Deadline served on 9 NPF (Dr. Shurho) MLAs NPF party MLAs headed by NPF president Dr. Shürhozelie Liezietsu have been served with a one-week deadline to join hands with the majority NPF party, led by Neiphiu Rio. The ultimatum was among several resolutions adopted during the consultative meeting of the NPF party headed by Neiphiu Rio. zelie) who had defied party whip, in accordance with anti-defection rules. The resolution jointly signed by NPF president, Neiphiu Rio and chief minister, T.R. Zeliang expressed appreciation to the Election Commission of India for its competent and wise decision in asking the NPF party to gracefully settle its internal dispute through reconciliation by first exhausting the provision in the party’s constitution. While recognizing and acknowledging the ECI order, the house also resolved to file a ‘review petition’, stating that the “competent authority of the ECI has been grossly misguided with misrepresentation of facts and statistics, by the other NPF dissenter group.” Further, the house lauded the progress achieved so far by the Joint Legislature Forum (JLF), in facilitating the Naga peace talks and in building confidence measures between various Naga Political Groups. It also recognized the imperative need to energetically pursue a peaceful resolution to the Naga political issue.

DIMAPUR, OCT 24 (NPN): Dismayed over deplorable condition of National Highway-2 between Kitsakita-Akuluto, the joint council of Awotsakilimi, Lokobomi and Aizuto Centre has served an ultimatum on the National Highways authority of Nagaland to repair the highway on or before October 29, 2017. In a press statement, the chairmen and secretaries of Awotsakilimi village council, Lokobomi village council and executive secretary of Aizuto centre cautioned that failure on the part of the authority would compel the joint council to impose total indefinite bandh on NH-2 and the National Highway authority of Nagaland would be held fully responsible for any eventuality. The joint council lamented that road condition has become worse and deplorable making it difficult for loaded vehicles to ply. It also stated that public were tired of pushing and pulling loaded vehicles along the highway. Pointing out that people of the area have been repairing road with their physical contribution to assist the vehicular movements, the joint council, however, said that they could not be able to carry out such repair at all times.

Govt waging war against SCs/STs: Cong
NEW DELHI, OCT 24 (IANS): Accusing the government of waging a war against the SC/ST communities, the Congress on Tuesday demanded immediate release of their scholarship arrears and increased scholarship allocations, among other things. Congress said the NDA government’s “assiduous attack on post-matric scholarship for Dalits and Adivasis is a dastardly attack on promises made in the Constitution of India”. “The NDA government is waging a war against scheduled castes and scheduled tribes, which are fighting for a better future, by placing hurdles in the path of these communities’ students’ quest for education. “This government has drastically slashed funding for University Grants Commission (UGC) by 55% (from Rs 9,315 crore in 2015-16 to Rs 4,286 crore in 2016-17),” K. Raju, Chairman of the SC Department of the Congress, said in a statement. KOHIMA, OCT 24 (NPN): Rejecting the clarification issued by NLA speaker, Dr. Imtiwapng Aier over several petitions pending with the NLA, former speaker, Dr. Chotisuh Sazo (MLA) on Tuesday asked the Speaker to chose which law to followthe Indian law or his brotherin law’s (T.R. Zeliang) law. Chotisuh said this while addressing the NPF party workers on the second day of the sit-in dharna outside civil secretariat against the NLA Speaker for not taking cognisance of the petition for disqualification of 36 MLAs with T.R. Zeliang and Neiphiu Rio, as per the law. On speaker’s clarification that the whip issue was under examination, Dr. Sazo asked whether the speaker was awaiting his brother-in law’s legal opinion on this matter? He reminded Dr. Imtiwapang that the speaker’s post he held was a dignified post and it required him to act in an impartial manner as per the law. Dr. Sazo also criticised the ruling coalition for not
appointing a deputy speaker, which was a constitutional post. He said instead the government rather chose to unconstitutionally appoint 26 parliamentary secretaries. NPF legislators’ spokesperson and chief whip, Yitachu said that the speaker chose to justify his stand instead of passing orders. Reminding the speaker that the NPF party never sought for any justification, Yitachu demanded that he (speaker) follow the laid down rules and pass an order “be it in anyone’s favour”. Yitachu further asked the speaker not to shy away from carrying out his responsibilities. On the disqualification petition filed by him (Yitachu) as chief whip, after the demise of late Kiyanilie Peseyie, Yitcahu said “if the speaker thought that the demise of the petitioner (late Peseyie) has made the proceedings infructuous, then why can’t he (speaker) pass the simple order that the matter was in court so that the members will not protest.” He said it was shameful to occupy the highest seat
and pass justifications on such an issue. On recognition of NPF legislature party leader, Yitachu asked the Speaker as to what kind of legal opinion was he seeking and demanded that he come out openly on the list of his (speaker’s) query in seeking legal advice. Yitachu expressed scepticism that since the NPF has raised the issue, the Speaker could come out with the “backdated list of queries.” On Neiphiu Rio’s accusation that the dharna was illegal, Yitachu stated that the NPF members were only highlighting the illegal practises in a peaceful manner and not creating unwarranted situation like the anti-ULB issue protest. Yitachu also lamented that the party-less dissidents have made an elderly person (Noke Wangnao) as the DAN chairman. He said the dissidents ought to respect elderly persons. NEW DELHI, OCT 23 (PTI): To upgrade infrastructure in the North-East, the government is planning to undertake highway projects worth about Rs 1.45 lakh crore in next two to three years, Union Minister Nitin Gadkari said. The government has already taken up many road improvement projects under Special Accelerated Road Development Programme for North-East for better connectivity in the region, besides setting up National Highways & Infrastructure Development Corporation Ltd to augment capacity of the agencies involved in development and maintenance of highways in the region. “The government is planning to invest about Rs 1.45 lakh crore in the North-East for development of National Highways,” Road Transport, Highways, Shipping and Water Resources Minister Gad-
kari told PTI. Of the proposed Rs 1.45 lakh crore investment, the government plans to invest about Rs 48,000 crore in Assam, Rs 22,000 crore in Manipur and Rs 20,000 crore in Nagaland for building roads. Projects worth Rs 17,000 crore are planned in Sikkim, Rs 12,000 crore in Mizoram, Rs 10,000 crore in Arunachal Pradesh and Rs 8,000 crore each in Meghalaya and Tripura, he said. The government has earlier said that it is giving special attention to infrastructure development projects, such as road, rail, communication, and telecom network in the North- East. A total of 197 on-going road development projects are being implemented under various programmes/schemes of Ministry of Road Transport and Highways in the North Eastern States, it as said.
KOHIMA, OCT 24 (NPN): A South Korean diplomat on Tuesday asserted that Korea and Nagaland have a great potential to enhance cooperation for mutual benefit, saying Korea was now pushing ahead with the strong political and economic cooperation with India. Park June Seo, Political Counselor, Embassy of the Republic of Korea, New Delhi, said that Korea was willing to extend development assistance such as scholarship to young people of Nagaland and to support opening Korean language course at Nagaland University. “If Naga youth get an opportunity to study in Korea, they can make great contribution to expand bilateral cooperation between two countires. I will help the Naga youth to get opportunity to study and work together with Koreans with a future oriented vision

Recalling the history, Park said that the ancient kingdom of Korea was destroyed by Chinese invasion about 1,300 years ago and according to Korean legend, the refugees had settled in this region
because Nagaland had a very similar landscape as their lost fatherland. Park also said he has come to know about presence of huge Korean films and music fans in Nagaland who have adopted various elements of Korean culture also. He said this cultural proximity of Korean and Nagaland has given a solid foundation for a great bilateral cooperation potential. Further, Park recalled that from ancient times Nagaland as a trading route between Indian subcontinent, China and southeast Asia, was central to international economic activity and also a witness to wars. Organizations condemn murder of Naga woman DIMAPUR, OCT 24 (NPN): Various Naga organisations have strongly voiced out against the murder of a Naga lady, identified as Alino Lotha, who was stabbed to death in broad daylight by one Rupak Singh at New Market Dimapur on Monday. Strongly condemning the shocking and gruesome killing, the Naga Mothers Association (NMA) has demanded strictest punitive actions against the accused as per the law. In a press release, NMA president, Abei-u Meru, and secretary, Lochumbeni Humtsoe, said violence against women and girls has been spiralling since the last few years. NMA said the trend indicated that security and lives of women and girls were being threatened every day, which calls for serious pondering. Fur ther, NMA demanded swift justice in all
cases related to rape and murders of women and children. It also and urged the law enforcing agencies to ensure there were no loopholes for perpetrators of such crimes to get bail or be released. CNTC: Central Nagaland Tribes Council (CNTC) also strongly condemned the murder and warned every non-Naga and outsiders to be careful and not to take the Nagas for granted otherwise they would have to “bear a very heavy and extreme consequences.” CNTC through its media cell said patience and tolerance of Naga were now seemed to be exhausting. “By blood Nagas are a fierce warrior race and we will not hesitate to act accordingly. Whatever may have been the reason how can our Naga sisters and daughters be allowed to be butchered in the middle of the town in front
of us by some outsider like we don’t exist at all?’ CNTC stated. Stating that now was the most crucial time where Nagas also have to start questioning themselves, the CNTC questioned, “Why have the non-locals and outsiders lost all the fear and respect towards us here even in our own land?” Asserting that the incident was an insult and a mockery for every living Naga, the CNTC said these kinds of rape and murder incidents have seemed to become a routine in the state. “Such happenings are a clear indication of where our future is heading to,” it said. CNTC has also asked whether every section of the stakeholders in the society, from the law agencies, civil societies, churches, national workers to the layman, were learning anything from all these incidences as now anyone from anywhere could
come and do anything as they wish “right here in our homeland.” Meanwhile, CNTC has appealed to every Naga to attend the rally called by the Lotha Hoho Dimapur at Deluxe Point at 9am on October 25, 2017 in order to show “our solidarity and resentment against such heinous crime committed on our Naga woman.” Further, CNTC warned the authorities not to bail the accused under any circumstances. LEH: Lotha Eloe Hoho has vehemently condemned the heinous act of Rupak Singh, hailing from Manipur, who murdered Lotha Naga woman, Alino Tsanglao, in broad daylight at Dimapur. In a press release, Lotha Eloe Hoho president, Mhonchumi Humtsoe, urged the law enforcing agency to take stringent action against the accused and also not to grant bail but to award befitting punishment.
NEW DELHI, OCT 24 (IANS): The NIA on Tuesday said it seized Rs 27.90 lakh from the houses of Shelly Sumi, wife of ‘lt. gen’ Niki Sumi of the NSCN (K) and others in Dimapur. The raids were part of its ongoing case against them for extorting people and sending the money to Myanmar to fund the activities of the terrorist organisation. “We conducted searches at the houses of Nikki, Ikheli Yeptho, Shutoli and Hozheli at Naharbari Basti in Dimapur earlier in the day and recovered cash amounting to Rs 27.90 lakh,” a National Investigation Agency (NIA) statement said. It said the seized money was suspected to have been extorted from the public or government servants, meant for sending to the NSCN (K) camps in Myanmar to fund activities “prejudicial to the sovereignty and integrity of India”. A total of 12 mobile phones, three laptops, one hard disk and 33 incriminating documents were also seized, it said. The statement said the NIA got intelligence inputs in April that Shelly was believed to be carrying huge amounts of money to Myanmar to fund the NSCN (K). Later, the agency filed a case against her and others. NSCN (K) is the major insurgent group operating in Nagaland.
Noke asked to prove support of parties
KOHIMA, OCT 24 (NPN): DAN coordination committee comprising of NPF, NCP and JD (U) on Tuesday asked Noke Wangnao “not to misuse or misguide the general public and refrain from using chairman DAN”, stating that he was an unattached member and did not belong to any political group. In a joint statement, DAN chairman, Kuzholuzo (Azo) Nienu, NPF DAN member, Er. TL Semdok, NCP president and DAN member Vanthungo Odyuo, NCP DAN members-- ML Yanger Jamir and Benjamin Angami, JD(U) president and DAN member, Y. Rekhum, JD (U) DAN members-- Z. Ato Yimchunger and Elvis Lotha also asked Noke to produce the names of the political parties with their appointment orders of the concerned political parties under his chairmanship, if he claimed to be the DAN (Cont’d on p-7) chairman.

LUC: Lotha Union Chumukedima (LUC) has strongly condemned the gruesome murder of a Lotha woman, Alino Tsanglao, on October 23 by one Rupak Singh in Dimapur. In a press release, LUC general secretary, Wobenthung Yanthan, opined that whatever may have been the reason such barbaric action was totally uncalled for.
Stating that it had no time to reply or refute to silly statements of a non-existing political media group, the members reminded that DAN was a coordination of different political parties and not individuals. The signatories also stated that the present DAN headed by Kuzholuzo (Azo) Nienu was a conglomeration of different political parties-NPF, NCP and JD (U). During the meeting, held at the office chamber DAN chairman on Tuesday, the members also discussed at length on the prevailing political situation in the state and called upon the misguided members to come to the mainstream and work together as a team for the betterment of the people. The meeting also resolved that any political party in the state willing to join the DAN, have been asked to do so before December 2017 in order to discuss and finalize the alliance partnership.
