4, Dr. Suokhrie expressed concern over people’s complacent attitude when they stopped wearing masks and not maintaining social distancing. He said non-adherence to safety precautions indicated as the main factor for rise of new COVID-19 cases in the State. The PD also disclosed that many people were reluctant to or resist COVID tests, even after they report late about symptoms when their condition turn serious. He also warned those who recovered from COVID19 not to be complacent since they could still be re-infected with COVID-19. Meanwhile, H&FW deputy director, Dr. Kikameren Longkumer said it was observed that people in general have become complacent while health workers have become fatigued. He warned that the State could face a serious crisis if the people became careless. State Mission Director of National Health Mission, Dr Kevichusa Medikhru stressed on the importance of hand washing, physical distancing and wearing masks to prevent transmission. He said it was a collective social responsibility in order to return to normalcy.

Nodal officer for Integrated Disease Surveillance Programme, Dr. Nyan Kikon remarked that after Unlock-4 Nagaland was witnessing an upsurge of COVID positivity rate which he said, was due to complacency and a lackadaisical attitude. Dr. Nyan said it was observed that there has been a gradual shift of cases from youth to vulnerable groups and suggested that young people take more responsibility in preventing transmission of the virus by strictly following COVID protocols and SOPs.

Fuel prices likely to be cut ahead of Diwali NEW DELHI, OCT 28 (IANS): Consumers can cheer as oil marketing companies (OMC) may actually bring down the retail prices of petrol and diesel in the coming week ahead of Diwali. Oil sector experts said that with global oil prices under pressure from slowing demand in the second wave of Covid-19 pandemic sweeping several western countries, crude price could fall in coming days. If this holds on for a week or so, there could be positive gains for auto fuel consumers in India by way of a fall in retail price of petrol and diesel. Global crude prices are already down over 5 per cent over the week with oil now selling close to $40 a barrel from earlier levels of over $ 42 per barrel. But with lower oil demand and rising inventory, there is fear among oil producing companies that crude prices may start falling again. OMCs in India have been holding on to the retail price of petrol and diesel for close to a month now. Even on Wednesday, the price of two petrol products remained unchanged.

KOHIMA, OCT 28 (NPN): While strongly denying that “community transmission” of COVID-19 was taking place in Nagaland, the Department of Health & Family Welfare (DoH&FW) reasserted that new cases were instead, due to local “community spread” and urged people not to be confused between the two. Addressing media persons here on Wednesday, Principal Director (PD) DoHFW, Dr. Vizolie Z. Suokhrie said though the infection was spreading within the community yet, “we have not reached the community transmission stage.” He also said COVID19 cases were linked to primary contacts even though there was increasing trend in COVID cases in the state. While drawing attention to social media buzz that another lockdown was imminent due to spread of COVID-19, Dr. Suokhrie clarified that the department did not want to re-impose another lockdown. On the COVID-19 scenario in many European countries where lockdowns were re-imposed and also

S I LC H A R / A I Z AW L , OCT 28 (IANS): A week after the fortnight-long Assam-Mizoram border dispute was purportedly resolved, the issue resurfaced on Wednesday as agitators in Assam blocked National Highway 306, the life-line of Mizoram, demanding the state withdraw its security personnel from Assam’s territory. Police officials in Assam’s Silchar said that over 100 people blockaded the highway at Lailapur, leaving more than 100 goodsladen vehicles stranded on the either side of the border. “The agitators were demanding withdrawal of Mizoram’s forces from Assam’s territory in Cachar and Karimganj districts. In the series of high-level meetings last week, the Mizoram officials had agreed to gradually withdraw their forces from the areas inside Assam territory. But, they are yet to withdraw,” a senior Cachar district police official said. Assam’s Addl. DGP (Law and Order), Gyanendra Pratap Singh rushed to southern Assam and held a series of meetings with the officials to normalise the situation.

‘State not prepared to host any festival’

Meanwhile, Dr. Suokhrie revealed that Nagaland was not prepared to host any festival. Responding to a query on whether it was advisable to host Hornbill Festival this year, he said virtual festival could be encouraged but that there should not be a normal mega festival organised during the pandemic. He stressed on more social responsibility by following COVID SOPs to prevent further transmission, especially in the backdrop of the approaching festive and wedding seasons.

NEW DELHI, OCT 28 (AGENCIES): Covishield, a vaccine candidate that has shown promise during trials, may be ready by December 2020, Serum Institute of India CEO Adar Poonawalla told News18. He, however, added the caveat that “a lot is subject to data from the UK and also a lot depends on the approvals coming through from the Drugs Controller General Of India”. What this means is that the company, which is developing Oxford University’s vaccine in India, intends to apply for emergency authorization if the data from the UK trials show promise. The government of India, has in the past indicated that emergency authorization of a vaccine is likely if the need arises. The phase-III trials of Oxford University-AstraZeneca’s coronavirus vaccine candidate are currently underway in the UK. Covishield, developed at the Jenner Institute of the Oxford University in the UK and licensed from Anglo Swedish drug maker AstraZeneca, is currently undergoing the final phase

of clinical trials in India among nearly 1,600 people. Serum has floated a new company Serum Institute Life Sciences (SILS) that will exclusively focus on developing, producing and supplying pandemic vaccines. On Tuesday, Poonawalla termed as “preliminary good news” an announcement by British drugmaker AstraZeneca that an experimental Covid-19 vaccine being developed by the University of Oxford is producing an immune response in both younger and older adults. “A lot of people were wondering and asking the question, will these early vaccines be effective for the elderly and most vulnerable, here is some preliminary

good news,” Poonwalla said on Twitter. On September 26, Adar Poonawala had questioned whether the Government was willing to shell out around Rs 80,000 crore for the COVID-19 vaccine. In response, on September 30, Rajesh Bhushan disputed the costs calculated by Poonawala. Though he did not state the exact amount calculated by the Ministry, Bhushan said that the National Committee was mulling over the costs. Serum Institute of India which is manufacturing the Oxford, AstraZeneca vaccine has been funded by the Bill and Melinda Gates Foundation to produce 200 million doses under this scheme.

DIMAPUR, OCT 28 (NPN): Nagaland on Wednesday registered 98 COVID-19 positive cases-- 71 in Dimapur, 13 in Kohima, 5 in Mon, 3 each in Mokokchung and Tuensang and 1 each in Wokha, Zunheboto and Kiphire, taking the tally to 8824. Further, out of 8824 positive cases, the distribution across various categories of people include 3843 cases from the armed forces/ police, 1642 returnees, 2906

traced contacts and 433 frontline workers.

India’s virus cases inch closer to 80 lakh-mark

PTI: The new coronavirus cases reported in India in a span of 24 hours remained below 45,000, even as the total COVID-19 caseload inched closer to 80 lakh, the Union health ministry said on Wednesday. COVID caseload mounted to 79,90,322 on Wednesday.

DIMAPUR, OCT 28 (NPN): Angamimiapfü Mechü Krotho (AMK) has expressed shock that at a time when the State’s COVID positivity rate of 8.5% was higher than the national average of 7.9%, as per the health & family welfare (H&FW) department’s own admission, the state tourism department has instructed various departments to prepare for the Hornbill Festival in December. AMK, the apex Angami women’s body, in a statement by its president Kevinourheno Seyie and general secretary Shürhivino Nakhro said the move “takes the wind out of the sails” of frontline workers who have been tirelessly and indefatigably involved in the fight against COVID. It said Hornbill Festival was more of a government effort to project and showcase various cultures and Naga tribes in a bid to promote tourism. PATNA/NEW DELHI, OCT 28 (PTI): The first phase of polling for the Bihar assembly elections passed off peacefully on Wednesday as an estimated 54.26 per cent of nearly 2.15 crore eligible voters exercised their franchise, marginally lower than in 2015, as the coronavirus scare failed to impact the turnout. The polls were held in 71 constituencies spread across 16 districts amid tight security and strict COVID19 regulations in place. According to the Election Commission’s Voter Turnout App, the provisional polling percentage was 54.26 that was updated till 10 p.m. The Chief Electoral Officer’s office said in Patna that the voter turnout in the 2015 election in these 16 districts was 54.75 per cent. Chief Election Com-

missioner Sunil Arora said in Delhi that the voter turnout in phase one was 54.94 per cent in the 2015 assembly polls, while in the 2019 Lok Sabha elections the corresponding figure was 53.54 per cent. Polling went beyond 6 PM in some constituencies, while the voting hours were curtailed in Naxal-affected areas and ended at 4 pm after beginning at 7 am. Out of the 16 districts which went to polls, 12 are hit by Left-wing extremism, a senior poll panel official said. Of the nearly 2.15 crore electors eligible to exercise the franchise, 1.12 crore were male, 1.01 crore female and 599 were categorised as third gender, according to data provided by the Election Commission. As many as 1,066 candidates are in the fray in the first phase of the poll.

Nagaland identifies 5315 sex workers Missing arms case: Charges against Manipur MLA States asked to provide ration to sex workers without identity proof DIMAPUR, OCT 28 (NPN): Following Supreme Court’s September 29 directive to state governments to provide dry ration to all sex workers, who have been identified by the National AIDS Control Organisation (NACO) and district legal authorities, without asking for ration card or any other identification proof, Nagaland has identified 5,315 sex workers. Senior advocate Jayant Bhushan, assisting the apex court as an amicus curiae in the matter, referred to the affidavit filed by Nagaland, a PTI report stated. He said as per Nagaland’s affidavit, the state

has identified 5,315 sex workers. When the counsel appearing for Nagaland told the bench about some technical difficulty in distribution as the system was fully computerised there, the bench said, “If it is online then it will be faster.” “Larger states have implemented it. It is now four weeks since we gave the direction. You are still at the stage of identification. If you will take refuge under computerisation, it is going to take a year. You do whatever you want but don’t delay this,” the bench said. “We have passed these directions as we are aware that there is serious problem. It is about their survival. It is a question of giving them ration and you should not delay it,” it said, adding, “It is a humane problem”. The Court also pulled up the Uttar Pradesh gov-

ernment for “delay” in identifying sex workers for providing them dry rations during the COVID-19 pandemic, and said there should not be any further delay as it is a “question of someone’s survival”. At the fag end of hearing, the counsel appearing for Manipur raised the issue of financial constraint faced by the state. The bench observed that North Eastern states rely on central funds and asked the counsel appearing for Manipur to give representation to the Centre on this issue. Appearing for an NGO, senior advocate Anand Grover had earlier argued that a survey among 1.2 lakh sex workers in Andhra Pradesh, Karnataka, Maharashtra, Tamil Nadu and Telangana found that 96 per cent of them had lost their source of

earning in the pandemic. Grover said some of states have given no data about number of sex workers and also about the rations provided to them. He said that standard operating procedure (SOP) issued by NACO ensure confidentiality but there is no data for sex workers who are aged over 40. The bench, which took note of Grover’s submissions, said that it would issue general directions to all the states to ensure that dry rations in given to sex workers identified by NACO and district or state legal services authority. The bench, which directed that states would follow the NACO’s SOP and commence distribution of dry rations, said that states and UTs would file compliance affidavit within four weeks on the issue.

IMPHAL, OCT 28 (AGENCIES): National Investigation Agency (NIA) Special Judge in Manipur on Monday framed charges against the Saikul Congress MLA Yamthong Haokip along with David Hangsing, chief of Kuki Revolutionary Army (KRA) and nine others in connection with the stealing of fifty-six 9mm pistol and some fifty-nine magazines from the armoury of 2nd Manipur battalion. It is said that the accused were charged under several sections of IPC (Indian Penal Code), UAPA (Unlawful Activities Prevention Act) and Arms Act. The Congress MLA from Saikul in Kangpokpi district of Manipur, Yamthong Haokip, was arrested in August 2019 after a team of NIA found one of the missing pistols at the residence of the said sitting

DIMAPUR: The 2nd District Tuberculosis Forum (DTBF) Longleng meeting was held at DC’s conference hall on October 28, wherein Dr Temsusashi, district tuberculosis officer (NTEP) Longleng delivered the keynote address and gave a brief introduction on how TB was manifested and its treatment. A press release by CMO office district media officer, Roseline stated that, he also spoke on the government’s policy in implementing a national strategic plan to end tuberculosis by 2025, which was launched by prime minister Narendra Modi in March 2018. Dr Temsusashi also gave a detailed presentation on the objectives of District TB Forum, notification performance against target from January to September 2020, signs and symptoms

of TB in adults and children, specific district plans to eliminate TB from the district. For this, he said there will be increase in awareness and sensitisation to the public through NGOs, and programme staff will be enhanced, with sensitisation training for NTEP staff, medical officers, and ASHAs. In order to motivate the ASHAs, Dr Temsusashi said that the NTEP Longleng will come up with a commendation award for the best performing ASHA based on TB case notification which will start from next year on annual basis. DTO also said that the most active TB survivor will be chosen as an ambassador for NTEP activities in the district with the slogan, “Let us all join our hands together and work

towards TB free Longleng” and “Longleng district, the first district in Nagaland to eliminate TB.” Additional deputy commissioner Longleng, D. Robin in his short speech congratulated DTO and his team for the activities taken up by NTEP in the district. He also encouraged all the NGOs, and ward presidents who attended the meeting to give proper awareness and disseminate the information so that people from the far flung areas and villages can come and avail the services from the DOT Centre. Short speeches were delivered by Dr Lhouvizotuo Belho, medical superintendent District Hospital, and chief judicial magistrate, Longleng, Ajongba Imchen. During the voluntary speeches and discussion, Tongang STS (NTEP), spoke on the process on how TB was treated and the incentives for the TB clients. One of the TB survivor also gave a testimony in the meeting, where she encouraged everyone to come forward and avail the free treatment. DAPC urges concerned authority for starting work on NH-202

DIMAPUR: Developmental Action Plan Committee (DAPC) Tuensang district has urged the department of PWD (National Highways) Nagaland and National Highways & Infrastructure Development Cooperation Limited (NHIDCL) to start the work at NH-202 Mokokchung-Tuensang road latest by first week of December. A press release by DAPC president, N. Kaimang Chang, general secretary Singkhum and press secretary, Tia Sangtam stated that, as per given assurance to the DAPC, it has been allotted “special repair of NH-202 Mokokchung- Tuensang road (0.000 - 95.000kms) for the fiscal year 2020-21.”

It was also hopeful that widening of 2-lane would soon be initiated after the completion of this allotted work. DAPC therefore called upon the concerned department to begin the work after completing necessary formalities within the month of November. It must be noted that, DAPC had earlier met union minister of Road Transport and Highways (MoRTH) India, Nitin Gadkariji on August 10, 2016 and also a consequent meeting with Er. S.C Mandalji on August 9, 2019 to discuss on the pertaining issue and even submitted a memorandum. DAPC also lauded the MoRTH, New Delhi for the positive response.

DIMAPUR: Noklak district planning and development board (DPDB) held its first DPDB meeting at DC conference hall, Noklak, under the chairmanship of DPDB Noklak chairman & advisor, Prisons and Printing & Stationery H. Haiying on October 27. According to DIPR report, Haiying called upon the members to have a positive mindset for the development of the district and that strict attendance should be maintained. To make Noklak district better, he said, it was the responsibility of the officers in the departments for bringing all round development and urged them to be in station. Advisor L. encouraged the members to endeavour whole heartedly in their duties. Vice chairman DPDB & DC Noklak, Reny Wilfred, stated that a well formulated vision and good initiatives for the new district were expected from all for the progress of the district and the presence of the officers in the district was compulsory. SP Noklak, Dr. Pritpal Kaur also called for united effort for the upliftment of the district. The meeting tabled master plan for development of the district, a comprehensive document with more than 600 plus big and small proposals covering all the administrative circles under the district, categorized according to the departments.

The plan was prepared by district administration in coordination with tribal bodies and public organization, and was submitted to DPDB for addition and modifications through respective departments. The board decided to reconsider and reallocate LADP funds for the current year to give impetus to the district upgradation related priorities. The house discussed on the functioning of departments from Noklak focusing on operationalization of Noklak departmental offices, allocation of office space for departments and submission regarding manpower required by various departments. Basic amenities like water, road, power, banking sector etc were

discussed. With regard to the land acquisition for town expansion, land patta issues in the Hq, land for District Hospital and for police reserve were discussed and approved to constitute DLLA committee. Other proposals for the district were also discussed and approved for follow up action to be taken with the concerned authority and the government. The house also approved and recommended to the government for up gradation of Thonoknyu SDO Civil Hq to ADC Hq. DC Noklak appraised the house on ground truth surveys and tabled reports on mithun rearing, differently abled persons, elderly and widows, road connectivity, aadhaar and financial inclusion, drinking water facilities, streets lighting, agriculture productivity, village level libraries, mobile connectivity and human resources pool of all the villages under Noklak district. DC requested the respective departments to verify the survey results and submit verification report at the earliest along with proposals for redressing the gaps highlighted in survey reports.

GUWAHATI, OCT 28 (PTI): A controversy over an Assam Assembly proposal to set up a museum for ‘Char-Chapori’ areas has become the latest political flashpoint in the state with the opposition calling it the polarisation tactics of the ruling BJP before the state polls due early next year. The Char-Chapori area denotes the riverine area and the museum was slated be set up inside the Srimanta Shankardeva Kalakshetra complex here. The controversy broke out when Congress MLA Sherman Ali Ahmed used the word ‘Miya Museum’ in a Facebook post while referring to the museum. The word ‘Miya’ in Assam is a slang which usually refers to the Bengali speaking Muslim population. The non- Bengali population in the state generally identify them as Bangladeshi immigrants. BJP was quick to jump into the controversy with a number of its leaders saying no ‘Miya Museum’ will ever be allowed in Assam as the people living in such places are “illegal immigrants from Bangladesh”. He was technically correct in his official letter, but mentioning the word ‘Miya Museum’ in his Facebook post was not in good taste at this time,” Bordoloi said. IMPHAL, Oct 28: Imphal-Dimapur section of NH-2 reopened on Wednesday for vehicular movement with the completion of the diversion route. The highway, the lifeline of Manipur, remained cut-off for the last four days owing to a massive landslide at Khongnem Thana in Senapati district on October 23 evening. The landslide had completely damaged around 50 meters stretch of the road which compelled authorities manning the highway to cut a temporary diversion route for resumption of normal vehicular movement. State PWD and BIEPL manning the highway swung into action to construct the temporary diversion road by pressing their available manpower and machineries to undertake restoration work. The officials of the state PWD estimated the completion of the diversion route would take at least a week. The work was however completed ahead of the expected schedule, said state PWD chief engineer Thongbram Rabindrakumar who informed about the re-opening of the highway for normal vehicular movement from Wednesday morning.

He attributed the early completion of the work due to the full-cooperation extended by the villagers, district administration and district police. The chief engineer lauded the generosity of the villagers who readily agreed to acquire land required for cutting the diversion road that would be affected by the construction of the diversion route. However, he said that state PWD along with the BIEPL have consulted for reconstruction of the damage stretch of the road using geo-textile technol-

ogy.

AIZAWL, OCT 28 (IANS): A 62-year-old man died of Covid-19 on Wednesday in Mizoram, the only state where until now there were no Covid deaths were reported. “The first Covid-19 related mortality in Mizoram comes as a huge shock to the entire state,” Mizoram’s Directorate of Information and Public Relations tweeted. “He was 62-years-old with existing co-morbidities and was under treatment at ZMC for more than 10 days,” the statement said. The health officials in Aizawl said that the man was suffering with various ailments and was admitted to the Zoram Medical College and Hospital (ZMCH) early last week, after he was tested positive for Covid-19. Till Wednesday morning, Mizoram has recorded 2,607 positive cases, but 2,233 patients have recovered and there are 374 active cases. Of the total cases, 1,747 people were from Aizawl district alone. With a surge in Covid19 cases, a week long total lockdown was enforced in the Aizawl Municipal Council area from Tuesday to check the spread of the disease in the state capital. Speaker Y Khemchand administered the oath as MLA at his office chamber today, at 2 pm. Ginsuanhau contested the by-election in Singnat AC as a BJP candidate but his only rival independent candidate Chinlunthang withdrew his nomination paper, following which he was declared elected unopposed. The by-poll to the Singhat AC which was necessitated after Ginsuanhau resigned from the Assembly before leaving Congress to join the BJP. He was elected as Congress nominee in 2017 general elections to the state Assembly. He was among the six Congress MLAs who resigned from the membership of state Assembly on August 10 this year. Even as the opposition Congress did not field its candidate in Singhat AC to retain the seat, party’s nominees were in the fray in the remaining four ACs.

Shillong, Oct 28: The Meghalaya government on Wednesday has notified revised protocol for the disposal of dead bodies of COVID-19 suspects or confirmed cases. Commissioner and Secretary Health and Family Welfare Department, Sampath Kumar said that the new guidelines are in accordance with those issued by the Union Ministry of Health and Family Welfare. "COVID-19 is mainly transmitted through droplets. Therefore, there is less likelihood for an increased risk of COVID infection from a dead body to health workers or family members or volunteers who follow standard precautions while handling the body,” Kumar stated. The new protocols also stated that all present at the cremation/burial ground site will practice standard precautions of hand hygiene, use of surgical masks and gloves. The revised notification also urged the public to avoid large gatherings at the crematorium/ burial ground as it is possible that

close family contacts may be symptomatic and/or shedding the virus. However, the department has allowed the viewing of the dead body by unzipping the face end of the body bag (by those performing the burial/ cremation using standard precautions), for the relatives to see the body for one last time. “Religious rituals such as reading from religious scripts, sprinkling holy water and any other last rites that do not require touching of the body can be allowed. But bathing, kissing, hugging, of the dead body is not allowed," the notification specified. Moreover, the notification specified that the depth of the burial grave should be about 6 feet, and if cremated, the ashes do not pose any risk and can be collected to perform the last rites. “The vehicle, after the transfer of the body to cremation/ burial staff, will need to be decontaminated with 1 % Sodium Hypochlorite (available in pharmacies). This can also be safely done by those who carry the dead body,” the notification stated.

PM calls Tejashwi ‘yuvraj’ of ‘jungle raj’ DARBHANGA/MUZAFFARPUR/PATNA, OCT 28 (PTI): Prime Minister Narendra Modi on Wednesday tore into the opposition RJD in Bihar, calling its chief ministerial candidate Tejashwi Yadav the “yuvraaj” (crown prince) of “jungle raj” and attacking him over the promise of 10 lakh government jobs. He cautioned people against the double whammy Bihar could face if those responsible for having turned the state “beemar” (sick) were voted to power amid the global COVID-19 pandemic. Delhi University VC Yogesh Tyagi suspended NEW DELHI, OCT 28 (PTI): Delhi University Vice Chancellor Yogesh Tyagi was suspended on Wednesday on the orders of President Ram Nath Kovind who has also directed an inquiry against him over allegations of dereliction of duty, according to officials of the Ministry of Education (MoE). The move comes amid a power tussle in the central university. The President, who is the Visitor to the university, has placed Tyagi under suspension to ensure that the inquiry is fair and that he is not able to tamper with material records or coerce the witnesses, a senior ministry official said. “All orders issued by or issued with the approval of Yogesh Tyagi during the period of his absence on medical ground are set aside and to be treated as null and void,” the official said. Tyagi has been on leave since July 2 when he was admitted to AIIMS under emergency medical condition. The government had on July 17 given ProVC P C Joshi the charge of VC, until Tyagi resumes office. The ministry official said, “The Vice Chancellor is not administering the university in accordance with (statutory) provisions... which has caused mis-governance and malfunctioning of University of Delhi. This is not conducive for appropriate academic as well as administrative environment of the university.”

At his first rally at Valmiki Nagar, the former Congress president once again criticised the three farm laws, the government’s handling of the migrant crisis and demonetisation, and alleged Modi and Nitish “control the media”. Parliamentary panel raps Twitter for showing Ladakh as part of China

NEW DELHI, OCT 28 (PTI): A parliamentary committee on Wednesday came down heavily on Twitter for showing Ladakh as part of China, saying it amounted to treason and an explanation must be tendered by the US-based parent of the social media platform in form of an affidavit, sources in the panel said. Appearing before the joint committee of parliament on Data Protection Bill, chaired by BJP MP Meenakshi Lekhi, representatives of Twitter India “begged apology”, but they were told by the members that it was a criminal offence that questioned the sovereignty of the country and an affidavit must be submitted by Twitter Inc, not by its ‘marketing arm’ Twitter India, sources added. They were questioned for more than two hours by the panel members, mainly on Ladakh being shown as part of China on the Twitter app. “The committee was of the unanimous opinion

that Twitter’s explanation on showing Ladakh as part of China was inadequate,” Lekhi told PTI after the meeting. The Twitter representatives told the panel that the social media company respects the sensitivities of India, she said. “But, it is not only a question of the sensitivity of India or Indians. It is a question about national integrity and sovereignty of the country, and not respecting that is a criminal offence. And displaying Indian map improperly and incorrectly is an offence of treason and attracts imprisonment of seven years,” she said. Lekhi said Twitter was also asked about its banning policy. “Shadow banning, banning policy… there is no clarity about it. Such actions are very subjective... Twitter is becoming a law onto themselves and under these circumstances, they are violating Article 19 of the Constitution about the freedom of expression,” she said.

Sources said some members also raised questions about Twitter’s transparency policy and its actions during elections, especially vis-a-vis their policies in other countries. Asked for their comments, a Twitter spokesperson said in an emailed statement, “The recent geotagging issue was swiftly resolved by our teams. We are committed to openness, transparency around our work and will remain in regular touch with the Government to share timely updates.” Multiple sources in the panel said Twitter officials “begged apology” for Ladakh being shown as part of China on its app, but they were told by members that whatever they wanted to say on the issue should be given in writing in form of an affidavit by Twitter Inc, the parent company of the social media platform. They said Twitter India is “just a marketing arm” of US-based parent Twitter Inc, and therefore a written reply should come from them.

Battle royale in Bihar

B

ihar will witness a battle royale of three main contestants- NDA, Mahagathbandan and Lok Jan Shakti when the state goes to the polls in three phases for a total of 243 seats. The first phase will be for 71 seats on October 28, 2020, the second for 94 seats on November 3, 2020 and the third for the remaining 78 will be on November 7, 2020. The results will be announced on 10 November 2020. Bihar incumbent chief minister Nitish Kumar is probably fighting the battle of his life. Nitish’s JDU is in alliance with the BJP as part of NDA and the chief minister himself is facing a huge anti-incumbency factor. It is a fact that the JD(U)’s position appears a quite shaky. The CM’s understated style of working is being seen as a weakness. There is voter fatigue against Nitish Kumar. Nitish Kumar has a chequered track record in alliances. He dumped BJP in 2014 but it flopped as his party JDU could win only two Lok Sabha seats with a 15% vote share. He then allied with the Rashtriya Janata Dal (RJD) and the Congress in the 2015 assembly elections and the alliance won handsomely. He however ditched the alliance in 2017 and went back to NDA. Nitish is under attack from the Mahagathbandan’s chief ministerial candidate Tejashwi Yadav. Even the LJP’s rising star, Chirag Paswan, son of late Ram Vilas Paswan, has trained his guns on Nitish. Chirag is batting for a BJP-led government in Bihar without Nitish and with LJP. This is where the LJP’s moves might have hurt the JD (U), and therefore the NDA most. By continuously attacking Nitish Kumar as the cause of all of Bihar’s problems and repeatedly emphasizing that there is a governance deficit, the LJP has rendered the NDA’s most potent charge of poor governance, or jungle raj as it is popularly referred to n the state, against the RJD ineffective. It is not a mere coincidence that the RJD is contesting these elections without its usual shrill caste rhetoric. This is unlike 2015, when elections were converted into a referendum on reservations. However the RJD’s decline in Bihar politics has been the result of steady erosion in its lower caste support base, which is now beginning to show even among Yadavs, its core support base. For the BJP, it does not want to be seen as a pan-India dominant force which is unwilling to respect its coalition partners. It will also be worried about any surprise setback in yet another state election before the crucial contest in West Bengal next year. According to the opinion poll, the RJD will get the highest vote share of 24.1% compared to 18.8% in 2015 while the BJP’s 2020 vote share is projected to come down to 21.6% from 25% in 2015. The JD(U) will see a slight increase in its vote share and will claim 18.3% of the votes in 2020 compared to 17.3% in 2015, as per the opinion poll. A party or an alliance needs 122 seats in the 243-seat assembly to secure a majority. The arithmetical combinations, caste permutations and wooing swing votes will decide in their way, who or which combination will win in Bihar when results are declared on November 7,2020.

The unconquerable safety of justification and sanctification is God Himself. Why hornbill festival in the midst of a pandemic?

Govt. of Nagaland directing various concerned Depts. to prepare for the Hornbill festival comes as a rude shock. It ‘takes the wind out of the sails’ of the frontline workers who have been tirelessly and indefatigably involved in the fight against Covid. The Medical Dept. on the 18th of Oct. 2020 pointed out that the positivity rate of Nagaland at 8.5% is higher than that of the country at 7.9%. Symptomatic cases have increased to 4% and positive cases among people with comorbidities have increased. More hospitalization and severe cases are expected in the coming days. It has raised deep concerns that uncontrolled transmission has been witnessed and the figures suggest community transmission. Unlock does not equate with freedom to celebrate festivals in crowds: The Prime Minister of India, Shri Narendra Modi made an impassioned appeal on 20th Oct. 2020 for people to adhere to SOPs citing that although lockdown is over, the virus is still around. A look at any

public areas and markets in Nagaland clearly affirms that the SOPs and protocols are flouted with impunity. The lack of any mechanism to check and ensure adherence to SOPs seems to make it worse. If the present lack of compliance to SOP is any indication, there is not much reason to belief that it would be adhered to in crowded gathering and festivals, and proven right in the recent Durga Puja festival celebration in Dimapur. Various Ministers and Govts. in other states have appealed to its citizens to limit the essential festivities to their respective homes in view of Covid-19. But quite the contrary, the Govt. of Nagaland declared its intention to celebrate the Hornbill festival. Kerala that was once portrayed as a ‘model state’ for keeping the virus in check saw an alarming spurt in the case of Covid during Onam celebrations. The Union Minister for Health and Family welfare Dr Harsh Vardhan stated that Kerala has paid the price for gross negligence and others must learn from the mistake of Kerala. Movement of people due to trade and tourism led to increase in case and the epidemic curve of Kerala changed completely due to Onam

festivities across the State. How significant is Hornbill Festival for the Nagas?: Is the Hornbill Festival a sinequa-non to the identity and the existence of the Nagas that we must celebrate under any circumstance including a pandemic? Does the life of the people of Nagaland hang by the significance and the successful annual conduct of this manufactured festival of extravagance? It is neither an ancestral festival of any tribe nor a religious festival that we are duty bound to observe, but rather more of a glorified Govt. effort to project and showcase the various culture and tribes of the Nagas in a bid to promote tourism. The sad reality is that the Hornbill festival continues to be a financial liability to the Govt. Why then cannot the Hornbill festival be suspended in a crisis as ominous as the Covid pandemic? Why risk the lives of people to Covid on one hand, and on the other hand financially burden a Govt. that is already struggling in a pool of huge fiscal deficit? Our educational institutions and religious institutions are either closed or partially closed in the interest of safety, and the value of health and lives is given precedence over academic

and religious activities, and rightly so. Protocols restrict the gathering of less than a hundred in weddings and funerals. One wonders as to why and by what importance the Hornbill festival gets precedence over the academic or religious obligations, thereby risking health and lives? Hornbill Festival is a hit-and-run event that attracts people from far and wide within a small time frame into a small area. Hence to hold Hornbill festival amidst the pandemic would be bereft of rational logic. It would negate all the hard won efforts of the frontline workers comprising of Medical, Police, Administration, Municipals, Civil societies, and various volunteers amongst many others who have collectively fought thus far. Hornbill festival in Pandemic: A shoot in the foot with misplaced priorities: The Dept. of Tourism represented by its Add. Secretary has gone on to contradict herself stating that, (quote) ”the department was in the process of working out modalities for holding the festival in virtual form besides participation of foreign and domestic tourists in the festival” (unquote). While it remains to be seen how tourist would participate and simultaneously be vir-

tual, the various artiste of the State cannot be treated like “Clowns in a Circus” to risks their health and lives to perform for the pleasure and entertainment of tourists whether off line or online. The performance would require bringing in local artiste in hundreds from various parts of the districts thus congregating thousands at the festival site to perform. One cannot imagine the practicality of wearing masks and maintaining social/physical distance of six feet in a traditional dance that requires jumping and acrobatics, or holding hands in close proximity, howling and ululating the various war and dance cries. Not only would the participant be short of breathe by the hindrance of the masks but it would rob the natural appearance of the traditional events. Conversely, performances in the natural form without masks and physical/social distancing would put them at risk. Therefore, in spite of all the red flags that exists, for the Govt. to remain adamant to organize a festival not only risks its artistes insensitively, but perhaps even goes deeper to expose one of the two; ‘that either the organizing Dept. or Govt. officials has vested interest’, or ‘has misplaced

priorities’ and has not given the recent increase in Covid morbidity and mortality the attention and seriousness that it deserves. Unless the Govt. desires to put Nagaland in the map of super spreaders, it would augur well for the Govt. to reconsider its decision and cancel the Hornbill 2020 in the interest of safety and sanity and save itself the ignominy of being forced to cancel it by the public at the last moment. A humble alternative suggestion: To be truly virtual and online, it would mean no physical participation. If the Govt. must, it can organize an entirely virtual event under a theme, “The bests of Hornbill” to post online and replay the best of the past recorded hornbill events in different categories, which would be truer in the sense of the word ‘virtual’. The Biblical proverb “where there is no vision, the people perish” can’t be more true. May the leadership in the Govt. exercise wisdom and prudence, for with great powers comes great responsibility and the health and lives of the people are placed in the responsible hands of those that governs the day. Indo-Naga political stalemate, viewed from a different perspective

T

he Indo-Naga Political Settlement issue has become extremely febrile and unpredictable. Various Naga organizations, social and political, are feverishly pushing for asolution without having a clear-cut roadmap. Each group wants to claim credit, with the hope of giving them greater opportunity and control. But a clear-cut roadmap as to what, how, and when to achieve those goals, stepby-step, is either lacking or convoluted, at best. T h e l o n g - aw a i t e d Ceasefire Agreement was greeted as a welcome step, setting the stage for the IndoNaga Political Settlement negotiations. Beset by factional bickering, however, these negotiations failed to produce significant results and recent Indo-Naga Political Settlement talks are creating confusion rather than resolutions. Framework Ag reement: It is unusual having multiple Framework Agreements (FA) for a single issue, but that seems to be the case in the Indo-Naga Political Settlement saga. The much hyped NSCN-IM initiated FA lost its credibility. For one, not a single group/ organization was involved; two, for far too long their FA was hidden from colabourers and other stakeholders—all dedicated to achieving the same goal— regain Naga sovereignty; three, perhaps the most obnoxious use of the name Nagalim; and, lastly, an outrageous claim that all Nagas supports IM. ThoughIM calls their approach “collective leadership”, thereis no collective leadership with theIM. And, yet there is another FA with the NNPG! There appears to be hardly any differences between the two FAs. In addition, there’s not a single outstanding elementseenin the highly toutedNNPG’s FAas theyhave already declared that the critical core elements, particularly integration and sovereignty,were not included in their FA.Increasing the number of Parliamentary seats or bicameral legislative body doesn’t deliver the core elements the Nagas have been fighting for all these years. To top it off,

other groups have already raised their objections that no settlement would be valid without sovereignty. According to the interview conducted by Nagaland Post in late February 2020, Governor Ravi is said to have made India’s position clear, stating that a flag, a Constitution or the issues of Naga sovereignty and integration (the Pan Naga entity) were not part of the FA signed between India and IM, and recently with NNPG.In this interview Governor Ravi also stressed that integration was nothing more than a cultural body without any political role or executive authority. So then, what kinds of negotiations arethe various Naga groups after in their talks with India, if not fullfledged sovereignty, what else? In other words, the Grand Aspiration is becoming nothing more than a Cheap Bargain, or some might call it a Grand Bargain! Nagas need substance over mere politics. When asked about where the Indo-Naga political issue is heading, in almost everyone I spoke to—government officials or politicians, professionals or lay denizens alike—all agree that Nagas are on the wrong tract, and that Naga leaders are failing to lead in the right direction for the solution. Mass public perceptions matter. Current perceptions clearly suggest impatience and disarray. Rushing to sign the FA poses danger. In my previous article, “The fallacies of the Indo-Naga political settlement process” (NP & ME 7 Dec 2017), spelled out how a well-conceived FA can ensure the next step in the process, accomplishing the Comprehensive Agreements. Nagas’ internal dynamics are giving India an undue advantage, allowing them to dominate and manipulate anyway they want, unchecked. The current Ceasefire is just a symbolic calm façade concealing deep structural vulnerabilities. We all recognized that the Naga political settlement is long overdue. However, current crisis—crises of Nagas’ own manufacturing— created major stumbling

blocks. Problems continue to multiply asindividuals and organizations alike, demand a piece of the pie for the wrong reason. What a tragedy! This is not the time to be bragging about accomplishments or making meaningless speeches. Nagas have a long way to go. Now is the time for all the Nagas—regardless of party or organizational affiliation—tocome together and unite to achieve the cherished goal—regain a God-given sovereignty. But it must be done in the right manner and process. I came to know about the October 15, 2020 Consultative Meeting (initiated by the State Ruling party) days after it was held. Apparently, several groups were represented, including somefrom abroad, but many others were reportedly left out. I do hope that every single voice of the various organizations participated was truly represented.However, asif those missteps were not enough, State political opposition parties were repeating their stubborn showdownactions:conducting meetings with various groups, including seeking separate audience with the Central Government Ministers. These episodes bring me to an interesting joke about a drunkard searching for his keys under a streetlight. A passerby stops to help. After failing to find them, he asks the drunkard if he is sure that this is where he lost them. “No,” the drunkard replies, “but it’s dark everywhere else.” The scenario in the Naga political fiasco is no less dramatic as the Naga leaders have been approaching thesedauntingtasks, vainly pursuing themin a similar attitude as depicted in the drunkard’s story. They prefer to work with things that seemed easier but getting nowhere, while the real issues lie well beyond easy reach. It needs hard work, dedication, commitment, unity, honesty and integrity, coupled with wellthought out plans to represent and attain the goal/ sof all the Nagas. But as it is, the Indo-Naga political issue is getting nowhere

close to getting the real job done, beyond going from one detour after another without any sign of finding the final destination. Allow me to give you another rea life practical illustration. When a vehicle breaks down, it needs getting repaired first before you can drive it off again. But instead of getting it repaired, prayers are offered to start the vehicle and everyone is trying to offer suggestions, and in some cases, forcibly dragging the disabled vehicle. But the vehicle is going nowhere. There are serious mechanical problems that need fixing; proper parts need replaced, and the damaged vehicle repaired before it becomes road worthy again. Until then, it will never reach its final destination. This is where the Indo-Naga Political Settlement issue lies. Unifocal extremism creates division rather than serving as a unifying force, thus, becoming more of a liability rather than as an asset to achieving collective goals. A couple of examples will suffice to remind us how we got where we are now: Nagas insist on their own ideologies as the only approach—from an extreme idealist (Late Mr. Phizo) to a more dictatorial (Mr. Muivah) style of leadership. Extreme ideologies such as these have created a rift between competing groups. While one sectarian’s approach may appear laudable, unifocal extremism can take on selfish, opportunistic, avaricious and obdurate characteristics. I told the late Phizo that we need to be pragmatic and not merely insist on own idealistic views which is no more than being narrowminded. I reminded Mr. Phizo on several occasions that we all must sacrifice our self-interest for the good of our Nation. I told Mr. Muivah and the late Mr. Isak Swu during the meeting we had in their Hebron headquarters in 2008 that anything less than uniting with other groups, their efforts will go down the drain. They nodded in agreement. I also conveyed the same message to a Senior Member of the NNPG cautioning them. The same message

was repeated to Ms Adinno Phizo during my recent visit to Nagaland. Communal trust served as a bastion for the Naga society. Trust promoted the wellbeing of its constituents, whether at the village or tribal level. This same spirit of trust applies in every situation, whether dealing with fellow-Nagas or non-Nagas. But, since trustis a learned behavior, even the Nagas are also becoming less trusting with each passing day. If Nagas cannot trust each other, how can we trust non-Nagas, especially Indians? When Nagas expectedhonest dealingsfrom their Indian counterparts on important deliberations and agreements, they were often treated as being brutish and knuckleheaded! Thus, the Nagas get deceived. The 16Point Agreement and The Shilong Accord stand out as classic examples. Though it is trust that Nagas value more than anything else, it gets thrashed all the time. How do you know that this will not repeated in the current Indo-Naga Settlement agreements? Nothing is guaranteed. I sincerely believe that Governor Ravi is a good man. However, he does what’s best for his benefactor/employer, India. Besides, he is not the ultimate decision-maker whether or not the Final Settlement will stick. Remember, India’s past actions dictates the future. From early on with my first article, “Spears Cry Out”, published in February 2007 in the local Newspapers, and subsequently “Spears Cry Out – Revisited”, “The Indo-Naga Po-

litical Issue: Now or Never. Really?”, and “The fallacies of the Indo-Naga Political Talks,” I have spelled out my position. Why repeat the same mistakes done in the past: whether it’s the 16-Point Agreement, The Shillong Accord, or any other accord that failed to worked out for the greater good of the Naga settlement issue. This is not the time to be bickering about the selfdestructive devices within the various groups. Nagas must unite together. The mission is clear. But as the internal crises drags on, little can be hoped for in achieving anything desirable for the Nagas. Regardless of tribe or group affiliation or position, uniting together is the only wayNagas can channel their anticipated hopes and aspirations. However, misguided by an illdevised plan and rushing prematurely to make major commitments can be more dangerous. One thing we cannot ignore: the future of our younger generations will be decisively influenced by the outcome of the Settlement. I believe the time has come to adjust the focus. Indeed, only by building a strong and united base can we hope to achieve our long-standing political crisis. I want to make it absolutely clear that I don’t belong to any organization, either in Nagaland or elsewhere— political or otherwise—for obvious reasons. When I write or speak out, I represent myself. SC stays execution of death sentence in murder case NEW DELHI, OCT 28 (PTI): The Supreme Court Wednesday stayed the execution of the death sentence awarded to a man, convicted in a murder case for strangulating a woman, cutting her abdomen and taking out some organs from her body. “Leave granted. In the meantime, there shall be stay of execution of death sentence. Call for records,” said a bench headed by Chief Justice S A Bobde, which was hearing an appeal filed by convict Mohan Singh. The bench told senior advocate Sidharth Luthra, who was appearing for Singh, that it has not come across a murder case where the accused has done the act of cutting the victim’s abdomen. “Is he (Singh) some kind of a monster or what?,” the bench, also comprising Justices A S Bopanna and V Ramasubramanian, said. “Your client has done the most unpleasant act. Why did he cut open the abdomen and put cloth in the stomach? Is he some kind of a surgeon or what?,” the bench observed.

NIA searches trust, NGOs in Srinagar in terror funding case

SRINAGAR, OCT 28 (PTI): The NIA on Wednesday searched 10 locations in the Valley and one in Bangalore in connection with a case related to NGOs and trusts diverting funds meant for charitable activities to “secessionist and separatist activities” in Jammu and Kashmir, officials said. Several incriminating documents and electronic devices were seized, the National Investigation Agency said in a statement. Those whose premises were searched include Khurram Parvez (coordinator of the J&K Coalition of Civil Society), his associates Parvez Ahmad Bukhari, Parvez Ahmad Matta and Bangalore-based associate Swati Sheshadri as well as Parveena Ahanger, chairperson of the Association of Parents of Disappeared Persons (APDP). JK Cong opposes new land laws; PDP stages protest SRINAGAR/NEW DELHI, OCT 28 (PTI): The Jammu and Kashmir unit of the Congress on Wednesday joined the other mainstream parties in opposing the new land laws notified by the Centre for the union territory. “The Congress party rejects the new land laws and vows to fight for the protection of people’s rights,” JKPCC president Ghulam Ahmad Mir said while addressing a public gathering in the Gurez area of Bandipora district. He termed the new land laws as an assault on the rights of people and said the Congress party would not accept such “anti-J&K decisions” by the Centre. The People’s Alliance for Gupkar Declaration, an amalgam of various mainstream parties in Jammu and Kashmir including the National Conference and the Peoples Democratic Party (PDP), had also condemned the amendments to the land laws and pledged to fight it on all fronts. The Centre had on Tuesday cleared the decks for people from across the country to buy land in Jammu and Kashmir by amending several laws. In a gazette notification, the Ministry of Home Affairs made several changes to the land laws, including one that allows the use of agricultural land for setting up facilities of public purpose. The most important amendment has been made in the Jammu and Kashmir Development Act that deals with disposal of land with the Centre omitting the phrase “permanent resident of the state” from Section 17 of the law.

One more held in TRP rigging scam MUMBAI, OCT 28 (PTI): Mumbai Police on Wednesday arrested one more person in the Television Rating Points (TRP) manipulation scam, an official said. This is the eleventh arrest in the case. Ashish Abidur Choudhary (50), a resident of Thane, was arrested by the Crime Intelligence Unit (CIU) which is probing the scam, the police official said. Choudhary is accused of paying bribes, on behalf of some TV channels, to households where `barometers’ recording viewership data were installed to put on those particular channels. Police have alleged that some channels were paying bribes to boost TRP fraudulently so as to increase advertising revenue.

New land laws will boost economy of J-K: Jitendra Singh

Union minister Jitendra Singh on Wednesday said the new land laws in Jammu and Kashmir, which allow all Indians to buy land there, will boost the economy and offer value addition to the higher education institutions in the union territory. He said the earlier arrangement not only created a physical barrier but also caused a mental barrier to outsiders who were willing to contribute and invest but never had the feeling of belonging. “Jammu and Kashmir land reforms are being opposed by disgruntled elements. This bogey is being raised by those who are feeling the threat to their vote bank,” the minister of State for Personnel said. The Centre on Tuesday allowed people from across the country to buy land in Jammu and Kashmir by amending several laws, a move which the mainstream political parties in the union territory said was akin to putting the erstwhile state up “for sale”. Singh hailed the new land laws as a welcome step.

NEW DELHI, OCT 28 (PTI): Hailing the Indian Army’s actions in “truly” protecting the integrity and sovereignty of the country, Defence Minister Rajnath Singh on Wednesday said that while the troops are standing firm in eastern Ladakh, the ongoing talks for peaceful resolution of the crisis will continue. In an address to the top commanders of the Army, the defence minister described the Army as one of the “most trusted and inspiring” organisations in the country and said it is the government’s national priority to provide the best weapons, equipment and clothing to the troops braving extreme weather and hostile forces to defend India’s territorial integrity. Nearly 50,000 Indian Army troops are currently deployed in a high state of combat readiness in various mountainous locations in eastern Ladakh in sub-zero conditions. In a tweet after his address to the commanders,

Most of the plants have been left with storage of two-four days and because of this, they are operating at a minimal capacity. REJOINDER TO MAKRI GB AND PARTY It has been brought to the notice of this village that a certain Makri GB and party has been laying claims to about 12.5 acres of land within 7th Mile Model Village for which notice has been found to have been issued in certain local news papers particularly in Nagaland Post on 20-10-2020. In this regard, the village council of 7th Mile Model Village would like to make it clear to all concerned that the village was established by Late Lhouzekuo Angami, Late Lhoko and Late Vipon Angami father of Late Niza Angami in 1948 and has been recognized as a village since 22-05-1951, and the village has been enjoying all the government facilities since then. The village has been paying house tax, participating in the elections and census operations of the government since 1951. However, till date no such Makri GB any single member of Makri party have settled let alone appointed GB in the said village. No house tax record, electoral roll or census record of such Makri GB and party are found in the village. Therefore their claim as stated in their said notice is false and hence not valid.

Om Puri honoured at India International Film Festival of Boston

ate actor Om Puri was honoured with a Lifetime Achievement Award at the third India International Film Festival of Boston (IIFFB 2020). The Best Feature Film Award went to the Malayalam film “Kaanthi”, which narrates the story of a blind tribal girl and her mother’s attempts to get treatment for the girl. The film showcased the love between the mother and daughter as well as bureaucratic woes. The Best Actor (male) in a feature film award went to Victor Bannerjee for his portrayal of a priest in “Josef: Born In Grace”. The Best Actor (female) award was given to Shylaja Ambu who played the part of the tribal mother in “Kaanthi”. The Best Short Film award went to the Iranian film “Better Than Neil Armstrong”, while “Baitullah” was adjudged Best Film With A Social Cause. The three-day event included personalities like Luke Mendes, Brahmanand Singh, Sushant Singh, Danish Renzu, Tanuja Chandra, Saleel

Shriniwas Kulkarni, Mikhil Musale and Swanand Kirkire. Several topics like drug use, the mafia, Bollywood as judged by the media, and the future of Indian cinema in the Covid era, were discussed. The Lifetime Achievement Award was accorded to the late Om Puri, and received by his wife Nandita Puri. Another highlight of the festival was a conversation with chef Vikas Khanna, recipient of the “Pride of India Award”. The film festival, based in Boston, USA, was held virtually this year, from October 16 to 18. “I was very nervous at the start but then eventually we felt comfortable. It was very different and sometimes difficult, doing a virtual film festival, but it was a new way to

learn,” said IIFFB founder and festival director Razia Mashkoor. Talking about the festival, judge Rohit Chandra said: “Although our annual film festival is typically in person, the virtual format allowed us to organise several Zoom panels, bringing together Bollywood icons and film lovers alike to debate salient film-related topics. The virtual format also allowed the viewer to enjoy IIFFB’s film selections from the comfort of their own homes.” To this, another judge Suraja Menon Roy Chowdhury shared: “The breadth of creativity displayed, as well as the topics showcased in the submissions was impressive. With film entries from 11 countries, we were able to glimpse different cultures as well as appreciate the talent present in both independent and commercial cinema globally. This was truly an International Film Festival!” The dates for next edition of the film festival were also announced. Next year, the festival is scheduled to be held from September 24 to 26. (IANS)

10 Million Won fine for Yang Hyun Suk on gambling charges

rosecution has demanded a fine of 10 million won (approximately $8,813) for YG Entertainment’s former CEO Yang Hyun Suk on charges of gambling. On October 28, the Seoul Western District Court held the second trial for Yang Hyun Suk, who in June had been indicted on charges of flying to Las Vegas, United States seven times between July 2015 and January 2019 and gambling using a total of approximately $335,460 with four other individuals. Yang Hyun Suk’s lawyer admitted to all charges at the first trial held last month, but stated that part of the evidence presented by the prosecution did not serve as adequate proof. At the second trial, Yang Hyun Suk’s lawyer said, “As revealed through the police investigation, Yang Hyun Suk did not take part in prostitution mediation or other activities with Seungri. YG Entertainment’s overseas headquarters was established for the sake of the artists’ international activities and is operating as normal. The investigation clearly revealed that there were no instances of illegal activities related to prostitution mediation or concealment of property.” Ya n g H y u n S u k ’s K Y M C

company officials in Las Vegas. In addition, the money spent on gambling does not amount to a large amount per person. Due to these reasons, we have decided to indict the defendants on charges of gambling.” The prosecution requested a fine of 10 million won (approximately $8,813) for Yang Hyun Suk after considering factors such as his lack of previous gambling offenses as well as the number of times and amount of money spent on gambling. In his final statement, Yang Hyun Suk said, “I apologize for causing everyone trouble due to my mistake. Goa’s Waste Management Minister Michael Lobo has now demanded an apology from the Mumbaibased Dharma Production, failing which a fine for littering would be imposed. “First of all, the directors or owners (of Dharma Production) should apologise to the people of Goa for doing such a thing. Tender an apology on Facebook, that it was an error and accept fault. We will fine (them) otherwise. Dharma Production will be fined by the Goa Waste Management,” Lobo said. Earlier on Wednesday, a day after Kangana Ranaut highlighted the issue on Twitter, claiming that careless dumping of garbage harms the environment, Goa-based line producer Dilip Borkar, who had been hired by the Karan Johar production firm, said that the national award winning actress did not know

ground realities. “No one knows the ground reality. Kangana Ranaut does not know anything about what is happening here. This is wrong. She is spoiling Goa’s name,” Borkar told a press conference in Panaji on Wednesday. “There are efforts to defame us. We do not know why, maybe because Dharma Production is involved or Karan Johar’s name is involved,” Borkar said. The controversy erupted after photos of garbage bags indiscriminately dumped by the film production crew went viral on social media, following which the Entertainment Society of Goa (ESG), a government agency which oversees film-shoot related regulation, issued a showcause notice to Borkar. The notice had said that norms

of garbage disposal were not followed, while disposing of non-biodegradable waste, which included PPE gear used in the film shoot. Borkar said that the shooting for the Dharma Production film starring Deepika Padukone, was being carried out in a villa in the beach village of Nerul in North Goa and the daily collection of garbage was dumped at a site designated by the local village Panchayat authority. “The garbage was disposed of by a local contractor appointed by the village Panchayat every day. Only on Sunday, he failed to do so, after which the photos went viral,” Borkar said. The controversy went viral after Rananut on Tuesday uploaded photos of the littered garbage bags on Twitter. The tournament was aimed at bringing together football enthusiasts, develop stamina, skills and agility of players and strengthen friendship amongst various clubs during the pandemic at grassroot level. The tourney lasted for two days whereby Neighborhood Boys Tseminyu trounced Phenomenal FC

with four goals by three goals in the final match and walked away as the champion with a cash amount of Rs 12000 and certificates. Phenomenal FC emerged as the runnersup collecting Rs 6000 and certificates. Ntsenlo Semp from Neighbourhood Boys was adjudged player of the tourney while Kenyuhyulo Seb of Phenomenal FC was adjudged as the best goal keeper. Genesis Store Tseminyu sponsored individual prizes such as player of

Melbourne, Oct 28 (PTI): The Indian cricket team will get an additional Day/Night warm-up game in Sydney as a tune-up to the series-opening Pink Ball Test against Australia in Adelaide from December 17, the host board announced on Wednesday unveiling the full schedule of the 69-day engagement. The tour will include a 14-day quarantine-cumtraining period in Sydney starting November 12 for the Indians who will fly in after the IPL final on November 10. The Border-Gavaskar Trophy will begin with a day-night encounter at the Adelaide Oval on December 17, followed by Tests at the Melbourne Cricket Ground (December 26), the Sydney Cricket Ground (January 7) and the Gabba (January 15). As per BCCI’s demands, there is a week’s gap between the Boxing Day Test at the MCG and the New Year’s Test at the SCG. “India’s squad will arrive in Sydney on Novem-

ber 12 subject to Australian Border Force travel authorisation and the appropriate departure-approvals. Dubai, Oct 28 (PTI): Wriddhiman Saha’s groin injury is “not serious” but his IPL franchise Sunrisers Hyderabad is expected to adopt a cautious approach after consultation with the BCCI’s medical team as the senior wicketkeeperbatsman is Australia-bound after the T20 event. Shakib was handed a two-year ban, with a one-year suspended sentence, by ICC’s Anti-Corruption Unit on October 29 last year, for failing to report multiple corrupt approaches by an Indian bookmaker. Shakin during numerous interactions later has confessed that it was a mistake on his part to have not notified the authorities. And Mahmudullah said the Bangladesh cricket team is waiting with bated breath to welcome back Shakib into the dressing room. “Our boy is coming back home,” said an elated Bangladesh T20 captain Mahmudullah, which is the collective mood of country’s cricketing fraternity. “We know that Shakib has been the best player for so many years, for the Bangladesh cricket team. The stadium is where his football career took wings and the 20-year-old right-back considers it a lucky place to be. It was at this very stadium where he got selected to the state football team that finished runners-up in the national under-14 championship held at Kalyani in 2003. The performance in the squad paved the way to AIFF Elite Academy and spent his formative years, honing skills, under the project to select the best of the Indian U-17 world cup squad. “It all started at Kozhikode. I was studying at Farook Higher Secondary School and I used to play at EMS Corporation Stadium. The under-14 state selection was there and I got into the squad. So the stadium has a special place in my mind,” Tom said.

The 35-year-old has been self-isolating since a positive result for the virus on 13 October, and had another test before Wednesday’s match. The Italian club would not comment on whether he tested positive again. Ronaldo said he was “feeling healthy” on social media and then lambasted the PCR test. The result from a PCR test reveals whether someone currently has the virus or not. The ex-Real Madrid player was set to face Barcelona forward and rival Lionel Messi for the first time since 2018. Old Trafford to hold 23,500 socially distanced fans Italy bans spectators at Emilia Romagna GP MANCHESTER, OCT 28 (AGENCIES): Manchester United have modified Old Trafford to accommodate 23,500 socially distanced spectators, and say they are “bemused” by the ongoing ban on fans at stadiums, reports BBC Sports. The government had proposed crowds be gradually reintroduced from the start of October but made a U-turn following a rise in coronavirus cases. “We received government guidelines,” said Collette Roche, United’s chief operating officer. “I’m convinced that we would be able to [accommodate fans] safely.” Last month, Prime Minister Boris Johnson said the new restrictions were likely to remain in place for the next six months. The financial impact of the pandemic has severely affected several sports and teams, including United who suffered a £70m drop in expected revenue in the period to 30 June 2020 as a direct result of it.

IMOLA, OCT 28 (AGENCIES): The Italian government has banned spectators from attending this weekend’s Emilia Romagna Grand Prix at the historic Imola track, reports BBC Sports. Imola had hoped to allow 13,000 spectators into the track on Saturday and Sunday but the rise of coronavirus cases across Italy has forced a U-turn. The government has banned crowds at events among a raft of other mea-

sures to slow the spread of the virus. F1 said it “understands and respects the decision taken by the authorities”. Imola is returning to the F1 calendar for the first time since 2006. It held 27 consecutive races from 1980, first as a one-off stand-in for Monza as the host of the Italian Grand Prix and then from 1981 as a second race in the country with the title San Marino GP.

The circuit has won a place this year as a result of the major changes to the schedule caused by the pandemic, which has forced F1 to hold a largely European calendar. The race will be held over a compressed two-day schedule over the weekend, with just one practice session on Saturday morning before qualifying in the afternoon. The race is at 13:10 local time (12:10 GMT) on Sunday.
