MRVC: Over 3 lakh children vaccinated DIMAPUR, OCT 17 (NPN): Ongoing Measles Rubella Vaccination Campaign (MRVC) has covered 3,05,948 children across the state as on October 16. According to NHM mission director, Dr. Kevichusa Medikhru 2,632 school were covered and 906 outreach sessions. Dr. Medikhru had said that the department will be continuing MRVC till the first week of November and any child who has missed vaccination at school sessions would be covered during outreach sessions and mop-up sessions.

DIMAPUR, OCT 17 (NPN): Kohima police Wednesday informed that the stretch from High School junction to Assembly Secretariat via Sanuoru subway would be open for light vehicles (for down traffic only) from 9am to 2pm. According to Kohima police PRO, the new traffic regulation has enforced to facilitate smooth flow of vehicular traffic in Kohima town. PRO said that no heavy and medium vehicles would be allowed to ply on that stretch. Further, all up going vehicles would continue to take Billy Graham road during the above referred time period, PRO stated.
NUSU-KC clarifies on Oct 15 incident
DIMAPUR, OCT 17 (NPN): Nagaland University Students Union- Kohima Campus (NUSU-KC) on Wednesday clarified on the incident that took place outside the Higher Education directorate officials and the union on Monday. The union’s literary secretary Lito Zhimomi in a press note said they had carried out a peaceful protest march to the directorate demanding release of scholarship. Clarifying on why the NUSU members refused to comment on the outcome, Lito said it was agreed after the meeting on Monday with the officials, that both parties resolved not comment on the outcome as it would create misunderstanding. However, the union said it was dismayed that an official told the media that they did not receive the scholarships forms from NU except for the department of English, though the University had already submitted it in 2017. Tested imported fish allowed BAN TO CONTINUE ONLY FOR FORMALIN-LACED FISH

DIMAPUR, OCT 17 (NPN): After around four months of ban on import of fish to Nagaland(from Andhra Pradesh), a large consignment of fish from Andhra Pradesh was cleared as safe and without formalin, by the food safety officials from the Health department. Sources said that the fish consignment weighed around 11,600 kg including thermocol boxes and ice. The consignment, which has been certified by Andhra Pradesh government, was taken to DDSC stadium Wednesday morning where random samples of four species of fish-- rohu, catla, pomphret and pankajwere tested by two lab technicians of the State Public Health Laboratory (SPHL) mobile testing lab (Food Safety on Wheels) stationed at DDSC stadium. The reports indicated that all the samples tested negative for presence of formalin. It was speculated that the onset of festive season beginning with Durga Puja,

Diwali and Christmas, had compelled a re-look at the ban on imported fish varieties since the demand was huge and could not be met with local fishes. Addressing media at his office chamber, CMO Dr. Vikato Kinimi informed that the original plan was to conduct the test at the entry point of the state. However, in view of traffic snarls after 7 a.m., it was decided to take the truck to DDSC stadium where the mobile testing lab was already stationed. He said that all stakehold-
ers were invited to ensure transparency. Dr. Kinimi further said that food safety officials will be carrying out surprise checking and that the fish dealers will have to notify the district administration whenever a consignment enters the state. He said it was also decided to first test the fish samples before being allowed to be sold in the market. Dr. Kinimi further informed that checks and tests will also be conducted for other items.

DIMAPUR, OCT 17 (NPN): A seasoned conman, who reportedly duped a non-Naga contractor of the Indian Railway Catering and Tourism Corporation (IRCTC) of Rs. 10 lakhs was arrested by Dimapur police along with the help Railway Protection Force (RPF) personnel on October 8 from Danapur near Patna. The conman identified as one Ashutosh Srivastav (35) from Danapur, Bihar is a history sheeter who has duped nine persons of around Rs. 2 crore with cases registered in Delhi, Maharashtra, Uttar Pradesh and Chhattisgarh. Briefing media persons ADCP (Crime), Relo T Aye said a case was registered with the West Police station on August 21 after which police began investigation. Aye said the conman, claiming to be the son of divisional railway manager (NE region), met a local person while travelling from Delhi to Dimapur in the first class compart(Cont’d on p-7) ment during January-Feb-

ruary. After claiming to have bagged several works in the IRCTC, the local person was convinced by the conman and this made him introduce Ashutosh to the contractor. In what seemed to have been a deal for partnership, the conman reportedly gave a cheque of Rs. 10 lakhs as security to the contractor along with Aadhaar card and other documents, as a confidence building measure. In the months that followed, Police said the conman was also able to
convince the contractor by showing four work orders worth Rs. 56 lakhs (EMD) which he claimed to have bagged for trains plying through Dimapur. Later, the conman also proposed to the contractor an opportunity to set up the first ‘Railway Neer’ water bottling plant in the North East. The victim was convinced by the site plan and tender papers, which had all the details and looked genuine, police said. This made the contractor wire Rs. 10 lakhs as deposit to get the work for the said plant. However, after the date of the tender lapsed, there was no communication and the victim grew suspicious and filed an FIR. It was only then that he realized that he had been conned of Rs. 10 lakhs, police added. Keeping in mind the vulnerability of people in the North East, Aye has appealed to businessmen in the state and even the public in general to verify the background of suspicious person and conduct background checks to avoid getting conned.
#MeToo: MJ Akbar resigns as minister Resume work on old Dhansiri bridge: NCD NEW DELHI, OCT 17 (PTI): Minister of State for External Affairs M J Akbar stepped down Wednesday in the face of mounting pressure following a spate of allegations of sexual harassment against him by several women journalists, who welcomed his resignation as a “vindication”. The 67-year-old journalist-turned-politician’s sudden announcement to quit came a day ahead of hearing of a criminal defamation complaint filed by him against Priya Ramani, a journalist who has accused him of sexual misconduct around 20 years ago. In a brief statement, Akbar said he has decided to seek justice in a court of law in his personal capacity. “I deem it appropriate to step down from office and challenge false accusations levied against me, also in a personal capacity. I have, therefore, tendered my res-

ignation from the office of MoS for external affairs...,” Akbar said. Prime Minister Narendra Modi accepted Akbar’s resignation after which it was sent to President Ram Nath Kovind. Later, the president also accepted his resignation from the council of ministers. According to sources, there was a view in the government that the minister should fight the case in his personal capacity and not as a Union minister. Over the past 10 days, at least 20 women have
come forward to narrate their experiences of alleged sexual harassment at the hands of Akbar during his days as editor of several mainstream publications. Following these allegations, opposition parties as well as many media organisations have been demanding his resignation. His resignation was immediately welcomed by many complainants as also political parties. “As women we feel vindicated by MJ Akbar’s resignation. I look forward to the day when I will also get justice in court #metoo,” Ramani tweeted. Akbar on Monday filed the complaint against Ramani alleging she “wilfully” and “maliciously” made imputations against him with the ulterior motive of maligning his reputation and political standing. DIMAPUR, OCT 17 (NPN): Peeved by the construction works on old Dhansiri bridge coming to a grinding halt, the Naga Council Dimapur (NCD) has demanded immediate resumption of works and completion of the bridge before Christmas season. In a press release, NCD president, T Bangerloba, and vice president, K Ghokheto Chophy, also demanded that befitting penalty be given to the concerned parties involved in the construction if they failed to complete the bridge. According to NCD, it has been “clearly mentioned” in the contract agreement that all works project must be completed within 24 months from the date of issue of the order otherwise penalty be charged as per rules of the contract agreement. As per the work order vide Approval No.CE/R&B/CORR/UD 2008-09/08 dated February 16, 2010, NCD said an amount of Rs.9,25,8100 was granted for the construction of RCCT-Beam bridge over the Dhansiri river to a firm. to be started right away, has come a standstill. NCD claimed that all legal tangles and pending issues of handing over the construction works to the urban development by the PWD(R&B) division have been completed and obtaining
a No Objection Certificate with the Ministry of Road Transport and Highways (MoRTH) has now been cleared. With the Nagarjan bridge almost on the verge of collapse and also old flyover near Hotel Sente in a precarious stage, NCD demanded an immediate resumption of the halted works. Failure to do so would compel the people of Dimapur to come out in the street and agitate, NCD cautioned. “If the department of urban development and the above mentioned firm cannot take up the task of completing it, why did it dismantle the bridge in the first place when this very bridge served as a relief for chronic traffic snarls of Dimapur town?” NCD asked. NCD pointed out that Dimapur town has been facing serve traffic congestion even on normal occasions and with the coming of festive season, more traffic problems seemed to be at the door. Asserting that traffic congestion was hampering the economic and social life of the citizens of the state, the NCD has, therefore, urged the urban development department and responsible firm to immediately pay heed to the plight of the public and the aforementioned problems.
Toll collection: PDR rejects DMC’s explanation EDBA backs DCCI, HMAD Special cleanliness DIMAPUR, OCT 17 (NPN): Rejecting the Dimapur Municipal Council (DMC)’s clarification on the collection of tolls and utilities fees, a local pressure group –– People for Democratic Rights (PDR) –– Wednesday maintained that DMC’s justification to collect tolls and urban utility fees would not change the reality of one nation, one tax regime of GST. On Tuesday, DMC administrator Moa Sangtam clarified that the government has neither made any changes in the rate nor empowered the lessees to hike the fee. PDR through its media & publicity affairs asserted that DMC could collect such tolls/items and utility fees only after the amendment of GST law to allow such collection by urban local bodies.
PDR also supported the stand of Nagaland Voluntary Consumers’ Organisation (NVCO) and Dimapur Chamber of Commerce and Industry (DCCI) that collection at check gates and highways and tolls on all items should be stopped since the state was already under GST regime. Taking exception to a joint meeting of DMC and Naga Council Dimapur (NCD) on the issue, the PDR said DMC chose to separately meet the NCD and resolved to continue with the old rates for tolls while completely ignoring DCCI, parent body for business establishments in Dimapur including Hardware Merchants’ Association Dimapur District (HMADD), which first raised the issue. Raising its concern over lease system, PDR said with what moral
authority would Public Action Committee of NCD (which was formed to tackle the menace of multiple taxation) monitor the activities of the lessees under DMC when GST regime covered all taxes. Stating that tolls and urban utility fees clearly amounted to double taxation, PRD said PAC was expected to take a strong stand on any sort of double/multiple taxation no matter how much the government agencies attempted to justify collecting tolls. “It is also surprisingly how the Naga Council Dimapur (NCD) which has a recorded history of vehemently opposing the lease system agreed with the DMC about the lease system and to continue with collection of taxes as per old rates,” PRD stated.
Stating that strong opposition from the civil society groups in the past had prevented the government from introducing lease system in DMC, the PDR, however, said today it “wonders about the reasons for the stoic silence of these organizations when the government was in the process of introducing lease system and already introduced now thus creating problems such as the one raised by the Hardware Merchants’ Association Dimapur.” Meanwhile, PDR has lauded NVCO for pressing the government on several occasions to effectively execute the common judgement & order dated June 3, 2014 passed by the Gauhati High Court that banned all sorts of collections/ donations at check gates and highways.
DIMAPUR, OCT 17 (NPN): East Dimapur Business Association has extended its full support and cooperation to Dimapur Chambers of Commerce & Industry (DCCI) and Hardware Merchants’ Association Dimapur (HMAD) against multiple taxation in a single product and also excess collection of toll at DMC gate by the lessee in the name of entry Tax. EDBA president Atoka Zhimomi and vice president Azolo Nuh urged the state government to seriously look into the matter as businessmen and the public were suffering due to price rise. While appreciating Dimapur Municipal Council (DMC) for its prompt action by constituting a monitoring committee to look after toll issue, EDBA urged the administrator to publish the rates toll/ entry tax in the local dailies along with product details for the convenient of the public. It also expressed gratitude to Naga Council (PAC) for showing their concern and taking up the matter seriously. Meanwhile, EDBA has extended Durga Puja and Dussehra greetings to the Hindu community of Dimapur and informed all business establishments to open their shop till late evening and on Sunday during the festival for the convenient of the general public.

DIMAPUR, OCT 17 (NPN): In view of the approaching festive season, the department of IT&C is taking up a special drive to clean up unwanted information and communication related accessories such as telephone wires, telephone posts, TV cables, overhead OFC cables etc in the state capital. In a press release, KD Vizo, commissioner & secretary ITS, said a co-ordination meeting has been conducted with all the various stakeholders and the following action plan has been drawn for completion before November 15, 2018. All telephone overhead wires hanging along the main road in the State capital would be removed by BSNL. All TV cable operators
and telecom service providers would also remove all kinds of overhead cables hanging along the main road and relocate them to appropriate locations. All the related information where immediate action is required will be collected and shared through various medium of electronic communications under the banner of “Info-Clean Kohima” and there will be a weekly co-ordination meeting to review and monitor the progress of the works. All telecom service providers have been requested to improve mobile service during the festive season.
