KOHIMA, OCT 19 (NPN): Taking cognisance of the “tardy progress” and inordinate delay in completion of the ongoing construction of the four-lane national highway 29 from Dimapur to Kohima, the Gauhati High Court, Kohima Bench has issued suo motu PIL where the Ministry of Road Transport and National Highways (MoRTH) and six others including the State government are Respondents. A two-judge bench of the High Court-- Justice Songkhupchung Serto and Justice Manish Choudhury, in its order drew attention to a report in a news daily that appeared on October 9, 2019 which stated that the construction of the four-lane road, entrusted to National Highway and Infrastructure Development Corporation Limited (NHIDCL) began in the year 2015 with the stipulated completion time of three years. However, the judges noted that “the time period given for the completion of the construction has already passed but seeing the way how the construction is going on, it is unlikely that it

PAC suspends proposed bandh DIMAPUR, OCT 19 (NPN): Public Action Committee (PAC) of Naga Council Dimapur (NCD) has decided to temporarily suspend the proposed bandh. PAC media cell stated that the decision was made during an emergency of the core committee on Saturday, PAC media cell stated. Since the District Level Price Monitoring Committee (DLPMC) was on the job and also due to change of guard in the district administration, PAC decided to temporarily suspend the bandh until further notice, it added.

DIMAPUR, OCT 19 (NPN): Zeliangrong Baudi (Nagaland) in collaboration with Civil Rights Forum and civil organizations Peren and state level has decided to hold a public mass rally on October 22 at Jalukie town traffic point under the theme- “Protect our Land & People”. In a press note, the organizing committee through CRF secretary G. Gwangphun stated that the objective of the rally was to “dispense social justice and denounce social injustices”. In this regard, all citizens under Peren district, business communities, officers and public leaders, teachers and students, villages, educational institutions and churches including Zeliangrong frontal organizations from Dimapur and Kohima have been requested to participate in the rally. It further asked all businesses/shops and educational institutions to remain closed from 10 a.m. to 1 p.m. and vehicles to stay off the roads during the period. All participants have also been requested to come in traditional dress and organizational banners.

Tuccu has reiterated that, “the Indo-Naga political solution without Naga flag and constitution is not conclusive and that will create a room for future headache” against the backdrop of the signing of the Framework Agreement on August 3,2015 between the government of India’s Interlocutor R.N. “sovereignty of the Nagas is with the Naga people.” Tuccu maintained that “Nagas and the Indians will not be totally separated” but that they would “live together on the basis of the principle of co-existence of two entities with shared sovereignty.” He however stressed that it did not mean Nagas and Indians would become one entity. He said as government of India recognized that Nagas are owners of their land and its resources “beneath and above the land” and also “clearly stated that integration of the divided Naga territories is the legitimate right of the Nagas and that it will be materialized through democratic process.” He also reiterated that by virtue of the Framework Agreement, “Nagas will coexist with the Union of India as two entities” and likened it as different kinds of flowers blooming together. He said Nagas are opposed to any forced union and at no point of time have Nagas “agreed to live within the Union of India” which has also been acknowledged all Interlocutors. (Full text on p-6)

DIMAPUR, OCT 19 (NN): Teacher trainees of NIOS offline D.El.Ed 2014-16 batch, who successfully completed the training in 2016, are yet to get their certificates due to the department misappropriating amount sanctioned for (Cont’d on p-7) their training, RTI Initiative Nagaland has alleged. from erstwhile SSA. The duo stated that while the two departments (SCERT and SSA) were blaming each other, the Teacher trainees were made to suffer. RTI activists expressed the view that either the department could not rightfully utilise the released amount for the D.El.Ed training or they could not produce the Utilization Certificate leading to withholding the second instalment. However, they said that the department on the other hand has already collected Rs.6000 from each Teacher trainee as 2nd year course fee. In the light of the above, the RTI activists demanded that the department refund the money collected from the teacher trainees and at the same time issue their training certificates within 20 days, failing which, they would seek help from Lokayukta on the case. Smile Train provides 425 free cleft surgeries in Nagaland DIMAPUR: Two-day cleft surgery programme from October 15-16 marked the completion of 39th phase of Smile Train partner Shija Hospital’s Nagaland Cleft Outreach Programme in collaboration with Oking Hospital, Kohima (OHK). A press release by the hospital stated that so far the collaboration which was initiated in 2012 and has provided 425 free cleft surgeries in Nagaland. DIMAPUR: Extending its outreach mission ministry to wider horizon, Lotha Baptist Diphupar A, conducted medical camp at Yamhon area with Liphi village as the center (around 50 kms from Dimapur) on October 19. According to DIPR report, more than 100 patients drawn from 8 villages namely, Liphi, Richeyan, Ronsuyan, Hayiyan, Lio-Wokha, Longjung, Sungkha, and Supayan availed the facility during the medical camp, and were given medicines free of cost, according to their ailments.

Guwahati, Oct 19 (IANS): Amid recent hostilities along the IndoBangladesh border in West Bengal, Assam is all set to hold a two-day IndoBangladesh Stakeholders meet from Tuesday. Officials of the Assam government said that Minister of Commerce of the neighbouring country Tipu Munshi, has confirmed participation in the summit with a 90 member delegation including bureaucrats and senior members of the business fraternity of Bangladesh. Ministers from Central government in New Delhi and top officials of Ministry of Commerce, External Affairs, Road Transport and Shipping are also likely to attend this meet, officials said on Saturday. However, tension has gripped both sides of the Indo-Bangla border after one Border Security Force (BSF) jawan was killed and another injured in firing by a soldier of Border Guards Bangladesh (BGB) at Murshidabad in West Bengal on Thursday.

IMPHAL, Oct 19: United Committee Manipur (UCM) on Saturday reaffirmed its strong opposition to any kind of settlement including arrangements for territorial council, 6th Schedule and ethnic based administration to the ongoing peace talk between the NSCN-IM and the Government of India. UCM reiterated its stand against the backdrop of the reported next round of negotiation between Centre and NSCN (I-M) which is likely to ink the final agreement on October 31. The pressure group of Manipur demanded a clarification from the Manipur government on whether it was aware of Centre agreeing to grant autonomy territorial council and extending Article 371(A) of Indian Constitution related with Nagaland in the state. The UCM was referring to RN Ravi’s highlight on the points of the framework agreement for Naga

Expecting inking the final agreement by October 31 between GoI-NSCN(IM) negotiation, the UCM demanded a special session of the Manipur Legislative Assembly to be convened before the proposed next round of talks. However, the Centre was planning to ink an agreement to conclude the decades-long peace talks on October 31 against the assurance they had given them, he alleged. Dibrugarh (Assam), Oct 19 (PTI): Five members of a family including two children were charred to death when a cooking gas cylinder burst triggering fire at their house in Dibrugarh district of upper Assam, police said on Saturday. The incident occurred at Niz Kodomoni near Thermal Colony in Dibrugarh town, district Additional Superintendent of Police Dhruba Bora said. The cooking gas cylinder in their hut near the railway tracks burst around 1.30 am on Saturday when they were sleeping, he said, adding that they were “burnt to death at the spot” after the fire engulfed their house. The deceased were identified as Maya Sonar (50), Bishal Sonar (19), Shib Sonar (5), Shankar Sonar (3), Nunu (50), the ASP said. The bodies have been sent for post mortem examination. The fire damaged the hut completely and their belongings, Bora said. Ruling out any sabotage leading to the fire, Bora said senior police personnel and officials of the district administration reached the spot and initiated a preliminary investigation. Monday’s by-elections to four Assembly constituencies in Assam ended on Saturday. The fate of 20 contestants in the four seats Rangapara, Sonari, Ratabari and Jania - will be known when results will be announced after counting of votes on Thursday. The by-polls to these constituencies were necessitated after sitting BJP MLAs and ministers Pallab Lochan Das (Rangapara) and Tapan Gogoi (Sonari) along with Deputy Speaker Kripanath Mallah (Ratabari) and Congress MLA Abdul Khaleque (Jania) were elected to the Lok Sabha. Campaigning was low-key in the seats with state leaders addressing election meetings along with the candidates in the respective constituencies. In Rangapara, five candidates are in the fray. They are Rajen Bortakur of BJP, Kartik Kurmi of Congress,

(Communist) and Arup Kumar Chowdhury of the Bharatiya Gana Parishad. BJP’s Nabanita Handique and Sushil Kumar Suri of Congress are the contestants in Sonari. that UCM will convene a public meeting on October 21 in Imphal to deliberate on the issue, in which the future course of action to be taken by the UCM with the people of Manipur will be decided. UCM is also planning to stage a mass protest on October 31 across the state against creation of territorial council in the state and extension of Article 371(A) in the state, he added. He then, urged ethnic communities of the state to come out and declare their stand on the territorial integrity of Manipur so that a united struggle against any moves hurting the interest of integrity of the state. Alleging that no MLA of the state so far responded to UCM’s recent call for declaring their stand on the creation of territorial council or extension of 6th schedule in the state, Karam warned that in the event of any eventuality arising out of the peace talk, the MLAs must bear the sole

responsibility. Mention may be made that on October 12 last, UCM had announced that there was a distinct possibility of Centre making an arrangement for providing a territorial council or 6th Schedule for bringing a settlement to the peace talk with NSCN(IM). And while declaring that UCM totally oppose such move, the pressure group demanded that all the 60 MLAs of the state must declare their stand on latest development in the peace talk. Karam also cautioned the state government if the Centre goes ahead with the proposals despite opposition from the people of Manipur, the incumbent government must bear the brunt. He said that the state government must not forget that if they (Centre) use forceful means in this regard, then the people of Manipur were also ready to protect the integrity of the state with their lives.

Tripura govt suspends 8 police officers

Agartala, Oct 19 (PTI): The Tripura government has suspended eight police officers, including a deputy superintendent of police of West Tripura district, two days after its superintendent of police was placed under suspension, a top police officer said on Saturday. The state government on Friday placed Banuj Biplab Das, the DSP(Hq) and DSP(district intelligence bureau), Debaprasad Roy, officer-in-charge of West Agartala police station, subinspector Pradip Acharya, two personal bodyguards of former state minister Badal Chowdhury and three constables under suspension, the officer said.

Chowdhury, a CPI(M) central committee member, is absconding after a local court rejected his anticipatory bail application on Wednesday. Chowdhury has been accused of being involved in a Rs 630 crore scam when he was PWD minister in the erstwhile Left Front government. Director General of Police Akhil Kumar Shukla, however, refused to divulge the reason behind the suspension of the eight police personnel. “This is an internal matter of the government and I will not comment on this”, Shukla told PTI on Saturday. Indian in FBI’s top 10 most wanted list biggest ever hunt launched

NEW YORK/NEW DELHI, OCT 19 (IANS): Considered as one of the biggest ever simultaneous chases in the US and India, the Federal Bureau of Investigation (FBI) is hunting for an Indian fugitive, Bhadresh Kumar Patel, for the past four years. Patel, who hails from Viramgam in Ahmedabad, figures in the FBI’s top 10 list of most wanted fugitives and carries an award of $100,000. FBI considers Patel as a cold-blooded murderer and an ‘extremely dangerous’ criminal who killed his young wife at a Dunkin’ Donuts store in Hanover, Maryland, in a most bizarre way. Though the top 10 list of most wanted fugitives is constantly updated and changed, as Bhadresh Patel continues to run from one place to another, his name continues to figure in the latest FBI list (2019), which includes some of the most dreaded fugitives. Patel’s name first figured in the top 10 list in 2017. Assisting the FBI in its investigation, County police detective Kally Harding said, “Patel’s wife Palak was young and the scene was very brutal... She was killed in a horrible way, that’s the kind of person (killer) we are dealing with.” Palak (21) and Patel (then 24) were working in night shift in the Dunkin’

Donuts store. The CCTV footage retrieved from the store shows Bhadresh and Palak walking together towards the kitchen before disappearing behind the racks. Moments later, Patel reappears. He then shuts off the kitchen oven and walks out of the store, as if nothing had happened. His body language and facial impression seem to be very normal. The FBI investigation into the brutal murder, which sent shock waves in Maryland, disclosed that the body of Palak, found hours later in the night of April 12, 2015, carried multiple stab wounds. After brutally beating and stabbing Palak to death, Patel left the store and returned to his nearby apartment by foot. He then

picked up some personal items and hired a cab to a hotel near an airport in Newark. The taxi driver later reported that Patel was looking normal during the ride. CCTV footage revealed that Patel later checked into a hotel in Newark and was seen at the counter paying in cash for a room. He slept over the night and left the hotel in the morning. Six drowned bodies pulled out HYDERABAD, OCT 19 (IANS): Bodies of all six persons who were drowned into the Left Canal of Nagarjuna Sagar Project in Telangana’s Suryapet district on Friday night, were pulled out on Saturday, police said. All the bodies were stuck in the car, which fell into the canal. The vehicle was retrieved by the National Disaster Response Force (NDRF) personnal with the help of a crane. The deceased were identified as Abdul Aziz (45), Rajesh (29), Santhosh Kumar (23), Pavan Kumar (23), Naresh (55) and Johnson (33). The incident occurred on Friday night in Chakirala village of Nadigudem block when the person driving the car apparently lost control and the vehicle fell off the bridge into the canal. All of them were employees of a private hospital in Hyderabad and were returning to the city after attending the marriage of their colleague in Suryapet district.

NEW DELHI, OCT 19 (PTI): Congress leader Priyanka Gandhi Vadra on Saturday hit out at Union Minister Piyush Goyal for his remarks on Nobel laureate Abhijit Banerjee, saying the government’s job is to improve the “collapsing” economy and not to run a “comedy circus”. Goyal on Friday said Banerjee supported ‘NYAY’, a minimum income scheme proposed by the Congress, which was rejected by the Indian voters and there was no need to “accept what he thinks”. The ‘NYAY’ scheme was one of the highlights of the Congress manifesto for the April-May Lok Sabha polls. The Union commerce and industry minister, at a media briefing in Pune, also described Banerjee as a “Left-leaning” person. Lashing out at Goyal for his remarks, Priyanka Gandhi said instead of doing their work, BJP leaders are trying to belie the achievements of others. The Nobel laureate did his work honestly and won the Nobel Prize, she said in a tweet in Hindi. “The economy is collapsing. Your job is to improve it, not to run a comedy circus,” the Congress general secretary said. She also tagged a media report which claimed that the slowdown in the auto sector continued in September.

ELLENABAD (HR), OCT 19 (PTI): On the last day of campaigning for the Haryana assembly polls here, Prime Minister Narendra Modi sharpened his attack on the opposition Congress over issues of Article 370 and the Kartarpur corridor, accusing it of “destroying the country” with wrong policies and strategy. Raising the issue of the special status of Jammu and Kashmir under Article 370, Modi here in a rally said what was called a temporary provision by B R Ambedkar, continued for over 70 years but the Congress did nothing about it. The situation in Kashmir worsened as the government in Delhi remained in slumber, he said. “The wrong policies and strategy of the Congress have destroyed the nation,” he said, stressing that it was people of India and Kashmir who will frame policies now. “Time has changed, country has changed,” he said. Justifying the scrapping of provisions of Article 370 for Jammu and Kashmir, Modi said, “Should Kashmir have been allowed to be destroyed for the sake of power in Delhi? Should Kashmir be more important or post of a prime minister? Every Indian’s reply is the same that PMs will come and go, Kashmir has to remain and prosper.”

He said for 70 years, “no honest efforts” were made to find a meaningful solution to the issue even after innocents kept dying in J-K while the jawans sacrificed their lives for the safety and security of citizens there. He also accused the Congress of opposing the government move with regard to Jammu and Kashmir. Its roots were shaken,” he said, stressing that the Sufi tradition of Kashmir gave the message of unity and brotherhood. “But those sitting in Delhi could not see this. Allow these one or two families to do whatever they want...if they have to loot, let them...if people are destroyed, let them be... MUMBAI, OCT 19 (PTI): The Maharashtra government will explore possibility of merging crisis-hit Punjab and Maharashtra Co-operative Bank (PMC) with other bank, Chief Minister Devendra Fadnavis has said. Assuaging concerns of depositors facing hardships due to restrictions on withdrawal of funds from the scam-hit bank, the chief minister said that money of account-holders would remain safe.

The alleged scam to the tune of Rs 4,355 crore scam at the bank is attributed to loans given to realty firm HDIL, which were allegedly hidden from regulators’ scrutiny, turning nonperforming assets. “Unfortunately, a revival package for PMC bank is not in jurisdiction of the state government, but with the RBI. But, the state government can facilitate merger of the bank with other bank. I have already spoken

to the Prime Minister and the Finance Minister on this issue. I will again peruse the matter after polls,” Fadnavis said in an interaction with select journalists as the campaign for the October 21 polls winds up at 6 pm on Saturday. When asked about the steps taken by the BJP-Shiv Sena government in the bank scam, Fadnavis said accused have been arrested and their assets seized. “Depending on the

t was not a surprise but more revealing in more ways than one that 65.2% cultivators in Nagaland are women as against 47.4% men; while 7.3% of workforce are women as against 5.8% men. These figures speak for themselves with regard to which gender is the major workforce in agriculture in a state which is predominantly rural with 82.26 percent of the population living in villages. The main economic activity is agriculture, with a very small proportion engaged in the rearing of livestock, weaving, black smithy and handicrafts. Nagaland does not have any major industry and almost the entire urban population depends on the Government services for employment and livelihood. In Nagaland, the agriculture sector employs about 70 percent of the State’s population and its share to the State Domestic Product is about 33 percent. Work Participation Rate(WPR) in Nagaland shows that rural areas have more women workforce who are mainly engaged in agricultural activities. As per 2011 figures, Peren district recorded the highest female Work Participation Rate(WPR) of 64% against the average of 64.5% almost equal to male WPR. These were followed by Longleng (59.6%), Mon (57.6%) and Zunheboto (55.1%). The lowest female WPR in 2011 was recorded in Dimapur (28.5%) against the average of 40% followed by Kohima (36.2%). The prominent districts whose women WPR vary between 42-49% are Kiphire, Wokha, Mokokchung, Tuensang and Phek respectively. In India, 70% of farmers are women as against 30% men. According to Oxford Committee for Famine Relief (OXFAM) 2018, agriculture sector employs 80% of all economically active women in India, they comprise 33% of the agriculture labour force and 48% of the self-employed farmers. Globally more than 400 million women engage in farm work, although they lack equal rights in land ownership in more than 90 countries. Women worldwide engage in non-mechanised farm occupations that include sowing, winnowing, harvesting, and other forms of labour-intensive processes such as rice transplantation. According to FAO, if women farmers had equal access to land ownership, credit, farming equipment and new technologies, yields can increase by 30 per cent per household and countries can experience an increase in agricultural output by 2.5 to 4 per cent. Women also reinvest up to 90 per cent of their earnings back into their households—that's the money spent on nutrition, food, health care, school, and income-generating activities that help in breaking the cycle of intergenerational poverty. Women in rural areas who are mostly engaged in agricultural activities are confronted with various problems such as not having access to information on modern methods of farming and technology and also being excluded from rights and entitlements such as institutional credits and land inheritance. According to the India Human Development Survey (IHDS, 2018), 83 per cent of agricultural land in the country is inherited by male members of the family and less than two per cent by their female counterparts. . According to various reports, lesser ownership of land means lesser exposure to agricultural value chains for women. In turn, it means lesser productivity for them despite putting in as much effort. Besides not having land ownership, women often have to be content with low paid jobs in agriculture. There is need to address the imbalance that is tilted against the women farmers if productivity is to be increased manifold.

And if you waste your time in overactivity, instead of being immersed in the great fundamental truths of God’s redemption, then you will snap when the stress and strain do come. But if this time of soaking before God is being spent in getting rooted and grounded in Him, which may appear to be impractical, then you will remain true to Him whatever happens.

Endorsed by the Tatar Hoho,NNC and FGN leaders embarked upon negotiations with the Government of India, which ended in deadlock due to lack of political will of India. Thereafter, confrontation resumed. However, the leadership of NNC and FGN finally ended with the Shillong Accord on account of acceptance of the Indian constitution in 1975. Every Naga, young and

old is well informed of it that the 16–Point Agreement and Shillong Accord could not solve the problem the Nagas have been facing; rather they are the seeds of division and killing among the Nagas on the one hand, and prolonged fighting with India on the other. So, the resistance movement continued. After twenty (20) years long resistance against the colonial forces under the banner of NSCN, the Government of India invited NSCN leadership for political negotiation in 1995. Therefore, NSCN leadership was mandated by the Tatar Hoho (National Parliament) to engage in dialogue with the Government of India for working out an honorable solution. Thus, the cease-fire agreement between the Government of India and NSCN was signed in 1997 based onthe agreed three terms – 1 . Ta l k w i t h o u t condition 2 . Ta l k a t P r i m e Ministerial level and 3 . Ta l k i n t h i r d countries In the following talks in 2002, the Government of India recognized the unique history and situation of the Nagas. By unique history it means – the Nagas have never been a part of the Union of India and that of Burma either by conquest by the two powers or by consent of the Nagas. Finally, the historic Framework Agreement was signed between the Gov-

ernment of India and the National Socialist Council of Nagalim representing the Nagas. It was signed by Mr. Isak Chishi Swu, the Chairman of NSCN, and Mr. Th. Muivah, Chief Negotiator of NSCN and Mr. R.N. Ravi, Interlocutor of Government of India in the presence of Indian Prime Minister, Shri Narendra Modi, Home Minister, Shri Rajnath Singh, Chief of Indian Army, Gen. Dalbir Singh Suhag and a host of NSCN leaders in the eyes of the whole world on 3rd August, 2015. In keeping with the universal principle of democracy on sovereignty, the Government of India has recognized the sovereignty of the Nagas stating that sovereignty of the Nagas is with the Naga people. However, the Nagas and the Indians will not be totally separated. The two people will live together on the basis of the principle of co-existence of the two entities with sharedsovereignty. Two entities means two people. The term coexistence naturally applies to two entities or more. If the Nagas are to merge with the union of India, then the Nagas and Indians will become one entity, and that the question of two entities does not arise. In the subsequent talks on competencies, the Government of India has recognized the territories of the Nagas by stating that Nagas are the owners of their land and its resources beneath and above the land. The

Will the state of Nagaland cease to exist???

o begin with, let me first focus on the very topic of debates and arguments that mostly does the round in Social Medias, “NAGALAND or NAGALIM”, and let us all be practical here, because ‘People’s Sentiments’ is at stake, and so if, the ‘Nagas of Nagaland’ wants the name to remain as ‘Nagaland’, why should anyone shove their forceful will down our throat, and what audacity do you have to intrude into our Homes and renames our homeland against our will. It is understood that we are all Nagas though disintegrated through Artificial boundaries and demarcations, (so let us just say we are all Neighbours), but here is the hard fact (and just for once, kindly be in our side of the troubled water for a moment) “How/What will you feel or react, if a Neighbour of yours, enters your home, demands for their cut of some monetary percentage of your hard earned Salary/ Earnings and also impose their will on you at gunpoint. To add salt to injuries, again, without your consent, they ‘Renames or Re-Christens your name, your wife’s name (lovingly and meaningfully given by your respective beloved parents) and all your Children’s names, Is that not a breach of personal rights and privacy?????” Hence the bottom line is, if the Nagas of Nagaland wants the name of our homeland to remain as ‘NAGALAND’, then it is ‘Nagaland’......., Yeah, you heard right, the name is ‘Nagaland’ and not ‘Nagalim’ (for God sake) Now, the very statement; “The State of Nagaland shall cease to exist” coined out, concocted and blabbered by some derisorious, nonsensical and preposterous of the usurped state showrunners, makes me feel like being hit “Below the Belt” with a foul strike and I strongly believes that it has stirred the very ‘Jeez’ out of everybody (as far as Nagaland State and its inhabitants and sons of the soil are concerned). It also makes me wonder as to how must our ‘Visionary, Patriotic and Gallant heroes’ of our forefathers be stirring restlessly in their graves, on hearing this traded insults to their beloved homeland in which they had given so much with their blood, sweat and tears. The absurdity in it all (per-se) is; Did all these long years from’ “Conflicts to Ceasefire to Round of Talks” came to this ‘Pathetically Abominable, Detestable, Abhorrent and Repugnant conclusion????? (“The State of Nagaland shall....blah... blah...blah”) ....but perhaps, if perchance, those comedians claims that they meant to say it as a Joke, then I must say that those very bad Jokers truly have a ‘Sick sense of Humour’ because Nagaland and its people are not a plaything for you to play with and be fiddled around. History has it that the Naga National Movement is one of the oldest (or perhaps even the oldest) conflict in South East

Asia, and since then, it was we, Nagas who had been accusing the GoI for ‘Procrastinating or Dragging or Postponing’ the issue this long, but suddenly, the table has turned the other way round with the GoI now accusing the Nagas (NSCN - IM) to being ‘Procrastinating’ which perhaps, maybe quite true, but which again is so outrageously Amusing. I for one dream for a United/Unified Nagas from every corners sans artificial boundries and demarcation to come together but enough has been said and deliberated that, looking into every angles, the GoI is crystal clear that ‘Integration’ is not possible at this juncture, however, ‘Political Peace Process amd Negotiations’ will continue even after some solution is arrived at, so why can’t we be Pragmatic at this very opportune moment, for all parties to come together, that what is possible right now and to ‘Give Peace a Chance’ so as to pave way for the ‘Best’ which is yet to come, and simply not waste our time, energy and opportunity in an ‘Utopian Dreams’ and a ‘Fruitless Daydreaming Reverie’???? H o w e ve r i f s o m e P a r t y ( s ) / negotiator(s) wants to remain so adamant and stubborn, I am afraid that I (or for that matter, the People of Nagaland) must also join the chorus of some of our Leaders/Negotiators/Writers, who had said that some People wants to prolong and drag on the conflict in order to hold the people (especially Nagas of Nagaland) to Ransom, so as to fleece Nagaland to its Skins and Bones through taxation and forceful collection in the name of ‘NAGA NATIONAL MOVEMENT’.. and to supplement their claims, I must also reverberate our old Naga saying as thus “The more you make the water murkier and dirtier, the more fishes you get”, but please stop dirtying the already troubled waters dirtied by you, in order to get more fishes, (vis-a-vis your own selfish gains and vested interests). Naga issue cannot be continued to be misinterpreted or twisted by some so called Leaders and (some faceless Incognitos) who are nothing but just Pseudo Nationalists and Wannabe Social Reformist’s thinkers, who are hell bound to bring down Nagaland to its knees, with no care, but as long as it serves their own Materialistic Interests. Having said all these, the State of Nagaland cannot continue to always be placed at the ‘Guillotine Chopping Block’ for your Sinister and Diabolic designs. Government of India has also clearly stated that integration of the divided Naga territories is the legitimate right of the Nagas and that it will be materialized through democratic process. By virtue of the Framework Agreement, the Nagas will coexist with the Union of India as two entities as different kind of flowers bloom together. At no point of time, the Nagas have agreed to live within the Union of India. And all Interlocutors of the Government of India acknowledged that fact. The Nagas will associate with India in many fields as two entities. We understand that the spirit of living together, cooperation and coordination builds the world whereas the spirit of opposition and confrontation destroys it. Therefore, we have chosen the path of living together with India with the spirit of cooperation and coordination. However, the Nagas are strongly opposed to forced Union. We are aware that forced Union will certainly breed fighting and killing within the box. The Government of India is creating fear psychosis in Nagalim by deploying thousands of armed forces personnel. We do not see war situation here. The spirit of peace dominates the hearts of the people for twenty two (22) years, which I believe, is a prelude to a permanent peace in the land. If Government of India chooses military option to dictating the negotiating

team, that will not be the end of the matter. The issue will remain alive and kicking. The Nagas are always for a negotiated settlement based on the doctrine of mutual consent and recognition of rights. I believe the present Indian leadership will not commit the mistake of their past leaders. After coming so close to the point of conclusion, we are facing hurdles on the issues of Naga flag and constitution. The Indian authorities who deal with the talks are also well informed that the Indo-Naga political solution without Naga flag and constitution is not conclusive and that will create a room for future headache. We are looking for a lasting solution. After all, the Naga people have reasons to appreciate and give thanks to the prudent and accommodative Indian authorities who are involved in the talks at various stages, particularly the present Prime Minister of India, Shri Narendra Modi through whom the two parties could signed the historic Framework Agreement on 3rd August, 2015.The Nagas are also deeply indebted to the leadership of late Mr. Isak Chishi Swu and Mr. Th. Muivah who took all the necessary troubles in bringing the issue thus far. This legacy will go into the pages of history to be valued and adored by generations of both peoples. This Framework Agreement is the meeting point

for the two contending parties - Indians and the Nagas and the rallying point for the divided Nagas. The Framework Agreement will certainly bring an honorable and acceptable solution to the long-drawn Indo-Naga political conflict as it addresses the security concern of India as well as the historical and political rights of the Nagas. It will open up a new era of harmonious peaceful coexistence for the Indians and the Nagas. Since the Framework Agreement is issue based, I believe every sensible and patriotic Nagas will be for it. We do not see any valid reason to go against it when the Government of India and National Socialist Council of Nagalim have reached an acceptable solution that touches the heart of the matter. Dear Naga brothers and sisters, now is the time for the Nagas to assemble. We are one by blood, by history, by culture, by faith, by politics and above all, we are the Lord’s people. The name of the Lord is in our people and land. We are now entering a new era where together we will build a land of peace and progress; together we face the common dangers, together we work and live for a common cause, and together we glorify the name of the Lord. Expectation and the likely outcome of current peace initiatives

T

he views shared here is purely personal but with references to the Constitution of India, independent of the slogans and demands of the negotiating groups, on the likely outcome of the ongoing peace initiatives where people in general are yet to see the emergence of the true colour of the chicken. Nevertheless, the very fact that various groups are now settled down to the tables for talks for an amicable settlement are positive signs that are most welcome. Peace after-all cannot be fought through the barrel of guns. The final peace accord is speculated to be announced within three months but the expectations for announcement may be extended beyond the expectations. After all, expectations have no time limit. Besides the above issues that are apparently speculative, there is a dire need for the people to come to grips with same important ground realities that will directly impact the interest and future of the people of Nagaland. Presently we have a number of groups that pursue certain aims and objectives but do not see eye to eye amongst them. Can an accord with one group alone be sufficient to usher in permanent peace and stability in the state or could the present peace initiative could serve as the first step towards a final settlement

that may be acceptable to all or does the final settlement visualise the involvement of the interest of all the Nagas or aimed only in targeting a group or a faction. These are million dollar questions that needs to be answered. Much has also been discussed or speculated about the concept of Dual sovereignty. Whereas I have no intention to explain on the concept of Sovereignty, for this brief article, let us have a fresh look at the present constitution of the country that is written, more rigid than flexible wherein the sovereign power rests with the Central Government. This sovereignty is singular, indivisible and absolute in nature and the same power cannot be delegated to a second party. In such a structure as we have, I do not see any ground realities to accommodate any other sovereignty of sorts in the existing system so much so that the concept of shared sovereignty appears to me more of an academic discussion rather than real. All States in our country are invested with a certain decree of powers that is autonomous and independent to decide but such powers are not absolute but local in nature that can exercise control only within their own state or jurisdiction but not beyond. All states with such powers are federated into the Union of India where the

Parliament stands supreme. Power sharing and relationship between the centre and the state are well defined by law under Union, State and concurrent lists. In such an existing pattern, it may be inconceivable and impractical to accommodate a separate constitution that is parallel or independent to the constitution of India. Regarding a separate Flag, the National Flag represents the unity and the Sovereignty of the country; as such I feel to explore a breathing space in accommodating any other Flags that is equivalent or parallel to the National Flag. These to my humble views are some of the ground realities where I am afraid there may not be any scope for adjustment. The present Honourable members of the Nagaland Legislative Assembly are the representative of the people of Nagaland. They are duly elected by the people to serve them. In such a critical juncture when some vital decisions are likely to be made for the State, the Legislative Members need not only play the role of cheerleaders from the gallery while someone else is drawing up Service Rules for them. Nagas used to observe the 14th August every year as independence day since 1947 which means Naga have got already full fledged independent, Nagaland is a Nation it means. Nagas didn't know what they have done in the past and what they are doing now and what they are going to do, they are totally in confusion, they are about to land in danger instead of getting solution according to prevailing situation. Nagas are unknowingly making themselves very cheap and becoming a laughing stock infront of the world and now Nagas are negotiating with GOI for solution by two groups i,e NSCN (IM) and WC of 7 NNPGS but India is saying only one agreement, one solution, there won't be two solutions according to my opinion. So to which group NSCN or WC,GOI will pay heed for Naga Solution. And framework agreement is already signed by NSCN(IM) with GOI for the same on 3th August 2015.Both GOI and NSCN (IM) should respect their agreement and stick to it firmly, as its not a kid's play, should be implemented it accordingly at the earliest so as to enable the Nagas to live peacefully and if the framework agreement signed by GOI and NSCN (IM) is not agreeable to both parties, the leader's of every Naga underground factions should be invited to formulate a new reasonable chartered of demands for Nagas solution which can be considered and accepted by GOI and the Nagas. There is a possibility,” the DGP said, “The inciting speech... led to his murder. The information which we have received hints that planning was done for this. Of the three suspects, who have been taken into custody, one was involved in planning and one person instigated him. “In fact it was a radicalised operation, and third went to the sweet shop and purchased sweets with the main culprit. We will get more clues,” he said. Tiwari was cremated at his native place in Mahmoodabad after the district administration succeeded in convincing his family members that their demands will be fulfilled. “My son was killed by a local BJP leader... due to a temple land dispute in village,” Tiwari’s mother told reporters. She also named the leader.

The DGP said two more persons-- Rashid’s brother and Gaurav Tiwari-were also questioned but were let off after investigation. “Gaurav had called Kamlesh a few days ago, expressing his desire to work for the Hindu Samaj Party in Surat and other places,” he said. Late on Friday night, UP’s Additional Chief Secretary (Home) Awanish Awasthi had informed that a special investigation team had been constituted to probe the incident. “The team comprises Lucknow IG S K Bhagat, SP (Crime) Dinesh Puri and Deputy SP (STF) P K Mishra,” Awasthi said. Two persons had visited Tiwari with a box of sweets before killing him at his residence in Khurshed Bagh under the Naka Hindola police station in Lucknow, police had said. Chief Minister Adityanath on Saturday said that the assailants were allowed to meet Tiwari by the security personnel posted at his residence after Tiwari gave the nod. The killers sat with Tiwari, sipped tea, ate food and then the personal aide of Tiwari and his son were sent to the market to purchase something, and it was during this period that Tiwari was murdered, he said.

MUMBAI, OCT 19 (PTI): The ED on Saturday conducted searches at about a dozen premises of DHFL and other linked firms in connection with its money laundering probe against Iqbal Mirchi, the aide of global terrorist Dawood Ibrahim, officials said. They said the raids are being conducted in and around Mumbai under provision of the Prevention of Money Laundering Act (PMLA). About a dozen premises are being searched, they added. The Dewan Housing Finance Corp Ltd (DHFL) allegedly had business links with Sunblink Real Estate, the firm at the heart of investigations into the financial dealings of Mirchi. The DHFL had given loans of Rs 2,186 crore to the real estate firm. The ED suspects these monies were allegedly routed by Sunblink into accounts linked to Mirchi and his associates. The agency is looking for evidence in the form of documents and other paraphernalia as part of the latest operation, they said. The DHFL earlier said it had no links to the alleged dubious transactions.

India, Thailand begin joint naval exercise

NEW DELHI, OCT 19 (IANS): India and Thailand began a joint naval exercise in the Bay of Bengal that will involve air exercises with integral helicopters from ships of both nations, defence officials said here on Saturday. The five-day exercise commenced off the port of Vishakhapatnam in Andhra Pradesh on Friday. Two naval ships of Thailand - UMS Sin Phyu Shin (F-14), a frigate and UMS Tabinshweti (773), a corvette - have been deployed for the exercise. India has deployed its ships INS Ranvijay, a guidedmissile destroyer and INS Kuthar, a missile corvette, for the exercise along with the two Thai ships. The opening ceremony of the exercise, which is being conducted for the second time, was held on board INS Ranvijay at Visakhapatnam on Friday. Upon arrival in Vishakhapatnam, the Thai crew called on Eastern Naval Commander Vice Admiral Atul Kumar Jain. The harbour phase of the exercise which will continue till 19 October will involve professional interaction for sharing of expertise on various maritime issues between both the navies.

KO L K ATA , O C T 1 9 (PTI): An FIR has been lodged against Border Guard Bangladesh (BGB) by its Indian counterpart Border Security Force (BSF) over the killing one of its jawans earlier this week, a senior police officer said. A Bangladeshi border guard on Thursday fired from his AK-47 rifle during a ‘flag meeting’ along the international boundary in West Bengal, killing BSF head constable Vijay Bhan Singh (51) and injuring another jawan, Rajvir Yadav. A BSF statement said the incident took place in Murshidabad district around 9 am when a force party approached the BGB troops, standing at a “char” or a riverine in the middle of the Padma river, to resolve an issue linked to Indian fishermen. “Yes, we have received a complaint from the BSF. A case has been registered and investigation is on,” Murshidabad Superintendent of Police Mukesh Kumar said. The BSF officials, too, confirmed that police have lodged an FIR against the BGB. Refuting claims by the

Bangladeshi border force that its patrol team “had to open fire in self-defence”, a senior official of the BSF said not a single bullet was fired from the Indian side. “Although an inquiry has been ordered by the BSF, we still decided to lodge a complaint with the police, in accordance with the norms. The allegation by the BGB that we had fired first is not just absurd but a blatant lie. We didn’t fire a single bullet,” a senior BSF official said. Officials had said that the trouble arose when BGB personnel held three Indian fishermen who were allowed by the BSF to fish within the International Border, that runs through the middle of the 3-kmwide Padma river. The BGB team later freed two fishermen and informed the BSF that the third person has been held by them and that was when the BSF post commander of the 117th battalion, a sub-inspector, took a six-

A senior BSF officer in Delhi said on Friday that the troops “did not try to forcibly take away the lone fisherman from the custody of Border Guard Bangladesh. They had gone for flag meeting inside Bangladesh territory on getting a call from the BGB.” The officer added that during a telephonic talk between the commanding officers of the two sides, post the incident, the counterpart “did not say that BSF men had either violated the IB or entered inside Bangladesh territory.” Security has been stepped up along the 4,096km Indo- Bangla border in the wake of Thursday’s incident. The lone fisherman, Pranab Mondal, is still in Bangladesh police custody.

LU C K N OW, O C T 1 9 (PTI): Five people have been detained including three in Gujarat’s Surat in connection with the murder of Kamlesh Tiwari, the president of a little-known Hindu outfit, with police saying on Saturday that the suspects were “radicalised” and appeared to have targeted him for his inflammatory remarks made in 2015. “So far, there is no terror angle associated with this incident,” Uttar Pradesh Director General of Police DGP O P Singh said at a press conference here, a day after the Hindu Samaj Party chief was killed at his home in Lucknow’s Khurshed Bagh Among the arrested were Bijnor residents Mohammed Mufti Naeem Kazmi and Imam Maulana Anwarul Haq, who were booked on murder charge on Friday after Tiwari’s wife named them in her police complaint alleging that the duo had announced a bounty of Rs 1.5 crore on his head in 2016. However, Tiwari’s mother Kusuma alleged that he was killed by a “local BJP leader” due to a temple dispute in a village. New Delhi, Oct 19 (IANS): Reliance Jio continued to be the only operator to add new subscribers, as the telecom major added 84.45 lakh users in August, taking its customer base to 34.82 crore, while its competitors Airtel and Vodafone Idea kept losing their subscriber base. According to data released by the Telecom Regulatory Authority of India (TRAI), market leader Vodafone Idea, the largest telecom operator in terms of subscribers, lost 49.56 lakh subscribers in August, bringing down its subscriber base to 37.50 crore. New Delhi, Oct 19 (Agencies): India plans to take more steps to boost consumer demand including injecting liquidity through banks and simplifying personal taxes, a top government economic adviser said on Friday, in a bid to raise economic growth from sixyear lows. Krishnamurthy Subramanian, Chief Economic Adviser at the finance ministry, said the government had slashed corporate taxes to attract investment and was looking for ways to boost consumer demand to support that investment. “In the short-run, we are taking steps to increase consumption so that anticipating that consumption, investment also goes up,” he told Reuters in an interview. One of the measures on the table is aimed at easing personal taxation and making the whole tax administration simpler. The government is also considering the report of a task force to bring India’s six-decadesold tax legislation more into line with those of other countries. Subramanian said the government planned to make public the recommen-

The Cairo International Film Festival, which is billed as the oldest in

Africa and the Arab World, is slated to begin on Sunday and end on October 29. An eight-time National and five-time winner of the Kerala State Film Awards, Jayaraj, 59, called the development a huge privilege. “The film is based on real-life incidents that occurred during the great Kerala floods of 2018. It is dedicated to the fishermen community of the state or Kerala’s ‘Own Sea Warriors’, as they are fondly

called, for the part they played in the rescue operations during the flood,” said Jayaraj. “Twenty-five per cent of the film’s profits will go to relief and rehabilitation of those affected by the floods,” the filmmaker added. The flood disaster which began with the rains towards the end of May 2018 and continued in three stages till the middle of August, had claimed 483 lives. At the height of the deluge, there were 14.50 lakh people in over 3,000 relief camps. The film tells the story of an elderly couple played by yesteryear blockbuster script-writer and director Renji Panicker and KPAC Leela who are trapped in a sinking double-storey house, without food, water and any form of connectivity. On Friday, the singer shared a shot of her hand under the X-ray machine on Instagram, and informed fans that she has undergone thorough examination by the doctors after she and a fan took a tumble off the stage during her Las Vegas residency show, Enigma, reports etonline.com. Going by fan videos of the show, after Gaga hit the floor the fan seemed to crash atop her even as the audience screamed. Gaga managed to

get back on the stage and continue her gig. The 2016 remake of the 1984 classic stars Bridesmaids‘ Kristen Wiig and Melissa McCarthy alongside Saturday Night Live‘s Kate McKinnon and Leslie Jones as part of an all-female ensemble cast. Upon its announcement and subsequent release, the movie was targeted by controversy, sexism, and online trolling. As a result, its trailer became the most disliked movie trailer in YouTube’s history. Despite this backlash, director Feig has revealed that he’d be up for reviving his version of Ghostbusters in the future. “I would actually make another Ghostbusters if anybody ever wanted it, because I loved that world,” he told The Guard-

KOHIMA OCT 19(NPN): Defending champions Centurion FC retained the NSF Martyr’s Memorial Trophy for the second consecutive time after defeating Viswemi FC in the final at Kohima local ground on Saturday. A goal each from Vekhruto Resu and Yhunshalo Kemp was enough for Centurion FC to seal the victory over Viswemi

Playing the last league match of the tournament at the Imkongmeren Sports Complex, Mokokchung, SSS Blue defeated Sungkomen FC by 1-0. The only goal of the match came in the 28th minute when SSS Blue striker Longsemtong found the gap and netted the ball.

The score remained 1-0 in favour of SSS Blue till the stipulated time of 70 minutes. The Sungkomen FC renewed their attacks after the break but failed to find the net. However, both teams failed to reach the second round of the game. Meanwhile, the quarterfinal matches of the tournament will begin on Monday. On October 21, the first match will be played

Ranchi, Oct 19 (IANS): A brilliant century from Rohit Sharma, who was well supported by vice-captain Ajinkya Rahane, helped India get past early jitters and take a commanding position on Day 1 of the third Test against South Africa at the JSCA Stadium on Saturday.
