Man arrested for raping daughter KOHIMA, OCT 10 (NPN): In a shocking incident, a man has been arrested on charges of raping his own juvenile daughter at Meluri town under Phek district. The accused, whose name cannot be disclosed to protect the identity of the victim, committed offence on the night of October 9, 2018. According to sources, the man was arrested by police following the lodging of a complaint by women organisation at Meluri. Pochury Hoho (PH) has vehemently condemned the inhuman incident and said “there is no place in our land for this kind of abominable act.” In a press release, PH president, Chulekhu, urged the responsible authorities to book the accused under relevant sections of law and award capital punishment.

Asserting that capacity building was another key requirement in the Northeast, Rio said there was a need to constantly learn and innovate so that better services could be delivered, adding that aspirations and expectations of citizens had risen and they demanded best of services in education, health, infrastructure and other sectors.
NEW DELHI, OCT 10 (PTI): India and Japan have held the second meeting of their Act East Forum, during which they agreed to boost cooperation on connectivity projects in the northeast, a Japanese Embassy statement said. The meeting of ‘JapanIndia Act East Forum’ was held on October 8 under the co-chairmanship of Japan’s Ambassador Kenji Hiramatsu and Foreign Secretary Vijay Gokhale. Ambassador Hiramatsu emphasised on cooperation in the NE region, ranging from connectivity to people-to-people exchanges and the need to come up with concrete projects, the statement said. At the meeting representatives from relevant ministries and states of the NER shared their views, the statement said. “As a result of the meeting, future orientation of cooperation in NE was confirmed, ranging from the road and bridge connectivity projects; forest management projects in states; a new initiative to utilise bamboo which is abundant in the (Cont’d on p-5) region...” it said.
Don’t lecture us on Assembly proceedings: NPF to NDPP DIMAPUR, OCT 10 (NPN): NPF Legislature Party has clarified that it had only expressed its displeasure at the biased attitude and step-motherly treatment meted out to its legislators during the recently-concluded Assembly Session by speaker Vikho-o Yhoshü and termed NDPP’s attempt to lecture it on Assembly proceedings as “absurd and inappropriate”. In a rejoinder issued by its press bureau, the opposition party explained that it had pointed out the defects in the Assembly proceedings based on solid foundation and reasoning with an objective to uphold the dignity, prestige and decorum of the House, which was projected in poor light due to biased attitude of the speaker. It asserted that NDPP had no moral right to issue threat and intimidation of not tolerating disrespect to the speaker’s chair, “which was very unbecoming and uncalled for.” Asking ruling party leaders whether they had witnessed proceedings of the recent Assembly ses-
sion, NPF pointed out that any sensible person witness to the proceedings saw how the speaker failed to apply his wisdom and left the August House in shambles, as he was remote controlled by big bosses to escape further disgrace from the opposition bench. The opposition party also took umbrage to the comparison made by the ruling party between the 12th and 13th Nagaland L e g i s l a t ive A s s e m b ly (NLA) by stating that the two Houses comprised of different representatives and that there was no parallel as the circumstances leading to the previous political events were poles apart, unlike the present situation where 26 MLAs were in the opposition bench. Dismissing NDPP’s accusation that no members were allowed to ask questions during TR Zeliang’s regime when there was no opposition, NPF alleged that it was speaker of the current Assembly which had restricted its members to utilise the question hour judiciously on
pertinent issues. It said the question hour was adjusted with other items of business listed for the day and, therefore, comparing the last and present NLA did not hold any water. The opposition party also expressed shock at the way NDPP raised hue and cry over the issue and advised the ruling party to teach its MLAs parliamentary decorum before coming for Assembly Session. NPF reminded the PDA coalition that Naga people had given their mandate to it during the last general election. But due to the fact that the party had 26 MLAs in the House of 60, it broke all records to emerge as the single largest political party in the State. Urging the coalition government to refrain from being scared of its own shadow and do away with the feeling of insecurity by concentrating more on core issues of the State, the opposition party asked the government to tighten its seat belt, get back to work and deliver what was promised to the people of Nagaland.

Talking about the purpose of his visit to Nagaland, since taking over as AICC in-charge of Nagaland, Bordoloi said his maiden visit here was to take stock of the party and to rejuvenate the party from the ‘bottom (grassroots level) to the top’. Also, speaking briefly at the press conference, NPCC president, K Therie, lambasted the PDA government. He said the present government was being money-minded and power-mongering rather than people and issues based government.
DIMAPUR, OCT 10 (NPN): Angami Youth Organisation (AYO) has expressed dissatisfaction with the slow progress of NH-29 four-lane project and appealed to the responsible contractors to expedite the work at the earliest. In a press release, AYO president, Neinguvotuo Krose, said the organisation was dismayed at the “inactive and irresponsible nature” of the contactors involved in the construction of the ongoing four-lane road (Nagaland Sector). Pointing out that the period for construction of road in Nagaland was about six months before the monsoon sets in, the AYO said the current pace of works shows the insincerity of the contractors and the workers involved in executing the work. Till date, AYO said the public had extended all possible support and cooperation towards the contractors for smooth execution of the work. It said the public had also reposed their trust on the firms to complete the works within the stipulated time as per specification without compromising work quality. Further, the organisation stated that NHIDCL executive director had assured completion of the project by the end of 2019 and accordingly specific instructions have been given to the contractors on several occasions. However, AYO has expressed doubt that the work can be accomplished within the stipulated time if the work continues at the current pace. It has therefore demanded that the agency immediately activate all its assets and manpower to deliver the work. AYO cautioned the agency not to give lame excuses on the pretext of evading responsibility.

DIMAPUR, OCT 10 (NPN): Expressing dismay at the practice of absenteeism among the employees in the government offices and institutions, the All Sumi Students’ Union (SKK) has appealed to the deputy commissioner (DC) Zunheboto to take tangible and corrective steps and ensure that all responsible officers regularly attend the office and perform their duties diligently. In a complaint letter addressed to the DC Zunheboto, SKK president, Atokiho Sumi, and general secretary, Hutoshe Kits, pointed out that absence of employees in offices and educational institutions within Zunheboto district was causing immense hardship and inconvenience to the general public especially the student community.

DIMAPUR, OCT 10 (NPN): Appreciating the State government for prohibiting sale of fish treated with harmful preservatives like formalin, Business Association of Nagas (BAN) has urged Naga people and entrepreneurs to venture into fish farming so that the State stopped relying on imported fish to meet local demand. In a statement issued by its media cell, the organisation said the role of fishery department in this regard was very important for technically upgrading fish farmers with modern methods of farming and facilitate in getting best breeds of fishlings so that the State became a fishproducing state. According to BAN, total fish production currently in the State was 8,200 metric tonne, which covers about 30% of the total requirement of fish consumption in the state. It also urged the fishery department to pull up its socks to bridge
the huge demand-supply gap in the State. Meanwhile, stating that the onus was on the government to continue monitoring sale of fish in the State, most of which was imported from outside, the traders’ body called for developing a strict mechanism to test fish before it entered the local market. Proper testing and certification would increase the credibility of the government, it added. BAN explained that formalin was a chemical used to preserve bodies and prevent their decay in mortuaries. Its widespread use nowadays in the preservation of fish and other food items was posing a great threat to public health, it added. The association thanked the health & family welfare department in particular as the ban would protect citizens from harmful cancer-causing and other hazardous chemicals.
PSAN, NNQF allege 87 illegal appointments in Higher Edn deptt
DIMAPUR, OCT 10 (NPN): Public Service Aspirants of Nagaland (PSAN) and Nagaland Net Qualified Forum (NNQF) have sought immediate termination of 87 illegal appointments allegedly made in the Higher Education department and demanded filling up of vacancies through open advertisements. In a joint statement, the organisations said as per a reply received from the higher education department in response to their RTI application seeking details about appointment of assistant professors for various subjects, only 14 out of the total 101 appointed were through Nagaland Public Service Commission (NPSC). Further, 76 candidates (Cont’d on p-5) were showed as appointed
without posts, three attached against vacancies, two against study leave, two against non-sanctioned posts, three against promotion vacancies and one against resignation vacancy. Thus, with respect to the office memorandum of June 6, 2016 that banned all irregular and illegal appointments, there were 87 illegal appointments, the organisations pointed out. PSAN and NNQF said the RTI reply also showed that 52 candidates did not have NET/SLET or PhD, which was compulsory for the post of assistant professor as per the UGC (Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and Measures for the Maintenance of stan-
dards in Higher Education 2010) Regulation, 2013. Seeking the intervention of higher education minister on the matter, the organisations alleged that their open letter to the higher and technical education department on September 11 vis-à-vis submission of applications against the advertisement (no. NPSC2/2018) with September 21 as last date went unheeded NNQF and PSAN further urged the minister to requisition 68 newly-created posts (to be recruited in 2018-19) vide notification (HE/ESTT/2-6/207) and office memorandum (CAB 2/2013, SSL. No 5, dated 4th July 2018) to NPSC for advertisement at the earliest. They warned that failure to take immediate measures would force them to take up further action. K Y M C
