43 killed in Taliban attack in Afghanistan KABUL, OCT 19 (IANS): At least 43 soldiers were killed and another nine wounded on Thursday in a coordinated attack by the Taliban on a military base in Afghanistan’s Kandahar province. A suicide bomber detonated explosives in a vehicle at the military base in Maiwand district. This was followed by armed clashes with the troops stationed in the camp, Defence Ministry spokesperson Muhammad Radmanish told Efe news. The Ministry said that at the time of the attack, there were 60 soldiers in the base, out of which 43 were killed, nine were wounded and six were missing. (More on p-9)

Yashikala passes away

DIMAPUR, OCT 19 (NPN): Mrs. Yashikala Jamir, wife of former minister and former chief secretary, late NI Jamir passed away on Thursday at around 10.30 p.m. after prolonged illness. She was 97 and leaves behind nine children, 27 grand children and 31 great grand children. According to family sources, a funeral programme will be held on October 20 at 10 a.m. in Dimapur, 4th Mile residence and thereafter the body would be taken to her native village, Longsa. NPP sets eyes on Nagaland Staff Reporter

DIMAPUR, OCT 19 (NPN): National People’s Party (NPP), founded by former Lok Sabha Speaker, late PA Sangma, is all ready to set its foot in Nagaland. The party is likely to be launched by October end, sources informed Nagaland Post. Sources said that NPP president and Lok Sabha MP, Conrad Sangma had been approached by various groups including some senior politicians to launch the party in Nagaland. However, sources said, NPP was looking for fresh faces to lead the party and contest the 2018 Assembly Elections as well. “Though there are many interested persons wanting to be part of the party setup, including intending candidates, NPP would be cautious in choosing the right people to lead

the party in Nagaland,” a close aide of Conrad said. “Everybody in Nagaland wants a change, something new with credible leaders,” he said, adding NPP would be able to deliver to the people the change. Refuting the reports on social media that Conrad had recently visited Nagaland to meet chief minister T.R. Zeliang and finalize the process to setup the party, the aide said that such report was misleading as Conrad had never come to meet Zeliang. “Zeliang was in Delhi when Conrad was in Nagaland. He came here to meet those leaders who were interested to join the NPP,” the aide said. Though nothing had been finalized, it was informed that NPP would be launched by October end, which would initially be headed by an adhoc body.

Zeliang said both of them also made known to the WC that at this crucial juncture, all Naga political groups should forget about the past and think for the present and future generations because all the groups are working for one issue. Zeliang reiterated that if the NNPGs were serious for solution then the 60 members of NLA including two MPs would also discuss the matter with all seriousness and take a decision in consultation with Naga tribal hohos and other NGOs. “Seventy years of struggle and dialogue for the last 20 years is long enough and it is high time government of India and Naga people think and act for the sake of the present and future generation”, said Zeliang. According to Zeliang, the Working Committee had assured “to stand for solution and not any other agenda.” The meeting was also attended by WC co-conveners– NNC/FGN kedallo, Zhopra Vero; NNC (parent body) general secretary, V. New petition in SC challenges Aadhaar linking

T H I RU VA NA N THAPURAM, OCT 19 (AGENCEIS): A new writ petition has been filed in the Supreme Court challenging the linking of Aadhaar with one’s bank account to mobile phones. According to the Times of India (TOI) reports, the writ petition filed on behalf of noted gender activist and writer Dr. Kalyani Menon Sen is expected to be heard after Diwali holidays. This is the recent writ after a spate of petitions led by retired Justice K. S. Puttaswamy. “The current writ petition numbered as WP [C] No. 1002/2017 is filed in public interest under Article 32 of the Indian Constitution to raise issues which endanger Fundamental Rights of Indian citizens, protected under Articles 14, 19 and 21 of the Constitution. It is filed on behalf of Dr Kalyani Menon Sen and is likely to be heard by the Supreme Court after Diwali holidays,” Senior counsel Vipin Nair told Times of India. (Full report on p-5)

Unfortunately, we don’t have so much money. The implementation of this will be done in stages. DIMAPUR, OCT 19 (NPN): Odisha Governor, Dr. SC Jamir has refuted the news report about his hospitalization following a heart attack on Thursday. Talking to Nagaland Post, Dr. Jamir said he was absolutely fine and had only gone to Apollo hospital for a regular check up. The 86-year old termed the report as unfortunate, which had also gone viral on social media after an Odisha based news daily published the report. It was reported that Dr SC Jamir was admitted to a private hospital here after he complained of chest pain in the morning Meanwhile, Dr. Jamir on Thursday had posted a video urging all concerned not to worry. “I want to make it very clear to all concerned that I came to Apollo for normal check up. I am perfectly alright and healthy,” he said.

KO H I M A , O C T 1 9 (NPN): Feud within NPF over which group represents the genuine organisation, presently pending with the Election Commission of India (ECI), has taken another turn when NPF spokesperson, Achumbemo Kikon revealed that NPF( Shürhozelie) has instituted civil suit against the dissident group (Neiphiu Rio group) for impersonating the party president and using party symbol, letter head, nomenclature and flag. Achumbemo revealed this at the inauguration of the 9th Kohima Town A/C NPF office at PR Hill Thursday. While reiterating that the law will take its own course, Achumbemo asserted that the rebel group was trying to escape the eventuality on whip issue by delaying the case in the

leader of NPF legislature party and requested Dr. Shürhozelie to resign as CM and pave way for TR Zeliang to stake claim in accordance with established parliamentary conventions. At the meeting, CMO said the MLAs, in order to strengthen cohesion amongst the majority of the NPF MLAs, resolved to appoint TR Zeliang as the party’s Whip. Subsequently, CMO said that the NLA Speaker was duly informed about the appointment of the Whip through a letter dated 14.7.2017. Thereafter, a notification was issued by NLA secretariat on 19.7.2017 informing about the appointment of T.R. Zeliang as the Whip with effect from 4.7.2017. Then the Governor, after receiving the resolutions adopted by the MLAs, wrote to the then chief minister, Dr. Shürhozelie (11.7.2017) to obtain vote of confidence on or before 15.7.2017, a copy of which was forwarded to the NLA Speaker for necessary action. CMO media cell clarifies on appointment of NPF Whip DIMAPUR, OCT 19 (NPN): The chief minister’s office (CMO) has issued a statement to clarify its stand on the issue of appointment of NPF whip. In a lengthy statement, CMO media cell explained in detail the manner in which chief minister T.R. Zeliang was appointed as the whip. As the then chairman, CMO said T.R. Zeliang held a meeting with DAN members, including some independent legislators on July 4, 2017 wherein the house resolved and reaffirmed the continuance of T.R. Zeliang as the DAN chairman. The house also requested the then chief minister, Dr. Shürhozelie Liezietsu to pave way and empower TR Zeliang to stake claim and form the new DAN government. On the same day, at a meeting of the NPF legislature party, summoned by TR Zeliang as leader of the NPF legislature party, was attended by 34 MLAs, wherein the MLAs unanimously resolved for amendment of February 20, 2017 resolution, reaffirmed to let TR Zeliang continue as

After hearing all parties on 18.7.2017, CMO said that the single judge dismissed Dr. Shürhozelie’s Writ Petition. A Writ Appeal filed against the dismissal of the Writ Petition was also rejected on July 19, CMO said. Accordingly, the Governor requested the Speaker on 18.7.2017 to call for an emergent special Session of the Assembly on 19.7.2017 to test the majority support of the then cabinet headed by chief minister, Dr. Shürhozelie. However, even after the speaker had notified holding of the Assembly Session on July 19, CMO said neither the then CM, Dr. Shürhozelie nor any member of his council of ministers were present, though the rest of the MLAs (members of DAN) were present. Since no voting took place, the Speaker adjourned

In this regard, the Governor by a communication dated, 19.7.2017 dismissed Dr. Shürhozelie and his ministry based on Clause (1) of Article 164 of the Constitution of India. The order also directed TR Zeliang to prove his majority on the floor of the House on or before 22.7.2017. Pursuant to the resolution of the NPF legislature party passed on 4.7.2017 appointing TR Zeliang as the Whip, CMO said he (Zeliang) had issued a direction (Whip) to all MLAs on July 19, 2017 in regard to the 18th Session of the 12th NLA held on July 21, 2017. On July 21, the motion of confidence moved by TR Zeliang as the CM was put to vote and adopted, whereby 47 voted in favour and 11 voted against. He said if those involved were educated, they ought to read and understand the NPF party constitution. He reiterated that NPF was standing on the solid rock of truth and that truth would prevail, adding “silent majority of the Nagas are with NPF.” Achumbemo said Kohima being the state capital, the Kohima town constituency was the most important constituency in the state thereby he said this seat should not be given to any other party. HASSU backs ENCSU demand on scholarship

DIMAPUR, OCT 19 (NPN): Highway Area Sumi Students’ Union (HASSU) Thursday came out in support of the Eastern Nagaland College Students Union (ENCSU) over the ongoing controversy concerning disbursement of post-matric scholarship on instalment basis by the department of higher education. In a press release, HASSU president, A. Kughato Achumi, and education secretary, Nikaho K. Kiba, extended support to ENCSU and sought “authentic proof and valid evidence” from the department. They also appealed to the department to furnish the “detail copy” of ministry of tribal affairs notification/latter directing department to disburse the scholarship on instalment basis. Further, the union urged the responsible minister to look into the matter seriously and find logical conclusion before the students start resenting.

It alleged that the delay tactics of disbursement of scholarship “has become a trend on the part of the government.” Recently, the department of higher education, while clarifying on post-matric scholarships for ST students of Nagaland, had stated that unlike the previous years, the ministry of tribal affairs in its letter No. 20014/20/2012- Education, dated July 4, 2017 had directed the scheme implementing department to utilise the first instalment of Rs. 13,44, 00,000 and to submit the utilisation certificate of the same to claim for the second instalment. Director higher education had further clarified that second instalment would be released by the ministry on submission of the Utilisation Certificate of the first instalment. The department informed beneficiaries to bear with this change as the department had to comply with the direction of the funding agency. K Y M C
