Dimapur Rly Stn doomed by encroachment

Staff Reporter

DIMAPUR, SEP 30 (NPN): A fter the series of reports highlighted by Nagaland Post on the stalemate with regard to improvement and development of passenger amenities and connectivity at Dimapur railway station, the other side of the story for the neglect has laid bare the most adverse factor which is land encroachment. NFR sources told Nagaland Post that the much needed expansion for improving Dimapur railway station has been dealt the biggest blow by encroachers. The railway authorities have alleged that a long drawn court battle pertaining to land encroachment has turned out to be a major bottleneck and halted railway authorities from widening platform number 2 at Dimapur Railway station and building a roof over it. As per Divisional Railway Manger based in Lumding, Ashish Sharma, a stretch of land in railway bazaar and a portion of an RCC building which falls under the “Certified Land Plan” of the Indian Railways since the early

FB, Twitter to help EC check fake news during polls NEW DELHI, SEP 30 (PTI): Inter net major Google and social media giants Twitter and Facebook have assured the Election Commission that they will not allow their platforms to be used for anything which affects the purity of polls during campaign period, Chief Election Commissioner O P Rawat has said. “Small pilot was there. That was the beginning. Now we will have a bigger pilot before Lok Sabha elections in these four states of Madhya Pradesh, Rajasthan, Chhattisgarh and Mizoram going to polls later this year,” CEC told PTI. Rawat said that the social media giants have all committed to not allow anything which would adversely affect the level playing field on their platforms during the last 48 hours before the close of poll. “They have all committed that during campaign period, they will not allow anything which is adversely effecting level playing field be allowed on their platforms... during the last 48 hours before the close of poll, they have committed that nothing of elections will be allowed on their platforms,” he said.

1960s after Nagaland attained statehood, has been encroached upon, thereby causing a bottleneck and halt in expansion works. The case is currently being fought in the sub-divisional magistrate court. Another railway official alleged that pattas were issued by the state authorities despite the land being part of “Certified Land Plan” since the 1960s. It is also worth mentioning here that an eviction drive was conducted at Railway Bazaar in June 2014 under

the Public Premises Eviction Act of 1971 in the presence of a judicial magistrate. The railway authorities have also alleged that then Divisional Railway Manger in the early 1960s had also written a letter to the then principal secretary of Nagaland who had directed the district authorities (Deputy Commissioner) to look into the matter. Despite all this, pattas were issued, the railways alleged. On the issue of roof over platform number 2, a railway official informed

Nagaland Post that the original plan was for track number 3 (where goods trains are generally stationed) to be dispensed with so that platform number 2 could be widened to meet the requirement of having a roof built over the entire stretch of platform number 2. The current width of the platform number 2 is 4.6 meters. A minimum of 6 meters width is required for a roof to be built over it and the railway authorities have planned to extend it to 9.2 meters. State to construct roads with own resources

Neiba Kronu (NP) Correspondent

KOHIMA, SEP 30 (NPN): With an effort to keep its commitment of providing good roads to people, the State government has decided to shell out funds from its own resources as funds from Central government could take time. Informing media persons of this at his official residence here on Sunday evening, planning & coordination and land revenue minister Neiba Kronu said a decision to this effect was

taken during a meeting of chief minister Neiphiu Rio and deputy chief minister Y Patton with officials of planning, urban and public works departments on September 29. He said the meeting resolved to send a proposal to the Central government. However, noting that that release of Central funds might take some time and considering the fact that the working season had already begun, the meeting decided to begin work with the State’s own resources. Kronu said advertisements would be released inviting bids for major roads, adding whoever constructed the road would have to maintain it for two or three years after its completion. Stating that the road project would be taken up in phases, he said roads in Kohima and Dimapur would be covered in the first phase and would include all roads in colonies, wards and

town areas. Considering the ensuing festive season, the minister said amenities like public toilets would also be built in Kohima and Dimapur. He admitted that the State government could not reach out to all people in need because of reasons beyond its control. The minister hoped that with good roads and sufficient electricity generation, other things too would slowly catch up. Reiterating that the PDA government was trying its best to fulfil its commitment made to the people, Kronu admitted that certain things were getting delayed, but gave assurances that these would all be sorted out and the government will keep its commitment. Towards this end, he appealed to all the citizens to extend full cooperation to the government so that the projects were not delayed.

Publishing the accreditation status on the institutes’ website would become mandatory, he said. The colleges that will not opt for accreditation will also have to pay the enrolment fee of Rs 1 lakh each year, the official said.

‘Doomsday chemical’ seized, ‘US-hating’ scholar arrested NEW DELHI, SEP 30 (AGENCIES): In an operation spread over a week, the Directorate of Revenue Intelligence (DRI) with the help of a team of scientists from Defence Research & Development Establishment busted an illegal laboratory in Indore and recovered 9 kg of a deadly synthetic opioid, fentanyl, that could have potentially killed 4-5 million people, The Economic Times reported. Run by a local businessman and a “US-hating” PhD “scholar chemist”, the fentanyl seizure, first in India, has raised security concerns in Delhi as the chemical can cause largescale casualties if used in chemical warfare, a scenario reminiscent of the plot in Alistair Maclean’s thriller “Satan Bug”. A Mexican national has also been arrested. “Fentanyl is 50 times more potent than heroin and even inhaling its particles can be fatal. This is the first significant seizure of Fentanyl by any law enforcement agency in India. It is a landmark and unique seizure as DRI has been able

to thwart first attempts to manufacture this toxic drug in India ,” said D P Dash, DG, DRI. The discover y has baffled scientists because manufacturing the drug requires the kind of expertise which is available only to trained scientists and highend research laboratories. It is a controlled substance used with other medication for anaesthesia and pain relief. The drug spreads easily. Absorbed through the skin or inhaled accidentally, just 2mg/two milligrams of Fentanyl is enough to kill a person. A team of experienced scientists dealing with protection against chemical and biological warfare were called from the DRDE, a

defence laboratory of the Defence Research & Development Organisation (DRDO), to confirm and authenticate the seizure of Fentanyl last week. A 100 times stronger than morphine, the value of the narcotic seized is Rs 110 crore. Usually Fentanyl is trafficked by drug syndicates to US where it fetches a high street price and is sold as pills mixed with other chemicals. Sources said, quoting estimates made by US authorities, that more than 20,000 people have died by overdose of Fentanyl in US in 2016. “The common street names of Fantanyl pills is Apache, China Girl, China Town,” said agency sources.

Centre likely to create three councils to settle Naga issue GUWAHATI, SEP 30 (AGENCIES): Centre may agree to create two autonomous councils in the frontier state of Arunachal Pradesh and one in Manipur in the process of the final settlement of the ongoing Naga talks, which is in the advance stages but facing frequent intervention of China, a report in The Asian Age stated. Stating that the Centre has started the process of taking all stakeholders, including non-Nagas on board, security sources in the Home ministry told The Asian Age that Centre has agreed to create two autonomous councils in Arunachal Pradesh— one for Nagas living in Tirap and Changlang district and another for Buddhists in Tawang simultaneously. It is significant that Arunachal Pradesh Assembly has passed several resolutions for creating Mon Autonomous District Council for Tawang and West Kameng districts in the past. Pointing out that a Naga autonomous district council has been proposed in Manipur also, security sources however clarified that the Centre has decided to take all the stakeholders on board before taking a formal decision on forming the council in Manipur and Arunachal Pradesh.

Indicating that the Interlocutor for Naga talks, R.N. Ravi, has succeeded in creating a consensus between the Centre and Naga groups on almost all the issues, security sources said that the Central government is of view that all the stakeholders should be taken on board before signing the final peace accord with Naga groups. Asserting that the Centre wants a solution that is acceptable to all the stakeholders, security sources said that the Centre was also trying to ensure that a solution to Naga problem should not trigger another agitation in the region. Pointing out that some external forces from China was taking keen interest in the ongoing Naga peace-process, security sources said that Chinese agencies, which have very strong connections with North East insurgent groups operating from Myanmar, have been trying hard to provoke both Naga and non-Naga groups for provocative statements. Stating that Naga groups holding talks with Centre have now understood the game plan of these external forces, security sources said that of late they have distanced themselves from engaging and responding to such provocative remarks.

An ordeal for tourists entering Nagaland 1 held for rape of minors; womenfolk protest Correspondent

KOHIMA, SEP 30 (NPN): The alleged harassment faced by a German man along with his Naga wife while entering Nagaland few days ago once again exposed how the mechanism to monitor entry of visitors to the State is deeply flawed. German national Uli along, with his Naga wife Aseno, rode all the way from New Delhi on his Triumph Tiger 800 CC bike and did not face any problem along the way before finally reaching Chumukedima police check gate on September 27. The couple told Nagaland Post that they were riding smoothly before being stopped by some “rude” policemen at the check gate who quizzed them thoroughly. Upon learning of Aseno’s Naga identity, the policemen asked the duo

to get registered at North Police Station, Kohima as Uli was a foreigner. However, Aseno alleged that they faced unnecessary harassment as they had to make several trips to both North and South Police stations, be-

fore being finally told that her husband could not be registered at either of the police stations. While Uli, who is a physicist by profession, strongly supported Inner Line Permit (ILP), he felt that there should be a simple mechanism for a foreigner like him to register, including mentioning the purpose and duration of his visit. He said, had his wife not been a Naga, he would have had to endure more harassment during his Nagaland tour. Nevertheless, Uli clarified that his curiosity for Nagaland had not been diminished by the issue, stating that he was hopeful that a more friendly mechanism would be put in place for allowing easy access to tourists, especially foreigners, to the State. He remarked that the Nagas were very friendly. Of course, the poor

road condition in the State did not go down too well with the German national. He admitted that controlling his 800 cc bike on the State’s uneven roads was certainly a huge task. Meanwhile, Uli and Aseno charted a long list of places to visit, especially in eastern Naga areas starting from MeluriPungro-Thanamir, Kiphire and back to Meluri for the forthcoming Yemshi festival. According to the couple, it was their hobby to travel around the world, adding that Nagaland was a small State but had many stories to tell. Recalling their first visit to Longwa in Mon district four years back, the duo said it was an opportunity of a lifetime to see how things eventually changed as they got nearer to eastern part of the State.
