Naga flag & constitution not compromised: NNPGs

DIMAPUR, OCT 12 (NPN): Working Committee (WC) of Naga National Political Groups (NNPGs) has reiterated that it has not compromised with the aspiration of the Naga people on separate Naga national Flag and Constitution adding these were an integral part of the ongoing negotiation. Highly placed source in the WC of NNPGs informed Nagaland Post that the committee held a marathon meeting with government of India’s Representative and Interlocutor to Naga Peace Talks, R. N. Ravi on Saturday in New Delhi, where it reiterated the desire of Nagas for separate Naga national flag and constitution. The source said both the negotiating parties arrived at a mutual understanding that since the issue could not be resolved at the present juncture, it would be would be pursued through democratic political process post-solution.

DCCF reacts to DVC claim DIMAPUR, OCT 12 (NPN): Reacting to Diphupar Village Council (DVC)’s claim that Diphupar Communities Chairman Forum (DCCF) was an unrecognized forum, the DCCF Saturday clarified that the forum did not seek any recognition or de-recognition from DVC. In a press release, DCCF convenor Vhimala Medom and secretary Zuchumo Mozhui said the forum was a common platform formed for all communities of Diphupar village for maintaining harmony and coexistence irrespective of tribes. Stating that the forum was always concerned about the overall development of the village, the signatories said when misappropriation of village fund came to its knowledge, the forum attempted to sort out in consultation with DVC, but failed after argument developed between DCCF and DVC. However, they said the matter was ultimately solved in the presence of DC Dimapur on October 8, 2018. In the light of the above, DCCF has appealed to DVC to focus on development of the village by judiciously using the fund received from the government instead of making unfounded or baseless allegation against DCCF.

Keeping in mind the Naga people’s desire and support for early solution the source said the negotiating parties have resolved to conclude the talk at the earliest. Meanwhile, in a bid for concluding the ongoing peace process and fulfil the three-month timeframe, the government of India’s Representative and Interlocutor to Naga Peace Talks R.N. Ravi has called for a consultative meeting with Primary Stakeholders, church leaders and civil society organisations on October 18, 2:30 p.m. at Japfu Hotel, Kohima. Reliable sources have confirmed that invitation for the meeting was sent to Nagaland Baptist Church Council (NBCC), Nagaland GB Federation (NGBF), United Naga Council (UNC) and 14 Naga tribes of Nagaland. It maybe be mentioned that WC of NNPGs through its convenor, N Kitovi Zhimomi, in an exclusive interview to Nagaland Post on October 6, asserted that

the committee was ready to conclude the talk. NNPGs had also made it clear that the solution to Naga peace talk should not be kept on hold as there was “no problem between Government of India and Nagas of Nagaland”. Seven g roups of NNPGs which entered the Naga Peace Process at the later part of 2017 signed an agreement with government of India on November 17, 2017, which the former termed as “agreed position” or “preamble”. Governor of Nagaland, who is also the Interlocutor, is in Delhi held both formal and informal meetings with leaders of NSCN (I-M) and WC of NNPGs leaders within this week. All negotiating parties were likely to hold another round of meeting, separately, next week. With the three-month time-frame expiring within couple of weeks, government of India and the negotiating parties were keen to iron out issues or loose ends before inking the final agreement.

Fuel prices cut for 3rd day in a row DIMAPUR, OCT 12 (NPN): State-run oil marketing companies decreased prices of petrol and diesel for the third consecutive day Saturday. Across major cities of the country, petrol prices went down 9-10 paise while diesel prices witnessed a cut of 14-16 paise. In New Delhi, petrol was retailing at Rs 73.32 per litre and diesel became 14 paise cheaper and was selling at Rs 66.46 per litre. After today revision, petrol price in Dimapur dropped to Rs 71.25 per litre and diesel was being sold at Rs. 64.24 per litre. In the state capital, a litre of petrol and diesel was retailing at Rs. 71.77 and Rs. 64.71 respectively. The price of petrol has been reduced by a total Rs. 1.10-1.22 per litre in the four metros so far this month, and the rate of diesel cut by 87-99 paise per litre. Currently, oil marketing companies such as Indian Oil Corporation - the country’s largest fuel retailer - review the fuel rates every day and any changes are implemented at the fuel pumps at 6 am.

Relief eludes water-logged colony residents Staff Reporter

DIMAPUR, OCT 12 (NPNL): Several parts of Dimapur were reeling due to water logging following incessant showers over the past few days, affecting hundreds of people. Areas such as Namgalong colony, Bank colony, Police colony, Ragailong colony, Chungaizang colony, Bangjak Phom colony etc, were the most affected as water level rose to as high as waist-deep in some areas due to clogged drains. It was reported that Bangjak Phom colony was worst affected where over 100 households were inundated by rainwater. Speaking to Nagaland Post, GB of Namgalong colony, Burma Camp ward 5, P Kamei said the water logging caused by clogged drains was a regular occurrence even during short spells of rain. Some of the colony residents expressed dismay that over the past years, no official from Nagaland State Disaster Management Authority (NSDMA) visited their area. When asked if the residents had sought any relief from the NSDMA , they said that instead of the vis-

iting the areas, the officials told them to apply for relief through the DC’s office. The relief was to be applied through formatted forms attached with photographic evidences, and to be countersigned by an engineer. The residents claimed that they get around Rs. 3000 per household, that also after almost a year after submitting the filled up forms. Only in certain situa-

A makeshift camp was also provided for the affected households, where Indian Red Cross, Dimapur district branch donated tarpaulin/tent, essential commodities like potatoes, oil, onions. Rotary Club also donated drinking water, while rice and other essential commodities like dal were provided by district administration.

SHILLONG, OCT 12 (AGENCIES): Archbishop of Shillong Archdiocese, Most Rev Dominic Jala died in a car accident in California, United States of America on October 11 (Indian time) sending shock and gloom across Meghalaya and the Catholic community in the North East region. The North East Regional Bishops’ Council (NERBC), through a press communiqué, stated that after the Ad Limina visit of the Bishops of North East India in Rome, Rev Dominic Jala had gone to the US to attend a meeting of the ICEL (International Commission for English Liturgy) and to meet some of his friends. The Catholic Bishops, in a condolence message issued by Rev.John Moolachira, the Archbishop of Guwahati and president of NEIRBC, expressed deep grief at the death of Archbishop of Shillong Archdio-

Dominic Jala, the Archbishop of Shillong. “He will be remembered for his impeccable service to society and passion towards Meghalaya’s progress. May his soul rest in peace,” tweeted the Prime Minister today. Meghalaya Chief Minister, Conrad Sangma said,

“it is a sad day for our state with the sudden demise of our dear Archbishop, Dominic Jala who passed away in California. He had a close relationship with my family and had always guided me on several issues for the interest of the people. May his soul rest in eternal peace.” Nagaland Chief Minister, Neiphiu Rio also joined in extending his condolences and tweeted, “Saddened to hear the passing away of Most Rev. Dominic Jala Archbishop of Shillong, Meghalaya. A personality of faith who dedicated his life to the message of the Gospel, his death is a loss to the Church. Condolences to the clergy, religious & laity of the archdiocese of Shillong.” Officials of the Mary Help of Christians Cathedral informed that as they await the mortal remains of the Acrhbishop to arrive, they will be having a Concelebrated Mass at the Cathedral everyday at 5.30 p.m.

GoI trying backtrack on commitments: NSCN (I-M) CAB: NPF accuses NDPP of shifting blame DIMAPUR, OCT 12 (NPN): NSCN (I-M) has accused the Government of India (GoI) that the latter, after 22 years long intensive negotiations, was now trying to twist and backtrack on their commitments and words so that the hard-earned Framework Agreement is nullified on any pretext. NSCN (I-M), through its MIP, also expressed surprised that the Government of India was also “trying to hijack the outcome of the talks by using a section of people who are not mandated and do not represent the Naga people and the Naga national issue.” NSCN (I-M) maintained that any proposed solution that betrays the Naga national issue will be but repetition of the past mistakes. “We are sure it will

be a great loss for both the two peoples if we miss this finest opportunity. After all, the truth never dies. No power in history has ever destroyed it,” NSCN (I-M) asserted. Having realized the reality that the case of the Nagas was political, not that of law and order problem of India, talks between the Government of India and the NSCN (I-M) began resulting in the signing of the cease-fire agreement on 1st August, 1997, MIP stated. It said Government of India had recognized the unique history and situation of the Nagas in the subsequent talks held on July 11, 2002. This meant that the Nagas were never a part of the Union of India nor that of Burma either by conquest of the two powers or by consent of the Nagas,

NSCN (I-M) stated. Basing on the recognized unique history and situation of the Nagas, both GoI and NSCN signed the historic Framework Agreement on 3rd of August, 2015. NSCN (I-M) said that the BJP government under the leadership of Prime Minister Narendra Modi took bold and positive step after having recognized the sovereignty of the Nagas, stating that “in keeping with the universal principle of democracy, sovereignty of the Nagas lies with the Naga people.” It had also stated that the inclusive durable peaceful ‘co-existence of the two entities’ was based on the principle of ‘sharedsovereignty. B y i n c l u s ive n e s s, NSCN said it meant- inclusive of all Nagas in all

areas and all aspects of agreed competencies, and it cannot be misconstrued/ interpreted as Union of India. Further, NSCN (I-M) asserted that the Naga national flag was the symbol of the recognized Naga entity. “It is the covenant of God with the Naga people and the commitment of the Naga people to God. The Constitution of the Nagas is the book form of the recognized sovereignty and mutually agreed competencies,” NSCN (I-M) stated. While pointing out that NSCN was deeply committed to the Framework Agreement, and that it will stand by it at all costs in all events, MIP at the same time said it strongly opposed the imposition of one’s will on the other.

DIMAPUR, OCT 12 (NPN): Charging the NDPP of questioning what the then chief minister, TR Zeliang, was doing in 2016 instead of accepting its shortcomings on the Citizenship Amendment Bill (CAB), the Naga People’s Front (NPF) Saturday asserted that diverting issues and shifting blame onto others has become the “professional trademark” of NDPP. Seeking to set the record straight, NPF through its press bureau pointed out that the CAB was proposed in the Lok Sabha on July 15, 2016 and referred to a joint parliamentary committee (JPC) on August 12, 2016 when the present chief minister, Neiphiu Rio, was the Lok Sabha MP from May 2014 to February 2018. “This fact cannot be

denied by anyone,” NPF added. NPF has, therefore, questioned how could the blame be shifted to the NPF party today when Rio himself was the lone Lok Sabha MP representing the NPF Party at that point in time? “This is like spitting at one’s own face,” NPF stated. It also questioned what was the purpose of Rio representing the state in the Lok Sabha if not for facilitating such affairs between his people and the parliament? As MP representing Nagaland, NPF said it was his “bounden duty” to have consulted the state government back home while taking into confidence the voice of the Naga people since CAB was referred to JPC which took over a year. However, NPF alleged

that Rio failed to do it because he was “ignorant” of what was going on in the Parliament during his tenure. “Moreover, he was spending sleepless nights master-minding crisis, one after another, to topple the then NPF led DAN Government in the State,” NPF claimed. Further, pointing out that special provision of Ar ticle-371(G), which came into effect following Mizo Accord and Assam Accord, which gave birth to NRC, safeguard the interest of the indigenous people of Mizoram and Assam, the NPF said that similarly the 16-Point Agreement that led to the birth of Article 371(A) was intended to safeguard the interest of the indigenous people of Nagaland.
