‘China stopping NSCN (K) from joining peace talks’ GUWAHATI, OCT 20 (AGENCIES): In what has been the major area of concern for security agencies in India, the pro-active intervention of China has been stopping the NSCN (K) from joining the ongoing peacetalks in Nagaland, a Deccan Chronicle report stated. Disclosing that Chinese agencies were frequently meeting the NSCN (K) leaders in Ruli and Kunming in Southern China’s Yunnan province, security sources in the Ministry of Home Affairs (MHA) told the Deccan Chronicle that they have conclusive intelligence inputs---indicating indulgence of China with Northeast insurgent groups. Pointing out that China was regulating the entire decision making of the United National Liberation Front of West South-East Asia (UNLFW)– a joint platform of four rebel groups of North Eastern India having its bases inside Myanmar’s territory, security sources said that representatives of Chinese security agencies are meeting
ENCSU reiterates demand on PMS
DIMAPUR, OCT 20 (NPN): Easter n Naga College Students’ Union (ENCSU) has expressed surprise and shock at what it called “eyewash clarification” of the director higher education with regard to post-matric scholarship (PMS) for ST students of Nagaland. ENCSU through its media cell reiterated its demand that the higher education department furnish in black and white copy of central ministry notification/directive that purportedly directed the scheme implementing department to disburse the scholarship on instalment basis. Further, the union asked the department to clarify on its five-point posers if the claim of the director was valid. “But until and unless the department comes up with fact and figures, the claim of the department is just another system of manipulation,” ENCSU stated. The union affirmed that it would not shy away to stand and safeguard the interest of the student community. It further reiterated that the department immediately withhold disbursement of scholarship on instalment basis particularly to Eastern students.

Informing that China also played key role in appointment of ‘lt. gen.’ (retd) Khango Konak, who had taken over as chairman of the NSCN (K) after SS Khaplang died in June this year, as the chairman of the National Liberation Front of West South-East Asia, security sources said that it was aimed at to dissuade the NSCN (K) from joining the peace-talks with Government of India. Pointing out that NSCN (K) was under tremendous pressure from civil society groups of Nagaland to rejoin the peace-talks, security sources said that China was maintaining a safe distance from Indian insurgent groups but of late it has intensified its “under the cover” activities in the North Eastern states. The Northeast insurgent groups operating from Myanmar have easy access to frontier towns of Yunnan in China, which has become the hub of anti-India activities., the report stated.
Security sources however claimed that NSCN (K) may join the peace-process in the wake of mounting pressure of civil society, which recently forced six rebel groups of Nagaland to join the ongoing peace-talks for a permanent solution of decades old problem. Admitting that newly appointed chairman of NSCN (K), Khango Konak was also opposed to the idea of abrogating the ceasefire with Government of India, security sources said that on many occasions he asserted the need of joining the peacetalks. The NSCN (K) led by S.S. Khaplang who passed away on June 6 this year, had unilaterally abrogated ceasefire in March 2015. It is significant that India in several bilateral discussions had pointed out to China about the Northeast insurgent leaders taking shelter in its Yunnan province but despite the assurances of China’s interior ministry, it failed to take any effective step to drive them out.
Court bars media from reporting alleged corruption of Jay Shah Ahmedabad, Oct 20 (AGENCIES): An Ahmedabad court has barred news portal The Wire from publishing any further report on BJP president Amit Shah’s son Jay’s business turnover “so that the right to live with dignity of the plaintiff (Jay) may be protected”. Additional Senior Civil Judge BK Dasondi of Ahmedabad rural court observed that the “injunction should be granted to applicant/plaintiff (Jay)” even though notice was not served upon the opposite parties (The Wire, its editor, the writer of the article, and others), the Indian Express reported. The order read, “…it is mandatory for this court to issue notice of such application to the opposite party (The Wire). But in the present case, it appears that if an immediate remedy is not given to the applicant, there is a chance of publishing the news, for which the present plaintiff has filed the suit.” On October 9, Jay had filed a criminal defamation suit in a metropolitan court in Ahmedabad against seven respondents, including author of the article and editor of the web portal. The report, written by Rohini Singh in ‘The Wire’, detailed the growth of Jay Shah’s company, Temple Enterprise Private Ltd, from revenues of Rs 50,000 in 201415 to Rs 80.5 crore in 2015-16. The order said, “This court is of the opinion that if the application (of Jay) is not allowed, then it may lead to prejudice with the rights and interest of the applicant.”
LH objects to subletting rehabilitation works
DIMAPUR, OCT 20 (NPN): Lotha Hoho (LH) has expressed concern over subletting of rehabilitation works of Wokha- Merapani road by the National Highways & Infrastructure Development Corporation Ltd (NHIDCL) and said that it viewed such act as “malpractice and a hindrance to work quality.” In a press release, LH chairman, Mhao Humtsoe, and general secretary, Er. Mhondamo Ovung, said that NHIDCL has been authorized to carry out the execution of the rehabilitation works of Wokha- Merapani Road during 2017- 18 for an amount of Rs.190.00 crore. They claimed that NHIDCL had accepted the tender for the work at 21% below schedule of rate (SOR) and work order issued to the contractor. The signatories also claimed that the contractor for the work was subletting the works to other local contractors. They said that decrease in amount for the work due to lower tender rate at 21% below was Rs.39.90 crore and thus net amount available was Rs. 150.10 crore only.
In addition to this lower tender rate, the LH said the process of subletting would involve fees from the sub-contractors and would further minimize the fund available for the work. The hoho said it understands that calling and accepting tenders, for contract works, was not only to accept the lowest rate but to ensure that the rate was reasonable and the intending contractor was competent and reliable. Therefore, it said that NHIDCL accepting a tender rate of 21% below SOR and issuing work order at such extremely low rate and further subletting to sub contractors was seen as malpractice and a hindrance to work quality. LH said if the contractor was unable to directly execute the work, it should not have tendered for the contract as it only jeopardised the implementation of the work. Further, pointing out that NHIDCL was entrusted to supervise the works for Wokha-Merapani highway, the LH, however, said that during the recent “Colloquium on Road Connectivity” at Kohima, the GM, NHIDCL,
Dimapur, could not clarify the queries on the matter, saying that he did not look after this work. According to the hoho, the GM, NHIDCL Dimapur clarified that GM, NHIDCL, Tezpur, was to look after that road. However, the hoho said GM, NHIDCL, failed to attend that meeting and it insisted that the state government take up the matter with the concerned NHIDCL, Tezpur. The hoho said the state chief secretary stood up and assured to do so. Stating that it had also written to the NHIDCL through the NH authority, Nagaland and GM NHIDCL, Dimapur for supply of details of the DPR, sanction order, work order etc, the hoho, however, said that till date no communication from NHIDCL has been received. Nevertheless, the hoho said irrespective of the tender rate, the beneficiary community road users would insist on adherence to work specifications and would not allow any agency to compromise the work quality due to either lower tender rate or sub letting.
NPF reaffirms pre-poll alliance with JD-U, NCP Correspondent
KOHIMA, OCT 20 (NPN): NPF president, Dr. Shürhozelie Liezietsu, MLA on Friday declared that NPF would contest the 2018 Assembly elections with the current DAN co-ordination committee partners-- JD (U) and NCP. Speaking at the Central Executive Council (CEC) meeting here at NPF central office, Dr. Liezietsu, while hitting out at the rival group, said that the party was now free from the corrupt ones. This would enable NPF to play fair in the coming general elections, by paying heed to the appeal of the churches on clean election, Dr. Liezietsu added. He also informed that the party had already constituted a committee to finalize the 2018 election manifesto. The manifesto would be short and precise, taking into consideration the ground realities, he added. Dr. Liezietsu has asked the CEC to submit their proposals, if any, to the committee convener, K.G Kenye. With regard to the forthcoming General Convention (GC) scheduled to be held in November, Dr. Liezietsu said preparations were in full swing. ECI accepts NDPP as registered party
DIMAPUR, OCT 20 (NPN): Election Commission of India (ECI) on Friday accepted the registration of Nationalist Democratic Progressive Party (NDPP) as a recognised political party with effect from 13.10.2017. In a letter to NDPP president, signed by ECI secretary, Pramod Kumar Sharma, the commission however pointed out that the registration would not entitle the party to the “reservation of any exclusive symbol for it.” The candidates duly set up by the party at an election will be entitled to benefits of preference in allotment of free symbols over independent candidates under paragraph 12 of the Election Symbols (Reservation and Allotment) Order, 1968, it said. Initially, NDPP was launched as Democratic Progressive Party (DPP), but the party had to change its nomenclature due to technical reasons. The party is headed (Cont’d on p-7) by Chingwang Konyak.
Liezietsu said that though many political parties may take part in the elections, most of them would be doing so without any vision. With regard to NPF’s decision to sever ties with the BJP, and the party later clearing its stand that it was not adverse to BJP, Dr. Liezietsu said NPF, being one of the founding members, was always committed to the NDA alliance. He also recalled how he had protected the interest of NDA in the past when BJP did not have a single MLA. Meanwhile, Dr. Liezietsu welcomed the Election Commission’s order, recognizing the party’s constitution, and termed it as “just and transparent”. He said all the correspondence sent to the ECI by NPF central was as per the rule and authentic. Dr. Liezietsu lamented that the 12th Nagaland Legislative Assembly was plagued by vested interests. “Most of the leaders went from place to place seeking opportunities and greener pastures like a group of cattle herded together by a cowboy,” he said. Stating that such actions committed by leaders were shameful and unfortunate, Dr. Liezietsu said he only hoped the upcoming Naga leaders would take note of such acts and understand their priority towards welfare of the sate and the society.
Dr. Chotisuh Sazo, MLA in his address blamed the legislators of other political parties, who had joined the NPF, for damaging the party. He also hit out at Governor, P.B. Acharya for arbitrarily dismissing the constitutionally installed government and for unconstitutionally installing the TR Zeliang government. Vikheho Swu, MLA in his address wondered how an unconstitutional government under T.R Zeliang was allowed to function. He said for long NPF had been accommodating unprincipled leaders for the sake of party and government. However, he said it was now time to revisit the mistakes of the party. Also speaking at the meeting, C.L. John, MLA, citing the recent EC order, expressed joy that positive things were taking place for the party one by one. NPF GC to be held on Nov 22: The Central Executive Committee has endorsed NPF president, Dr. Shürhozelie Liezietsu to summon the General Convention (GC), as desired by the ECI, on November 22, at 11 a.m. either at Khuochiezie or IG Stadium. This was among the six resolutions adopted at the CEC meeting on Friday. Nagaland Governor, P.B. Acharya in a condolence message addressed to Mrs Kakheli Jakhalu, wife of late SI Jakhalu, expressed sadness over the demise of Lt. Col. SI Jakhalu, who passed away at Dimapur on October 19, 2017 after a brief illness. Governor described late SI Jakhalu as a warm hearted and cheerful human being who was always willing to take on difficult responsibilities. “The people with whom he interacted through the years, in particular, and the Government in general will remember him in the years to come,” Acharya said. Condolences over demise of Yashikala CM: Nagaland chief minister, TR Zeliang, has expressed deep shock over the demise of late Mrs. Yashikala Jamir, wife of late N.I.Jamir, at her family home in 4th Mile, Dimapur following a brief illness on October 19, 2017. Late Mrs. Yashikala Jamir was born on April 9, 1918 to late Aonungshi and Tayonglepla Longkumer of Longsa village in Mokokchung district. She studied in Impur Mission School before her marriage to late N.I.Jamir in 1943. In his condolence message, Zeliang said she was an immensely blessed person gifted with rare talents. “Her role as a true Naga Homemaker and wife of a pioneering Administrator (in the person of late N.I.Jamir) who rose to become the Chief Secretary of Nagaland in the late 70s and later served the State with distinction as a senior Cabinet Minister from early 80s till mid 90s, and as a mother to (Cont’d on p-8)

Dr. Zelhou Keyho on Friday urged upon all to pray for Nagaland so that the mission of God would grow in leaps and bounds. Despite a scheme like that of the anti-conversion bill and the persecution of believers, the mission of God would continue to grow stronger, Dr. Keyho said this while speaking on the second day of the 48th National Convention of the Indian Evangelical Mission (IEM) under the theme “fullness in Christ (Col 1:19)” at Dimapur Ao Baptist Arogo (DABA). “All these problems will not deter us from proclaiming the word of God”, he said. He said that the first Naga who was converted in 1847 died of Cholera after a short while and that there were two others that were converted yet not much was known about them. Dr. Keyho said that the only clear first converted was one by the name Supongmeren in 1872 when E.W Clark came to Nagaland. He added that it was that same year in December 22 when the first Church was built in Nagaland. “That is what a story of love is. A love that God always had for Nagas”, Dr. Keyho said. “We are all transformed and touched by the love of God but love doesn’t stop there. Love demands all and I believe we are here because of that”, Keyho said. He said that while hate seeks to destroy, love seeks to rescue and therefore, we
should be rescuers and as children of love, we must shine our light where there was darkness. He further added that this was the message of the mission church and urged all believers to be torchbearers of the Gospel as this was our call. DIMAPUR, OCT 20 (NPN): United Naga Tribes Association (UNTABA) has resolved to reiterate and strengthen its demand that the boundary between Nagaland and Assam should be settled at the political level based on historical facts and official documents. In a press release, UNTABA general secretary, Imsumongba Pongen, and media cell secretary, Richard Haolai, said the resolution was adopted at a meeting held on October 20, 2017 at Tourist Lodge, Dimapur, where the house thoroughly deliberated on the vexed border issue between Nagaland and Assam. The meeting which adopted several resolutions decided to conduct “exhaustive meeting” on the issue with all the stakeholders including the government of
India, the collective leadership of NSCN (I-M), the “working group” of the NNPGs, government of Nagaland, Naga Hoho, Eastern Naga Peoples’ Organisation (ENPO), Nagaland Tribes Council (NTC), Central Nagaland Tribes Council (CNTC), Indigenous Minority Tribes of Nagaland (IMTN), Nagaland GB Federation (NGBF), Naga People Movement For Human Rights (NPMHR), Naga Council Dimapur (NCD) and all the tribe hohos of Nagaland. Further, the house deliberated on the need to pursue for constitution of “Interstate Council for adjudication of boundary” as per the constitutional provision of Article 263 and to conduct more public meetings “in the so called Disputed Area Belt for acti-
vating the role of the people in the border areas.” According to the signatories, the meeting also deliberated on the “silence” of the 60 MLAs of Nagaland Legislative Assembly in general and the MLAs from the border constituencies in particular and condemned their “lackadaisical attitude” on the issue. They said the house seriously viewed the “abject failure” of the government of Nagaland in adopting the resolution demanding the Centre to effect necessary amendment in the Section 3 of the State of Nagaland Act 1962. Meanwhile, the house strongly urged the state government to consider adoption of resolution in the next Assembly session as per the draft resolution copy submitted to the government of Nagaland.
