adequate teachers for the past so many months. It pointed out that school has been left with only one maths teacher (due to retire in January, 2019) after another maths teacher (under RMSA) was transferred to GHS, Chumukedima village without any replacement.

2 cops, DD cameraperson killed in naxal attack in Chhattisgarh

RAIPUR/NEW DELHI, OCT 30 (PTI): Two policemen and a cameraperson of Doordarshan were killed and two others were injured on Tuesday when around 100 naxals attacked a security patrol party in poll-bound Chhattisgarh’s Dantewada district, the police said. Two to three naxals were also believed to be killed in retaliatory action by the security forces after the ambush in a forest area near Nilawaya village, around 450 kms from here, the police said. The ambush was to target CRPF patrolling team and create fear among road contractors and workers engaged in road construction works in the area, D M Awasthi, Special (rpt) Special Director General (anti naxal operations), told reporters here. “Unfortunately, the media team reached there and was caught in the crossfire, he said. BSI releases New Testament in Nagamese UIDAI to set up 114 Aadhaar Staff Reporter

DIMAPUR, OCT 30 (NPN): After three-and-ahalf years of hard work, research and extensive collaboration, Bible Society of India (BSI) released its first Nagamese New Testament at Nagamese Baptist Churches Association (NBCA) administrative office, Kuda village in Nagarjan here on Tuesday. The Nagamese New Testament was translated by gold medallist in M Th (New Testament) Imsutoshi Jamir and co-translated by expert linguist JS Rengma. The Nagamese New Testament has English standard version (ESV) as its text base with reader-friendly additions like a glossary of 1,860 words and their meanings, footnotes, standardised spelling pattern, new words coined to help readers understand and spell words, parallel passages, biblical

and theological terms, besides a consistent use of grammar and gender. The translator also used a software translation application developed by United Bible Society in collaboration with the American Bible Society called “paratext” to ensure accuracy and consistency. The speaker for the programme was BSI Dimapur senior auxiliary secretary Rev Dr ZK Rochill, while legislator CL John was the special guest. Other dignitaries on the occasion were BSI officials and representatives from various Nagamese Baptist churches in Nagaland. In his message, Rev Rochill spoke about Chinese communist revolutionary Mao Zedong who had once ordered bibles to be burnt, carried out the destruction of churches and vowed to keep the Bible out of China. NEW DELHI, OCT 30 (IANS): To provide hasslefree Aadhaar enrolment services, the Unique Identification Authority of India (UIDAI) on Tuesday said that it was going to set up Aadhaar Seva Kendras across the country on the lines of the Passport Seva Kendras. UIDAI CEO Ajay Bhushan Pandey said that around 114 such centres in 53 cities and towns, including all state capitals, would be established in the first phase. This would be in addition to the centres already operating in banks, post offices and government premises. These centres, each with eight or 16 stations depending on the population of the city, would start functioning within the next few months. “With Aadhaar Seva Kendras, we are building (Cont’d on p-11) hassle-free and resident-

friendly enrolment and update facility infrastructure to ensure ease in Aadhaar-related services to residents,” he added. UIDAI sources said that the Aadhaar Seva Kendras would be supervised directly by its own employees just like the Passport Seva Kendras are run under the supervision of passport officials. They would provide appointment-based enrolment and update services to residents while also dedicating a few counters for walk-in customers. Following the decision of the Supreme Court in the Binoy Viswam case, also known as the PAN-Aadhaar linking case, the UIDAI had started shifting enrolment and update facilities from private places to banks, post offices and government premises to make Aadhaar-related services more secure.

Trump plans to end birthright citizenship WASHINGTON, OCT 30 (PTI): President Donald Trump on Tuesday said that he is preparing an executive order that would end the right to US citizenship for children born in the US to non-citizens, his latest hardline immigration rhetoric ahead of the midterm congressional elections. Trump, in an interview with Axios, part of which aired Tuesday morning, said birthright citizenship “has to end” and that it would “with an executive order.” Under the current laws, anyone born in the US irrespective of the nationality of parents, automatically becomes an American citizen. “We’re the only country in the world where a person comes in and has a baby, and the baby is essentially a citizen of the United States for 85 years with all of those benefits. DIMAPUR: Tenyimi Youth Organisation Dimapur (TYOD) has cautioned that it would not entertain any kind of taxes inside the Tenyimi Marketing Building Complex (TMBC), Dimapur. DIMAPUR: Under the initiative of the Nagaland Science Centre (NCS) Dimapur, department of Science and Technology Nagaland, eight students and two faculty members from Bethesda Higher Secondary School, Dimapur representing Nagaland state, participated at the NE Zonal Level Science Drama Competition held at the Regional Science Centre, Guwahati on October 26. A press release from NSC junior mentor, Vikuovotuo Zhale stated that the event was graced by eminent Film & Drama Artist, Jayanta Bhagawata, as the chief guest. Out of the seven North East teams that participated in the competition, Assam emerged as the winner and Tripura was the runners up. Both the winning teams will be representing North East at the National Level in New Delhi to be held in January next year. ‘1.5 L benefitted from AB-PMJAY in 1st month’ 5 held in Imphal grenade attack case

Kaziranga, Oct 30 (PTI): Union Minister for Health and Family Welfare J P Nadda Tuesday said that about 1.5 lakh people have benefitted from the ambitious Ayushman Bharat healthcare scheme within the first month of its launch. He said that around Rs 190 crore of bill has been generated under the scheme during this period. Nadda was speaking after jointly inaugurating with Assam Chief Minister Sarbananda Sonowal the fifth national summit on good, replicable practices and innovations in public health care systems at Kaziranga. Prime Minister Narendra Modi had on September 23 rolled out the Ayushman Bharat-Pradhan Mantri Jan Aarogya Yojana (AB-PMJAY), touted as the world’s largest healthcare scheme, in Ranchi, Jharkhand. The insurance scheme provides an annual health cover of Rs 5 lakh per family for secondary and tertiary care hospitalisation. In his speech, Nadda said, “Health is a sensitive

subject. The schemes have to be implemented swiftly so that every citizen in the country is covered. We have to be very careful so far as the skill is concerned and we have to see how skill can be improved in healthcare.” He appealed to all to follow the principle of the prime minister for bringing about innovation. “First is to perform, reform and transform to bring about systemic changes which can be replicated as best practices and the second thing that the Prime Minister speaks about is speed, scale and skill”, he said. India being a vast country whatever scheme or programme is launched it becomes the world’s largest programme and the schemes have to be implemented swiftly so that every citizen in the country is covered, the health minister added. IMPHAL, Oct 30: Manipur police Tuesday arrested five persons in connection with the October 20 bomb blast which killed one CRPF personnel in Imphal. Addressing a news conference, Superintendent of Police, Imphal West, Haobijam Jogeshchandra said that Khaidem Sana Singh (42), a former PLA activist was the prime accused of the case. The SP said that the blast was carried out under the supervision of self styled major Umakanta of armed outfit United National Lib-

eration Front (UNLF). Based on the disclosure made by Sana Singh, four more persons including president of National Identity Protection Committee (NIPCO) Oinam Premjit (42), and his wife Pinky Devi (33) were arrested on the night of October 28. NIPCO general secretary (org) Md Shahabudddin Chesaba and Yumnam Milan (34) were the other alleged accused arrested by the police, he said. During the raid at the house of NIPCO president, police recovered three small arms, two .38 pistols and one 9mm pistol with two live rounds of 9mm and 15 live

rounds of .38 pistol. The SP said that the arms and ammunitions were found concealed in a plastic container inside the house of NIPCO president. An Activa brand scooter allegedly used in carrying out the attack was also recovered, the SP said. The arrested persons have admitted to committing the crime, SP Jogeshchandra said. During the course of investigation after the arrest of the five persons, police also raided the office of the NIPCO in Imphal’s Keishampat and seized some documents, discs and mobile handsets, he said.

Agartala, Oct 30 (IANS): A large number of sacked gover nment school teachers on Tuesday began an agitation here demanding continuation of their service. “The teachers will observe a ‘lay-up’ on duty on Thursday,” protest leader Bimal Saha told the media after submitting a memorandum to the Education Director detailing their demands.

This would mean that the teachers would go to schools but not teach. On March 29, 2017, the Supreme Court upheld a Tripura High Court verdict to terminate the services of 10,323 government teachers on grounds of “indiscretion” in selecting them during the former Left Front rule in secondary and higher secondary schools. After the appeal, the

apex court extended their services up to June this year. “The BJP government in June submitted a Special Leave Petition (SLP) before the Supreme Court to extend the services for two more years,” Education and Law Minister Ratan Lal Nath told the media. If their services are not extended, lakhs of students will be deprived

of getting proper education in 4,928 government schools,” added the Education and Law Minister. Meanwhile, an official of the state’s Law Department said that Chief Justice Ranjan Gogoi would preside over a three-judge bench on Thursday to hear the teachers’ case. Education and Law Minister Ratan Lal Nath said the government had 12,222 vacant posts which

could not be filled up as there were huge shortages of qualified candidates with professional degrees. He said the state has only six B.Ed (Bachelor of Education) colleges to provide professional degrees and diploma to would-be teachers. Flash flood warning in Arunachal Pradesh

Guwahati, Oct 30 (IANS): The Disaster Management Department of Arunachal Pradesh on Tuesday issued a flash flood warning in the state following information of a landslide taking place along the Yarlung Zangbo river in China that flows into India. The river is known as Siang in Arunachal Pradesh and Brahmaputra in Assam. The department has asked the people living in and around the Siang river to prepare for a flash floodlike situation, as the landslide at Yarlung Zangbo is expected to influence the

water level of the rivers downstream. In view of the situation, the Disaster Management Department of the hill state has warned the people against venturing into the Siang river for fishing or swimming. The department has also asked everyone to maintain a strict vigil. The Central Water C o m m i s s i o n ( C WC ) , which keeps a vigil on the water level of these rivers, has already confirmed that the water level of Siang recorded a drop at Tuting around 11.00 pm on Monday. In case of such a land-

slide, the water level goes down as it blocks the flow of river, triggering fears of sudden gushing of the blocked water once the path is clear. "The Upper Brahmaputra Division of the CWC has received a letter from Chinese authorities about a landslide occurring in Yarlung Zangbo on Monday," said a senior CWC officer, adding the water level in the river might rise due to the landslide. The The Central Water Commission, however, said that at present there is nothing to panic about. Ya r l u n g Z a n g b o, which originates in the

glaciers of Tibbet, flows through China to India before merging into the Bay of Bengal in Bangladesh. Earlier this month also there were reports of some landslide in the river which had blocked the flow of the river, leading to speculation that there might be flash flood-like situation in Arunachal Pradesh and Assam. IndiGo fare hike: Biplab seeks Centre’s intervention Agartala, Oct 30 (Agencies): Tripura Chief Minister Biplab Kumar Deb has sought the intervention of the aviation ministry in connection with an apparent surge in airfares by a private airline. “The withdrawal of flights by Spicejet created a monopolistic situation for IndiGo Airlines, resulting in a sharp increase in airfares”, the Chief Minister wrote in his letter to Union Civil Aviation Minister Suresh Prabhu. CM Deb also wrote that airfares in the AgartalaKolkata route witnessed a more than two-fold spike in the absence of SpiceJet Airlines. “The airfare from Agartala to Kolkata has already shot up from Rs. 2,000 to Rs. 5,000. We get an impression that IndiGo Airlines is now trying to exploit this situation by withdrawing more flights, which will result in a further increase in airfares to their benefit. This, in our view, certainly calls for intervention from the ministry of civil aviation”, Deb wrote in the letter. SHILLONG, OCT 30: Unknown persons triggered an improvised explosive device IED blast at Williamnagar, the district headquarters of East Garo Hills in Western part of Meghalaya late Monday night, a police official said on Tuesday. However, no one was injured in the blast. “The explosion occurred around 10:35 PM on Monday night in front of a shack behind State Cooperative building where some carpenters were sleeping,” Ringrang Momin, the district police chief, said. He said this was the third such explosion in the

area. The explosion site is about 50 metres away from the office of the Superintendent of Police in-charge East Garo Hills district. “The blast was of low intensity and no one was hurt. The shack which is made of Corrugated galvanised iron sheets was also not damaged apart from a small dent due to the explosion,” Momin said. Two drown in pond in Assam

Morigaon, Oct 30 (PTI): Two sisters drowned in a pond in Assam’s Morigaon district Tuesday, police said. The two sisters identified as Ritushree Deoraja (3) and Deboleena Deoraja (2) drowned when they were taking a bath in a pond in Chakukdhar village, they said. The bodies of the two girls were recovered by locals and police and sent to Morigaon Civil hospital for postmortem examination, police added.

Tallest Chenrezig statue in Sikkim to woo tourists

Gangtok, Oct 30 (PTI): Nestled in the snow-capped mountains of Sikkim, a new Buddhist pilgrimage site, home to a 137-feet statue of Chenrezig, is set to woo tourists from November 1, a Sikkim minister said here Tuesday. According to the Sikkim government, the pilgrim site at Pelling, West Sikkim, will play host to the tallest Chenrezig statue in the world at an elevation of 7200 metres. Avalokiteshvara or Chenrezig is the earthly manifestation of the selfborn, eternal Buddha, Amitabha. As part of the state government’s policy to promote Sikkim as a Buddhist Pilgrimage Tourism Circuit, the destination park has been built at Sangha Choeling in Pelling at a cost of Rs. 46.65 crore, Tourism Minister Ugen T Gyatso said. “Building the world’s

IMPHAL, Oct 30: Manipur chief minister N Biren Singh Tuesday inaugurated newly constructed women markets in Senapati and Tamenglong districts besides laying foundation stones for different projects. The chief minister along with cabinet ministers, MLAs and high ranking officials of the state government first landed at Senapati district headquarters where he inaugurated newly constructed Apfii Saliki (Mothers’ Market). At the district headquarter, he also inaugurated free diagnostics services under NHM and laid the foundation stones of transit accommodation for doctors and teachers for Paomata and Senapati, water supply schemes for Karong and Senapati, mini stadium etc. Addressing a function held at Multipurpose Indoor Stadium at Rikhumai in Taphou, Singh said that soon after the present BJPled state government was sworn-in on March 15 last year, it decided to construct a women’s market shed each at seven hill district headquarters of the state under Prime Minister Narendra Modi’s vision of empowering womenfolk. The chief minister said that consequent upon his proposal to introduce topographical-need-based budgeting, the Centre had introduced the Hill Area Development Fund under which Tamenglong district would receive additional Rs 90 crore for developmental activities. The chief minister further said that apart from providing benefits under Manipur Start Up, the state government has been providing soft loans to skilled and educated youths. He expressed hope that the state would witness lots of developmental changes both in hill districts and rural areas of valley districts within 5 to 10 years. It may be mentioned that the foundation stone for the Rani Gaindinliu Women’s Market was laid on November 15, 2017. Manipur Police Housing Corporation Limited constructed the women’s market under the One Time Special Assistance of Central Plan Scheme 2017-2018, at an estimated cost of around Rs 10 crore.

Largest democracies on test

A

merica under Trump and India under Modi throw up the similarities and dissimilarities between the two leaders of two of the world’s largest democracies which makes interesting reading. One similarity is that both represent the right wing ideology in the political spectrum of their respective countries. Both believe in promoting ultra nationalism in their respective countries focussing on ambition to taking their military to the highest level. Both target Islamic fundamentalism and are against unabated influx of immigrants. Both men were able to appeal to the populist elements in America and India, and they both exposed and played upon the gross dissatisfaction with the previous incumbents. Today if division in India that existed in more subtle ways had been sharpened, it owes this to the ideology and language of the Modi brand of politics. The same is also happening in the USA where the division between the right wing and liberals has indeed surpassed racism. Ideology of terror is an evolution. An ideology that seeks to bring drastic change and uses violence against those who differ soon graduates into terrorism. It is different from those who seek to terrorise, maim or destroy under the guise of ideology. An ideology that graduates into terror is a scenario that has become synonymous with right wing extremists. These are signs that similarly play out in Trump’s America and Modi’s India. It means that terror isn’t always a weapon of the weak – it can also be used to support the powerful. The case in India appears to be showing a similar outbreak in Trump’s America. The liberals and left loathe the way Modi’s ideology appears to find resonance with a large section of those who relish a “strong, decisive and effective leader”; the likes of who they have not seen for many decades barring Indira Gandhi’s dominance. The horrific assaults in India or the recent posting of letter bombs in the USA point to how the far-right extremist groups feel empowered by the electoral victories of their demagogues, which they interpret as a sign of public legitimacy. When no action is taken against them, or when those in the highest authority don’t openly condemn then this is seen as a sign of lenient authorities, concurring such political ideologies. In any situation, the consistent increase in the violence by the so-called “fringe elements” who share the same ideology with the political camp currently controlling all branches of government is clear that these acts were perpetrated by individuals with clear political agendas. Thus when perpetration of an ideology is pursued by violence and intimidation it is nothing short of being terrorism. In India, the space given to the ‘fringe elements/extremists’ comes from the fact that they obtain inspiration for what they are doing because the political regime is perceived to be supportive of their acts. When the government in India only speaks out when asked to do, against the violence perpetrated by right wing extremists, it can only mean that their acts are sanctioned so long there is no protest. If not also, even police have learnt not to take stringent action in lieu of the kind of hate politics going around along communal lines. Trump also attacks Islamic terrorism but does not see much offence in radicalization of right wingers. Trump’s reluctance to single out and criticize far-right groups and activities also rings a bell in India.

Yet faith must be tested and tried before it becomes real in your life. “We know that all things work together for good…” (Romans 8:28) so that no matter what happens, the transforming power of God’s providence transforms perfect faith into reality. Faith always works in a personal way, because the purpose of God is to see that perfect faith is made real in His children. For every detail of common sense in life, there is a truth God has revealed by which we can prove in our practical experience what we believe God to be. Faith is a tremendously active principle that always puts Jesus Christ first. The life of faith says, “Lord, You have said it, it appears to be irrational, but I’m going to step out boldly, trusting in Your Word” (for example, see Matthew 6:33). Turning intellectual faith into our personal possession is always a fight, not just sometimes. God brings us into particular circumstances to educate our faith, because the nature of faith is to make the object of our faith very real to us. Until we know Jesus, God is merely a concept, and we can’t have faith in Him. But once we hear Jesus say, “He who has seen Me has seen the Father” (John 14:9) we immediately have something that is real, and our faith is limitless. Faith is the entire person in the right relationship with God through the power of the Spirit of Jesus Christ.

CBI in the cauldron A generation that needs awakening

T

he year 2018 unfolded dramatically with the dissent in the Country’s top court wherein four senior-most judges of the Supreme Court, one of whom was the incumbent Chief Justice of India held an unprecedented press conference against the arbitrary decisions of the then CJI Mr. Dipak Mishra a fortiori after the case of Justice H. B Loya’s death was assigned to a much junior bench. Barely nine months in to the year, what surprises us more is that we see an in fighting in one of the country’s premier investigation agency ‘The CBI’. The very agency which people trust more than any other institution. The ‘CBI vs CBI’ pseudonym as carried by the news agencies is not a recent issue. It is the outcome of a feud between the Number 1 and Number 2 of the CBI. It all started with the appointment of Mr. Rakesh Asthana as the Special Director of the CBI despite objection from the CBI Director which we shall see later. Dubbed as the ‘Blue-eyed Boy’ of the Prime Minister Mr. Narendra Modi by the Congress President, Mr. Rahul Gandhi. Mr. Asthana, a 1984 batch of the Gujarat Cadre who also headed the probe on 2002 Gujarat Riots is known to have an inclination towards the PM Modi from his days in Gujarat. He is said to be in the good books of the duo Modi & Shah. When Mr.Modi moved to the 7, Lok Kalyan Marg. Mr. Asthana along with a host of other Gujarat Cadres were brought to Delhi. In 2016, Mr. Asthana who was then the Additional Director of the CBI was elevated as the number 2 in the hierarchy after Mr. RK Dutta, who was supposedly in the run for the top post was transferred to the Home Ministry as a Special Secretary three days before Mr. Anil Sinha (Former Director,CBI) retired. Later, when Mr. Sinha demitted his office, Mr. Asthana took over charge as the interim Director of the CBI till Mr. Alok Kumar Verma, a 1979 batch of the Arunachal Pradesh-GoaMizoram Cadre was appointed as the Director of the CBI in

January 2017. The first tussle in the CBI came when Mr. Asthana was elevated as the Special Director of the CBI in October, 2017 despite stiff opposition from the CBI Director Mr. Verma over the former’s alleged involvement in the Sterling Biotech Case 2011 and having links with the ‘Sandesaras’ who also offered complimentary services for his daughter’s wedding in Vadodara in 2016 and are accused in the case. Common Cause NGO also challenged the Selection Committee’s decision in the Supreme Court stating that Asthana was unfit to be part of the CBI. Howbeit, the petition was dismissed by the court. The CBI had on October 15, 2018, filed an FIR and booked Mr. Asthana and other officers under the sections of the Prevention of Corruption Act in the Moin Qureshi Case and this led to the unprecedented raid in its own office leading to the arrest of its officer Mr. Devendra Kumar on October 22. The opposition parties which had meanwhile been vociferously ranting against the PM over the alleged Rafale Scam saw this thespian as the perfect opportunity to use it as the launch pad in the run-up to the 5 Legislative Assembly elections. ‘The Midnight Coup’ by the PM has been severely criticised by the opposition parties blaming the PM of surreptitiously removing the CBI Director at such odd hours on the recommendation of the Central Vigilance Commission. The Opposition has been pressing that CBI Director had been removed because he was supposed to start the ‘Preliminary Enquiry’ on the Rafale Deal and that the decision to remove the CBI Director is the prerogative of the CJI, PM and the Leader of Opposition and termed the decision to oust the Director as purely unconstitutional. While justifying its decision, the Government has maintained that it is a temporary leave and was done to protect the agency’s integrity. The cursed structures! Conscience is not respected but the opinions of sense data accumulated at the waking hours are placed at the forefront. Opinions of people are regarded as gospel truths! Hardship of the other is seen as their own-making. Every human being deserves to be cared for regardless of who the person is! We live in an inter-dependent world. There is nothing that is ‘versus’! No two things can be independent. For instance, there are rich people because there are poor people. There wouldn’t be something called rich if there is no one who is poor! The rich people are rich and their riches are noticed by others because there are poor people who work behind the scene, who are never mentioned. Their houses are built beautifully by the poor people. There are people working in the factories who manufacture the things that are required for the structures. Will the rich enjoy their luxurious life without the poor? Absolutely impossible! The poor work hard for the rich to enjoy! The food they eat, the clothes they wear, the houses they lived in, the cars they travel, the fruits they enjoy etc. are all the hard works of the poor people. This is what I meant by inter-dependent! As citizens of this beautiful world, let’s contribute our share in the making of this planet. This year, I am sure it will be very close to 7.5-7.6 crore which is almost double,” he said adding the first year of Goods and Services Tax (GST) implementation has raised the indirect tax assessee by 74 percent.

New Delhi, Oct 30 (PTI): As much as Rs 32,000 crore lying in the integrated goods and services tax (IGST) pool has been apportioned between the centre and states in the month of October. The states’ share would be over Rs 15,000 crore, the official told PTI. The apportionment would add to the goods and services tax (GST) revenue of both the centre and states for October. The total revenue collection figures for the month would be released on November 1. This is the fifth time that IGST funds have been divided between the centre and states. As much as Rs 29,000 crore was settled in September, Rs 12,000 crore in August, Rs 50,000 crore in June and Rs 35,000 crore in February this year. When some substantial amount accrues to IGST pool it is apportioned between the centre and states so that it does not lie idle with the centre, the official said, adding Rs 32,000 crore had been apportioned this month. Under GST, the tax levied on consumption of goods or rendering of service is split 50:50 between the centre and the state.

An Indonesian official said that the remains of at least 10 people were retrieved and only fragments of the plane were found, Efe news reported. Flight JT 610 went down on Monday 13 minutes after take off from Jakarta to Pangkal Pinang on the Indonesian island of Bangka. There was no indication yet of what caused the plane to go down. Pakistan attacks growing arms sales to India at UN United Nations, Oct 30 (IANS): Pakistan has attacked growing arms sales to India by several countries, including the US and Russia, calling them “double standards” that jeopardise regional balances. “The policy of double standards towards South Asia, based on narrow strategic, political and commercial considerations, must be eschewed,” Jehanzeb Khan, a First Secretary, in Pakistan’s UN Mission, said on Monday during a debate on conventional weapons in the General Assembly committee dealing with disarmament. He did not name India or the countries selling weapons to India, but the context made the references clear. Khan said in an obvious reference to India that in South Asia “one state’s military spending grossly and vastly outnumbers that of others” and that “this has the potential of fueling instability and jeopardising the delicate regional

balance.” “Islamabad was concerned over the growing transfers of conventional armaments especially in volatile regions that are inconsistent with the imperatives of maintaining peace, security and stability,” he added. He said, “Pakistan, for its part, is committed to the establishment of a strategic restraint regime in South Asia, which includes an element of conventional force balance. He did not say how Pakistan would achieve a conventional force balance with India given the wide disparities in the economies of the two countries nor did he acknowledge that India’s military capabilities have to take China into account. Govt frame guidelines on complaint against CVC

New Delhi, Oct 30 (PTI): The central government has started the process of framing guidelines to handle grievances or complaints against the Central Vigilance Commissioner (CVC), the Personnel Ministry has said. There are no guidelines in place to handle complaints against the CVC, the ministry said in response to an RTI query. The Personnel Ministry’s assertion comes amid a raging controversy in the Central Bureau of Investigation involving its Director Alok Kumar and Special Director Rakesh Asthana. The two warring officers, who have alleged each other of impropriety, have been sent on leave by the Centre. On Friday, the Supreme Court asked the Central Vigilance Commission, that exercises superintendence over the CBI in corruption matters, to complete within two weeks its inquiry into allegations against Verma. “It is informed that as no guidelines to handle

Darbhanga, Oct 30 (PTI): A eight-day-old newborn died allegedly due to rat bite in the neonatal intensive care unit of a government hospital in Bihar’s Darbhanga district on Tuesday. The incident came to light in the morning when the mother went to breastfeed the newborn at the Darbhanga Medical College and Hospital (DMCH) -- 145 km northeast of Patna. The parents hailed from Najra village in Madhubani district. They alleged that the death happened due to rat bite, saying that blood was oozing out from the injury marks and scars found on the baby boy’s toes and fingers. The claim was, however, dismissed by the hospital, which said the baby died at around 4:30 am due to “serious heart ailment”. Om Prakash, the incharge of the hospital’s paediatric department, said the infant was admitted to the hospital’s paediatric ward eight days back due to a breathing problem arising out of heart-related complications at birth.

Jamshedpur, Oct 30 (PTI): Union minister Jual Oram on Tuesday said the government is planning to start 700 more Eklavya Model Residential school (EMRS) across the country by 2022. EMRS is a central scheme of model residential schools for tribals (Scheduled Tribes) across the country which was launched in 2000. Tribal Affairs Minister Oram, who was in the steel city to participate in the two-day nationallevel EMRS music competition organized by the East Singhbhum district administration at Tata Auditorium here, said the purpose was to bridge the competence gap between the tribal youths and others in all fields including higher studies and competitive examinations. Addressing the gathering as chief guest on the occasion, Oram said currently there are 182 Eklavya schools operating in the country and the government has plans to start 700 more by 2022. MP CM’s son files defamation case against Rahul Gandhi Bhopal, Oct 30 (PTI): Kartikey Chouhan, son of Madhya Pradesh Chief Minister Shivraj Singh Chouhan, on Tuesday filed a criminal defamation case against Congress President Rahul Gandhi for alleging that his name figured in the Panama Papers. Gandhi, meanwhile, said he mentioned the name of Chouhan’s son in the context of Panama Papers due to “confusion”. Gandhi, while addressing a rally in Jhabua district of the poll-bound Madhya Pradesh Monday, had said that the name of the son of ‘mamaji’, a chief minister, had figured in the Panama Papers but no action was taken against him. Though Gandhi had not specifically identified the CM, he was referring to Chouhan who is popularly known as ‘mamaji’. The defamation suit was filed by Kar tikey Chouhan in the Special Court of Additional District Judge (ADJ) Suresh Singh through his lawyer Shirish Shrivastava. In the suit, Kartikey Chouhan has alleged that

New Delhi, Oct 30 (PTI): Taking note of the over 55,000 vacancies in the country’s six paramilitary forces, Home Minister Rajnath Singh Tuesday ordered that the recruitment process to fill the posts be expedited, officials said. Of the total vacancies, 21,000 posts are lying vacant in the country’s largest paramilitary force CRPF while there are 16,000 vacant posts in the border guarding force BSF. Taking stock of the vacancies and recruitment procedure for the paramilitary forces and the Delhi Police during a high-level meeting, the home minister directed initiation of special mechanisms for reducing the delays and fast-tracking the recruitment activities in a timebound manner, a ministry official said. N e a r ly 1 . 3 5 l a k h youths have been recruited in the paramilitary forces in the last two years. Among the vacancies, 233 posts are of DSPs and 140 of commandants and DIGs. The vacancies in the paramilitary forces arise due to retirement, resignation, death, creation of new posts or raising of new battalions, another official said. The vacancies are filled through various modes, including direct recruitment, promotion and by deputation as per the extant provisions of recruitment rules. Other forces where there are sizeable vacancies include the Sashastra Seema Bal (SSB), the Indo Tibetan Border Police (ITBP), the Central Industrial Security Force (CISF) and the Assam Rifles. The Central Reserve Police Force (CRPF) is primarily deployed for the assistance of state police forces in internal security, fighting militants in Jammu and Kashmir and the northeast, and in antiNaxal operations in Maoist-hit areas.

He said they should be partners in all “meaningful efforts” towards evolving a solution to the Shri Ram Janmabhoomi issue. He said the government was using technology to ensure effective ‘last mile delivery of services’ and it was also being made an effective medium to bring in ‘Ease of Living’. In his brief address, Patkai Christian College founder and principal emeritus Rev Dr Tuisem A Shishak said the memorandum to Simon Commission submitted in 1929 by the 20 members on behalf of all the Nagas in Indo Myanmar was a profound political expression. Stating that one of the 20 signatories, which included returnees from the First World War Labour Corps, was his own father, he mentioned “to that extent I can claim a small link to the memorandum.” He paid rich tribute to the original NC members and all those Nagas who had kept the memory of the club alive thus far, stating that had it not been for NC, the memorandum to Simon Commission would never have seen light of day. He explained that because of Naga Club and the memorandum to Simon Commission, Naga National Council (NNC) was founded in 1946 as a cultural and political institution for all the Nagas. Shishak said amidst much suffering in the hands of Indian Army, NNC grew as a political institution in the 1950s and 60s as the Nagas then were united in their commitment to achieve political freedom. Though NNC had become a formidable force then for the Indian government to reckon with, he regretted that today, with all the wealth and education at its disposal, the BJP government in Delhi was simply playing politics as it knew that Naga Christians had only a form of godliness devoid of spiritual power. He lamented that today Nagas were as divided as ever with each group pursuing its own selfish agenda, adding “Today the Indian rupee can buy and sell Nagas for any purpose as everyone (both underground and over ground)

Referring to Bible, Matt. 6:24 that said “You cannot serve both God and Money”, Shishak said today Nagas were pursuing the political battle without God and were defeated on all fronts. In his address, activist for change, healing and reconciliation Niketu Iralu said NC had rightly started celebration of centenary year of its formation, while lauding younger generation of Nagas led by Naga Students’ Federation (NSF) for celebrating the club’s legacy. He said it was commendable that all Nagas were commemorating with gratitude the precious achievement of Naga Club. He cautioned that the legacy could destroy the Nagas, if it was thoughtlessly polluted and damaged by selfishness and ill-will against one tribe by another. He maintained that it was the common duty of every Naga to nurture health of the Naga tree and not fight over its fruits that could lead to destruction. Iralu observed that Nagas were loosely related groups of people, becoming a nation with determination, settled in a beautiful and resource-rich land in deep interior of the Asian continent, surrounded by some of the most ancient societies, nations and civilisations. Earlier, NC caretaker (1964-69) Khyomo Lotha reminisced briefly about Naga Club. Joint Christian Forum Nagaland vice-president Rev Dr N Paphino and leaders of various tribal bodies and civil societies also spoke at the meeting. As Delhi’s air quality turned ‘severe’ on Tuesday, this directive was part of an advisory by a government agency which also warned people against any outdoor activity. In the advisory, the Centre-run System of Air Quality Forecasting And Research (SAFAR) asked Delhiites not to rely on dust masks for protection as city’s air quality turned ‘severe’ Tuesday for the first time this season. Malegaon case: court frame charges

Mumbai, Oct 30 (PTI): A special court Tuesday f r a m e d t e r r o r c h a r ge s against Lt Col Prasad Purohit, Sadhvi Pragya Singh Thakur and five other accused in the 2008 Malegaon blast case, setting the stage for their trial that will commence on Friday. Observing that the organisation named Abhinav Bharat was formed by the accused with the common object to “spread terrorism”, the court here also framed charges of criminal conspiracy and murder, among other offences. Six people were killed and over 100 injured when an explosive device strapped on a motorcycle went off near a mosque in Malegaon, a town about 200 km from Mumbai in north Maharashtra, on September 29, 2008. Judge Vinod Padalkar, presiding over the special National Investigation Agency (NIA) court, framed charges against all the seven accused under relevant sections of the stringent Unlawful Activities Prevention Act (UAPA) and the Indian Penal Code (IPC). After framing of the charges, the court posted the case on November 2 for the trial to commence. Framing of charges is a process after which the trial in a criminal case starts. Apart from Puro-

New Delhi, Oct 30 (IANS): The Supreme Court on Tuesday reserved its order on contempt proceedings against BJP Lok Sabha member Manoj Tiwari for breaking the seal of a premises, asking him how he could take the law into his hands. When Tiwari argued that the premises were illegally sealed, a bench of Justice Madan B. Lokur, Justice S. Abdul Nazeer and Justice Deepak Gupta said that there were other remedies available to the accused. Senior counsel Vikas Singh, appearing for Tiwari, told the court that he was not in contempt as the premises in question were not sealed on the direction of the court or the monitoring committee. When Tiwari said that he broke the seal as there was a crowd of more than 1,500 people agitating there, Justice Nazeer shot back: “Are

we ruled by mobs? Alright if it is incorrectly sealed. What is your responsibility as an elected representative?” The court asked Tiwari why he did not approach the authorities if the premises was illegally sealed. Tiwari trained his guns on the court-appointed monitoring committee for playing to the galleries and terrorising the people with its sealing drives. He said that there was no Section or provision of law or notice before the sealing took place. He said that merely because officials were accompanied by a police force does not give them the right to seal any premises without prior information and publicising the proposed action. Appearing for the monitoring committee, counsel A.D.N. Rao urged the court to impose a fine on Tiwari which would pinch his pocket and not send him to jail which he would use for political advantage. Countering Tiwari’s assertions, Rao said that the owner of the said premises has already paid a fine of Rs 39,000 and has made no grievance about the action. Yet, a third person unconnected with the sealed premises goes and breaks the seal.

he never expected the charges to be framed against him and said, “No one can doubt my honesty, integrity and service record.” On December 27 last year, the special NIA court had dismissed pleas filed by Purohit, Thakur and others seeking to be discharged from the case. The NIA, after taking over the case, filed a charge sheet in 2016 giving a clean chit to Sadhvi and three others--Shyam Sahu, Praveen Takalki and Shivnarayan Kalsangra--saying it found no evidence against them and they should be discharged from the case. The NIA court, however, absolved only Sahu, Kalsangra and Takalki, and said Sadhvi will have to face the charges. At that time, the special court had dropped stringent charges under the Maharashtra Control of Organised Crime Act (MCOCA) against the accused, but had said they will face charges under the UAPA and other sections of the IPC, including murder and criminal conspiracy. The accused later challenged the validity of the UAPA against them. Earlier this month, the special court rejected their pleas challenging the applicability of the UAPA against them.

BJP protest against police at Sabarimala Thiruvananthapuram, Oct 30 (IANS): The state BJP on Tuesday observed a statewide protest against the manner in which the devotees were “roughed-up” in and around the Sabarimala temple town last week when they did not allow a woman devotee in the age group of 10-50 to enter the temple. Tuesday’s protest is the first in a series of protests to ensure that Sabarimala’s tradition of keeping away women in the age group of 10 to 50 was kept intact. Over 3,500 protesters have been arrested till now and around 100 are still in judicial custody for the strong position they took against the September 28 Supreme Court ruling that allowed all women to pray at the temple. Leading the protest in the state capital, a few hundred metres from the office of the state police chief, was Bharatiya Janata Party (BJP) state President P.S. Sreedharan Pillai. Similar protests were held by the BJP in all the 13 district headquarters of the state. The temple closed after five days of monthly puja on October 22 and the strong protests of the devotees stopped 12 women who tried to go up to the temple with police security.

Congress begins search for new chiefs New Delhi, Oct 30 (AGENCIES): Congress has begun the search for new chiefs of its party units in Delhi, Haryana, Punjab, Himachal Pradesh and Mumbai, said a party functionary familiar with the developments. The changes are aimed at ending in-fighting in some of the states and giving a fresh start to the party in others. The Congress is out of power in these states and the immediate task of the new chiefs would be to revive the organisation ahead of the 2019 Lok Sabha elections. Delhi Congress chief Ajay Maken, who is unwell and went abroad last month for a health check, has conveyed to the party’s leadership that it will be difficult for him to continue on medical grounds. The functionary, who asked not to be named said the party leadership is looking at several options, with one school of thought suggesting that former Delhi chief minister Sheila Dikshit be appointed as the PCC chief with three working presidents — one each from Muslim, Jat and Bania (trader) communities. New Delhi, Oct 30 (AGENCIES): CBI officer Ajay Bassi, who has petitioned the Supreme Court for a special team to probe CBI No. 2 Rakesh Asthana, on Tuesday cited evidence with the investigating agency that he claimed could implicate the CBI special director. DGCA reviews planes operated by Jet, SpiceJet

New Delhi, Oct 30 (PTI): Aviation watchdog DGCA on Tuesday reviewed the performance of Boeing 737 MAX 8 aircraft operated by Jet Airways and SpiceJet, a senior official said, a day after the plane crash in Indonesia. On Monday, a Boeing 737 MAX 8 aircraft operated by Indonesia’s Lion Air crashed into the sea shortly after taking off from Jakarta. Currently, Jet Airways and SpiceJet are the only domestic carriers flying Boeing 737 MAX planes. Together, they have six such aircraft. “A s o n d a t e, s i x B737Max 8 aircraft in India have accumulated about 4,000 hours since their induction effective June 2018 onwards. There are no significant technical issues encountered on these aircraft,” the official said. However, the official did not elaborate.

Dhaka, Oct 30 (IANS): Bangladesh and Myanmar on Tuesday agreed to begin the repatriation of the 1st batch of Rohingyas from November, it was announced here. Bangladesh Foreign Secretary Md Shahidul Haque made the announcement after the third Joint Working Group (JWG) meeting with his Myanmar counterpart Myint Thu on the repatriation of verified Rohingyas, bdnews24.com reported. “We have the political will for repatriation. We will begin the process next month,” said Mynt Thu. Haque said that Bangladesh was “looking to mid-November to start the first group”. The joint working group members from both the sides will visit Rohingya camps in Cox’s Bazar on Wednesday and will have interactions with the refugees, an official said. This was the third meeting of the working group formed after the two countries signed a repatriation deal following an appalling exodus of Rohingyas into Bangladesh in 2017 due to a military crackdown in Myanmar’s Rakhine state. Currently, over a million Rohingyas are living in Bangladesh. Myanmar authorities do not recognize the Rohingyas as its citizens and consider them to be Bangladeshi immigrants, denying them basic rights. According to the report, Bangladesh and Myanmar for the first time came up with a specific time to start the repatriation of Rohingyas from Cox’s Bazar.

Washington, Oct 30 (Agencies): The US government is planning to end birthright citizenship for babies of non-citizens and undocumented immigrants born on US soil, President Donald Trump said in an interview on Tuesday. In an interview with “Axios on HBO”, Trump said he is working with legal counsel to put an end to the practice, which stipulates that citizenship is automatically granted to any person born within US territory. Revoking birthright citizenship would lead to a court fight over whether the president has the unilateral ability to change an amendment to the Constitution. The 14th Amendment guarantees that right for all children born in the US. Asked about the legality of such an executive order, Trump said, “they’re saying I can do it just with an executive order”. “It’s ridiculous and it has to end ...”

China pledges RMB 150 mn assistance to Nepal Army Kathmandu, Oct 30 (PTI): China has pledged to provide assistance of RMB 150 million to the Nepalese Army over a period of five years for humanitarian and disaster relief equipment. The Chinese assistance - equivalent to Nepalese Rs 2.5 billion - was announced during Nepal Deputy Prime Minister and Defence Minister Ishwor Pokhrel’s visit to China. Pokhrel returned to Kathmandu on Tuesday on conclusion of his week-long visit.

During the visit, Pokhrel and Chinese Defence Minister Wei Fenghe signed a Memorandum of Understanding (MoU) to this effect. With the latest aid, China’s financial support to the Nepalese Army has increased by 50 per cent. Pokhrel held separate meetings with Chinese counterpart Wei and ViceChairman of the Central Military Commission of China Gen Xu Qiliang. Last year, China had extended RMB 100 million for humanitarian and

disaster relief equipment to Nepal’s Army. China has hiked defence assistance to the Nepalese Army in recent years. Pokhrel also attended the eighth Beijing Xiangshan Forum from October 24-26 that witnessed participation of more than 500 representatives from 67 countries and seven organisations from around the world. n October 25, Jaxon of the 93.3 WMMR Rocks! radio station conducted an interview with Metallica drummer Lars Ulrich backstage at the Wells Fargo Center in Philadelphia, Pennsylvania. Asked what piece of advice he would give to the 1981 Lars Ulrich if he could go back in time, the drummer said: “A lot of people are retiring, and we feel very energized and rejuvenated. I mean, we wanna go [a] long [time]. We hope we can get another 20, 25 years out of [Metallica]. I don’t know what it’s gonna look like, I

don’t know what it’s gonna sound like, but that’s in our heads. So we’re not sitting there thinking retirement or this or that; we’re sort of more the opposite. So I would say, for us, everything we do is kind of a long game. And back then, when you were 17, you only think of, like, the next five minutes. ‘Where is the next beer? ‘Crazy Rich Asians’ team heads to China for sequel

he producers of “Crazy Rich Asians” are planning to shoot the sequel of the hit film in China. The film will release in China at the end of next month, but the makers are already warming up plans to shoot the film’s sequel there. Producer John Penotti, President of SK Global, said that “China Rich Girlfriend” is targeting a shoot in Shanghai. He shared the details on Monday at the Chinese American Film Festival’s Co-Production Summit here, reports variety.com. Billed as the first contemporary English language Hollywood movie with an almost all-Asian cast after a long time, “Crazy Rich Asians” is based on the book by Kevin Kwan with the same name. It tells the story of Chinese-American Rachel Chu, her boyfriend Nick Young and the adventure that they go on when Nick takes Rachel to Singapore for his best friend’s wedding. The sequel is an adaptation of Kwan’s second book in the “Asians” series. It is located substantially in China and set two years after the events of “Crazy Rich Asians”. (IANS)

Icardi double sends Inter Milan second in Serie A 13th M.Noke Trophy kicks off

Milan, Oct 30 (Agencies): Mauro Icardi scored in either half as Inter Milan beat Lazio 3-0 under the rain in Rome to move ahead of Napoli and into second place behind Juventus in Serie A. Inter skipper Icardi tapped in the opener after 28 minutes with Marcelo Brozovic adding a second before the break on Monday. The Argentine snatched the third after 70 minutes in the Stadio Olimpico, as Inter with 22 points from 10 games overtook Napoli on goal difference. Carlo Ancelotti’s Napoli were held 1-1 by Roma on Sunday.
