MHA asks states to ensure security of journalists NEW DELHI, OCT 25 (PTI): Home Ministry has asked all states to ensure safety and security of journalists in exercising freedom of speech and expression, in the wake of incidents of attacks on mediapersons. In an advisory to the states, MHA also said all cases of attacks on journalists should be investigated promptly to ensure that criminals get “persecuted in a time- bound manner”. “Fourth Estate is an important institution of the democracy. It ensures that citizens are able to express their opinions freely without any fear and coercion as provided under the Constitution of India. “It is the duty of the state to ensure safety and security of the journalists who ensure that the Fourth Estate discharges this key duty,” the advisory said. The central governments missive was sent in the wake of the killing two journalists, Gauri Lankesh in Bengaluru and Shantanu Bhowmik in Agartala. “States should also take all preventive and deterrent action as deemed required. States are already empowered to provide security to individuals based on threat perceptions,” it said.

D I M A P U R , O CT 2 5 (NPN): Department of Power on Wednesday released the list of top 100 defaulting government consumers in Nagaland. In a press release, power department engineer-inchief, Er. G. Chishi, said that the department was compelled to release the details since they have failed to clear the dues despite of several reminders and notices. According to engineer-in-chief, the outstanding top government departments amounted to Rs.15.45 crore. KIPHIRE, OCT 25 (NPN): National Highway-155 (202 new) was blocked Wednesday after a massive landslide occurred some few meters away from Longkhim town affecting vehicular movement. ENSF member, Lumtsase Sangtam, told this correspondent over phone that the landslide occurred due to poor drainage system. He said even
light vehicles were finding it difficult to pass through the landslide area. However, he said that with the initiatives of district administration and public leaders of Longkhim town, temporary alternative route to Tuensang via Angangba village from Longkhim town has been arranged for the commuters. One of the oldest towns in Nagaland, the Longkhim ADC headquarters is located between Mokokchung town and Tuensang. PWD (NH) informs: PWD (NH) Tuensang has informed the commuters that the road between Longkhim and Angangba on NH-155 (202 New) remained closed due to landslide at location-69.05km. In a press release, PWD (NH) Div-III, Tuensang, executive engineer stated that the staff and machineries were already engaged at the site and complete restoration could take around two days. In this regard, the department has advised the commuters to take alternate route (village road) between Longkhim and Angangba. It also expressed regret for the inconvenience and requested the commuters to bear with the department.
NIA to issue summons NEW DELHI/KOHIMA, OCT 25 (IANS): The NIA is likely to issue summons to Shelly Sumi, wife of ‘lt. gen.’ Niki Sumi of the NSCN (K) and others over a case of terror funding in Nagaland, an official said on Wednesday. On Tuesday, officials of the National Investigation Agency seized around Rs 27.90 lakh from the houses of Shelly, Ikheli Yeptho, Shutoli and Hozheli at Naharbari Basti in Dimapur, the main commercial town of Nagaland. Twelve mobile phones, three laptops, a hard disk and 33 documents were also seized, it said. “So far, we have not arrested anyone. Summons will be issued to Shelly and her associates,” a top NIA official told IANS on condition of anonymity. Various intelligence agencies have been keeping a close watch on the movement and activities of Shelly and her associates in Nagaland and Manipur. “The government wants to know the source of the money... No one is above the law,” he said. NIA officials said the seized money was suspected to have been extorted from the public or government servants and meant for sending to the NSCN (K) camps in Myanmar to fund activities “prejudicial to the sovereignty and integrity of India”.

Ganeshnagar Village Council (GVC) has clarified that one of the arrested accused Aliet Haflongber was a bona fide citizen of Ganeshnagar village, who it said was arrested by police on October 22, 2017 at the vicinity of village while he was on evening walk. In a press release, Ganeshnagar Village Council chairman, Sonen Khemprai, and Ganeshnagar village GB, Noyalal Nunisa, stated that the arrested accused did not have any criminal record and had no link with any underground faction. They said that after the demise of his father, he had been looking after the family. Also, asserting that they know him and his family “very clearly”, the signatories declared him to be “an innocent bona fide person.”
Claims of rival NPF ‘joke of the year’, says Kenye Correspondent
KOHIMA, OCT 25 (NPN): Rajya Sabha MP and secretary general of NPF (Dr. Shürho) K.G. Kenye has termed the statement of chief minister T.R. Zeliang, who claimed that both he (CM) and Neiphiu Rio would retain the NPF ‘Cock’ symbol, as the “joke of the year”. Kenye said this while addressing NPF party workers currently on the third day of their ongoing dharna against the NLA Speaker Dr. Imtiwapang Aier outside the civil secretariat (for not taking cognisance of their petition for disqualification of 36 NPF MLAs (T.R. Zeliang- N. Rio group) etc. Kenye cited the rival group which questioned the ECI order on October 17 and passing a set of resolutions in Kohima on October 24 by which the ECI’s order was twisted and also seeking to disqualify the nine MLAs under Dr. Shürho on constitutionally untenable ground. Kenye pointed out that despite the rival group’s claims and also having convened their ‘general convention’ (on September 20 in Dimapur), the ECI still insisted that NPF (Dr. Shurho) convene its general convention within two months to resolve the internal crisis as was done in the 2015 general convention. He also referred to the general convention organised by the rivals at the DDSC stadium where the stadium has a sitting capacity of maximum 23,000 on the ground (without gallery). On the appointment of whip, Kenye reiterated that it was the prerogative of the party to appoint a whip to ensure that the elected members of the party do not sway with other political parties. In this regard, he said after the demise of the chief whip, Kiyanilie Peseyie, the party appointed Yitachu, MLA as the chief whip of the party, adding “this appointment will stand in any court of law.” On the issue which the NPF youth wing has taken up in agitating against the NLA speaker, Kenye said it was based on violation of laid down rules in the constitution and therefore, it ought to be settled at the earliest. He asked the NLA speaker to act on their petition and act as per the law without further delay. NPF spokesperson Yitachu also spoke at the venue where he said the rival group had passed the October 24 resolutions out of frustration and apprehension. Instead, Yitachu took a jibe in asking the rival group to join the protest against the speaker if they were so confident of getting the ‘Cock’ symbol.
Mass social work in Dimapur on Oct 28
D I M A P U R , O CT 2 5 (NPN): In view of the serious outbreak of dengue in and around Dimapur Municipal area, the Dimapur Municipal Council (DMC) has informed all the citizens that there would be a mass social work for removal of stagnant water in respective households on October 28, 2017 starting from 8am onwards. In an order, DMC administrator, Moa Sangtam, has therefore informed all residents of Dimapur municipal area to completely remove/drain stagnant water within their respective house compounds from household utensils, flowerpots, drains etc. DMC has also directed the colony chairman/GBs to monitor the social work. It stated that colony chairman/ GBs have been authorised to impose a fine of Rs.100 if they find any household with stagnant water within their compound.
ECI asked to hold state polls with EVMs, VVPATs
D I M A P U R , O CT 2 5 (NPN): Nagaland Pradesh Congress Committee (NPCC) has informed that the Gauhati High Court, Kohima bench has directed the Election Commission of India to ‘take all possible steps’ to conduct the 2018 Assembly Election with the use of Voter Verifiable Paper Audit Trail (VVPAT) along with Electronic Voting Machines (EVM). NPCC media cell said that the directive was issued based on the petition filed by NPCC, wherein the party had asked the ECI to discontinue the use of EVMs without VVPAT machines. Linking Aadhaar to bank ACs, mobiles to be extended New Delhi, Oct 25 (IANS): The Central government on Wednesday told the Supreme Court that it will extend till March 31, 2018, the deadline for linking Aadhaar with bank accounts, PAN, mobile numbers and other schemes for those who don’t have the unique identification number and are willing to go for it. Attor ney General K.K.Venugopal said that the government will extend the deadline till March 31 after Chief Justice Dipak Misra, who heads the bench hearing the case, asked him if government was prepared to extend it.
