Dimapur airport has miles to go

Staff Reporter

DIMAPUR, OCT 13 (NPN): Dimapur Airport, which serves as a major connecting point not only for Nagaland but also parts of neighbouring Assam including Karbi Anglong, has a long way to go before it conforms to international standards and requirements. The lone airport in the state has its own set of challenges ranging from portions of land that needs to be acquired, to allegations of little or no attention by the state government for almost a decade. This was revealed by airport director, Mughavi Zhimo who spoke to Nagaland Post on the sidelines of the disaster management drill and demonstration organized by the Dimapur Airport and Airports Authority of India (AAI) in collaboration with National Disaster Response Force (NDRF) at the check-in area of the airport, to commemorate the International Day for Disaster Reduction on Saturday. The demonstration was conducted under the leadership of Inspector Pritam Kumar Santoshi of 12 bat-

Patton inspects road

DIMAPUR, OCT 13 (NPN): Deputy chief minister Y. Patton Saturday inspected the proposed “improvement of Dimapur city roads” to be taken up from PWD office via Unity College to Lotha colony (Viola junction). Besides inspecting the site, Patton urged the colony councils of the areas to be vigilant of new residents and to identify them in order to avoid any settlement of illegal immigrants. He also asked the contractor concerned not to compromise with workmanship and reminded about the cabinet’s decision where it was decided to ensure that the contractor/s maintain the road for a period of three years after completion. Lotha colony council chairman Renathung Ezung lamented that Lotha colony was neglected for over 25 years and whatever road maintenance had been carried out was through contributions of the colony residents. On behalf of the colony, Ezung expressed his appreciation to Dy CM for the concern extended by inspecting the proposed roads for improvement. Patton was accompanied by Dimapur Police Commissioner Limasunep Jamir, PWD (R&B) Dimapur Executive Engineer Talitemsu, SDO PWD Nagashe Swu, chairmen and GBs of Residency colony, Kyong colony and Lotha colony.

talion NDRF, Doimukh, Itanagar. Various drills to mitigate both natural and man- made disasters were demonstrated to officials of the airport. Zhimomi told Nagaland Post that from the middle of the runway which has a white marking, 150 meters of land is required on both sides to conform to international standards. He added that the area on one side of the runway that has Aoyimti and Hollohon villages is too close to the runway and could potentially result in mishaps. He added that some portion of land belonging to the Assam Rifles and CRPF is also needed for the expan-

sion of the airport. Lamenting that every airport in the world must adhere to the requirements set by the International Civil Aviation Organization (ICAO), he said, “The rules and specifications in Dimapur airport cannot be different from others. There will be total chaos if it is different.” Zhimomi added that the airport needed the land on the each side of the runway for aircrafts to maintain a safe “glide path” while landing and to limit impact and damages in case of a mishap. On the issue of water logging during monsoon, he said flight operations have to

be delayed due to flooding of the runway caused by overflowing drainages from NEZCC and the Sugar Mill areas. Zhimomi lamented that flights have often been delayed due to unsafe conditions of the track but the airport authority have done their best not to cancel flights keeping in mind the needs of the commuters. Another aspect that does not meet international standards is the distance between the end of the runway and the Instrumental Landing System (localizers) which is currently 134 meters, he said adding, the ideal distance must be 300 meters. PAC urges MAD to cancel toll tax order DIMAPUR, OCT 13 (NPN): A day after the Dimapur hardware merchants expressed resentment over the toll tax hike for commercial vehicles, the Public Action Committee (PAC) of the Naga Council Dimapur (NCD) has urged the Municipal Affairs Department (MAD) to immediately cancel the new order. In a press release, PAC convenor Vekhosayi Nyekha, and co-convenor, K Ghokheto Chophy, said that following the introduction of DMC tolls and urban utility fees 2018-19 since October 1, 2018, the entry tax for 12wheeled vehicles (70 MT) has been increased sevenfold to Rs.3500 from Rs.450. PAC pointed out that with GST in place, another tax under the guise of toll fee cannot be imposed per commodity by a particular state. Stating that it was against multiple taxations, the PAC has urged the responsible department to maintain status quo on toll fees. Meanwhile, PAC has convened a meeting of leaders from various organizations on October 22, 2018. It said the meeting would discuss about multiple taxation.

NPF living in a disillusioned world: NDPP DIMAPUR, OCT 13 (NPN): NDPP on Saturday mocked at the opposition party saying, the NPF still seemed to be convinced by their fantasy of forming the government and living in a disillusioned world that they will suddenly get the magic five members, which they have been speaking since the day PDA took over the government. NDPP through its media & communication committee said that the party was compelled to issue a statement in view of the recent allegations and statements issued by NPF and its leaders and to put to rest any confusion that the NPF may have created. NDPP pointed out that the recent resolutions, passed at the PDA coordination meeting along with MLAs of the alliance, proved that not only will the disillusionment of NPF remain a fantasy, but that the alliance partners of PDA were united and stood firm to their commitment. It said the NPF continued

to sound like an old tape recorder, repeating over and over again that were the single largest party in the Assembly with 26 MLAs. While not denying the fact that NPF secured 26 seats out of 60, NDPP however pointed out that the NDPP-BJP alliance managed to secure 30 out of the 60 seats contested. It further reminded the NPF that the alliance between NDPP and BJP alliance was a pre-poll alliance based on seat sharing. Being the single largest entity in the House, the alliance was asked to form the new government, it said. “The rule of majority is such that a majority by a single digit is still a majority and therefore, no matter what the opposition may say, this rule cannot be manipulated to their liking as has been the case in their past,” NDPP stated. Further, NDPP said it never “lectured” the opposition legislators on the proceedings of the NLA, but have only voiced their displeasure at the treatment meted out to the august

office of the Speaker. NDPP termed it as “most unfortunate” that the NPF took it as a “lecture” to their MLAs. It said no one needed lecturing as every elected member was matured and equipped to make decisions that will impact the lives of their electorates, unless the NPF “lectures” their own. However, being a responsible political party in the state, NDPP said it will continue to defend any insult meted out to the sanctity of the office of the Speaker and the Nagaland Legislative Assembly which are the upholders of democracy and the house of the people. It said the recent statements of NPF president and Leader of Opposition during the NPF CEC meeting rather amused the NDPP since they “seemed to know more about the internal matters of the PDA better than the growing frustration amongst their own rank and file.”

KOHIMA, OCT 13 (NPN): Nagaland State Disaster Management Authority (NSDMA) Home Department Saturday celebrated the International Day for Disaster Risk Reduction with school children at The Heritage here on the theme “Towards a safer and resilient Nagaland”. The International Day for Disaster Reduction began in 1989 after a call by the UN General Assembly for a day to promote a global culture of risk-awareness and disaster reduction. Speaking at an event organised to mark the occasion, OSD NSDMA, Johnny Ruangmei, said policy makers and administrators in the state should understand the economics of disaster. Ruangmei stated that random extraction of boulders, stones and sand in rivers leads to disaster as such rampant activities allow the water to flow smoothly with fierce current. Lamenting that construction of unsafe buildings was posing threat to the citizens, OSD said every individual in Nagaland was an engineer and architect, who without proper planning, construct buildings (Cont’d on p-8) randomly. DIMAPUR, OCT 13 (NPN): Nagaland chief minister, Neiphiu Rio, has announced that the state government would soon be coming out with a sports policy that will identify and promote various sporting disciplines suitable to the people of the state. Speaking at the closing function of the North East Zone Inter-State Badminton Championship, organized by the Nagaland Badminton Association at the Dimapur District Badminton Association indoor stadium in Dimapur Saturday, the chief minister said that even though Nagaland was the second senior-most state after Assam in the Northeast region, the Nagaland Olympic Association could get affiliated to the Indian Olympic Association in 2004 after 41 years of Statehood even though independent India’s first Football Captain to the 1948 Olympics was Dr. T. Ao, a renowned Naga. “For the first time we participated in the 33rd National Games held in February 2007 at Guwahati, Assam. We won 11 medals including 1 gold but in subsequent years, our performance has declined,” Rio rued.

assembly. Chief Minister Vasundhara Raje faces anti-incumbency and is fighting hard to hold on to power. The Congress, however, has its own share of problems with no clear chief ministerial candidate and reports of infighting.

Neiphiu Rio (NP)

Stating that the region has huge inborn talents and potential, Rio said that there was a lack of adequate infrastructure and training facilities due to which the potential of the youth could not be explored fully. He expressed hope that the Northeast states would continue to be in the news for good reasons. “Sports brings people together and so we should learn from one another and help each other so that we can build a good image. We should make the State, the Northeast and India proud. I hope we can move together in brotherhood and unity. Our youth should feel that oneness through sports. I hope to see the whole of the Northeast move forward and excel in the field of sports,” he added. The chief minister con-

gratulated NBA president, L Kire and his colleagues, the DDBA, and all those involved in the success of the championship. Rio also lauded the players for not only exhibiting their talent, sportsmanship and team spirit but also for participating, which he said was equally important. Earlier, delivering the presidential address, L Kire conveyed the good wishes of Dr. Himanta Biswa Sarma, president of Badminton Association of India (BAI), who was supposed to attend the programme but could not due to an urgent engagement in Delhi. However, Kire stated that the region was fortunate that BAI president himself hails from Assam. He said that sportspersons of the Northeast have high expectations that Badminton will be promoted vigorously under Dr Himanta’s presidentship. Lamenting the lack of sports infrastructure and facilities in Nagaland, Kire said the state government had already submitted a proposal to the Union Sports Ministry for an eight-court indoor badminton stadium, which was under active consideration. Opinion polls predict Cong win in Rajasthan NEW DELHI, OCT 13 (AGENCIES): Congress could win Rajasthan, while it will be a close fight in Madhya Pradesh and Chhattisgarh, according to the average of four opinion polls, as India heads into crucial state polls ahead of the next general election, reports BloombergQuint. Elections will be held in five states starting Nov. 12. Madhya Pradesh, Chhattisgarh and Rajasthan send 65 members to the Lok Sabha. The five states that are going to polls, including Telangana and Mizoram, are represented by 83 parliamentarians. The results, which will be announced on Dec. 12, will be an indicator of who holds the edge while going into the next general election. In Madhya Pradesh, Chhattisgarh and Rajasthan, the Congress and the Bharatiya Janata Party will go head to head. Of the three, the BJP has ruled two—MP and Chhattisgarh—for 15 years. All opinion polls predict the Congress winning a clear majority in Rajasthan. The poll of polls shows the Congress potentially winning 119 seats in the 200-member

Govt will soon roll out sports policy: CM

The 230-seat Madhya Pradesh Assembly will see a close fight between the Congress and the BJP. While the ABP-CVoter poll shows the BJP sliding from 165 seats to 108, others indicate a close fight. The Congress, in a way, has taken a leaf out of the BJP’s poll pitch by promising a cow shelter in every panchayat and a tourist circuit dedicated to Lord Rama. Incumbent Chief Minister Shivraj Singh Chouhan promises a cow ministry. The 100-seat Chhattisgarh assembly is also expected to see a close contest between the Congress and the BJP, going by the opinion polls. While the ABP-CVoter poll shows the Congress nosing ahead with a 40 percent vote share, other polls indicate a close fight. The pitch has been skewed with Bahujan Samajwadi Party Chief Mayawati refusing to ally with the Congress, and instead, joining hands with rebel Congress leader Ajit Jogi. The BSP had only 4.27 percent vote share in the 2013 polls but in a close contest, the smallest margins can make all the difference.

BAD, DYO flay illegal taxation DIMAPUR, OCT 13 (NPN): Business Association of Daraogapathar (BAD) and Darogapathar Youth Organisation (DYO) have condemned the illegal taxation demand on a “renowned business establishment” under the village on October 2. In a joint statement, BAD president Imenuklo Longchar and DYO general secretary Otto Murumi said the establishment was forced to down shutters unable to pay the huge demand by a Naga national group. They also condemned the attempt to create unrest and disharmony within Darogapathar village jurisdiction. While appreciating the NNPGs’ declaration to exempt Naga entrepreneurs from taxation, BAD and DYO urged them to be sensitive on the taxation issue, as multiple taxations were affecting the public at large. The organizations also resolved to support the call of the Business Association of Nagas (BAN) to exempt Naga entrepreneurs from taxation.

DIMAPUR, OCT 13 (NPN): A man accused of raping his 11-year-old stepdaughter at Meluri town has been rearrested by home guards personnel of Reguri village after he reportedly escaped from police custody at Meluri. Informing of this in a press release, the Naga Mothers’ Association (NMA) has questioned the intent of the policemen on duty and demanded proper investigation. NMA also demanded that all erring police personnel on duty be awarded punishment. NMA has, however, appreciated the “enormous task of re-apprehending” the accused by the village guards of Reguri village. Expressing shock over the rape incident, NMA stated that the event of such beastly act calls for condemnation from all walks

of life. NMA has also appealed to all responsible to remain alert of such sexual predators. Fur ther, NMA has urged the state government to provide proper security to the wife and daughter and rehabilitate them. It also demanded that the accused be given rigorous punishment as per law. NMA extended thoughts to the victims undergoing physical and mental trauma caused by the person who was supposed to give them love and security. Naga mothers also prayed that the Almighty grant them the courage and heal them. Meanwhile, NMA has appreciated the timely intervention of the wife along with Meluri town women organisation and the Pochury mothers’ association and all concerned citizens.
