Nuclear war at any moment: N Korea UNITED NATIONS, OCT 17 (AGENCIES): North Korea has warned that a nuclear war may break out at any time as the situation on the Korean peninsula has reached the “touch-and-go point”. According to media reports, North Korea’s deputy UN ambassador Kim In-ryong told the UN general assembly’s disarmament committee that Pyongyang has the right to possess defense nuclear weapons. The diplomat warned that nuclear war could “break out at any moment” if the U.S. continues to lead military activities around the Korean Peninsula, following a spike in tensions regarding Pyongyang’s nuclear weapons advancement in recent weeks and threats of more tests to come. “The situation on the Korean peninsula where the attention of the whole world is focused has reached the touch-and-go point and a nuclear war may break out at any moment,” Kim In Ryong said. Power shutdown in Dmu DIMAPUR, OCT 17 (NPN): Department of Power has informed that the 132/66kv sub-station at Nagarjan would be under shutdown from 5am to 8:30am daily from October 23 to November 8, 2017. In a press release, electrical transmission division Dimapur executive engineer stated that the shutdown has been necessitated due to renovation of the protection system. The shutdown would disrupt supply to Dimapur and its adjoining area including Chümoukedima and Medziphema and Peren district. The department has requested all affected consumers to bear with the inconveniences caused.

PAC ultimatum on Dimapur police

DIMAPUR, OCT 17 (NPN): Naga Council Dimapur (NCD) Public Action Committee (PAC) has served a seven-day ultimatum on the Dimapur police to the arrest of the perpetrators involved in the alleged attempt on the life of L Doulo, proprietor of Kuda Cold Storage in Dimapur on September 18 last. In an ultimatum addressed to the commissioner of police, Dimapur, the NCD-PAC convenor, Vekhosayi Nekha, said that recently formed PAC has decided to serve ultimatum following the expiry of 15day deadline on October 5, 2017, which was contained in a representation submitted by DCCI, BAN, EDBA and CCCTA on September 20, 2017. PAC said that since no breakthrough has been made by the police it would be compelled to take any course of action deemed fit after the expiry of the fresh ultimatum. It may be mentioned that Dimapur-based civil society organisations (CSOs) October 9, 2017 resolved to set up a PAC to deal with L Doulo’s case and act as “screening/monitoring point to detect illegal immigrants.”

KOHIMA, OCT 17 (NPN): Health and Family Welfare and Election minister, Imkong L. Imchen on Tuesday urged upon the banks to effectively implement the central insurance schemes for the poor as well as Micro Units Development & Refinance Agency (Mudra) scheme aimed at providing finance to small businessmen, by expediting the process of setting up branches in the unbanked blocks and positioning banking correspondence in uncovered sub-service areas. Speaking as chief guest at the inaugural programme of the Financial Inclusion Camp-Mudra promotion campaign, organised by the

Finance department and State Level Banking Committee (SLBC), Imchen, while stressing on the need to make loans available to urban dwellers, however lamented that bank coverage in rural areas was alarmingly poor. He said 30 RD blocks in Nagaland do not have bank branches. Imchen said the government may want to roll out noble financial inclusion schemes, but all such schemes ultimately has to be implemented and made available to the people by the banks. He also highlighted on the benefits of various schemes like PMJDY which has an inbuilt accident insurance cover of Rs. 1 lakh and overdraft facility of Rs. 5000 and PMSBY which can be

availed by all saving bank account holders within the age of 18-70 and the premium payable annually (Rs.12); it also offers benefit of Rs. 2 lakh in case of death. Under PMJJBY, saving bank account holders within the age of 18-50 can avail the scheme and premium payable annually is Rs. 220 and benefits available in case of death is Rs. 2 lakh. APY can be availed by those within the age group of 18-40 and on reaching 60 years of age, the subscriber will be paid a fixed pension per month, depending on amount subscribed . Imchen also stated that under Stand-Up India scheme, loan between Rs. 10 lakh to 1 crore was available to SC/ ST or women entrepreneurs above 18 years of age. Citing the current statistics of Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) of having 33830 account holders, Pradhan Mantri Suraksha Bima Yojana (PMSBY)- 65,830 and Atal Pension Yojana (APY) 1852 account holders, Imchen while appreciating the efforts, however said the actual figure was well below desirable level. DIMAPUR, OCT 17 (NPN): Unregulated pumping of groundwater in Dimapur valley over the years has led to drastic reduction of groundwater levels in dense settlement areas, as per the report of geology and mining (G&M) department. The department has noted that pumping water out of the ground at a faster rate than it is replenished over long-term has caused various problems. Concerned over looming water crisis, the Na-

galand minister of geology and mining and border affairs, Mmhonlumo Kikon, on Tuesday underscored the importance of creating public awareness on artificial recharge of groundwater, which aims at augmentation of ground water reservoir. Speaking as chief guest at the public awareness programme on artificial recharge of groundwater in Dimapur valley at the directorate of geology and mining here, the minister said that in today’s world people could expect con-

flicts and crises over all resources and most important was on water. He pointed out that emerging conflicts over water was not only in the global and state level but could happen between colonies in a town like Dimapur unless a strategy did not come up to replenish the groundwater. Kikon therefore said that it was important to create awareness starting from the micro level as the twin impact of climate and rapid-urbanization have been affecting the groundwater system. Further, the minister urged G&M director to initiate a discussion with district administration on having a joint committee along with ward and colony representatives on ground water management, saying the matter should not be kept isolated to some technical persons.

DIMAPUR, OCT 17 (NPN): To protest against non-release of salary, the Nagaland RMSA Teachers’ Associaiton-2016 (NRMSATA-16) on Tuesday announced launching of phase-I agitation “No pay, no work” from October 18- 25, 2017. In a press release, NRMSATA-2016 president, Vinoto Achumi, and general secretary, Kezhothito Keyho, pointed out that the association has received no positive response till date despite serving numerous reminders to various affiliated departments for the release of the salary. “The association’s request has been sidelined time and again proving us that the government only demands the absence of duties and services towards the public,” the signatories said. Therefore, the association said it has unanimously agreed to resort to “forceful measures” in the aftermath of ultimatum period, which was served on October 9 last. If its demands were still left unaddressed within the stipulated period, the association cautioned that it would be compelled to launch phase-II stir in the form of sit-in protest at the different premises daily. Meanwhile, the association has informed convenors and representatives of each district to attend the joint executive meeting on October 19 at TU Building, near the Old NST station, (Cont’d on p-11) Kohima.

DIMAPUR, OCT 17 (NPN): Eastern Nagaland College Students’ Union (ENCSU) has reiterated resentment against the department of higher education and the state government for failing to justify delay in disbursement of post-matric scholarship besides disbursing on instalment basis. In this regard, ENCSU through its media cell has posed a few questions for the department to clarify at the earliest. Pointing out that the ministry of tribal affairs (education section) on December 28, 2016 sanctioned the amount of Rs. 13.44 crore to the state, the union asked why did the department withhold the amount for a long period and subsequently delayed in submitting utilization certificate? ENCSU also sought to know who authorized withholding money for many months without disbursing it on time? It further asked the department to furnish copy of central ministry notification/directive to disburse the scholarship on

instalment basis. According to ENCSU, the department had mentioned on several occasions that the scholarship would be paid in two instalments. However, it said that in the first instalment the students were credited only in quarter. Therefore, ENCSU has asked the department to “justify the reason behind for manipulating the system.” Claiming that department had sent proposal of scholarship to ST students of Nagaland for 2016-17 on October 28, 2016, the union, in this regard, asked how could the department finalize the lists of the beneficiary students beforehand. Meanwhile, the union has appealed the government to withhold the disbursement of scholarship on instalment basis until the department justify the reason. ENCSU also appealed to all the students particularly eastern students not to utilize the amount credited in their respective account till justice was delivered.

Khango Konyak elected as new UNLFW chairman CM calls on Nitin Gadkari DIMAPUR, OCT 17 (NPN): NSCN (K) chairman, ‘lt. gen.’ (retd) Khango Konyak has been “unanimously elected” as the new chairman of the United Nationals Liberation Front of West South-East Asia (UNLFW). A press note issued by UNLFW publicity committee comprising of ‘col’. Isak Sumi of NSCN (K), NDFB foreign secretary, NE Esara and Jibon Singha Koch of the KLO informed that the decision was made during the general session of the UNLFW, hosted by NSCN (K) on October 13-14 at Taka CHQ. The new chairman has been empowered with full executive authority to direct/execute any actions or policies on behalf of the front and also during emergencies, the signatories stated. committees and organizations were fully formalised by the house and also approved the front’s logo, nomenclature and the motto. It may be noted that NSCN (K) chairman, late SS Khaplang was the founding chairman of the front. UNLFW further said that the house also deliberated on various issues confronting the Wesean region and resolved to jointly work out programs, policies and strategies to tackle relevant issues of the region, it said. It also “reaffirmed to have

peaceful approach towards settling any internal issues among the front’s member organisations and also to strive to build friendly relations with other nonmember revolutionary organisations professing same principles and ideologies.” It further warned other non-UNLFW organisations operating in the WSEA region “to desist from crediting the front of any actions or activities unless on consultation and agreement even in the event of joint-ventures.” Since all the WSEA organi-

sations were not members of the front, UNLFW said there was a need to clearly differentiate between UNLFW and other WSEA organisations currently maintaining the same base area. “Using WSEA doesn’t necessarily mean UNLFW which at present is comprised of NSCN/GPRN, ULFA (I), NDFB and KLO,” the signatories said. Meanwhile, the house also firmly “resolved and directed the member organisations to refrain from using the front’s platform in

any way including issuing of statements to the media and foreign parley without the prior approval or consent of the UNLFW chairman.” UNLFW publicity committee also said that the house deliberated on the appeal of PDCK (Karbi) and NLFT (Tripuri) for admission to the front. The matter has been endorsed to the chairman for necessary favourable actions at an earliest, it added. The front also adopted “15 points rules and regulations” as the disciplinary guidelines mandatory for all affiliated member organisations. The house affirmed to work together in abidance to the rules and regulations, keeping in mind the front’s motto: “One people, one region, one vision”. The house also observed a minute silence and obeisance in remembrance and honour of late S.S. Khaplang.

DIMAPUR, OCT 17 (NPN): Nagaland chief minister, T.R. Zeliang accompanied by minister for National Highways, G Kaito Aye and secretary to CM, Kelei Zeliang called on union minister for Road Transport and Highways, Nitin Gadkari on Tuesday at New Delhi. In the presence of Chief Engineer (National Highways) NE and managing director NHIDCL, the chief minister highlighted the urgency for resuming the 2-laning of four roads under phase ‘A’ of SARDP-NE whose DPR were on the verge of completion-- 1. Longleng-Changtongya Road. 2. Mon-Tamlu-Merangkong raod. 3. Phek-Pfutsero road. 4. Zunheboto-Chakhabama road. Gadkari while extending his full cooperation, assured for early sanction so that the firms selected could start work during the working season, a press note from the CMO stated. Also giving credence to the appeal of the chief minister for the 4-lane project of Daboka-Dimapur and Kohima-Imphal road, the union minister assured that his ministry would expedite the process for early commencement of work. Considering the progress of Dimapur-Kohima 4-laning, which was in full swing, CMO said it was important that Daboka-Dimapur and Kohima-Imphal inter-state connectivity road project works also commence at an early date in order to boost trade, commerce and over-all economic growth. The DPR for these projects were also nearing completion and works would be executed at the earliest possible time, the CMO said. K Y M C
