NNPGs mandated for solution: Isak

D I M A P U R , O CT 1 3 ( N P N ) : C o - c o nve n o r, Working Committee (WC) of Naga National Political Groups (NNPGs) Isak Sumi asserted that WC, NNPGs was fully mandated by the Naga people to sign an amicable, honourable and enduring solution with government of India. Isak said this in an exclusive interview to Nagaland Post, Sunday, on behalf of five other co-convenors of WC of NNPGs namely - Wangtin Naga, Zhopra Vero, Z Hozheto Chophy, Kiumukam Yimchunger and Toshi Walling. Isak, who is also ato kilonser of NSCN/GPRN (K), said that there were certain “pseudo-nationalist left extremist forces” involved with Naga political talks but who, instead, desire to prolong the conflict and want to hold Nagas to ransom under the barrel of gun, political and economic hegemony. DAC to investigate suspension order
DIMAPUR, Oct 13 (NPN): NPCC has informed that the suspension (order no. NPCC/Admn-8/2015) dated October 9, 2019 will be duly investigated by Disciplinary Action Committee (DAC) of NPCC and in case of error, appropriated action as deemed fit and proper will be initiated. In a press release, NPCC communication department stated that by going against the AICC directive, the 150th Birth Anniversary celebrations of Mahatma Gandhi Padyatra was disturbed and NPCC secretary was manhandled while internal issue was also brought to the public domain. NPCC stated that it lauded the compromise between individuals at a personal level but warned that action against the party’s programmes and policies will meet its logical conclusion.

Isak maintained that NNPGs was prepared to conclude talks after a wide and thorough consultation on all status/position of the political talks between the WC of NNPGs and government of India with all Naga stakeholders. He said the WC of NNPGs, “buoyed by the popular support and mandate of the Nagas, are fully prepared - spiritually, mentally, physically - to ink an enduring agreement with government of India anytime soon.” He reminded that Nagaland Tribes Council (NTC), Central Nagaland Tribes Council (CNTC), Nagaland GB Federation (NGBF), Nagaland Joint Christian Forum (NJCF), “14 aborigine Naga tribes of Nagaland”, non-Nagas indigenous of Nagaland etc. have fully endorsed the WC of NNPGs. Isak described the present situation - BJP government at the Centre with the robust absolute majority and their leadership demonstrating “genuine” political will to resolve the Naga issue followed by the popular mandate of the
WC of NNPGs - as an opportune moment to resolve the Naga issue. He said “No opportune moment as such would arise again even in the decades or centuries to come.” The co-convenor further clarified that WC of NNPGs has not forfeited certain unresolved issues like - sovereignty, integration, constitution, flag etc. Rather he said these issues shall be “consistently, continuously and democratically pursued as soon as the solution arrives”. Referring to the recent interview of WC of NNPGs convenor, N. Kitovi Zhimomi to Nagaland Post on October 6, Isak said the six co-convenors stood in solidarity with the convenor though certain section with a “pseudo-solutionist mindset” had taken offense to the statement. Justifying Kitovi’s statement, Isak said, “The convenor had stated the reality confronting the Nagas - the need for the Nagas to be pragmatic in ushering a peaceful, workable, honourable and enduring solution to the almost a century Indo-Naga political conflict.”
PM dares Oppn to bring back Article 370 J A L G AO N, O CT 1 3 (IANS): Prime Minister Narendra Modi on Sunday challenged the country’s opposition parties to bring back the Article 370 and Article 35A for Jammu and Kashmir. “From the holy land of Chhatrapati Shivaji Maharaj, I am challenging the opposition - make your stand clear and announce whether you support the government’s decision to scrap Article 370 and Article 35A or not,” thundered Modi, addressing his first election rally in Jalgaon, north Maharashtra. He dared the Opposition that if they had courage, to include in their election Manifestos, in the October 21 Maharashtra polls and also in future elections, that they would revert to Article 370, and reverse the BJP government’s historic decision of August 5. The PM said the government is constantly endea-
vouring to ensure return to full normalcy in Jammu & Kashmir and it would take another four months or so to achieve that. Taking a swipe at the opposition parties and their leaders for mouthing what he termed as ‘the same language as a neighbouring country (Pakistan)’, he said “there seems to be a great coordination between them”. Modi reiterated that on August 5 the government did something that everybody thought was impossible - by abrogating Article 370 for Jammu & Kashmir and Ladakh to enable the people there to join the national mainstream and progress. “Jammu & Kashmir and Ladakh are not just pieces of land for us, they represent India’s crown,” Modi said amidst applause. Urging the people to bring back “a strong government” under the leadership of Chief Minister Devendra Fadnavis, he listed out various achievements of the administration which is changing the lives of the youth, women and farmers in the state. “We are functioning to the fullest capacity to help achieve the dreams of every poor person in the state and the rest of the country by 2022. The economic situation in the entire region will change very quickly,” he assured.

Further, it said WC,NNPGs were “easily manipulated when sitting across the table negotiating in the name of Naga political solution and becoming “Yes man”for all practical purpose. NSCN(I-M) said this was the “tragic fate of WC,NNPGs today, negotiating with government of India in the name of Naga political solution.” It also said that any layman would realise whether WC, NNPGs had done any hard negotiation with the R.N.Ravi other than being “made to listen attentively on the so-called ‘economic package’ in waiting in the name of Naga political solution.” NSCN(I-M) also said WC,NNPGs had argued that solution should be for Nagas of Nagaland only. NSCN(I-M) said this was the picture that came out of the negotiation being done by WC,NNPGs in the name of Naga political solution.

D I M A P U R , O CT 1 3 (NPN): Former legislators at a general meeting held on October 11, reviewed the prevailing Naga political situation and after deliberation on the political negotiations between government of India and Nagas, felt it was now imperative for both sides to be “serious and focussed” and not casual. Sessional chairman Nillo Rengma and sessional secretary Joshu Sumi, said the time frame of 3-months set by the Centre to conclude the talks to its logical conclusion implied that the latter was committed. They said Naga negotiators “must not miss this opportunity by inducting excuses” as they were expected to be determinant. Since Nagas had failed to seize the opportunity in the past for which Nagas suffered immeasurably, they said such “myopia must not be repeated this time around” and resolved to urge the negotiators “ to resolutely go for solution within the time frame.” They also said whatever the negotiators considered as contentious could be pursued post-solution otherwise it could regrettably derail the ultimate result.
D I M A P U R , O CT 1 3 (NPN): NSCN (I-M) in a statement through its MIP, described WC, NNPGs as “leaders claiming to be talking with the government of India on Naga political solution” who exposed themselves while speaking in “contrasting tone” over the issue of Naga constitution and Naga flag. NSCN(I-M) accused the WC,NNPGs of exposing themselves to “forces at work, waiting to exploit this absurdity”. MIP cited a recent interview by Al Jazeera with Alezo Venuh on the issue of Naga constitution wherein he “came up with the most abominable answer” that “unless a country or nation is declared as a nation, how can you have a constitution?” Again, MIP claimed that WC convenor Kitovi “rubbished the existence of Naga constitution” when he said the Naga constitution could be drafted after signing the agreement for Naga solution. However, to the media, it said the same WC,NNPG leaders stated that flag and constitution were integral part of the negotiations.

NEW DELHI, OCT 13 (PTI): The protracted hearing in the politically sensitive Ram Janmbhoomi-Babri Masjid land dispute at Ayodhya will enter into the crucial final leg on Monday. A five-judge Constitution bench headed by Chief Justice of India Ranjan Gogoi, which started the day-to-day proceedings on August 6 after mediation proceedings failed to find an amicable solution to the vexatious dispute, has revised the deadline for wrapping up the proceedings and has fixed it on October 17. Fourteen appeals have been filed in the apex court against the 2010 Allahabad High Court judgment , delivered in four civil suits, that the 2.77-acre land in Ayodhya be partitioned equally among the three parties -- the Sunni Waqf Board, the Nirmohi Akhara and Ram Lalla.
DIMAPUR, OCT 13 (NPN): Naga Hoho (NH) has declared that Government of India’s (GoI) three-month deadline to resolve the vexed IndoNaga political issue in the form of an imposed settlement was unacceptable to Nagas when the core issues that had landed the decades-old political peace process into a deadlock were yet to be resolved amicably. In a statement issued by its president HK Zhimomi and general secretary K Elu Ndang, the apex Naga body warned that if New Delhi decided to impose its “take it or leave it” or “carrot and stick” policies on the Nagas, the approach would only vitiate the existing peaceful environment and negate all the sincere efforts put in by both Indian and Naga leaders during the last many years in the quest for a lasting honourable solution.
NEW DELHI, OCT 13 (AGENCIES): The Election Commission of India (ECI) has extended the last date for online verification of voter IDs to November 18, 2019. According to Northeast Now, the ECI had stated in a notification that it has observed that the progress of the Electors Verification Programme (EVP) is very slow and the verification of a large number of voters is yet to be completed. It also stated that a large number of forms have been received for purpose of inclusion, deletion and correction that must be handled before draft publication. Moreover, the Chief Electoral Officers have also requested for more time for completing the large amount of work, the notification added. The ECI had earlier extended the last date for online verification of voter IDs to October 15, 2019. However, in order to complete the work of the numerous voters, the ECI has now extended the last date for online verification of voter IDs to November (Cont’d on p-7) 18 next.
The organisation also affirmed that any accord that did not honour the Nagas’ legitimate rights for integration, separate Naga flag and constitution would neither be honourable nor acceptable to the Nagas who had shed so much blood and tears for this long-cherished Naga dream. At this “defining moment of history”, the hoho reminded GoI not to divide Nagas further with a piecemeal settlement in tacit understanding and collusion with a few groups backed by some public leaders with vested, parochial interests as this would only result in more conflicts and bloodshed among the Nagas. It also appealed to all Naga negotiating parties to find common grounds, accommodate one another in the larger interests of the whole Naga family and put in concerted efforts
to arrive at an inclusive, acceptable and honourable settlement with the Government of India. The statement noted that envisioning the Naga political solution at the door step, all concerned individuals and groups of people had aired their views and opinions to the negotiating parties and GoI. And while appreciating the negotiators for their commitment to hammer out an honourable settlement, the Naga Hoho reminded GoI to keep its commitments as Naga people had waited with patience for the last 22 years, which was “long enough”, to witness an era of peace and development. “... we cannot afford to succumb to inducements of economic packages and divide and rule policy of Government of India,” the statement cautioned.
Much needs to be done on health front: CNNS Mon dist hospital bags cleanliness award New Delhi, Oct 13 (IANS): India has made some progress in reducing child malnutrition, but a lot needs to be done, according to the first Comprehensive National Nutrition Survey (CNNS) survey, released recently. Government schemes have been able to prevent Vitamin A and iodine deficiency among children aged 1-4 years. But, according to the UNICEF, the rising childhood obesity is adding to the growing threat of non-communicable diseases, like diabetes, among school-aged children and adolescents. The Ministry of Health and Family Welfare released the result of the CNNS, conducted during 2016-18 in 30 states/Union Territories with technical support of the UNICEF.
It’s one of the largest micronutrient surveys conducted across the globe covering anthropometric assessments of 1,12,000 children aged 0-19 years. It also included over 51,000 biological samples on children’s micronutrient status and risk factors for noncommunicable diseases. Yasmin Ali Haque, UNICEF India Country Representative, said, “The CNNS is an amazing wealth of information. It’s time for evidence-driven policy and action to save children and help them fulfil their potentials”. The Poshan Abhiyaan 2018-22 has set goals to reduce child under-nutrition (stunting and underweight) and low birth weight by 2 per cent a year, and anaemia across age groups by 3 per cent, and create a mass movement for good nutri-
tion in the country. The CNNS figures reveal that school-age children and adolescents are still at risk of malnutrition and a lot of ground still needs to be covered. According to the UNICEF, the high number of anaemic children, adolescents and women remains a concern for India. Studies suggest poor eating habits (not eating enough iron and vitamin C-rich foods, including fruits and vegetables) and limited access to healthcare are main causes of anaemia. According to the CNNS, anaemia affects young children and female adolescents the most. Anaemia was significantly higher at 41 per cent in children aged 1-4 years against other age groups. At 40 per cent, prevalence of anaemia in female
adolescents, aged 10-19 years, was two times higher than male adolescents (18 per cent). According to the study, one in four adolescents, aged 10-19 years, remains thin for their age, and 5 per cent of adolescents, aged 10-19 years, overweight or obese. Meanwhile, according to ANI, the CNNS survey shows there is some progress in a reduction in malnutrition, as well as an effective reach of government programmes to prevent Vitamin A and iodine deficiency in children in the age group of 1-4 years. It says that overweight and obesity increasingly begin in childhood with a growing threat of noncommunicable diseases like diabetes (10 per cent) in school-aged children and adolescents.
