Train mows down over 50 in Amritsar

AMRITSAR (PB), OCT 19 (PTI): At least 52 people were killed and 72 injured Friday evening after a crowd of Dussehra revellers that had spilled onto railway tracks while watching burning of Ravana effigy was run over by a train near Amritsar, officials said. The train was coming from Jalandhar to Amritsar when the incident occurred at Joda Phatak where at least 300 people were watching ‘Ravana dahan’ at a ground near the tracks. Sub Divisional Magistrate Amritsar I Rajesh Sharma said 52 people have died and at least 72 injured have been admitted to Amritsar hospital. As the effigy was lit and the fireworks went off, a section of the crowd started retreating towards the tracks where a large number of people were already standing to watch the event, officials said. However, two trains arrived from the opposite direction at the same time giving little opportunity to people to escape, they said. Several people were mowed down by one of the trains, they said. Wails and cries of people filled the air as friends and relatives

DIMAPUR, OCT 19 (NPN): Taking note of various statements and views expressed in social and print media in connection with the 100th year celebration of Naga Club (NC), Naga Students’ Federation (NSF) has conveyed its deepest regret and apology for the confusions that arose out of proposed celebration. NSF president Christopher Ltu and general secretary Imtiyapang Imsong said the federation was constrained to issue this statement with special emphasis to the statement of Kohima Village Council (KVC) and by chairman Naga Club, Krurovi Peseyie published in the local dailies. NSF said it appreciated the non partisan standpoint of KVC, which was in the interest of the people to come together and also made reference of the relevant past events for factual records. NSF therefore appealed saying: “if all of us can still collectively seek ways where Kohima Village Council and every Naga can proudly participate and celebrate our proud history together in the most befitting manner.” (Full text on p-6)

Kiphire roads cry for improvement

Road clearance work underway between Sitimi and Seyochung in August 2018.

KIPHIRE, OCT 19 (NPN): Deplorable condition of roads remains unchanged in Kiphire district, which is one among the 115 identified Aspirational Districts in the country. Kiphire administrative headquarters established on June 16, 1952 was declared full-fledged district on January 24, 2004, but the roads in Kiphire are in poor condition as in 1950s. Despite cores of rupees pumped in for construction and maintenance of roads, the roads remain the same and in

many places the roads are left ignored. The pathetic road leading to Zisaji Presidency Government College, the only college in the district, located some three km away from Kiphire town, poses threat to the commuters as the road has been left unattended by the responsible department. The particular road, which also leads to Amahator town, could become unmotorable if it is not maintained at the earliest. The renovation and maintenance works undertaken by PWD (R&B) early this year has been stopped

following the onset of monsoon and have failed to resume. In this regard, the Citizen Welfare Society (CWS) has also written a letter to the deputy commissioner (DC) Kiphire for resuming road works at Kiphire town. Other roads including Kiphire town-AmahatorLukhami, Sitimi townSeyochung town, Kiphire town-Kiusam town, Kiphire town-Pungro town and Pungro town-Mimi have become a nightmare for commuters. It may be mentioned that the proposed International Trade Centre (ITC) is located near Mimi village. During the rec ent Kiphire District Planning and Development Board (DPDB) meeting, the board members questioned the PWD(R&B) for not taking initiatives during “Swatcheta Seva Week” that was conducted from September 29 to October 2, 2018. With the State Cabinet meeting scheduled to be held at Kiphire town in the first week of November 2018, heavy arrangements have been going on initiated by district administration and police along with tribal hohos like USLP, YTC and ESH.

NSF conducts poster campaign Contraband seizure: ACAUT questions PHQ Khensa bodies want ISBT functional within 2 months Pamphlets put up by NSF as part of their campaign on Friday. (NP)

KOHIMA, OCT 19 (NPN): As announced on Tuesday last, the Naga Students’ Federation (NSF) has begun with its fourth phase of Inner Line Permit (ILP) checking drive and poster campaign demanding inclusion of Dimapur within the purview of ILP. As part of the campaign, the NSF volunteers pasted posters at various locations in Kohima town and Dimapur town on Friday. Some of the posters read “ILP is now the only lifeboat to save Dimapur from illegal immigrants”,

“We demand ILP in Dimapur”, “only the like of Judas will oppose ILP in Dimapur”, “ILP identifies illegal immigrants”, “Dimapur without ILP today, Nagaland without Dimapur tomorrow”. NSF had out that a memorandum was submitted to the chief minister demanding inclusion of Dimapur district within the purview of ILP on September 24, 2018 with an appeal to the chief minister’s office for a response within a time period of 30 days. However, NSF said the reply given to the federation had no mention of the ILP in Dimapur district.

DIMAPUR, OCT 19 (NPN): AACAUT on Friday expressed shock about the seizure of contraband brown sugar weighing 6.9 kgs from the residence of IGP (CID) at the New Police Reserve, Phesema on September 1. ACAUT media cell also sought clarification on various points considering the seriousness and sensitivity of the matter. ACAUT demanded to know from PHQ as to why was the officer not suspended even till today till investigation was on? After the contraband brown sugar was seized on September 3, ACAUT demanded to know whether GD entry, milkman entries were done and whether an FIR was lodged on the case and if not, then why? It also wanted to know if any other senior officers were informed by the accused officer, that he was taking the contraband to his private residence? ACAUT pointed out that since nar-

cotic offense was a serious crime, inviting penalty upto 10 years rigorous imprisonment, it demanded to know whether the two contraband carriers, caught at Khuzama check post were still in custody or if released why and under what condition and under whose orders? It also questioned whether the personnel’s under the IGP was questioned on this matter? ACAUT said that what was however most shocking was the shameful attempt of some officials to hush up such a serious offence. It also lauded the courageous and upright police officials, who risked and dared to raid the house of their own superior and senior ranking rogue official. On the other hand, ACAUT said it was also extremely worried that the whole situation and the kind of message the case sends. It said unless handled rightly, the case will have serious ramifications on the morale

and the moral compass of the police force. ACAUT also took note of the recommendation for plan of action by the department to the state government which stated “it was a folly of judgement and poor knowledge of the concerned law” by the accused officer. ACAUT described the note as insulting and smacking of biasness to “save the rouge cop and hush up the matter.” ACAUT opined that either the officer in question was incompetent to be a police officer or a cop caught in the act and either way, he has no business to be in police force. It said even a mere public would be aware that seized materials were not supposed to be kept at private residences. Meanwhile, ACAUT said that the matter was serious and should be immediately handed over to an independent external body for inquiry in order to bring it to a logical conclusion.

M O KO KC H U N G, 1 9 OCT (NPN): Khensa Village Council (KVC), Khensa Sensotsur Telongjem (KST) and Khensa Students Union (KSU) Friday served a twomonth ultimatum on the responsible authorities demanding prompt action to begin functioning of Inter State Bus Terminus (ISBT) at Khensa village Mokokchung. In a joint memorandum addressed to DC Mokokchung, the KVC chairman Kilentoshi, KST president Tiamenla Khensa and KSU president Imliyanger pointed out that the ISBT, which was completed in 2010 and inaugurated on August 2, 2011 by the chief minister Neiphiu Rio, has not been functioning for the past seven years. GF highlights unified conservation of Amur falcons Since 75% paid, Doyang bridge

DIMAPUR, OCT 19 (NPN): Green Foundation Wokha, has expressed concern over the statement by the Amur Falcon Roosting Area Union (AFRAU) Pangti that they will stop protecting the endangered (Cont’d on p-5) bird species within the area if the demand were not met by the government. In this regard, Green Foundation director N. Jambemo Humtsoe and secretary media and publicity M. Zachamo Ezung highlighted how efforts of individuals, groups, villagers and state government had led to the successful conser vation of Amur Falcons. Therefore, any attempt to undo the “protection efforts” would be costly for both the birds and people of the state, it said. GF also said that since “Bah! Only now after Amur Falcons forage or a year, they’re offering roost at numerous locations 25% sale and that too in north east India consersummer wear.” vation efforts require collec-

en people recounted the horror. “I have lost my minor child. I want him back,” an inconsolable mother could be heard. “Several times we have been requesting the authorities and local leaders telling them to take up the issue with railway authorities to slow down the trains near this Phatak during Dussehra, but no one has listened,” a local said. Another said people could not hear the sound of the approaching train due to bursting of firecrackers. The incident sent shock waves across the country. There was an outpouring of grief with President Ram

Nath Kovind and Prime Minister Narendra Modi condoling the loss of lives. Modi directed officials to provide immediate assistance. “Extremely saddened by the train accident in Amritsar. The tragedy is heartwrenching. My deepest condolences to the families of those who lost their loved ones...,” he tweeted. “Shocked to hear about the tragedy on rail tracks in Amritsar, Punjab. Understand Indian Railways and local authorities are taking steps to help affected people,” Kovind said. Chief Minister Amarinder Singh announced compensation of Rs five lakh each to the kin of the deceased and said he was rushing to the spot to personally supervise rescue and relief operations. He also announced free treatment to all injured in the accident. Minister of State for Railways Manoj Sinha, Railway Board chairman Ashwani Lohani and Northern Railway general manager Vishwesh Chaube are rushing to the spot while Railway Minister Piyush Goyal said immediate relief and rescue operations are being conducted.

tive participation throughout the region. Highlighting the achievements of Pangti village and its surrounding areas, such as in protecting the birds and sacrificing lands for Doyang Hydro project; GF maintained it was incumbent upon the state government and NEEPCO to provide basic amenities in return such asgood roads, electricity and water supply. GF pointed out that before construction of Chubi bridge, people had to travel by ferry for many years as all roads to connecting the villages were submerged. Further, GF also said people in the area faced pressures to conserve Amur Falcon from shifting cultivation in order to ensure the area was free from human interferences for sustainable conservation of the birds. As these lands were agricultural lands, there was

need to provide alternative livelihood and occupation to the affected, in order to protect the forest. These were the price which the community around the hydro project had to pay for economic development of the state. Therefore, GF urged upon the state government to examine these concerns and to initiate appropriate policy measures. Enlightening the public about the benefits of conservation, GF said it was like taking care of one’s own health or saving money. It said Amur Falcon conservation was one such initiated which has put Nagaland and the north east in the international spotlight. It was due to the success of the project that more tourists are visiting Nagaland and in return these improve the welfare of the state and its people.

SRYWO backs AFRAU stance on Amur falcon

Extending suppor t to the stance taken by the Amur Falcon Roosting Area Union (AFRAU) Pangti to stop protecting Amur falcons if its grievances were not addressed, the Sungro Range Youth Welfare Organisation (SRYWO) Friday reminded the state government and the tourism department to immediately implement the Swadesh Darshan Scheme 2016 within the specified time period as given by the AFRAU, Pangti. In a press note, SRYWO chairman Chumbemo T Ngullie, secretary adm. N Mhathung Jami and secretary social & culture Stephen N Kikon warned that they would not remain silent spectator, but resort to democratic forms of protest against the government if failed to deliver justice to the Range (Cont’d on p-5) people. cannot be abandoned: ACVA

DIMAPUR, OCT 19 (NPN): Lending its support to the demand of ACAUT for a Special Investigation Team (SIT) to probe the incomplete Doyang river bridge as published on October 16, the All Commercial Vehicles Association (ACVA), Wokha warned that since roads affect vehicle owners (like ACVA), who depend on roads for livelihood, ACVA said it will not allow the bridge to be abandoned. ACVA in a statement by its president Yanyithung Tsopoe and secretary Y. Evungthung Ezung also countered the statement purportedly made by the chief engineer (R&B) at the state banquet hall Kohima during the colloquium on Road Connectivity held on October 10 that construction work on the bridge was abandoned.

lotted by the Khensa villagers was left abandoned and defunct making it highly susceptible to anti-social activities and incidents at the site. They reminded that KSU had written to the district administration in 2015 appealing for immediate action. Besides, they said KVC had also approached the authority several times to make verbal requests. However, all of those appeals have fallen on deaf ears. The organizations have, therefore, demanded that the authority take immediate steps to make the ISBT fully functional within the next two months. Failure to fulfil the demand within the stipulated time, the organisations cautioned that they would be compelled to take their own course of action based on traditional and customary laws of the land.

Naga youth drowned in Goa

KO H I M A , O C T 1 9 (AGENCIES): A 21-yearold male tourist belonging to Nagaland drowned at Goa’s Calangute beach on Thursday at around 4 p.m., ANI report stated. Upon receiving information, police initiated a search operation to find the youth, identified as Toto Zhimo from Amiphoto, Nagaland, and subsequently recovered his body from Candolim shore. As per police inspector Jivba Dalvi, a group of four Nagaland natives studying at Bengaluru had come to Goa to visit their friends. The group entered the sea at Calangute beach, after which a strong wave pulled Zhimo into the sea. The post-mortem will be conducted at Goa Medical College on Friday. A case of unnatural death has been registered and further (Cont’d on p-5) inquiry is underway.

ACVA said it would have been understandable if the bridge was abandoned without spending money but asked how can it be abandoned after a huge amount of Rs.18.49 crore was spent? ACVA said hardly 25% to 30% of the project was completed and worth around Rs.6.50 crore. ACVA said the construction work should be completed since 75% of the project cost was released and that “just blacklisting the contractor is not enough.” It also reminded that Lotha Hoho on October 20, 2017 had filed an FIR but Wokha Police was yet to submit its report even after one year. ACVA demanded that FIR report be submitted immediately since it does not take one full year to carry out investigation.
