Amritsar tragedy: Rlys rules out probe
NEW DELHI/AMRITSAR, OCT 20 (PTI): The Punjab government on Saturday ordered a magisterial probe into the accident near Amritsar where 59 Dussehra revellers were mowed down by a train, while railways has ruled out any inquiry on its part. Punjab Chief Minister Amarinder Singh Saturday said that a magisterial inquiry into the train accident will be conducted and the report will be submitted in four weeks. The chief minister postponed a trip to Israel and arrived in Amritsar this morning to assess the damage. “We are announcing a magisterial probe into the incident,” Singh told reporters. He said four weeks have been given to submit the report to find out who was at fault. The divisional commissioner of Jalandhar, Baldeo Purushartha, has been entrusted with the job of holding the inquiry. Later, issuing a notification of the magisterial inquiry, Punjab Home Department said in a statement that the inquiry will look into all aspects of the unfortunate incident.
Fuel prices cut for third straight day NEW DELHI, OCT 20 (AGENCIES/NPN): Oil-marketing companies slashed the prices of petrol and diesel across the four metro cities for the third straight day on Saturday. Petrol was priced at Rs. 81.99 per litre in New Delhi, Rs. 83.83 per litre in Kolkata, Rs. 87.46 per litre in Mumbai and Rs. 85.22 per litre in Chennai, according to Indian Oil Corporation (IOC). Diesel was sold at Rs. 75.36 per litre in New Delhi, Rs. 77.21 per litre in Kolkata, Rs. 79.00 per litre in Mumbai and Rs. 79.69 per litre in Chennai. Petrol and diesel rates are decided on a daily basis by oil-marketing companies on the basis of the rupeedollar rate and global crude oil prices. O n S a t u r d ay, t h e petrol price in Dimapur was Rs.77.65 per litre and Rs.77.83 in the state capital while diesel rates fell to Rs.70.79 per litre in Dimapur and Rs.70.95 per litre in Kohima. State-run oil marketing companies Indian Oil, Bharat Petroleum and Hindustan Petroleum revise fuel prices with effect from 6 am on a daily basis.

Purushartha has been appointed special executive magistrate under the provision of Section 21 of Code of Criminal Procedure, 1973, and shall exercise all such powers conferred upon an executive magistrate while conducting the enquiry, a notification issued by Additional Chief Secretary Home Nirmaljit Singh Kalsi. The notification also lists the terms and reference of the inquiry. The inquiry has been authorised “to conduct a thorough probe into the unfortunate incident and to examine acts of omission and commission by an individual or agency, if any, and accordingly fix respon-
sibility.” It has also been asked “to suggest remedial measures to ensure that such unfortunate incident do not reoccur,” the statement said. Meanwhile railways on Saturday said that the tragedy was a case of trespassing and not a railway accident and ruled out a probe by the Commissioner Railway Safety. The Commission of Railway Safety works under the administrative control of the Ministry of Civil Aviation and conducts mandatory inquiry into all railway accidents - at unmanned level crossings, derailments or after a bridge collapse.
“The Commission conducts statutory investigation into railway accidents. This was an incident where people were trespassing on the tracks and not an accident,” Railway Board chairman Ashwani Lohani told PTI. Railways also said that no action will be taken against the driver of the train who had managed to slow down the train to around 68 kmph from the speed of 91kmph at which he was assigned to run. “The incident was not the railways’ fault. There was no lapse on our part and no action against the driver will be initiated,” Minister of State for Railways Manoj Sinha said on Saturday. “People should refrain from organising such events near the tracks in future. I think if precautions had been taken, the accident could have been averted,” he said, adding wherever such events are held, the district administration gives the permission. An FIR was lodged against unknown persons, officials said as locals asserted that effigy burning had been going on at the spot for at least 20 years.
Rijiju scheduled to visit Kiphire Staff Reporter
DIMAPUR, OCT 20 (NPN): Union minister of state for Home, Kiren Rijiju is scheduled to visit Kiphire district during the early part of November and also hold a meeting with the PDA cabinet members. Sources said that the full-fledged PDA cabinet meeting, scheduled to be held later this month at Kiphire, was postponed in view of Kiren Rijiju’s busy schedule. However, sources said that the cabinet meeting will be held coinciding with the visit of the union minister. Rijiju’s visit is also to take first-hand account of people living in the district, which is one among the 115 identified Aspirational Districts in the country. It may be recalled that the PDA coalition partners had recently resolved to hold a full-fledged cabinet meeting in Kiphire, as part of its endeavour to take governance and administration to all corners of the State in a manner that was inclusive and where all citizens and stakeholders participated in the development aspirations of the people.
Tuensang: Landslide area on NH-202 remains in limbo Correspondent
TUENSANG, OCT 20 (NPN): About 350-metre stretch of road on National Highway-202 that was blocked and washed away by massive landslide near Yayi bridge under Tuensang district in the month of July this year remains to be restored. The particular road, which serves as lifeline between Kiphire and Tuensang, has been left unattended for quite some time now causing immense hardship to the people of the area. The civil society groups have appealed to the state government to take appropriate measures and clear the road at the earliest. It may be recalled that Governor of Nagaland, PB Acharya, on his three-day visit to Kiphire, carried out spot inspection of landslide area Yayi Bridge on September 21, 2018. Centre to strengthen role of NSC Dengue claimed 80 lives; 40k affected till Sept GUWAHATI, OCT 20 (AGENCIES): GCentre has strengthened the National Security Council (NSC) secretariat, and in addition to advising the government on security issues, it will now coordinate with the ministries concerned to implement the action plans on the ground, including development of infrastructure, which is also a key to the security of the nation. Highly placed sources in the Centre told The Assam Tribune that stress has also been given on keeping a close watch on all the developments in the neighbouring countries, which is vital for the internal security of the country. On the other hand, the office of the Joint Intelligence Committee (JIC) has been abolished and it will now function as a part of the National Security Council. Giving details of the new
scheme of things, sources said the National Security Council is headed by the Prime Minister, while, the ministers in charges of Home, Defence, External Affairs and Finance are members of the Council. The Council secretariat is headed by the National Security Adviser and now three Deputy NSA have been appointed to look into three different aspects of overall national security. With former Intelligence Bureau Chief Ajit Doval being the National Security Adviser (NSA), he will remain the overall in charge of the National Security Council secretariat and head all the three wings under him. NEW DELHI, OCT 20 (PTI): Dengue has claimed the lives of over 80 people and affected around 40,000 people across the country till September this year, the Union Health ministry has said. According to figures of the National Vector Borne Disease Control Programme (NVBDCP) under the Health ministry, the disease has claimed the lives of 83 people till September 30, while 40,868 persons were affected by it. Last year, the mosquito-borne tropical disease had killed 325 people and affected around 1,88,401 people, it said. Till September 30, 2018, dengue claimed the lives of 35 people in Kerala and 3,660 were affected in the state. Air India deals: ED probes alleged money laundering during UPA-I NEW DELHI, OCT 20 (AGENCIES): Enforcement Directorate (ED) is probing the merger of Air India and Indian Airlines and the acquisition of 111 aircraft for alleged money-laundering during the UPA-1 era, The Indian Express reported on Saturday. The ED probe has come more than a year after the Central Bureau of Investigation (CBI) began investigating the deals. According to the report, which quotes unidentified ED officials, NCP leader Praful Patel was the Civil Aviation Minister when the said merger took place. He, however, has denied any wrongdoing and said that all decisions taken with regard to the merger were “collective”. Last year, four CBI FIRs were lodged under provisions of Prevention of Money Laundering Act (PMLA). “While probing a case of money laundering against corporate consultant Deepak Talwar, we stumbled upon some money trail
that is linked to the entire matter of Air India. We have traced a payment linked to the Air India case to an entity linked to Deepak Talwar. The money involved is huge,” The Indian Express quoted a senior ED official as saying. Notably, Deepak Talwar is being probed in connection with alleged misuse of funds at his NGO Advantage India under Foreign Contribution Regulation Act (FCRA). He was not available for comments, the national daily said. In January 2012, the Comptroller and Auditor General (CAG) had highlighted irregularities in the deals and called the decision to acquire 111 planes for Air India through debt “a recipe for disaster”. The CAG also called the merger of the state-run carriers “ill-timed”. “This was a recipe for disaster ab initio and should have raised alarm signals in Ministry of Civil Aviation, Public Investment Board
and the Planning Commission,” the CAG report had said. The ED would summon some officials who were involved in the decision making by the then UPA government to merge the two airlines. Further under the cloud is the decision to procure and then lease 111 airplanes. This had caused a huge loss to the public exchequer, while on the other hand foreign aircraft manufacturers had gained immensely. The CBI had registered cases against the unidentified officials of Air India, Ministry of Civil Aviation. It had accused them of criminal conspiracy, cheating and corruption. The CBI had also registered a case against unknown officials of Air India, SAP AG, a German firm, computer major, IBM. The case pertained to the alleged irregularities in the procurement of software worth Rs 225 crore by the national carrier in 2011.

12-hour Assam bandh on Oct 23 in protest against Citizenship Bill G U WA H AT I , O C T 2 0 (AGENCIES): Over 40 organizations belonging to different indigenous communities have called for a dawn-to-dusk bandh on October 23 opposing the Citizenship (Amendment) Bill 2016, according to Krishak Mukti Sangram Samiti (KMSS) leader Akhil Gogoi. The bandh call was announced by the Krishak Mukti Sangram Samity, Asom Jatiyadabadi Yuva Chatra Parishad, All Assam minority Students union and 39 other organizations. They said the protest was against the BJP’s decision to go ahead with the Citizenship Bill. “The BJP government in Assam came to power promising to protect ‘Jati’, ‘Mati’, and ‘Bheti’ (community, land and foundation) of Assam. However, it has made a U-turn on its promises and is hatching a conspiracy against indigenous communities,” said

According to sources, the department was contemplating fresh cutting because the old road has been damaged beyond repair. Landslide first occurred on the night of July 29 near Yayi Bridge. Meanwhile, it was reported that due to blockade of the road, the dead body of a government employee, who was killed in a road mishap near NAP out sector Shamator on October 19, 2018, had to be strapped to a bamboo pole and carried across the landslide area.

Drive against tinted glass
DIMAPUR, OCT 20 (NPN): Dimapur police Saturday informed that a drive against use of tinted glass/black films on vehicles would be enforced with effect from October 22, 2018. In a press release, Dimapur police PRO stated that the proposed drive was in compliance with the Supreme Court order banning tinted glasses beyond the visual light transmission limit of 70 % for the front/rear windshields and 50% for the side windows. In this regard, the police have requested all the vehicles owners to cooperate with police personnel during the proposed exercise.
