Catalan parl declares Independence BARCELONA, OCT 27 (IANS): Lawmakers at the Catalan parliament on Friday voted in favour of unilaterally declaring independence from Spain and thus triggered a response from the country’s Senate that approved a constitutional measure to strip the northeastern region of its self-government. The Catalan resolution was approved with 70 votes in favour, 10 against and two ballots left blank, in the regional chamber that has 135 seats. A few minutes later, Spain’s Senate voted to withdraw Catalonia’s autonomy by 214 votes, 47 against and one abstention. Two senators, Jose Montilla, a former President of Catalonia, and Fracesc Antic, ex-President of the Balearic Islands in the Mediterranean, walked out of the Senate prior to the vote. The Catalan regional branches of Spain’s main political parties -- the ruling conservative Popular Party, the Socialist Party (PSOE) and the centre-right Ciudadanos -- all walked out of the Catalan parliament and refused to take part in the independence vote, which they considered unconstitutional.

Sept 18 firing arrests: PAC lauds Dmu police

DIMAPUR, OCT 27 (NPN): Naga Council Dimapur (NCD)’s Public Action Committee (PAC) for L. Doulo case has expressed appreciation to the Dimapur Police for the timely arrest of the two accused involved in the firing incident at Kuda Cold Storage, Dimapur on September 18, 2017. In a press release, PAC convenor, Vekhosayi Nyekha, also expressed gratitude to all the apex tribal bodies under NCD, Dimapur business bodies and all stakeholder NGOs for the unflinching support extended to bring the case to its logical conclusion. NSCN (K) clarifies: NSCN (K) has clarified that the two arrested persons-“capt. Akheto Chopy and Aliet Haflong”, alleged to be involved in the Kuda cold storage incident, did not belong to the NSCN (K). In a press note, NSCN (K) MIP also stated that the duo were not enrolled in the NSCN/ GPRN. It also clarified that one “Khumtsa Sumi”, who claimed responsibility of the September 18 incident, was not the finance secretary of the NSCN (K). MIP said that Khumtsa was learnt “to be employed by certain GPRN official overseeing financial operations, but not an officially member of the GPRN and in no manner the secretary of finance.”

Biren Singh on Friday asserted that his government would not remain a silent spectator if Manipur’s territorial integrity was distorted in the event a solution is arrived at between NSCN (I-M) and Government of India. Singh’s statement assumes significance in the wake of several rumours doing the rounds that there was possibilities of Manipur, Arunachal Pradesh and Assam’s territory being carved out for the “greater Nagalim” demand. While extending support for a peaceful solution to the vexed Naga issue, Singh however said that the Manipur government was firm not to allow any agreement that would hamper the state’s territorial integrity. Talking to media persons on the sidelines of a public function, Singh said he had called for an all party meeting on Saturday, 4 p.m. at the CM’s secretariat, to deliberate and take a strong stand on the issue, cutting across all party lines.

BDDC, LLOMBZA want creation of Bhandari distt, amendment of NPNGR KOHIMA, OCT 27 (NPN): In a significant development, Bhandari District Demand Committee (BDDC) and Lower Lotha Oil and Mineral Bearing Zone Association (LLOMBZA) have demanded creation of Bhandari district as well as to expedite the amendment of NPNG Rules and Regulations 2012 pertaining to oil exploration and operations. The demands were contained in a memorandum submitted to the chief minister, T.R. Zeliang when a joint delegation met the latter at his residence office Friday, stated a communiqué issued by the CMO’s media cell. The two organisations justified the demand for creation of Bhandari district on the ground of problems of road accessibility, administrative convenience and backwardness of the areas. In response, the chief minister assured the delegation that he would look into the matter after studying a report from a verification team. Zeliang supplemented the demand by stressing on the need to open up the mineral resource-stacked Bhandari to a new hori-

DIMAPUR, OCT 27 (NPN): Naga Students’ Federation (NSF) has appealed to the state chief minister to expedite the process of investigation being undertaken by the State Vigilance Commission into irregularities/mismanagement of Mid Day Meal (MDM) scheme and submit the reports within 45 days. In a representation addressed to the state chief minister, NSF president, Kesosul Christopher Ltu, and general secretary, Imtiyapang Imsong, stated that the NSF and its federating units undertook thorough physical verification to government schools to ascertain whether the MDM scheme was implemented. However, NSF said it was found out that almost all the schools did not provide the facilities as per the guidelines and in

KOHIMA, OCT 27 (NPN): A day after Nagaland Legislative Assembly (NLA) speaker, Dr. Imtiwapang Aier, asked the nine NPF MLAs to appear before him for hearing on the petition for disqualification in his office chamber on October 31, the NPF legislature party spokesperson, Yitachu, MLA, Friday described speaker’s summon as an attempt to delay the court hearing on the whip issue, which would come up for hearing on October 30. Speaking at fifth day sit-in dharna outside Civil Secretariat here, Yitachu said that the truth would prevail no matter how best they try. He contended that disqualification could be attracted only if the members voluntarily gave up membership of a political party, office of profits, voting or abstention against the party whip, convicted on corrupt charges, criminal charges, resignation, misinterpretation in the nomination age, qualification etc. NPF legislature party spokesperson assured that nothing would happen to the nine MLAs, saying they cannot be disqualified and would take the party forward with truth. DIMAPUR, OCT 27 (NPN): Nagaland Law Students’ Federation (NLSF) has threatened the state government of legal action if the latter failed to release the scholarship to the students within seven days. NLSF general secretary, Medochutuo Kiewhuo and information and publicity secretary, Roland Zeliang questioned the apathy of the Higher Education department towards the genuine plea of the students who were demanding their due rights of scholarships. It said the objective of scholarships was to provide financial assistance to the students to manage their educational requirements. However, NLSF said the denial of scholarship coupled with installment basis, “a first of a kind by any state in our country, was pathetic and bear signs of inefficiency and unaccountability of the department.” NLSF said despite Centre releasing the amount, the delay in the state to disburse the scholar-

ship was evidently a procedural lapse and negative system of the machinery. It said that the neighbouring states have already disbursed the scholarship within the stipulated time. Taking serious note of the issue, the federation said it would not allow such unethical practices to continue. “The youths are tired and frustrated of complacency and unaccountability. It is an era where we are all aware of our rights which the department has long ignored and the ignorance will land in trouble before the authority,” it said. While stating that “diplomatic channel” was always open to resolve issues, NLSF at the same time warned that if the government failed to act positively, it would “seek the arms of justice where justice is served and defaulter reprimanded.” Meanwhile, NLSF has informed the students to contact the federation if they required any assistance on the issue.

Tokheho defends Noke’s appointment TVC bans entry of heavy vehicles DIMAPUR, OCT 27 (NPN): Reacting to the statement of the DAN coordination committee, asking adviser & DAN chairman, Noke Wangnao to prove support of parties backing him as the DAN chairman, Parliamentary Affairs minister and NPF legislature party spokesperson, Tokheho Yepthomi reminded the “self-styled” committee that Noke was unanimously elected as the DAN chairman during the DAN legislature party meeting on July 26, 2017. Tokheho said Noke’s candidature was proposed by Imtilemba (BJP), minister for Cooperation, R&R, MARCOFED and seconded by SI Jamir (NPF), adviser (Urban Development) and Er. Levi Rengma (IND), parliamentary secretary (Housing) in the presence of state BJP president, Visasolie Lhoungu. “Therefore, it is without an iota of doubt that Noke Wangnao is the DAN chairman which comprises of 36 NPF, 4 BJP and 7 Independent MLAs,” Tokheho added. He said that the BJP-led NDA at the Centre was a conglomeration

of few parties. However, since the group led by Dr Shürhozelie had viciously severed ties with the BJP and the NDA on July 18, they have no reason to claim to be part and parcel of the NDA, Tokheho stated. He said even though Kuzholuzo (Azo) Nienu claimed to be the DAN chairman, supposedly supported by NCP and JD (U), these parties do not have a single MLA or party organisation in the state. Therefore, Tokheho said that there should not be any confusion about Noke being the DAN chairman. Tokheho also said it was unambiguous that Dr. Shürhozelie’s group was “using all forms of undemocratic means to threaten the Speaker to disqualify the 36 MLAs and also forcing him to recognise Azo as the leader of the NPF legislature party and recognise Yitachu as the chief whip.” He said the office of the speaker was a constitutional post and the wisdom and integrity of the office should not be challenged by any individual. DIMAPUR, OCT 27 (NPN): Thahekhu Village Council (TVC) along with village GBs, Thahekhu Village Students’ Union (TVSU) and other frontal bodies of the village on Friday deployed volunteers at various intersections of the village to monitor the movement of heavy vehicles on village approach road and directing them to the specified route. In a press note, TVC chairman, I. Khekuto Yeptho, said heavy vehicles coming from Dhobinalla side have been specified to use PWD road– entry from left side of Thahekhu tower Jn. and exit from GHS Thahekhu and vice versa for those heavy vehicles approaching from Rangapahar railway crossing side. However, TVC chairman stated that many heavy vehicles continue to ply along the village approach road endangering the life span of the road. TVC said the village authorities may be compelled to close the route for public if the road was not accorded timely maintenance by the department. Further, TVC has appealed to the responsible department to give due importance to the road at the earliest possible time. TVC has also requested commuters to comply within the speed limit and cooperate with the village authorities. TVC informed that free public toilets and urinals have been constructed at various locations.

DIMAPUR, OCT 27 (NPN): Nagaland Governor, PB Acharya, Friday congratulated and appreciated the efforts of Interlocutor for Naga peace talks, RN Ravi, to address the long pending issue, and positive response from Naga people. In a statement issued through the PRO, Acharya said he “values the formal joining of six NNPGs working committee.” Acharya also requested NSCN (K) to join the peace process so that a meaningful solution to the protracted Naga political problem was found at the earliest. He further appealed to all NGOs, political parties and civil society organisations to stand united as one society to make the peace process a success.

48-hr KPU NH-2 bandh

DIMAPUR, OCT 27 (NPN): Kandi Public Union (KUP) on Friday said that the state government’s “irresponsive attitude” has compelled it to go ahead with proposed total bandh along NH-2 from October 31, 6 a.m. to mid-night of November 1. In a press release, KPU secretary publicity & information, Khiyalo Kez, stated that the bandh would be the first phase agitation against the government’s failure to construct BDO office under RD Block Chunlikha. Meanwhile, KPU said paramilitary/police, magistrate on duty, ambulance, wedding party and media have been exempted from the purview of the total bandh.

Landslide-hit NH155 open for traffic
