DIMAPUR, OCT 23 (AGENCIES): Thousands of Nagas from various tribes in traditional attire accorded a warm civic reception to the Interlocutor for Naga talks, R.N. Ravi, who arrived Dimapur on Monday to hold talks with the six NNPGs Working Committee (WC). The programme was jointly organized by the Nagaland based civil society organizations here at Dimapur Airport. Representatives of various tribes and civil organizations presented gifts and tokens of goodwill to Ravi, expressing their solidarity towards the ongoing Naga political talks. Later, a facilitation of political negotiation between the Government of India and NNPGs working committee was held at Rhododendron Hall, Police Officer’s Mess, Chümoukedima. NLA speaker clarifies position

DIMAPUR, OCT 23 (NPN): Against the backdrop of NPF central youth wing launching indefinite dharna, the Nagaland Legislative Assembly (NLA) speaker, Dr. Imtiwapang Aier, on Monday issued a statement seeking to put out factual/relevant details on various petitions pending with the NLA. Dr. Aier said that the petition for disposal of disqualification petition within seven days received on September 25, 2017 has been disposed of. The speaker said the petition was disposed of with the ruling that the stipulation of seven days for disposal time was only for specific cases where an MLA against whom disqualification was sought and had earlier asked for condonation and not for general petitions, which required procedure of offering reasonable opportunity and time to the parties concerned. Recalling his appointment as the interlocutor after the BJP-led NDA formed the government in 2014, Ravi said Prime Minister Narendra Modi had entrusted him with a huge task and for which he sought the full cooperation of the Nagas. He said, “When Narendra Modi took over, he told me, this unresolved problem (Indo-Naga issue) is such a long standing problem and it is an embarrassment for a

country like India that it has not found a solution for this long. Do your best and negotiate in such a way which will be a win for the Nagas in the best possible manner.” He added that the issue is such that it was not like a situation where the Nagas win and India loses, but one where both the parties come out victorious. And in that spirit, Ravi continued, we started the talks and I requested the PM to give me full freedom to carry forward the talks in the way I felt necessary and according to my judgements in consultation with him. To which Modi gave his con-

sent and also assured full support in the process that would ensue. Ravi said the first major change he made in the peace talks was to bring out the Naga peace process from Home Ministry and put it under the Prime Minister’s Office (PMO) since the issue was magnanimous in nature with so many issues and ministries involved which was too tedious a task for a single ministry to handle. Besides, he added, things move faster in the PMO which was one important aspect for the issue as it needed to be resolved at the earliest. Looking at the pace of the talks, Ravi said he had to change the way the negotiations were held. In this regard Ravi said he had told the NSCN (I-M) that the talks would neither be ritualistic or repetitive but purely business-like in nature, where negotiations would have to be to the point and ones which would bear results and come to a consensus point. Subsequently, the talks became more rigorous and sometimes it would be held twice or thrice a week, Ravi said. During his visit to Khonoma, to attend a pro-

gramme organized by NSF, Ravi said he had made it known to the public that the Naga peace process was an inclusive peace process, after realising that a solution which does not resonate with the people at large would not be enduring. “Naga political issue belongs to the Naga people and so Naga people must be onboard and we also understood that Naga issue cannot be fragmented and that we cannot have too many agreements or solutions,” he added. And therefore we decided that there will be one peace process and one agreement which will be comprehensive and inclusive. Some people liked that decision while some did not like it but our position was very clear, Ravi said. He added that feeling the need to know the expectations the Nagas had on the solution, he started interactions and negotiations with the Naga civil societies and tribal bodies during which he found out the perspectives and the stance of the people on the issue, the anticipation and the position which had to be respected.

DIMAPUR, OCT 23 (NPN): Government of India (GoI)’s Interlocutor for Naga Peace Talks, R.N. Ravi who arrived Dimapur, to hold a political dialogue with Naga National Political Groups (NNPGs) Working Committee (WC) for the first time in Nagaland, categorically stated that the talks with the WC which begun on September 27, 2017 was “not a parallel peace process.” He maintained that there was only “one peace process which would be inclusive” and that there would be “only one agreement.” The interlocutor also stated that unless there was significant substantive change in the facts on the ground, the ensuing Nagaland Assembly Election 2018 will be held as scheduled. Excerpts of the interview: NP: How was the meeting with Working Committee of NNPGs? What are the important agendas discussed? R.N Ravi: The meeting (Cont’d on p-7) was on substantive issue and

businesslike. It is a positive forward movement and I am happy about it. It shows the sincerity and seriousness of the Working Committee. NP: The government of India has now brought in the Working Committee of NNPGs in the ongoing peace process. The recent development seems to have created confusion amongst the people. Can you throw some light on the recent developments? Ravi: I wonder where is the confusion! Since the beginning our position has been that Naga Peace Process is inclusive. Inclusiveness is the wish of the Naga people also and is an imperative for an enduring solution. I have explained it that inclusive means all the stakeholders who appreciate the importance of presenthistoric opportunity and are willing to be part of the solution are welcome to it. I am already engaged with several important entities including the tribal hohos and civil societies. The six Naga groups took a bold decision to come together to be part of the Peace Process. I welcome their decision. Now

they are formally part of the peace process.Some people have created the confusion by calling it a parallel Peace Process which is not true. Let me reiterate that there is only one Peace Process which is inclusive and there will be only one agreement. NP: Are you holding consultative meeting or political talk with NNPGs Working Committee? Ravi: Over the years Naga political discourse is lost in convoluted semantics rather than use of straight language. The Working Committee has an agenda and my job is to bring out a mutually agreed consensus to enrich the ongoing Peace Process and deliver a comprehensive solution. NP: In the past, government of India had assured NSCN (I-M) that it will not negotiate with any other Naga political groups. However, today the WC is partaking in the peace process. How is NSCN (I-M) dealing with this development? Has the government of India and NSCN (I-M) come to some sort of understanding on the issue? (Cont’d on p-8)

Woman stabbed to death in broad daylight Sumi Hoho appeals Ravi to 1951 Plebiscite bedrock DIMAPUR, OCT 23 (NPN): In a shocking and gruesome incident, a Naga woman was stabbed to death in New Market, Dimapur on Monday. In a press note, Addl DCP & PRO Dimapur police said that the lady was identified as one “Alino Lotha Agarwal wife of Rajesh Agarwal, resident of Mon bosti Karbi Anglong, Assam.” PRO said that the lady was stabbed to death at New Market Dimapur by one Rupak Singh (47 yrs) son of late Oinam Imo Singh of Pishumthong, West Imphal, Manipur and presently residing at Guwahati. The accused was immediately arrested by Dimapur Police, PRO said. PRO informed that the victim was known to the accused. However, the motive behind the murder was yet to be ascertained, PRO stated. A case has been registered at Women PS Dimapur for

further investigation.

Staff Reporter adds: As a mark of protest against the shocking broad-day light murder of a Lotha woman in Dimapur, the Lotha Hoho Dimapur (LHD) Monday resolved to hold peaceful rally on October 25 at 9 a.m. at Deluxe Point, Nyamo Lotha Road. The decision was taken at an emergency meeting of the LHD at Lotha Hoho Ki attended by representatives of Lotha Eloe Ekhung Dimapur (LEED), Lotha Youth Organization Dimapur (LYOD), Dimapur Lotha Students Union (DLSU) and the victim’s family members. Terming the gruesome act of the culprit as insult to the entire Naga community, LHD called upon all other communities to cooperate and take part in the rally. Condemnations: LHD vehemently condemned

the brutal murder of Alino Tsanglao, allegedly by Rupak Singh hailing from Manipur. In a condemnation note, LHD chairman Etsungmomo Lotha and general secretary Rainbow Ngullie demanded that the accused should not be granted bail under any circumstances. LHD has also resolved to take action against any advocate taking up the case. Maintaining that the act was a pre-mediated murder, the LHD demanded that the accused be handed death penalty. The hoho also demanded thorough investigation and adequate compensation to the victim’s family. DIMAPUR, OCT 23 (NPN): Sumi Hoho, the apex body of the Sumi community, has appealed to the Government of India’s interlocutor for Naga peace talks, RN Ravi, to take measures at his disposal to bring the NSCN (K) on board. In a representation addressed to interlocutor, the Sumi Hoho president, Hekhushe Shikhu, Western Sumi Hoho president, Zheshito Swu, and Sumi Hoho general secretary, I Nikheto Jimomi, said that while the talks seemed to be heading in the “right direction”, leaving out any Naga National Political Groups out of the ambit of the talks could become partial success and even be disastrous for the Nagas. The hoho also expressed concern over the action of the National Investigating Agency in arresting certain (Cont’d on p-8) government officials and

investigation against government officials in various departments, saying it could create trust deficit. The Sumi Hoho has, therefore, strongly appealed to the government of India to “restrain from pursuing such action to give peace a chance so the ongoing talks was not hampered. Further, pointing out that the term of current Nagaland Legislative Assembly was nearing completion, the hoho said while the people were earnestly anticipating permanent solution, imposing election at this juncture could lead to differences of opinion and could even affect the ongoing talks. Therefore, the Sumi Hoho opined that the forthcoming general election, due to be held in the early part of 2018, be deferred so smooth transition to any alternative arrangement could take place.

DIMAPUR, OCT 23 (NPN): Convenor of the Working Committee comprising of six Naga National Political Groups(NNPGs) N. Kitovi Zhimomi, in his opening remark at the consultative meeting held with Government of India’s Interlocutor to the Naga political talks R.N.Ravi, highlighted the Naga movement which found expression in the May 16, 1951 Naga Plebiscite under the leadership of NNC leader A.Z.Phizo. Further, Kitovi described the Plebiscite as the “bedrock principles of democratic polity of Nagas” upon which the foundation of future revolutionary movements were conceived. He said these were the historical facts which brought all Nagas sharing the common aspiration together as a people. He also pointed out that in the event deviation took place from the above ground reality then the Naga issue would “tend to drift away”. In order to pave way for an honourable solution, Kitovi maintained that mutual acceptance of the ground realities, facts and figures have to be taken into account. Kitovi also added that the core issues were realisable through drawing out mutual and effective mechanisms to mitigate the intricacies and difficulties of both sides. In the light of the above, he said the six NNPGs, in unity, have set in motion the process of political negotiations with the government of India on the basis of “historical and political rights of the Naga people for self determination and identity.”

NPF youth wing stage dharna against Speaker ENSF calls off stir Correspondent

Correspondent KOHIMA, OCT 23 (NPN): Hundreds of NPF Central youth wing members led by NPF president, Dr. Shürhozelie Liezietsu staged a sit-in dharna outside the Civil secretariat complex on Monday in protest against the NLA Speaker’s inaction to settle cases regarding the disqualification issue, recognition of NPF legislature party leader and recognition of the NPF chief whip. Addressing the party workers, Dr. Shürhozelie Liezietsu expressed deep anguish with the Kohima district administration for rejecting the formal request of the party’s youth wing to hold the peaceful dharna. Dr. Liezietsu challenged the administration to arrest him first and not the party workers if the peaceful Dharna was found wrong adding, “Nagas cannot be

threatened and treated like this.” Outside the secretariat complex, the NPF party workers erected a banner which read “Speaker must follow the Assembly Rules, Assembly secretariat office should not be misused Honorable speaker settle the ending issues lying in your office immediately, assembly secretariat is not your private firm” etc. Dr. Liezietsu said the party would continue with the peaceful dharna and democratic agitation seeking

He further clarified that the party had no intention to create any unwarranted situation. “However, if anyone provokes, then the party will also give a befitting reply,” he said. Dr. Liezietsu said he wondered whether the Central government was aware of the entire situation happening in Nagaland including the installation of unconstitutional government and questioned “if

the Centre would blindly believe in anything that was illegal.” However, if the Centre was aware and was sitting over the issue, he said “this would be a wakeup call for the Nagas to think and plan seriously for the future of the State.” He said the protest was “a people’s movement to uphold the sanctity of the Constitution of India” and that the people would “join the movement to protect the rights of the people of Nagaland.” (Cont’d on p-7)

KOHIMA, OCT 23 (NPN): Following the state government’s assurance, the Eastern Naga Students’ Federation (ENSF) called off its phase wise agitation that began Monday at the directorate of school education, here over the failure of the state government to implement notification dated January 9, 2009 in the recruitment of GT (mathematics and science). In a letter addressed to the ENSF president, the principal secretary, FP Solo, stated that the department honoured the decision of the cabinet communicated vide notification no. EDS/1-7/2008 dated 09.01.2009 while filing up the vacant posts of GT (maths) and GT (Science) in Eastern Nagaland. Earlier, hundreds of ENSF volunteers, representatives from Eastern Nagaland People’ Organization (ENPO) Kohima unit, Eastern Nagaland College Students’ Union (ENCSU), Eastern Nagaland Women Organization (ENWO) Kohima unit gathered in front of the directorate of school education. In his address, ENSF president, Sepili L Sangtam, said the position and stand of the federation was clear to the state government that they would stick to the 2009 notification and nothing less or more from it.

September 18 firing: Police nab two NSCN (K) cadres

DIMAPUR, OCT 23 (NPN): Dimapur Police on Monday arrested two NSCN (K) cadres who were reportedly involved in the firing incident at Kuda Cold Storage, 5th Mile on September 18. Addl. DCP & PRO Dimapur police in a statement informed that the two were identified as NSCN (K) ‘capt.’ Hekato Chopy (34) son of Shevikhu of Litsami village, resident of Doyapur Dimapur and Aliet Haflongbar, (27) son of late Opich of Ganeshnagar village, Doyapur, Dimapur. The duo was arrested by the Special Operation Team . The team also seized Rs. one lakh, camouflage shirt and magazine pouch from the cadres. Upon interrogation, PRO said that the accused, Hekato Chophy admitted of committing the crime. K Y M C
