KO H I M A , O C T 2 6 (NPN): Nagaland Legislative Assembly (NLA) speaker, Dr. Imtiwapang Aier has summoned chief minister, T.R. Zeliang and nine NPF (Dr. Shürho) legislators to appear before him either in person or through their counsel in order to hear the case pertaining to the disqualification petition filed by the chief minister on August 4, 2017 against the nine MLAs, NLA commissioner & secretary, N. Benjamim Newmai stated. In this regard, the first hearing on the matter will be held on October 31 at 11 a.m. T.R. Zeliang had filed a disqualification petition with the speaker against 10 MLAs—Kiyanilie Peseyie, Y. Vikheho Swu, Chotisuh Sazo, Kuzholuzo Nienu, Yitachu, C.L. John, N. Thongwang, P. Longon, R, Tohanba and T. Torechu. The notice has been issued to the petitioner and the respondents so as to hear them out the fundamental issues on which the proceedings can be held, Newmai stated in a communiqué.

DIPHU, OCT 26: Karbi Students’ Association (KSA) along with Students & Youth for Justice (SYJ) and Students & Youth Council (SYC) have decided to stage a road blockade in Manja town (NH-36) on October 28 from 10 a.m. to 3 p.m. to protest against the “greater Nagalim” demand. In a press note, KSA president, Simeon Rongphar, and secretary, Thomson Rongpi, stated that protest has been called against the ‘greater Nagalim’ demand, which had been supposedly incorporated in the framework agreement signed between NSCN(I-M) and BJP-led government in August 2015. The demand extends upto Karbi Anglong covering at least 7399 sq km area, the signatories said. It may be pointed out that the Union Home minister, Rajnath Singh as well as Interlocutor for Naga talks, R.N. Ravi had repeatedly made known that the territorial integrity of neighbouring states-- Assam, Manipur and Arunachal Pradesh would be protected at all cost.

Meanwhile, commissioner & secretary NLA, Benjamin Newmai in another communiqué to Yitachu, MLA has informed the latter that the two petitions filed by him were admissible. In a letter to Yitachu, Newmai pointed out the following petitions include-- “i. Petition dated 3/10/2017 for inclusion/ impediment of you in petition for AS/LC-07/PFD2/2017 originally filed by late Kiyanilie Peseyie and ii. Petition for disqualification dated 6/10/2017 freshly filed by Yitachu in relation to T.R Zeliang and 35 others for alleged violation of whip during the sitting in the house held on 21/7/2017.” However, Newmai informed Yitachu that the speaker had directed him (Yitachu) to inform the NLA his choice within two days, as only one petition would be admitted for further consideration. After admitting one of the petitions, the other one would be automatically disallowed, Newmai stated.

DIMAPUR, OCT 26 (NPN): A constitution bench of the Gauhati High Court on August 30, 2017 took up the Public Interest Litigation (PIL) filed by the Chakhesang Public Organisation in 2006 challenging the delimitation exercise carried out in Nagaland based on what the CPO described as “erroneous census of 2001 in the year 2006”. According to CPO president, Kekhwengulo Lea and general secretary, Mutivoyi Kotso, the PIL was to seek court intervention in preventing the government of Nagaland from going ahead with the delimitation exercise with the erroneous census 2001. The constitution bench after hearing the matter took cognisance of the submission of the Assistant Solicitor General of India K.C. Keyal who submitted that a notification was issued by the President of India on February 8, 2008 deferring delimitation exercise in the state of Nagaland, Assam, Arunachal Pradesh and

DIMAPUR, OCT 26 (NPN): Eastern Nagaland College Students’ Union (ENCSU) Thursday said that it has, after thorough deliberation, decided to serve a four-day ultimatum on the Department of Higher Education (DoHE) to clarify and rectify the disbursement of post-matric scholarship on installment basis. ENCSU through its media cell cautioned that the union would take its own course of action “without any hesitation” if the department failed to do so. ENCSU pointed out that the department and the state government have failed to furnish copy of directive issued by the ministry, which purportedly directed the scheme implementing department to disburse the scholarship on installment basis. The union stated that until and unless the department disclose the directive in black and white, it would “not accept and tolerate such lie from the department.” Further, ENCSU said that some of the students were yet to receive even the first quarter instalment even as the admission for next semester was in progress in many colleges.

NEW DELHI, OCT 26 (AGENCIES): Prime Minister Narendra Modi on Thursday said a new consumer protection law was on the anvil to crack down on misleading advertisements and ensure that grievances are redressed in a time-bound and cost effective manner. The government had enacted a GST law, which would benefit consumers in the long run as prices would come down because of competition among manufacturers, he said. “Today we are in the process of enacting a new Consumer Protection Act keeping in view business practices and requirements of the country. The proposed Act lays great emphasis on consumer empowerment,” he said. “Stringent provisions are proposed against misleading advertisements. A Central Consumer Protection Authority with executive powers will be constituted for quick remedial action.” “Protection of consumer interests is a priority of the government. This is also reflected in our resolution of the New India. Moving beyond Consumer Protection, New India will have best consumer practices and consumer prosperity,” Modi said.

Amur Falcons begin to arrive Nagaland DIMAPUR, OCT 26 (NPN): As Amur Falcons begin to arrive Nagaland, the Department of Environment, Forest & Climate Change, has appealed to the people from all walks of life to enjoy and experience the presence of Amur Falcons in the state. In a press release, Principal Chief Conservator of Forest (PCCF) and Head of Forest Force (HoFF) Nagaland, I Panger Jamir, said a few thousand Amur falcons have arrived to roost in Nagaland for the next one month. Jamir said that this year also the department was ready to receive the Amur falcons and provide them safe passage. PCCF and HoFF has also appealed to all responsible to welcome these little raptors and enjoy their presence in the Capital of Amur Falcon. “Let us allow our state as safe haven for this little creature and send them happily,” Jamir stated. Satellite tracking: The first satellite tracking of Amur Falcon from Nagaland was initiated during 2013. Three Amur falcons namely Naga, Wokha and Pangtin were selected for the satellite tagging. Last year (October-November 2016), a total of five Amur Falcons were tagged again with satellite tracking solar-powered PTT and released from Nagaland. They were Hakhizhe from Niuland, Intangki from Intangki National Park, Longleng and Phom from Longleng and Eninum from Pangti roosting areas. Four birds satellite tracking device tagged were deactivated. Presently the lone bird -- Longleng is coming back from Amurland (Mongolia) and now flying over Henan province, China. “We expect it to reach Nagaland within one week time,” PCCF and HoFF said.

DIMAPUR, OCT 26 (NPN): A 48-hour total bandh along NH-2 called by Kandi Public Union (KPU), comprising of six villages under Tseminyu sub-division, has received support from Kandi Ni Union Dimapur (KNUD) and Ehunnu and Yikhanu Students’ Union (E&YSU). KUP has proposed to impose total bandh along NH-2 with effect from October 31, 6 a.m. till November 1 midnight to protest government’s failure to commence the construction of the BDO office at Chunlikha RD block. In a press release, KNUD president, Mehaithi Apon, and joint secretary, Sentenlo Apon, said decision to extend support to KUP’s proposed bandh was taken at an emergency meeting of the union on October 26, 2017. They said the meeting unanimously decided to support the bandh till demand was achieved. E&YSU: Ehunnu and Yikhanu Students’ Union has also extended its full support to proposed NH-2 bandh. In a press release, E&YSU statistical secretary, Niwalo, requested all executive and responsible student members to participate in the bandh.

Night curfew along border reinforced

DIMAPUR, OCT 26 (NPN): Sivasagar district administration, Assam has reinforced night curfew from 6 p.m to 6 a.m. in the 5 km belt of Sivasagar district bordering Nagaland state with effect from September 26, 2017 for a period of 60 days. According to an official bulletin, the additional district magistrate (ADM) Sivasagar, in an order, stated that night curfew has been imposed as a precautionary measure to prevent occurrence of antisocial elements/extremist/ unlawful activities coming across the Assam /Nagaland border in the belt of Sivasagar district. ADM, Sivasagar said movement of any person/ group of persons/ any vehicular traffics were prohibited during the period of night curfew. Security personnel of army/CRPF/ Police and civil officials deployed on duty have, however, been exempted from the purview of the prohibitory order, stated the order.

NNC and FGN will stand by 1951 plebiscite: Metha DIMAPUR, OCT 26 (NPN): FGN kedahge, ‘gen.’ (retd) Viyalie Metha on Thursday said that the NNC and FGN would “firmly stand by the mandate of the May 16, 1951 Naga plebiscite, which was to be a sovereign Independent Naga nation.” Metha said since the “prop up ongoing parley between the so called NSCN (I-M) and GoI has been added with a new twist by inclusion of six NNPGs,” the FGN was compelled to highlight the “historical facts about the Indo-Naga conflict”. He went on to point out that the Indo-Naga conflict “did not begin with any aggressive action” by Nagaland against India. Citing B.N. Mulik’s statement, he said the conflict started when “troops moved into Tuensang by October 1955, and the war with Nagas started from then.” Metha reminded that

Accordingly, he said the republic of Nagaland known as the Federal Government of Nagaland was setup on March 22, 1956. “Unlike other states in the Indian union, the NNC, FGN and the Naga army have been defending Nagaland’s sovereignty from 1947 to the present,” he added. He therefore cautioned that “any Naga citizen from any Naga organization, who would ignore these irrefutable facts of our history and make any sham settlement with India, would be guilty of treason to the nation.” Metha also reminded that the NNC and FGN were still holding on to the 1964 Indo-Naga ceasefire between the FGN and the Government of India in order to have a peaceful solution to the Indo-Naga conflict.
