Crucial NSCN (I-M) - GoI talks today

NEW DELHI, OCT 23 (NPN): As representatives of NSCN (I-M) and Government of India are scheduled to hold, possibly the final meeting, in New Delhi on Thursday, there is an intermingling of both elation and apprehension among sections of people in Nagaland. As the deadline set by prime minister Narendra Modi to conclude the endless and prolonged negotiations of 22 long years is reached, there is a sense of relief that the bloody chapter will end and a new chapter of peace will begin. However, there are also those who are apprehensive that some would withhold from inking the agreement for the much sought after and awaited Naga political solution. In Nagaland, state police has beefed up security while armed forces are also high alert to maintain law and order. On the other hand, many people resorted to panic buying of food items in case of any disturbances. On assuming charge as Governor of Nagaland, Ravi had told the gathering

Include all parties in final solution, Naga Hoho to GoI DIMAPUR, OCT 23 (NPN): Naga Hoho (NH) has once again appealed to the Government of India (GoI) to ensure that the final solution was inclusive of all parties and that there should not be further division arising out of “piecemeal” agreement, adding unity was the only way forward. NH gave a clarion call to all Nagas, particularly national workers, to leave aside their differences for the sake of peace and tranquillity in “our land” and unite for peaceful solution that would pave way for a lasting peace. Noting that Nagas’ quest for peace and to live as equals had come a long way, NH said “freedom fighters” had sacrificed their lives for the cause of Naga independence and sovereignty, while some decided to betray in the past, which made the people suffer untold miseries in the process of “our struggle”. Notwithstanding the sufferings, torture, rape and murder, NH said Naga freedom fighters had kept the movement alive, which helped “us assert our rights” as a free people without any fear and doubts. And today, time and opportunity for Nagas had come once again to choose and decide our destiny, it added.

at civic reception accorded to him at the NBCC convention centre in Kohima on August 16 that Modi had asked him to conclude the talks within three months. This would mean that the solution could be inked by October end or first week of November. Ravi also convened a meeting with representatives of Naga tribes, civil society and church in Kohima on October 18 where he explained about the Framework Agreement. He also informed the gathering that the Modi government will go ahead with signing the solution as per the parameters of the agreements with all Naga political groups. Thursday’s meeting in New Delhi will therefore, shape the final outcome of all these sentiments but

there is no denying the fact that Modi means serious business when it comes to implementing crucial decisions. The signing of the Framework Agreement by Ravi on behalf of the government of India and Isak Chishi Swu and Th. Muivah on behalf of the NSCN (I-M) had laid the principle for eventual solution. In order to take all on board, another agreement called ‘Preamble’ was signed between Ravi and the Working Committee(WC) representing the seven Naga National Political Groups (NNPGs) on November 17,2017. Both the above agreements would be encompassed in the draft final solution, as indicated on several occasions by the Interlocutor R.N. Ravi.

As the D-Day for signing of the final solution was nearing, there has been sort of ‘holding back’ by the NSCN(I-M) over its demand for Naga flag and constitution. The Interlocutor R.N. Ravi has said on several occasions that these were not accepted by the government of India but they could still be discussed without becoming hindrances to a solution. Ravi had also said that in both the agreementsFramework and Preamblethis issue did not figure. Since the Modi government had abrogated Article 370 for Jammu & Kashmir, a state that had its own flag and separate constitution, till August 5,2019, Ravi’s statements appear to echo the same stand of the government of India vis-à-vis Naga flag and constitution. W h i l e t h e WC o f NNPGs has agreed to go ahead and to discuss the Naga flag and constitution post-solution, the NSCN(I-M), on the other hand, has maintained that the flag and constitution were the legitimate rights of the Nagas that lie at the core of an honourable and acceptable settlement.

Oppn NPF pained at talks heading towards deadlock DIMAPUR, OCT 23 (NPN): NPF has expressed pain at the Naga peace process after 22 years was now apparently heading towards a deadlock with Centre’s interlocutor for Naga peace talks and governor RN Ravi and NSCN (I-M) taking divergent stands and accusing each other through media. At a consultative meeting with members from its Legislature Wing, Core Committee, senior leaders and frontal wing leaders at its central office here on Wednesday, the party hoped that Government of India (GoI) would not sign another “16-Point memorandum-type of agreement” as it was signed with the “go-between” group, leaving behind the main contenders for whom the agreement was proposed. Hence, the agreement failed to bring peace and brought more divisions.

The same tragedy should never be repeated as Naga people wanted real peace after an agreement was signed, the meeting stressed. Discussing about the present political scenario in the midst of hope and fear doing the round, the meeting emphasised mutual trust between the main players as the only way to have a meaningful solution to the Naga issue. NPF also urged GoI not to serve any ultimatum to solve the Naga political issue and called for handling it with all care and seriousness. Appropriate timing for a peaceful solution should guide the ongoing peace process keeping space for concession to some extent, if found necessary, it added. Mentioning that it was not aware of the ruling PDA’s role at this crucial stage of the Indo-Naga political issue, NPF reiterated

its stand and commitment to continue to play facilitator’s role. It warned that another mistake would be very costly not only for one faction or group but for everyone involved in the process. Reiterating that it always stood for an honourable, inclusive and acceptable solution to the protracted Indo-Naga political issue, the party said it therefore welcomed signing of the Framework Agreement between GoI and NSCM (I-M) of August 3, 2015 and the joining of the seven NNPGs in the peace process towards the later part of 2017. This was stated in a statement by drafting committee spokesperson Achumbemo Kikon, legislators Y Vikheho Swu, YM Yollow Konyak and Moatoshi Longkumer and vicepresidents Blaise Ihielung and Shingyu Khiam.

MDCVOA calls off ‘Chakka bandh’ Correspondent

MOKOKCHUNG, OCT 23 (NPN): Mokokchung District Commercial Vehicle Owners Association (MDCVOA) has temporarily suspended the indefinite ‘Chakka bandh’ that began on October 21, 2019. Speaking to media persons, MDCVOA officials said that the bandh has been temporarily called off on the request from the district administration and civil society groups including Ao Senden, Mokokchung Town Aor Telongjem and All Ward Union. Besides, the union said the district administration and the RTO office have assured to take up their grievances with the higher authority. MDCVOA has expressed gratitude to Tuensang, Zunheboto, Longleng, Noklak, Peren and Phek districts, for observing the ‘chakka bandh’ along with Mokokchung district. Meanwhile, Zunheboto District Commercial Vehicle Owners’ Association while supporting MDCVOA has appealed to the state government to intervene and resolve the matter at the earliest.

JeM and LeT get directions from Pakistan on who to target, what type of violence to incite and at which level. So JeM and LeT are both trying to coordinate with every group,” he added. Asked if the AGH’s contact with JeM meant it was in Pakistan’s hold, the DGP said the connection is “indicated”. “It is difficult to say but I would say that at a local level that connection is visible, that connection is being

4G Spectrum, VRS Part of Scheme NEW DELHI, OCT 23 (PTI): The government on Wednesday approved a Rs. 69,000 crore revival package for BSNL and MTNL that includes merging the two loss-making firms, monetising their assets and giving VRS to employees so the combined entity turns profitable in two years. The Union Cabinet headed by Prime Minister Narendra Modi approved a plan to combine Mahanagar Telephone Nigam Ltd - which provides services in Mumbai and New Delhi with Bharat Sanchar Nigam Ltd that services the rest of the nation, Telecom Minister Ravi Shankar Prasad said here. The package approved includes infusion of Rs 20,140 crore capital for purchase of 4G spectrum, Rs 3,674 crore for GST to be paid on spectrum allocation, companies raising Rs 15,000 crore in debt on the sovereign guarantee and government funding Rs 17,160 crore voluntary retirement

scheme (VRS) and another Rs 12,768 crore towards retirement liability. The proceeds of the sovereign bonds issue will be to restructure debt and meet other expenses. The bond will have to be serviced by PSUs only. The main liability will fall on BSNL as MTNL will now operate as a subsidiary of the company. The two firms will monetise assets worth Rs 37,500 crore in the next three years, Prasad said. MTNL has reported losses in nine of the past 10 years and BSNL too has been ringing in loss since 2010. “Neither BSNL/ MTNL is being closed, nor are they being disinvested, nor are they being hived off to any third party,” Prasad said. The total debt on both the companies stood at Rs 40,000 crore, of which half

of the liability is on MTNL alone, which operates in Delhi and Mumbai. Both the companies have been demanding spectrum to start 4G services to remain competitive in the market. Telecom Secretary Anshu Prakash said the spectrum will be allocated to both the companies administratively within a month. The government will monetise MTNL and BSNL assets worth Rs 37,500 crore over a period of three years. He said BSNL will also need around Rs 10,000 crore to roll out 4G services in phases and MTNL around Rs 1,100 crore. BSNL Chairman and Managing Director P K Purwar said the company has plan to roll out 60,000 mobile sites for 4G services across India for an estimate cost of up to Rs 7,200 crore.

NMA objects to Army opposes Home ministry’s ‘policy of exclusion’ proposal to merge AR with ITBP

DIMAPUR, OCT 23 (NPN): Affirming its commitment towards an ‘inclusive and just peace’ that respects Naga aspirations and long years of struggle, the Naga Mothers’ Association (NMA) has raised objection to what it described as “the policy of exclusion” of civil society organisations like Naga Hoho, NMA, NSF and NPMHR by the State agencies and the Interlocutor for the Naga Peace talks. In a press release, NMA asserted that as women and mothers they have suffered as victims of the conflict, but also made their contributions to peace making and peace building. As regards, NMA has appealed to Naga leaders and brothers from different Naga political groups to come together in peace and speak for a solution that brings sustainable peace to the Nagas and their children. Naga mothers also appealed to the state government to “impartially” play its role of facilitators for peace by taking all Nagas forward. Further, NMA urged the Interlocutor to “abstain from selective division” of Nagas. It reminded that Naga women’s voices must also be counted in the process of peace building. NMA maintained that Nagas cannot afford another period of violence. “Let there be no more bloodshed and peace be brought through mutual respect and understanding,” NMA underscored.

Al-Qaeda offshoot wiped out from Kashmir: J&K DGP SRINAGAR, OCT 23 (PTI): The Al Qaeda’s offshoot in Kashmir, Ansar Ghazwat-ul Hind (AGH), has been wiped out from the Valley with the killing of the group’s chief Hameed Lone and two other terrorists, Jammu and Kashmir Director General of Police Dilbag said on Wednesday. Lone, alias Hamid Lelhari, was the successor of Zakir Musa, the founder of the AGH in Kashmir, who had vowed allegiance to the Al Qaeda and was killed in an encounter in May this year. Addressing a hurriedly called press conference, a day after the three terrorists were killed in Tral area of south Kashmir’s Pulwama district, the police chief said the operation was carried out following a tip-off from the local police. The police chief also said a “sizeable number” of militants had infiltrated since August 5, when the Centre announced that it was revoking Jammu and Kashmir’s special status and bifurcating it into two union territories. “(It is) difficult to give a number of militants who have come in after August 5. But their number is sizeable that much I can say,” he told reporters in response to a question. “Their sightings have taken place at a number of places in north as well as south Kashmir. Going by that, we feel the number is sizeable. It is not that big that we should be very worried about it. As it happens, they send some number, we deplete some number. So, therefore, that process is on,” he said.

NEW DELHI, OCT 23 (AGENCIES): Changing the status quo in guarding of Myanmar border would be a setback for operations against North Eastern insurgent groups based in Myanmar, the Army has said opposing the Union Home Ministry’s proposal to merge Assam Rifles with the Indo Tibetan Border Police (ITBP), reports India Today. The Assam Rifles is a paramilitary force under the operational control of the Army but its budget allocation comes under the Ministry of Home Affairs (MHA). Sources said that citing recent operations against North-East insurgent groups in Myanmar, the Indian Army and Assam Rifles have concerns over the proposed change. In a recent communication to MHA from Assam Rifles it was stated that the force must remain under the operational control of the Army specifically mentioning joint operations with Myanmar army to flush out insurgent groups across the borders, said an army source privy to the developments.

Kohima traffic issues advisory DIMAPUR, OCT 23 (NPN): As a stretch of NH-29 remains completely blocked for all types of vehicles due to heavy mudslide near the KMC dumping site, the Kohima traffic police issued traffic advisory restricting all vehicular traffic along that stretch of road till the restoration works were completed. Kohima police PRO has advised all light vehicles proceeding towards Dimapur from Kohima and viceversa to take the route via Jotsoma. Police said heavy vehicles would be restricted to ply till further notice. According to police, the restoration works were in progress, but it was likely to take some time. It may be recalled that the DimapurKohima road (NH-29 at Old KMC dumping site) was completely washed away on October 9 morning.

It is feared that changing the status quo and merging Assam Rifles with the ITBP would be a setback for Operation Sunrise against the Myanmar based North Eastern insurgent groups. The Army and Assam Rifles have carried out two phases of Operation Sunrise this year in close coordination with the Indian Army target camps of insurgent groups in Myanmar. It has been clearly mentioned that close cooperation between Indian and Myanmar Army resulted in the success of Operation Sunrise against North East insurgents. There have been a series of proposals to bring Assam Rifles under the operational control of MHA by merging it with ITBP. This would mean ITBP that is currently responsible for guarding the IndoChina frontier will be deployed at the Myanmar border. Army, on the other hand, has been pushing for operational control of the ITBP since it’s the Army that is responsible for maintaining the sanctity of the Line of Actual Control.

NSCN (I-M) grateful to churches DIMAPUR, OCT 23 (NPN): NSCN (I-M) has said it felt heartening that many church organisations across Nagalim were praying for a peaceful outcome of the “Indo-Naga political talks” as the two core issues – flag and constitution– had to do with God-given Naga nationhood. It was for this very reason that no Naga stayed immune from these pending issues as these were related to “our identity and pride”, the organisation asserted in a statement. NSCN (I-M) said there was no better way for Nagas than to spend time in prayer and take the issues to God. The wisdom, understanding and guidance that were crucial at this juncture, God would certainly give “us if we approach Him in a pure heart”, it added. It also fully acknowledged and appreciated the approach of the church organizations in

giving utmost importance to unity and reconciliation among Naga political organisations. Stating that it felt humbled to admit that this was certainly the will of Nagas at this decisive moment of history, the organisation appealed for continuing to pray earnestly to open the way for the will of God to prevail upon the hearts of all Nagas in general and political groups in particular. The people of Nagalim for Christ must learn to exercise humility to find acceptance in the sight of God, it stressed. According to NSCN (I-M), Naga people’s fasting and prayers must not end in vain at this turning point of political struggle. “Let the mighty name of God be glorified through the smooth and peaceful solution of Indo-Naga political issue. Thus, let us join hands to listen to the clarion call of the Nagas,” it added. K Y M C
