HC takes note of delayed 4-lane project K.V. Nurumi
KOHIMA, OCT 19 (NPN): Taking cognisance of the “tardy progress” and inordinate delay in completion of the ongoing construction of the four-lane national highway 29 from Dimapur to Kohima, the Gauhati High Court, Kohima Bench has issued suo motu PIL where the Ministry of Road Transport and National Highways (MoRTH) and six others including the State government are Respondents. A two-judge bench of the High Court-- Justice Songkhupchung Serto and Justice Manish Choudhury, in its order drew attention to a report in a news daily that appeared on October 9, 2019 which stated that the construction of the four-lane road, entrusted to National Highway and Infrastructure Development Corporation Limited (NHIDCL) began in the year 2015 with the stipulated completion time of three years. PAC suspends proposed bandh DIMAPUR, OCT 19 (NPN): Public Action Committee (PAC) of Naga Council Dimapur (NCD) has decided to temporarily suspend the proposed bandh. PAC media cell stated that the decision was made during an emergency of the core committee on Saturday, PAC media cell stated. Since the District Level Price Monitoring Committee (DLPMC) was on the job and also due to change of guard in the district administration, PAC decided to temporarily suspend the bandh until further notice, it added.
IBAPWO appeals for early solution
DIMAPUR, OCT 19 (NPN): International Border Area People’s Welfare Organization (IBAPWO) has strongly urged the Government of India to conclude the long standing Naga political issue and peace talks with the NSCN (I-M) and NNPGs at the earliest. In a press release, IBAPWO president Rhuletsu Whurr and secretary Lapingtsu also appealed to the NNPGs and NSCN (I-M) to meet and address all outstanding differences through dialogue and explore finding common ground for peaceful solution.

NHIDCL pointed out that M/s RAMKY-ECI(JV) had failed to remedy the defaults such as cracked/failure of newly laid DBM, Quality Assurance Plan and Internal Quality System at the work sites. Even the other firm, M/s Gayatri Projects Ltd. has run behind schedule as per a notice issued by GM (Projects) BO-Dimapur . The notice pointed out that instead of construction of one major bridge and four minor bridges, the firm has so far constructed only one minor bridge and no visible sign of activity for construction of the remaining bridges. N a g a l a n d ’s l o n e Lok Sabha MP, Tokheho Yepthomi had also recently apprised the Union Minister for MoRTH Nitin Gadkari on this issue which was widely publicized in the local dailies of the State. Tokheho had told Gadkari that the people of the State are faced with immeasurable problems due to the delay and poor workmanship of this vital road that connects the State Capital to its commercial capital.
DIMAPUR, OCT 19 (NPN): Zeliangrong Baudi (Nagaland) in collaboration with Civil Rights Forum and civil organizations Peren and state level has decided to hold a public mass rally on October 22 at Jalukie town traffic point under the theme- “Protect our Land & People”. In a press note, the organizing committee through CRF secretary G. Gwangphun stated that the objective of the rally was to “dispense social justice and denounce social injustices”. In this regard, all citizens under Peren district, business communities, officers and public leaders, teachers and students, villages, educational institutions and churches including Zeliangrong frontal organizations from Dimapur and Kohima have been requested to participate in the rally. It further asked all businesses/shops and educational institutions to remain closed from 10 a.m. to 1 p.m. and vehicles to stay off the roads during the period. All participants have also been requested to come in traditional dress and organizational banners.
Solution with Naga flag, constitution, says Tuccu DIMAPUR, OCT 19 (NPN): NSCN (I-M) president Q. Tuccu has reiterated that, “the Indo-Naga political solution without Naga flag and constitution is not conclusive and that will create a room for future headache” against the backdrop of the signing of the Framework Agreement on August 3,2015 between the government of India’s Interlocutor R.N. Ravi and NSCN(I-M) leaders late Isak Chishi Swu and Th .Muivah, in the presence of prime minister Narendra Modi , home minister Rajnath Singh and Indian army chief Gen. Dalbir Singh Suhag and a host of NSCN(I-M) leaders In a statement, Tuccu said he was compelled to clarify the position of the ongoing talks to all against speculations about “deadlock of negotiations, mudslinging game and rumor war” and urged people to be “aware of rumor mongers and opportunists.” Tuccu reiterated that in keeping with the principle of democracy and sovereignty, the government of India recognized “ the sovereignty of the Nagas” and held that
“sovereignty of the Nagas is with the Naga people.” Tuccu maintained that “Nagas and the Indians will not be totally separated” but that they would “live together on the basis of the principle of co-existence of two entities with shared sovereignty.” He however stressed that it did not mean Nagas and Indians would become one entity. He said as government of India recognized that Nagas are owners of their land and its resources “beneath and above the land” and also “clearly stated that integration of the divided Naga territories is the legitimate right of the Nagas and that it will be materialized through democratic process.” He also reiterated that by virtue of the Framework Agreement, “Nagas will coexist with the Union of India as two entities” and likened it as different kinds of flowers blooming together. He said Nagas are opposed to any forced union and at no point of time have Nagas “agreed to live within the Union of India” which has also been acknowledged all Interlocutors. (Full text on p-6)
Groupism has broken up society: Along Staff Reporter
DIMAPUR, OCT 19 (NPN): Minister Higher Education, Technical Education & Tribal Affairs, Temjen Imna Along Longkumer, expressed dismay that the biggest problem that has emerged in Nagaland was “groupism”, which he said has broken up the society into smaller, wilder and even bolder groups to pursue one’s needs and goal. He lamented that the only way to pursue “our goals” was to come together as “pack of wolves”. Justice sought for D.El.Ed 2014-16 batch
DIMAPUR, OCT 19 (NN): Teacher trainees of NIOS offline D.El.Ed 2014-16 batch, who successfully completed the training in 2016, are yet to get their certificates due to the department misappropriating amount sanctioned for (Cont’d on p-7) their training, RTI Initiative Nagaland has alleged. According to RTI activities Odi Jamir and ST Yapang Lkr of RTI Initiative Nagaland, the issue came to light following an RTI reply by Nagaland Education Mission Society Samagra Shiksha (erstwhile SSA), which stated that Rs.1.74 lakh was sanctioned to SCERT. However, the duo said that SCERT could not provide detailed expenditures. They said this has hindered the release of second instalment. The respondents have been served with a notice to respond on or before November 18, 2019 on which date on which the matter has been listed to be heard. To assist the court in the case, senior counsel Taka Masa has been appointed as the advocate for the petitioner while K. Sema, Addl. Advocate General has accepted the notice on behalf of the chief secretary, commissioner & secretary, PWD (W&H) and the chief engineer (NH). It may be recalled that the Executive Director (P), RO-NE of National Highways & Infrastructure Development Corporation Ltd. (NHIDCL) on June 18, 2019, had written to the Director (T) NHIDCL, New Delhi, recommending ‘Notice for Intention to Terminate’ the contract work awarded in 2016 to M/s RAMKY -ECI (JV) engaged in the four-lane project (138 Km to 152 Km) after show cause notice was issued in the month of April 2019. SCERT also replied that reason for non-payment was on account of SSA insisting that NIOS submit all supporting receipts and vouchers for the money already released. However, SCERT said NIOS expressed its inability to do so saying that the Utilization Certificate which they offered was their standard practice which all other states accepted and Nagaland could not be made an exception. On filing another RTI, the Nagaland Education Mission Society Samagra Shiksha, Appellate Authority replied that SSA was the funding agency and any anomalies found in the Utilization Certificate submitted by the director SCERT Nagaland, may seek clarification from the implementing agency (SCERT) and not
from erstwhile SSA. The duo stated that while the two departments (SCERT and SSA) were blaming each other, the Teacher trainees were made to suffer. RTI activists expressed the view that either the department could not rightfully utilise the released amount for the D.El.Ed training or they could not produce the Utilization Certificate leading to withholding the second instalment. However, they said that the department on the other hand has already collected Rs.6000 from each Teacher trainee as 2nd year course fee. In the light of the above, the RTI activists demanded that the department refund the money collected from the teacher trainees and at the same time issue their training certificates within 20 days, failing which, they would seek help from Lokayukta on the case.
