Gov extends Puja, Dussehra greetings DIMAPUR, OCT 16 (NPN): Governor of Nagaland, PBAcharya, has conveyed his greetings and best wishes to the people of the State on the occasion of Durga Puja and Dussehra. In his message, Acharya said the festival signifies virtue to fight against all evils and the triumph of righteousness over evil. He also said that the festival embodies the power ethical and moral value systems that are embedded in our culture and tradition. Governor expressed hope that Durga Puja and Dussehra will “inspire all to follow the path of virtue and usher in place and happiness”. He also called upon the people “to pay obeisance to Mother Durga and enjoy the festivals of Durga Puja and Dussehra in the true spirit of peace, joy and brotherhood.”
KVYO serves ultimatum on NPWD
DIMAPUR, OCT 16 (NPN): Kohima Village Youth Organization (KVYO) has served an ultimatum on the Nagaland PWD to immediately start the construction of four-lane bridge over Sanuorü river within 30 days. In a letter addressed to the NPWD engineer-inchief, the KVYO president, Dzüvinguzo Mepfhüo, and general secretary, Vizoneilie Pienyü, cautioned that failure to comply with its ultimatum, the organisation would be compelled to take its own course of action and it would not be held responsible for any untoward incidents.
NSF to continue ILP checking drive
DIMAPUR, OCT 16 (NPN): Reiterating its demand for inclusion of Dimapur district within the purview of Inner Line Permit (ILP), the Naga Students Federation (NSF) Tuesday said that it would be simultaneously carrying out phase-IV of ILP checking drive and poster campaign from October 17, 2018. In a press release, NSF president, Christopher Ltu, and general secretary, Imtiyapang Imsong, pointed out that the federation had submitted a memorandum to the chief minister demanding inclusion of Dimapur district within the purview of ILP on September 24, 2018 with an appeal to the chief minister’s office for a response within a time period of 30 days. However, NSF said the reply given to the federation had no mention of the ILP in Dimapur district.

KOHIMA, OCT 16 (NPN): Expressing concern over high prevalence of HIV in Nagaland –– the third highest state in the country, the principal secretary health and family welfare (H&FW), I Himato Zhimomi, Tuesday termed as “unfortunate” that out of over 20,000 HIV positive cases, only 7,000 were availing the Antiretroviral Therapy (ART) and antiretroviral (ARV) drugs. Speaking at the state consultation on HIV & AIDS (prevention and control) Act, 2017 for finalization of state specific rule, the principal secretary laid emphasis on the need for figuring out why the remain-
ing people were not availing treatment. “If there is something lacking from the side of government please come forward today, it is the perfect time for you to point out what is lacking with NACO or NSACS so that we can ensure 100% voluntary compliance from the affected people.” The programme was organised by Nagaland state AIDS control society (NSACS) in collaboration with NACO, FHI360 and KRIPA foundation was held at de Oriental Grand Hotel here on Tuesday. Zhimomi also challenged the department to do something so people living with HIV&AIDS come forward and avail the treatment provided by the
government. Further, he advised the gathering to give proper guidance to the vulnerable age group and to ensure healthy society in the state. Asserting that there should not be any stigma and discrimination in the society based on HIV status, the principal secretary appealed to the people living with HIV&AIDS to come forward and be equal partners in building the society. Pointing out that more than 90% HIV transmission was through the sexual route, which was specific to Nagaland, he urged the department and stakeholders to ponder the best way to create awareness to prevent the disease from spreading. Another revelation on ‘confidential’ Rafale deal NEW DELHI, OCT 16 (AGENCIES): A French aviation website has claimed to have accessed the internal Dassault document which was quoted earlier by the French publication Mediapart as the secret Dassault internal document, reports India Today. The news magazine further reveals that Mediapart has published another similar document from Dassault which indicates that the top management of Dassault aviation was explaining to the confederation of French trade unions as to why a joint venture with an Indian company was mandatory “in the context of Make in India” clause. Yves Pagot-- a Parisbased researcher, former Air Force official and defence writer -- published what he claims to be the same internal Dassault document presented by Dassault Aviation COO Loik Segalen before a French confedera-
tion of trade unions named Confédération générale du travail (CGT). Earlier, the French journal Mediapart cited the alleged internal Dassault document to indicate that the offset partnership with Reliance was obligatory and mandatory for Dassault Aviation to sell Rafale jets to India. However, Mediapart never published the document. While French aviation website PortailAviation has published this controversial document, it has also published another document which gives a different twist to this story. The second document is claimed to be from a presentation made by Dassault before another French trade union -- Confédération française démocratique du travail (CFDT) -- which is the largest French trade union confederation. The second document talks about Indian government’s “Make in India” being “the inevitable
consequence” of the deal “imposed” by India and hence “the Joint Venture with Reliance was created to attain this objective”. The second document, which is said to be part of Dassault’s presentation before the largest French trade union confederation, mentioned the joint venture with Reliance only in the context of mandatory “Make in India” clause put by Government of India. “Here is the report, with another report from another union. It’s up to you to make your own opinion” Pagot wrote in his post. While French publication Mediapart didn’t officially respond to this report, Mediapart’s journalist Antton Rouget who filed the two-part investigative story on the Rafale deal told India Today, “It confirms precisely what we wrote, and contradicts Dassault’s press release”.

DMC clarifies on collection of tolls and utilities fees Staff Reporter
DIMAPUR, OCT 16 (NPN): Amid reports of surge in collection of entry tax on vehicles with the introduction of lease system for toll collection, the Dimapur Municipal Council (DMC) Tuesday clarified that neither the state government nor the council issued any order to the lessees to hike the fees especially on Mild Steel (MS) rod. Addressing media persons at his office chamber, DMC administrator, Moa Sangtam, clarified that the council did not know on what basis the lessees were charging the fees. He maintained that the government has neither made any changes in the rate nor empowered the lessees to hike the fee. “Nobody has authorized the lessees to charge the rate and state government has not issued any order”, said Moa. In this regard, the administrator cautioned that license of any lessees charging above the existing rates prescribed by the DMC would be cancelled. Moa also appealed to the public and organisa-
tions to bring to the notice of DMC if any lessees were found charging above the rate fixed by the council. Stating that toll tax rate has been put up in all the check gates to maintain transparency, Moa disclosed that a four-member monitoring committee has been formed to check each and every entry gate/collection point and ensure that collection was done as per DMC prescribed rate. DMC administrator said the committee would keep vigilance over the DMC urban fee collection on various items by the lessee/contractor in all the entry gate/collection point. Moa was clarifying to Hardware Merchants’ Association of Dimapur district allegation that entry tax per vehicle for MS rod was Rs 350 for a six-wheeled vehicle and Rs 450 for a 12wheeled vehicle. However, with the introduction of lease system by DMC, the entry tax jumped to Rs 3,500 per vehicle for a 12-wheeler vehicle (70 MT). Supporting the decision to lease out toll tax collection, Moa said the revenue
of the DMC has increased from average monthly revenue of Rs. 55 lakh to Rs. 67 lakh. On the collection of taxes, the administrator clarified that the state government has authorized the DMC to collect the tax on 38 items including MS Rod and Tiles. Through the collection, he said DMC could pay salary to the employees and initiate development activities. Meanwhile, a joint meeting of the DMC and Naga Council Dimapur (NCD) was held on Tuesday in connection with the DMC tolls and urban utilities fee issues. After through deliberation, it was decided that the old rate of DMC for every items should be strictly followed and those lessees who charge more than the existing rates would be cancelled. DMC has also empowered the public action committee (PAC) of NCD to monitor the activities of the lessees and to bring to the notice of the concerned authority against those lessees who charges more than the existing rates.
PAC reiterates PHQ on seizure of UP cabinet okays narcotics from IG’s house stand against renaming Allahabad multiple taxations
DIMAPUR, OCT 16 (NPN): Following the report in a local newspaper and social media regarding seizure of narcotics from the residence of IGP (CID), PRO Police HQ Tuesday informed that a report is being prepared for onward submission to the government for necessary action. Sources said that the DGP has recommended to the government several actions to be initiated as deemed fit. According to PRO, the matter was brought to the notice of the DGP on August 25, 2018 through a written explanatory note by IGP (CID), explaining reasons for non registration of case and delay. DGP immediately ordered ADGP (L/O) to make preliminary enquiry to ascertain the facts of the case. After DGP informed the higher authorities, PRO said the DGP was then instructed to take action as per the law. The narcotics were then officially seized from the IGP (CID) as it had not been done earlier, on September 1. Thereafter, the DGP issued a show cause notice to the IGP to state the reasons for his conduct. Based on the response of the IGP and the preliminary enquiry report submitted by ADGP (L/O), a report is being prepared for onward submission to (Cont’d on p-7) the government, PRO stated.
DIMAPUR, OCT 16 (NPN): PAC of the Naga Council Dimapur (NCD) has reiterated resentment against multiple taxations by various Naga political groups, govt departments, including toll collection by DMC and other unauthorised organisations/ individuals in the guise of under grounds. PAC convenor Vekhosayi Nyekha said “citizens of Dimapur cannot allow ourselves to be seeped in by these unscrupulous organisations and persons time and again.” PAC has urged individuals and organisations to bring to its knowledge any such activities so a solution could be worked out. Meanwhile, PAC has reminded leaders of Dimapur to attend a meeting on October 22 at 11 a.m. at Unity Hall NCD building.
LUCKNOW/GORAKHPUR, OCT 16 (PTI): Uttar Pradesh Cabinet Tuesday adopted a proposal to rename the historic city of Allahabad as Prayagraj, a move opposed by the opposition parties in the state. But the state government said it is restoring an old name for the city. “Today, the BJP government has rectified the mistake made by Akbar,” a state BJP spokesperson said. “Keeping in view the feelings and emotions of the people, Allahabad has been renamed Prayagraj by our government...,” Adityanath said later in Gorakhpur. “Those who are opposing this are not aware of their history, culture and traditions and we can’t have hopes from them,” he told reporters during at visit to the Budhiya Mata temple in Gorakhpur. “There are many Prayags on the bank of the sacred rivers coming from the Himalayas but this place is Prayagraj (the leading one among them),” the chief minister said. The proposal will now go to the Centre before the city is officially renamed even though an Uttar Pradesh minister seemed to suggest the change has already come into effect. (More on p-5)
NPF refutes Ram Madhav’s statement KVC dismayed by twin centennial celebration of NC DIMAPUR, OCT 16 (NPN): Naga People’s Front (NPF) has refuted the recent statement made by BJP’s national general secretary (I/c North East) on October 9, that the people of Nagaland had rejected the NPF in the last Assembly election. NPF through its press bureau reminded that the NPF emerged as the single largest party in the state with 26 MLAs in the house of 60, where the party alone secured 38.8 % of the total vote share while NPF alliance partners secured more than 6%. As such, NPF said the total percentage of vote share secured by NPF and its alliance was 44.7% in the last Assembly election. Again in the Lok Sabha byelection held in May 2018, the party secured 41.43% of the total vote share, NPF added. NPF being the oldest
political party in the Northeast undoubtedly enjoys the love and support of the citizens of Nagaland and the claim made by Madhav was based on sheer imagination and does not reflect the ground reality, the NPF stated. The party said it was evident that Ram Madhav must have been wrongly briefed by some of his coworkers or by some other political opponents of NPF who were desperately trying hard to discredit NPF in any given opportunity. Having survived for the past 55 years, despite severe criticism from some individuals and political adversaries, NPF said the party stood the test of time despite all odds. It also claimed that the party has already gained the status of being the second oldest regional political party in India. This is also one of the main reasons
why the national political parties as well as the newly floated political parties feel insecure to encounter the NPF, the opposition party stated. With the objective to help resolve the protracted Naga political issue in a peaceful manner and towards this end, NPF said the party had expanded its jurisdiction to other parts of North Eastern states. In response and in appreciation of the party’s effort, NPF said the electorates of Manipur State had consecutively elected four NPF legislators. It further pointed that the BJP-led government in Manipur could be formed just because of the unconditional support extended by four NPF MLAs. Although BJP had severed ties with NPF in Nagaland, NPF said as a matured political party it cannot change its stand
overnight, and therefore continued to support the BJP government in Manipur. The party said that the BJP high command knows better how difficult it would be for the BJP to run the government in Manipur without NPF. With the passage of time, NPF said the party has established itself as a platform of the downtrodden and voice of the voiceless. Therefore, just to score some political mileage, one cannot say that NPF was rejected by the people. In fact, it was totally devoid of truth and does not hold water, NPF stated. As enshrined in the party’s constitution, NPF asserted that the party will continue to fight for the right of all weaker section of the society and above all, committed to peaceful, honourable and inclusive solution of the Naga political issue.
DIMAPUR, OCT 16 (NPN): Kohima Village Council (KVC) Tuesday said it was deeply disturbed by the news of twin centennial celebration of Naga Club by Naga Students Federation (NSF) and the erstwhile Naga Club (NC) members. In this regard, the council along with the descendents of eight signatories of the Memorandum of Simon Commission from Kohima Village held a meeting on October 15 at Kohima Village Panchayat Hall and adopted several resolutions, wherein the house also resolved not to take part in either of the celebratory programme of the NSF and Naga Club, KVC chairman Rutsa Dr. Neiphi Kire and secretary Zeneizo stated in a press note. The descendents/representatives of the eight signatories include Prasielie Pienyü, great grandson Rheichalie Pienyü (Peshkar);
Khriehutuo Sekhose son of Ruzhükhrie Sekhose (master); Neingunyü Sekhose (representative of Deikhrie Sekhose, sub overseer); Zapuzhülie Angami (interpreter) not represented; Kesohelie Suokhrie (representative of Zepulie Angami, interpreter); Dr. Viketoulie Pienyü grandson of Nuolhoukielie Pienyü (clerk); Zedikuolie Theünuo grandson of Miakrao Theünuo (chaprasi) and Meselhoulie Rame (representative of Neihu Rame, head interpreter). The house maintained that the history of Naga Club must be factually recorded for posterity as there was an erroneous understanding that the Club was formed by Nagas who were in the Labour Corps and fought in the World War 1 (1914-1918). It said that the Naga Club was formed by a few salaried people comprising of masters, interpreters, clerks of the Deputy Com-
missioner’s office of the then Naga Hills before the arrival of the Naga Labour Corps. The house also maintained that the Naga Club was formed on January 7, 1918 while the Naga Labor Corps arrived from France only by June 1918, after which they formed the Naga Elders Union. Therefore, it said that the Naga Club was not formed by the returnees of Naga Labor Corps, though the signatories of the representation letter to the Simon Commission included ‘capt.’ Dr. Khosa Zinyü, a Labor Corps returnee. They said Naga Club sans Simon Commission would have remained simply a Club only in the manner and style of British social clubs. However, on receiving news of the arrival of the Simon Commission, they said that the members decided to write a representation which was drafted by Ruzhükhrie Sekhose. (Cont’d on p-7) K Y M C
