All eyes were on the fledgling Jannayak Janta Party (JJP) which was floated last year by Dushyant Chautala, a former MP from Hisar, after a vertical split in the once powerful INLD following a family feud in the Chautala clan. JJP bagged 10 while Independents had 7 in their kitty. Chautala remained non-committal on whether his party would support BJP or Congress in forming a government The Congress bagged 31

seats, up from 15 in the outgoing House. Senior Congress leader and former chief minister Bhupinder Singh Hooda, who won from his stronghold Garhi Sampla-Kiloi in Rohtak district, urged non-BJP outfits to join hands. The BJP hailed the verdict in Maharashtra and Haryana as a victory of its development agenda, while the opposition parties termed the outcome as a “moral defeat for the saffron party, claiming that “jingoism does not work when people are living in misery. Addressing party workers at the BJP headquar-
ters in Delhi, Prime Minister Narendra Modi said people of Maharashtra and Haryana have reposed their trust in chief ministers of the two states--Devendra Fadnavis and Manohar Lal Khattar-and asserted they will work even harder in the next five years to serve them. BJP sources said the party’s Parliamentary Board has authorised Shah to take decisions on government formation in Maharashtra and Haryana and that there is no change in chief ministers. In Maharashtra, the NCP not only improved its performance but fared even better than senior partner Congress by contesting lesser number of seats. With results announced for 258 out of the 288 seats, the BJP-Shiv Sena alliance got a simple majority with the saffron party winning 94 seats and the latter bagging 54 for a total of 148. The BJP and Sena were also ahead in 11 and 2 seats respectively. The half-way mark is 145. The NCP and the Congress won 49 and 35 seats and were leading in 5 and 9 seats respectively. Shiv Sena chief Uddhav Thackeray set the tone
for tough bargaining amid speculation that the “50-50 formula for power-sharing could be a rotating chief ministership or equal sharing of ministries. “Maharashtra mandate is an eye-opener for many, Thackeray told reporters in Mumbai. “We had agreed to contest fewer seats (than the BJP), but I cannot accommodate the BJP every time. I should allow my party to grow, Uddhav said, indicating that he would drive a hard bargain. NCP chief Sharad Pawar told reporters that the message was that people did not like “the arrogance of power. He ruled out the possibility of NCP and Congress joining hands with the Shiv Sena to form the government. “The people have asked the Nationalist Congress Party to remain in opposition, he said, adding the NCP will not try to form government. In the 2014 polls, the BJP won 122 seats, the Sena 63, the Congress 42 and the NCP 41. The BJP and Sena had then contested separately. The Sena joined the BJP-led government over a month after it was formed.

Amended RTI Act in force Petrol, diesel Demand for protection of Manipur’s territorial integrity
NEW DELHI, OCT 24 (PTI): Sidestepping concerns of civil society, the Centre on Thursday notified the date from which the recent changes in the Right to Information (RTI) Act, 2005 will come into force. The central government hereby appoints October 24, 2019 as the date on which the provisions of The Right to Information (Amendment) Act, 2019 shall come into force, a notification by the Personnel Ministry said, without giving further details. The government had in July introduced a bill to amend the transparency law, a move criticised by transparency activists who termed it “an attack on the independence of the panel. Minister of State for Personnel Jitendra Singh had then said that it was meant to further streamline and institutionalize the RTI Act of 2005 which was drafted by the then govern-
ment in haste and thus had several missing links. “Further, the Information Commission is a statutory body and by linking it to the Election Commission and Supreme Court, which are constitutional bodies, there is an anomaly which needs to be corrected, Singh had said. The bill was passed in both houses of Parliament in July and it got assent from the president in August. Transparency activists had slammed the government’s move to amend the RTI Act to take away statutory parity of information commissioners with election commissioners in terms of tenure and service conditions, saying it was an attack on the independence of the panel. According to the amended law, the government can prescribe the tenure of office, salaries, allowances and other terms and conditions of service of chief information commissioner (CIC) and information commissioners (ICs).

He however lamented that though Nagaland has surplus quality produce of cereal, pulses, spices, fruits and vegetables but there was lack of a separate and organised bazaar. This deprived farmers of premium prices while potential consumers were not well informed about benefits of organic vegetables. He also said in addition, many of the roadside vendors also face a lot of hardship due to lack of marketing shed and unhygienic environment. July 1 2019 seeking registration, CRPO said it held an executive council meeting with all VCCs, head GBs, GBs and frontal bodies on July 22 and rejected the application. According CRPO, the CPO resolution no. 4 had specified that unauthorised bodies by individuals or groups of individuals having any grievances with the ongoing two-lane road project were not permitted to approach the administrative authorities unless routed through their respective village councils. CRPO claimed it had invited 2-LAPOA for discussion, and that fervent appeals were made on several occasions to settle any grievance or dispute amicably for the greater interest of general public. However, it alleged that the association had defied all appeals. (Cont’d on p-7) K Y M C
