school management. NISA’s president Kulbhushan Sharma had said-- “There is a conspiracy going on against private unaided schools. NEW DELHI, OCT 12 (IANS): Himachal Pradesh will go to polls on a single day on November 9 to elect a new assembly, the Election Commission announced on Thursday without finalising a schedule for Gujarat, drawing sharp criticism from the Congress which accused the Centre of putting pressure on the poll panel. The result from Congress-ruled Himachal Pradesh will be known on December 18. Reporters plied the Chief Election Commissioner with questions about why election dates for Gujarat were not announced on Thursday. Was it devised to give some more time to Prime Minister Narendra Modi to announce or lay foundation for more development projects in his home state before the Model Code of Conduct comes into effect, mediapersons asked. However, Chief Election Commissioner A.K. Joti said the Prime Minister’s scheduled rallies in Gujarat was not a factor and cited technical and other reasons for conducting the Himachal elections in mid-November and deferring the Gujarat polls for some time.

served the ‘black day’ by wearing black ribbons, hanging black flags at school gates and school buses. In a press note, ANPSA president Bithungo Kikon and general secretary Nini Sekhose informed that the association had sent a representation to the Prime Minister, Narendra Modi. Rajesh and Nupur Talwar
ALLAHABAD, OCT 12 (IANS): Serving life term, dentist couple Rajesh and Nupur Talwar were on Thursday acquitted by the Allahabad High Court in the murders of their teenage daughter Aarushi and domestic help Hemraj giving them the benefit of doubt, a verdict that left questions still unanswered on who was behind the sensational killings nine years ago. A bench of Justice B.K. Narayana and Justice A.K. Mishra set free the couple in the murder of 14-year-old Aarushi Talwar at their Jalvayu Vihar home in Noida on May 16, 2008.
ous conflicting policies detrimental to their well being. “The autonomy of private schools is constantly under threat. One of the main problems with lack of autonomy is lack of motivation, restricted scope for innovation and limited scope for Teachers and Principals to perform at optimum levels. Autonomy of private unaided schools should be protected and enhanced,” it added. The association main-
Tanveer Ahmed Mir, lawyer for the couple, said they were able to prove that the CBI case had no basis or legs to stand on. “Once the basis of the prosecution was knocked out because it was unbelievable, then there was no motive. There was no sterling witness.” Aditya Wadhwa, another defence lawyer, said just because there was no other person present in the room, where Aarushi was found dead, it was unjustified to blame the parents for the murder. He said both the judges found the charges against them baseless and there was no strength in the allegations of the CBI. Dhruv Gupta, another counsel for the accused parents, said there was no eyewitness and in a case which depended on circumstantial evidence “the law of the land is that the benefit of doubt goes to the accused”. “Also when is an alternative hypothesis (of some other killer), the benefit of doubt again goes to the accused.” (Full report on p-5)
tained that despite 75% of students were in private schools, the schools do not have a role to play in formulating Education Policies. It is the government who gets to play the role of regulator, financer and provider of education all at the same time, ANPSA added. Since there are challenges to this system, ANPSA opined that private schools should be included in Education Policy formation in the States.
DIMAPUR, OCT 12 (NPN): Nagaland Home minister, Y. Patton expressed serious concern over the influx of illegal immigrants to Nagaland, particularly Dimapur district and stressed on the need to have coordinated efforts from all responsible organizations in order to tackle the issue. Patton said this after inaugurating the new office building of Commissioner of Police, Dimapur at old SP’s Office here on Thursday. Patton also pointed out that the influx of illegal immigrants from Bangladesh were responsible for most of the crimes taking place in the state.
“The illegal immigrants come to our state and create problems and we get the blame”, he added. In this regard, the minister called upon the GBs and village councils to indentify and verify new faces in their respective colonies and report to the police and administration, in the event they fail to produce valid documents. Dimapur being the gateway to Nagaland, the home minister said that if law and order situation in the district was paralyzed, then the whole of Nagaland would be directly or indirectly affected. He therefore, urged upon the uniformed personnel to shoulder the multitask responsibilities with dedication and sincerity so
DIMAPUR, OCT 12 (NPN): The petitioned filed by NPF president Dr. Shürhozelie Liezietsu in the Gauhati High Court, Kohima bench, against 37 NPF legislators, including the Nagaland Legislative Assembly (NLA) Speaker on the issue of its MLAs defying the party’s chief whip during the July 21 floor test was heard on Thursday. However, the hearing was deferred to October 25 next. Meanwhile, NPF media & press bureau (M&PB) in a statement said that the deferment of the hearing on the Whip issue by the High Court “should not be construed as anything negative or positive for either of the parties, since the judge before whom the matter came up for hearing had recused himself from taking up the case on the ground that two of the respondents to the case were his kith and kin.” M&PB reminded that it is the president of a political party, or someone authorized
by the president, who appoints the Chief Whip of that political party so as to keep its legislators within the parameters of the party’s principles and ideologies, especially when it comes to voting in either the parliament or the legislative assembly. “And anyone who deviates from this universal truth and practice would be doing so at his own peril, like what TR Zeliang and group are doing, since their delinquent behavior or action cannot stand scrutiny of the law,” it said. Stating that the case before the court of law was very simple, M&PB asked whether it was the political party or the legislature wing which appoints the Chief Whip for the party? It said that the Tenth Schedule of the Constitution does not have even a whiff of mention that the legislature wing appoints the Chief Whip of the party. Rather M&PB said it has been abundantly clear that it was the political party which appoints the Chief Whip so
as to enable it to keep its flock together. M&PB said the idea behind amendment of the Constitution was to prevent instances such as that of one legislator, Ram Lal of Haryana who had defected three times in a single day, giving rise to the phrase “Aya-Ram-Gaya-Ram”. Citing an instance, M&PB said a direct bearing to this argument was the fact that Mmhonlumo Kikon, the Chief Whip of the BJP in Nagaland was not appointed by Paiwang Konyak, the Leader of the BJP Legislature Party in Nagaland Legislative Assembly, through the direction of the National BJP general secretary, Ram Madhav. “This Whip Issue in the Court is hanging over the TR Zeliang-led government like the proverbial Damocles’ Sword, and sooner or later, the Law will catch up with the wrongdoers and rectify the gross injustices they have perpetrated,” M&PB said.

that peace and tranquillity was maintained in Dimapur. On the occasion, Patton also lauded the contractor, engineers and technical staff for completing the work much before the stipulated time. The building which was supposed to be completed within three years was completed in one year and seven months period.
