KOHIMA, OCT 10 (NPN): To prove the sincerity and commitment of the government, the state chief minister, TR Zeliang, on Tuesday proposed to soon form a committee on roads that would work jointly with the responsible department for implementation of better roads and connectivity. Speaking at the ‘Colloquium on Road Connectivity’, which was at State Banquets Hall here Tuesday on the theme “Together We Build”, the chief minister said that the state government was committed to better transparency and accountability and would enact and uphold mechanisms towards that end. Zeliang said it was the responsibility of the government to prepare concept papers and DPR to get the sanction as per its vision document. He, however, maintained that it was also the responsibility of the people or land owners to support implementation of the project. The chief minister disclosed that the Centre has approved three major National highways in the state. He

PHED informs on water tank demolition DIMAPUR, OCT 10 (NPN): Public Health Engineering Department (PHED) has planned to demolish the RCC overhead Intze tank located at Naharbari, Dimapur, which has outlived its life span and was at imminent risk of collapse due to weak foundation. In a joint press statement, PHED urban division Dimapur executive engineer P Khetoi Awomi and Naharbari Village Council (NVC) chairman, Tokheli Kikon, stated that PHED in collaboration with the NVC and in coordination with the Power Department and Traffic Police has fixed the period for demolishing the water tank i.e. from October 11-14, 2017. During this period from 8am to 5pm, Naharbari road would be blocked for vehicular traffic and power supply would be cut-off. All outgoing vehicles could take the road towards Darogapathar village and incoming vehicles could take the road via Padum Pukhuri circular road. Public who were affected due to power cut and road block during the period have been requested to bear with the department.

appealed to the tribal hohos and all stakeholders to extend full support to ensure that the projects were completed on time. Zeliang assured that Nagas would see one of the best connectivity within two/three year’s time. According to chief minister, the centre has approved road construction from Avangkhu-Mon-Sonari via Mimi, Pangsha Longwa in principal as Highways 702, 702 B. He said sanction was accorded for preparing DPR. Further, he informed that the centre has approved construction of Tizit-Khelma road, which could link South East Express Highway and on the other end i.e. from Tizit it can be connected to Arunachal Pradesh. Another

road construction from Dimpaur-Nuiland-Wokha-Zunheboto-Shamator-NoklakPangsha covering about 200km has been approved, he said, adding that sanction was also approved for survey and DPR. Informing that by November-December survey and DPR works would begin in full swing, the chief minister appealed to all individuals and landowners to extend cooperation towards road construction. Further, on the construction of road under SARDP covering four districts, Zeliang informed that three tribal Hohos -- Sumi Hoho, Ao Senden and CPO - have given a blanket clearance to go ahead with the construction, adding that

these roads would be completed within 2/3 years. For two lane roads, the chief minister said there was no provision for land compensation as it required only widening but for four-lane road there was provision. Therefore, he appealed to the citizens not fight with government where there was no possibility as it only delayed and hampered the construction. The chief minister insisted that to ensure transparency and accountability the public and NGOs must see that projects were implemented as per specification according to the approved DPR and projects completed as per agreement between the department and the firm (contractor).

Stating that the government was aware of the growing dissatisfaction expressed by various sections, particularly the youth, the chief minister said he cannot deny that the system of functioning was not without faults. He said the thickened layers of corruption in the state, built over decades, had become a vicious cycle. He said the state was passing through a period of great confusion and division, adding that active participation of all the stakeholders was needed to bring about a reformation and change within the state. Assuring that transparency and accountability would begin from today, the chief minister advised the five agencies -- NH, NHIDCL, R&B, BRO and disaster management -- to be active on social media and take suggestions and views of the public. The chief minister said that he was prepared to start over and bring corrective measures starting from himself to his colleagues, bureaucrats and other officials. He appealed to build trust and respect for each other and start a new journey of transformation.

NPRAAF continues to take on Finance deptt over alleged DDA

DIMAPUR, OCT 10 (NPN): Nagaland Public Rights Awareness and Action Forum (NPRAAF) has once again raised serious concern over the alleged Double Drawal Authority (DDA) by the Finance Department (FD) under the PWD (Roads & Bridges) during the period 2001-17. NPRAAF information & publicity cell pointed out that the Finance department (Budget & Monitoring Cell) had released Rs. 20 crore twice (Rs 40 crore) for all the 24 divisions under PWD (R&B) during the same financial year 2016-17. It said Rs. 20 crore was first released on December 12, 2016 and then another Rs. 20 crore on March 16, 2017, both under Non-Plan for “maintenance of roads”. It claimed that in order to avoid making it appear exactly the same, the amounts were interchanged for Phek division and Pfutsero division in the second DA. Similarly, NPRAAF said amounts for Kohima South division and Construction division were also given a variation in the (Cont’d on p-13) second DA, but the total

amount for the two divisions remained the same Rs 5.20 crore (Total- Rs 10.40 crore) for both the DAs. The rest of the 20 divisions got exactly the same amount for the two consecutive DAs, it added. Among all the divisions, the forum said Dimapur division was allotted the second highest amount at Rs 4.22 crore (total- Rs 8.44 crore) for each DA after Kohima South division at Rs 5.07 crore and Rs 4.77 crore for the two consecutive DAs. Maintaining that issuance of such DAs, with interchanged numbers, were nothing but tricky paper works to withstand any possible allegations of double drawals, NPRAAF however made known that the public cannot be fooled every time. It said that the release of these amounts were in addition to crores of rupees released separately for different stretches of roads within the 24 divisions. NSCN (K) cadres attack army NIA will choke foreign RMSA clarifies on sanctioned funds base in Arunachal Pradesh terror funding: Rajnath

ITANAGAR, OCT 10 (IANS): NSCN (K) rebels on Tuesday attacked an Indian Army base in Arunachal Pradesh’s Niausa area. Kohima-based Army spokesman Chiranjeet Konwer said there was no casualty or damage to the Company Operating Base of the Longding battalion in the attack. However, the NSCN (K) via social media claimed that a combined operation group “inflicted heavy casualties of more than 40 Indian soldiers killed on the spot and many more injured”. Konwer said the firing took place at around 1.15 a.m. “They fired five to 10 rounds of ineffective small arms along with a Lathode grenade. The rebels fled after alert sentries effectively

retaliated.” Konwer said that the army was forced to control its firing keeping in mind the safety of the villagers in the vicinity. He said a search operation to nab the fleeing rebels was ongoing. The NSCN (K) said that it used rockets, 40 mm, mortars, explosives and assorted automatic weapons in the attack, claiming that the rebels reached their safe place without any casualty. In response, Konwer said the NSCN (K)’s statement was only to create “sensationalism” and were “baseless and false”. Last month, the Indian Army had said it inflicted “heavy casualties” on NSCN (K) rebels during a fire-fight in Myanmar’s Langkhu village opposite Longwa village in Nagaland’s Mon district.

NEW DELHI, OCT 10 (IANS): Union Home Minister Rajnath Singh on Tuesday called terrorism a “curse for the civilised society”, and said the NIA will soon choke the foreign fund trail to the terrorists operating in the country. “Some people say that the National Investigation Agency has partially succeeded in stopping foreign terror funding. But I will say that the NIA will fully choke the foreign funding to terrorists in the country soon,” Singh said. Inaugurating the counter-terror agency’s headquarters in Lodi Road here, Singh also said: “The NIA will bring down the morale of the terrorists.” He said terrorism acts as a hindrance to development. Lauding the work of the probe agency for proving its credibility in the last eight-and-half years since its formation in 2008, Singh said the conviction rate of the agency was over 90 per cent. Singh said investigating terror activities is a tough job. “But with the help of scientific investigation, it has filed perfect chargesheets,” the Home Minister said. The Home Minister also hailed the NIA’s role in curbing the menace of fake currency which acted as an oxygen for terrorism. (More on p-9)

DIMAPUR, OCT 10 (NPN): Drawing attention to news item with regard to delay in release of RMSA teacher salary, raised Nagaland Public Right Awareness and Action Forum (NPRAAF), the state mission director RMSA, Limawabang Aier has issued a clarification. According to Aier, the funds sanctioned and released by the Ministry of Human Resource Development (MHRD), Government of India (GoI) were for various purposes and not only for salary. Also, fund released by MHRD for one purpose cannot be utilised for another, he said. Accordingly, RMSA has given out the details of funds received by RMSA during 2016-17 and 2017-18. (See table) Further, Aier said during 2016-17, salary of teachers was released upto September 2016 since the state did not receive the 2nd Instalment from the Centre. During 2016-17, he said GoI had released Rs. 1541.71 lakhs as backlog salary of last year and accordingly salary was released. In this regard, salary for RMSA teachers was released upto June 2017. During 2017-18, he said the state government had given advance salary to RMSA amounting to Rs 303.58 lakhs and the same was refunded to the state government. Aier also informed that GoI had sanctioned Rs 1180.62 lakhs as 2nd part of the 1st instalment. He said that the SMO, RMSA was doing its best to get release of the sanctioned amount for payment of salary to RMSA teachers.

In the end, the NGRC-1CU said that the company abandoned the contract work completely by leaving the Naga Hospital in a very ugly condition. Thereafter, it said the government requested the PWD to take up the work for completion but the department declined. Another mega project under SARDP for upgradation of existing one lane to two-lane projects namely Chakabama-Zunheboto road, ChangtongyaLongleng road, PfutseroPhek road and Mon-Tamlu-Merangkong road, the union said was abandoned by the contractors without completing even a single kilometre out of total length

The project was sanctioned by the Ministry of Road Transport and Highways and works were awarded to Gayatri & Myatas (JV), the NGRC-1CU said, adding that tender amount of these works was Rs. 983 Crores for 318km total length and the work order was issued amounting to Rs. 1130 Crores. However, the union pointed out that the amount for earth work (earth cutting) of those projects was Rs. 280 crores but the same was not completed. It stated that the contractors could not complete even an earth work but the department released the contractor’s bill amounting to Rs. 602.34 crore. NGRC-1CU urges CM to act on abandoned projects DIMAPUR, OCT 10 (NPN): Nagaland Government Registered Class-I Contractor Union (NGRC1CU) has expressed concern over the several abandoned development projects in the state and appealed to the chief minister to take necessary action. In a representation addressed to the chief minister, the NGRC-1CU president, Seyikuolie, and vice president, S Bendang Jamir, pointed out that past mega projects in Nagaland undertaken by the contractors from outside had executed the contract works with a view that outside contractors were more competent than the local contractors. However, NGRC-1CU said that most of those projects undertaken by contractors from outside never saw the light of day. Citing one such abandoned projects, the union stated that for up-gradation

DIMAPUR, OCT 10 (NPN): Nagaland chief minister, TR Zeliang, has expressed grief at the demise of Er. Dikhrolo Mero, retired Engineer-in-Chief, who passed away in Dimapur on Tuesday. In his condolence message, Zeliang described late Dikhrolo Mero as not only a sincere and dedicated officer but also an outstanding Naga leader, adding that his death was a major loss for the Nagas. KU appeals all to maintain sanctity of Lonyak Lao-ong Mo DIMAPUR, OCT 10 (NPN): Following the controversy surrounding the alleged speech made by Home minister, Y. Patton during the Lonyak Lao-ong Mo festival at Mon, the Konyak Union (KU) has appealed all to maintain the sanctity of the festival. In a joint statement, KU president S. Manlip Konyak and general secretary Honang M. Konyak clarified that the union, without any bias nor with any party inclination/favoritism, invited the head of the state to grace the harvest festival of the Konyaks as chief guest. As normal practise, KU said the chief minister was accompanied by numerous entourage/VVIPs. As requested and with the approval of the chief host (Konyak Union), as sign of courtesy and hospitality, KU said it had allotted

time to the three VVIPs-Home minister, Y. Patton; Arunachal Pradesh MLA, Denwang Wangsu and KU (Myanmar) president to deliver short speeches. However, KU said it was shocked to learn the unfortunate turn of events that evolved over the alleged speech of Y. Patton. In addition, KU said the sanctity of Lao-ong Mo was also diluted in the statements issued by different parties. The union said it only wished that the people should have understood the true meaning of Lao-ong 2017 theme “enculturation” where by such ugly scenario could have been avoided.
