G U WA H AT I , O C T 2 1 (IANS/AGENCIES): Assam Chief Minister Sarbananda Sonowal on Saturday reiterated his government’s position that the map of the state will not be allowed to be distorted at any cost and that the territorial integrity of the state will be protected. “The stand of the Assam government is clear; we will not let any change to the state’s geography in the wake of the Framework Agreement (between the NSCN-IM and the Centre). The people of Assam has vested the responsibility on our government to protect the territorial integrity of the state and we are committed to ensure this,” Sonowal said at a public function at Sonari in Charaideo district in upper Assam that shares inter-state boundary with Nagaland. Sonowal’s statement assumes significance considering the fact that several civil society groups have been expressing their apprehension over the framework agreement between the government of India and the NSCN (I-M).
Blueprint of newly registered NDPP DIMAPUR, OCT 21 (NPN): After obtaining registration under Election Commission recently, the Nationalist Democratic Progressive Party (NDPP) has come out with a statement containing a list of priorities that seeks to bring about changes in the socio-economic scenario of Nagaland. Among the priorities, support for early solution of the ongoing “Indo-Naga political negotiations in an honourable manner that is inclusive and acceptable to the people” tops the list. The Nationalist Democratic Progressive Party also promises to root out corruption and nepotism and leave no stone unturned towards ushering transparency, good governance, restoration of the system and genuine development. The youth also figure as among priorities of the NDPP for whom, it promises to create opportunities and also to realise gender equality and at the same time allow meritocracy to prevail. NDPP also opens its doors to all sections of people to who desire to positively impact upon society for a better and rewarding future.

Some NSCN (I-M) leaders have on record stated that the framework agreement signed last year accepted integration of all Naga-inhabited areas. While the contents of the Framework Agreement have not yet been made public, several groups in Assam, including the opposition Congress and Krishak Mukti Sangram Samiti (KMSS) have alleged that the BJP-led governments at the Centre and Assam had agreed to the NSCN (I-M)’s demand for inclusion of sizeable portion of Assam territory in the ‘Greater Nagalim’. NEW DELHI, OCT 21: Congress has not raised the pitch over the strange decision of the Election Commission of India (ECI) in announcing elections for Gujarat but stopping short of announcing the dates. This, observers said, was like issuing wedding invitation cards but not mentioning the date. Earlier, senior Congress leader P Chidambaram on Tuesday launched a series of sarcastic tweets against the EC, which is under the Opposition party’s criticism for not announcing the dates for Gujarat elections along with Himachal Pradesh’s. The former Finance Minister taunted the poll body by saying the EC had left it to the Prime Minister to announce the Gujarat polls dates. The present CEC is Achal Kumar Joti a retired chief secretary of Gujarat who was also a Election Commissioner. He is a retired 1975 batch IAS officer belonging to Gujarat cadre. Modi and Shah are fighting a very tough battle in Gujarat, the stronghold of Modi. Following Rahul’s public rallies attended by several thousand people, Modi rushed to Gujarat after the EC announced the election but not the date. During his visit Modi announced a series of schemes totalling several hundred crore rupees. It would be Modi’s third visit to Gujarat this month.
Oct 23: Public reception for RN Ravi DIMAPUR, OCT 21 (NPN): Nagaland Tribes Council (NTC) along with other Nagaland based civil society organizations (CSOs) including ENPO, NGBF and CNTC would be organizing a ‘public reception’ for R.N. Ravi, Interlocutor for Naga talks at Dimapur Airport on the October 23, public reception committee convenor, Theja Therieh and member secretary Akhum Ayimg stated in a press note. Ravi would be holding talks with the Working Committee of the six NNPGs. The committee lauded Government of India for responding to the popular demand of the people to officially invite the Working Committee for a political dialogue in order to bring out a lasting solution to the protracted Naga political problem. Such positive development has made the political process go to a higher level, with an objective to have inclusive talk on equal footing with a hope to provide a sustainable peace in our land, it added. The committee said such initiative of the GoI to bring the talk
to Naga soil, with a renewed spirit to connect with the people and to rebuild the trust had been missing for a long time. “This level playing field of taking everyone together will usher in a new hope for a new future,” it said. In this regard, the committee has requested the general public and all concerned citizens to gather at the Dimapur airport for a grand public reception on October 23 at 12:30 p.m. After the reception programme at the airport, the CSOs representing mass-based civil organizations and tribal bodies would hold a “facilitation programme” with R.N. Ravi at Rhododendron Hall, Police Officer’s Mess, Chumoukedima. Further, the committee also appealed to all the village councils along NH-29 to mobilize its members and receive the Interlocutor as he makes his way to Chumoukedima. The committee has also requested all the Churches in Nagaland to pray for the facilitation programme and the ensuing peace talks programme on Sunday (October 22) and disseminate information for public attendance as well.
DIMAPUR, OCT 21 (NPN): Nagaland’s lone Lok Sabha member and former chief minister of the state, Neiphiu Rio, on Saturday opined that Nagas have not failed in their political struggle, but have succeeded to a great extent as the government of India has recognised Naga issue as political issue and also uniqueness of their history and culture. Speaking as chief guest on the second day of 50 years celebration of the Diphupar Naga Youth Organization (DNYO) at Diphupar local ground here Saturday, Rio said the sacrifices, sufferings and humiliation that Nagas faced have not gone in vain because “government of India had recognized our struggle”. He, therefore, urged the Nagas to celebrate what little they have achieved instead of condemning one another. Describing as “positive signs” the ongoing negotiation between government of India and NSCN (I-M) and recent invitation of six NNPGs to peace process by the government of India, Rio opined that Nagas should all welcome it, extend support and should accept, adding “we should take the settlement what is available today.” Maintaining that it was not only the Nagas that had suffered, he said many races, many people, many nations had suffered

NPF central youth wing threatens indefinite stir
DIMAPUR, OCT 21 (NPN): Naga People’s Front (NPF), central youth wing Saturday threatened to launch indefinite dharna in the event the Nagaland Legislative Assembly (NLA) speaker, Dr. Imtiwapang Aier, failed to settle the cases submitted to him. NPF central headquarters through its media & press bureau (M&PB) stated that a memorandum was submitted to the NLA speaker on October 19, 2017 demanding settlement of the case regarding the disqualification issue, recognition of NPF legislature party leader and recognition of the NPF chief whip. Stating that justice delayed was justice denied, the NPF central youth wing threatened to go on indefinite dharna before the civil secretariat from October 23, 2017 beginning from 10am to 4pm if the speaker continued to delay passing necessary orders. According M&PB, the central youth wing in its memorandum stated that the issues raised were some of the pertinent matters pending at the speaker’s office. It said that delaying of those cases by the speaker has been viewed as “serious violation of the due process of law.” It maintained that the government was for the entire citizens of the state and the people have the right to know as to whether the various actions enacted by the people’s representatives were in line (Cont’d on p-7) with the constitutional and legal provisions.
DIMAPUR, OCT 21 (NPN): Even as the department of school education issued a fresh advertisement inviting interested candidates from six tribes of ENPO area for recruitment of graduate teacher (GT) mathematics and science under school education, the Eastern Naga Students’ Federation (ENSF) on Saturday objected that only 36 posts were advertised whereas the actual number of vacancies under ENPO area amounted to 53 posts as per the office record. In a press release, ENSF president, Sepili L Sangtam, and general secretary, Imtichoba Chang, while appreciating the “partial initiative” of the department demanded that 17 missing posts meant for the eastern Nagas be immediately included. NEW DELHI, OCT 21 (IANS): As many as 383 police personnel from different state police forces, central paramilitary forces and central police organisations were killed this year, Intelligence Bureau (IB) Director Rajiv (Cont’d on p-7) Jain said on Saturday. Of the police personnel killed in the line of duty from September 2016 to August 2017 included 56 from the Border Security Force and 42 from the Jammu and Kashmir Police, Jain said on the occasion of Police Commemoration Day. It was also decided to erect a memorial at Hot Springs, and that members of police forces from different parts of the country trek to Hot Springs every year to pay homage. Since Independence, 34,418 police personnel have sacrificed their lives safeguarding the integrity of the nation and providing security to people of this country, the statement added.
Wokha-Merapani road: LLRPO wants quality work DIMAPUR, OCT 21 (NPN): A day after the Lotha Hoho objected to the subletting of rehabilitation works of Wokha- Merapani road by the National Highways & Infrastructure Development Corporation Ltd (NHIDCL), the Lotha Lower Range Public Organisation (LLRPO) on Saturday affirmed that the work should not be compromised whatever the case may be. In a press release, LLRPO general secretary, M Yanathung Ngullie, said that acceptance of the tender by NHIDCL at 21% below schedule of rate (SOR) and again further subletting it to local contractors was not only surprising but equally confusing. “This will defeat the very essence of good workmanship,” LLRPO said. Further, the organisation opined that the detailed project report be made available so as to maintain transparency in the proper execution of the work in accordance with the terms of the tender. NRMSATA-2016 calls off agitation
DIMAPUR, OCT 21 (NPN): Nagaland RMSA Teachers’ Associaiton-2016 (NRMSATA-16) on Saturday informed that it has decided to call off the ongoing “no pay, no work” agitation with immediate effect. In a press release, NRMSATA-2016 president, Vinoto Achumi, and general secretary, Kezhothito Keyho, said that the decision was taken by the central executives of NRMSATA-16 following a “fruitful meeting” with the department. As the department has fulfilled its demands, the central forum has informed all the RMSA 2016 teachers to resume their classes from October 23, 2017 and continue to carry out their normal duties. Meanwhile, the association has expressed appreciation to the department for its prompt response in crediting the much awaited salary of the teachers. NRMSATA-2016 has expressed hope that the “smooth transaction” would continue without any hindrance in future.
DoTE informs students on availing PMS
DIMAPUR, OCT 21 (NPN): Directorate of technical education (DoTE) has informed all the responsible students who have applied for PostMatric Scholarship (minority) under Ministry of Minority Affairs that the state of Nagaland has been allotted only 4726 scholarships (Christians4622, Muslims-90, Jains-5, Buddhist-4, Sikhs-3, parsis-2) for students belonging to minority communities for the current session (2017-18). In a press release, the technical education director, Er. Arjun Singh, said it has, however, come to the notice of the department that approximately 9392 students applied in post-matric scholarship (minority). In the selection of scholarship by the said allotted quota, the director said nearing 4666 students would be deprived of scholarship under this scheme for the current session. Therefore, to avail the benefit of the scholarship, the department has advised the students, who have registered in minority scholarship from the National Scholarship Portal (NSP), to apply for “Umbrella scheme for education of ST children/Post-matric scholarships for ST students of Nagaland” from the state portal www.nagaland. gov.in under the department of higher education. It stated that the last date for registration was October 31, 2017.
NE Ethnic Fest 2018 from Jan 6-8
DIMAPUR, OCT 21 (NPN): The 2nd edition of the Sildubi (Assam) and Changpang (Nagaland) North East Ethnic Festival 2018 would be held from January 6-8, 2018. Informing this in a press note, president of the NE festival organizing committee, W.Y. Kithan said the objective of the annual festival was foster brotherhood, unity and understanding among the sisterly state of the North Eastern region. The event is being organized under the Aegis of Sildubi (Borhola) Changpang (Nagaland) Circle Eco-tourism Development Society, Kithan said. He also informed that the festival would see tourists from Europe, Asia and other parts of the country. 27 sub-committees have been setup to prepare for the mega event, Kithan stated. K Y M C
