People have rejected NPF: Madhav

MOKOKCHUNG, OCT 9 (NPN): BJP national general secretary, Ram Madhav on Tuesday asserted that the people of Nagaland have rejected the NPF in the last election. The mandate of the people should be respected and ensure that the ruling PDA coalition government is allowed to run smoothly, he said. Speaking at the BJP Nagaland state unit’s 7th State Executive meeting at Town Hall here, Ram Madhav affirmed that pre-poll alliance with the NDPP and others would be maintained in order to maintain a stable government in Nagaland. Taking a jab at the opposition NPF with which his party was in alliance in the previous government, Madhav said that politics was not charity, saying political parties want to strengthen their base and grow. He claimed that NPF restrained BJP’s growth in Nagaland prompting the latter to forge a prepoll alliance with NDPP on seat sharing basis. Making the stance of the BJP clear, Madhav challenged the state BJP to “capture power to serve the

CMO on road re-alignment DIMAPUR, OCT 9 (NPN): On the issue of realignment of MerangkongTamlu-Mon road, the chief minister had a meeting with Union Minister of Road, Transport and Highways, Nitin Gadkari along with officials of the Ministry and NHIDCL on October 5, 2018 in New Delhi. In a press release, chief minister’s office (CMO) said under the earlier approved SARDP project, 80 percent earth work was done by the earlier contractor M/s. Gayatri along the existing alignment. However, after declaration of the road as National Highway, the gradient along this alignment was found not technically feasible, as per National Highway specifications. Therefore, a new alignment was suggested, but the villages of Wakching area raised objections as the new alignment would not be touching their villages. In view of the concern expressed by the villages, and as requested by chief minister, the Union Minister agreed for a final survey for an alignment that would be as per the National Highway specifications. According to CMO, the survey will be completed without delay.

It was also declared that state BJP would hold its executive meeting once every three months, with next meeting scheduled at Noklak. In his address, Nagaland deputy chief minister Y. Patton, who is also the leader of BJP legislature party, said that BJP was

neither anti-Christian party nor Hindu party, but a political party for all Indians and committed to development. He reminded that it was former prime minister late Atal Bihari Vajpayee who recognised the uniqueness of Naga history in 2003. Regarding rail link construction from Dimapur-Zubza, Patton said the contractors have assured the government for early completion of railway line. He said the central government was ready to sanction funds for construction of Express Highways and railway from Thelma, Peren district to Tizit, Mon district provided all the affected districts provide NOC. In this regard, he appealed to all the affected districts to provide NOC and receive the better development. Organizing secretary north east in-charge, Ajay Jamwal and Nagaland minister P Paiwang Konyak also addressed the meeting. The meeting was attended by delegates from all the 12 districts of Nagaland, state BJP central leaders, state BJP legislators and other BJP functionaries. Doval replaces cab secy as SPG chief NEW DELHI, OCT 9 (IANS): Strategic Policy Group (SPG), formed to assist National Security Council (NSC), has been reconstituted with National Security Advisor Ajit Doval as its chief to strategize on matters dealing with internal and economic security. A notification to this effect was issued by the NSC Secretariat last month. Doval will now replace the Cabinet Secretary, who was earlier chairperson of SPG. SPG will assist NSC and undertake among other tasks a long term strategic Defence review. “The SPG shall be the principal mechanism for inter-ministerial coordination and integration of relevant inputs in the formulation of national security policies,” the notification said. The other members are NITI Ayog vice chairman, cabinet secretary, three services chiefs, RBI governor, secretaries of MEA, Home, Defence, Finance, Defence P r o d u c t i o n , Reve nu e, Atomic Energy, Space and National Security Council Secretariat besides Scientific Adviser to Defence Minister, Secretary (R) in Cabinet Secretariat and Intelligence Bureau chief.

CM inaugurates 5-day children’s film fest Correspondent

KOHIMA, OCT 9 (NPN): Nagaland chief minister Neiphiu Rio said films and theatre could be used as tools to influence and shape a society as they played a formative role in drawing attention to important issues, besides moulding public opinion. He said this while addressing a gathering during the launch of Nagaland Children’s Film Festival at RCEMPA auditorium, Jotsoma here on Tuesday. Rio also launched children’s Nagamese movie “Nani Teri Morni”, a film based on Mhonbeni Ezung (Lotha), who was the youngest (9 years) recipient of National Bravery Award for Children in 2015 for saving her grandmother from drowning and triumphing over her fear, on the occasion. The 42nd-minute film has been written and directed by Akashaditya Lama, produced by Children’s Film Society, India (CFSI) and its line producers are Ankita Tiwari and Rebecca Changkija Sema. He termed launching of the first Nagamese film shot in Nagaland and based on the inspiring story of Mhonbeni Ezung as “momentous”. He congratulated artistes and entire crew of the film for having taken the initiative of producing the film and expressed his confidence that this was just the beginning as it could catapult the film industry in Nagaland to the national level. Encouraging producing films, Rio said cinema was a medium to express one’s voice and ideas and encouraged children to think outside the box by challenging them to develop

unique ideas and concepts. He remarked that Nagaland was known for its beautiful landscape, natural beauty and unique culture and traditions with every tribe having distinct songs, music and dances. He said history of Nagaland ranging from its legendary head hunters, to the stories of World War II and the struggle for Naga identity and stories of insurgency and peace were all subjects on which many researchers had worked and could be subjects for writing books and making films. KOHIMA, OCT 9 (NPN): NPF Legislature Party leader, T.R. Zeliang Tuesday maintained that the alliance with other political parties would be worked out for providing political stability and bringing development, and not to simply form a government. In a House of 60, Zeliang said unfortunately one member passed away and now there were 59 legislators. And, if NPF could have four more MLAs, he said the party could stake claim to form the government. He, however, added that the party was in no hurry yet as it would not bring sustainable development. Addressing NPF Central Executive Council (CEC) meeting at the party’s central office here on Tuesday, he

quipped, “Being the largest party, NPF can stake claim constitutionally to form the government.” Zeliang alleged that political adversaries were insecure and thus trying to create a rift between him and NPF president. He assured party leaders that he would never take any decision on any important political issue alone, without consulting the party as he could not bear the entire responsibilities alone. Informing them that NPF legislators had on July 27 given him full authority to find out ways to form a collation government, Zeliang said he and Liezietsu would work hand in hand on this, adding that consultations would be held before taking any decisions. He said the kind of offer made to NPF MLAs and how they spurned them were all out in open. Zeliang further questioned why the Central government had not released the first instalment for MGNREGA to the State. He explained that unless utilisation certificates were submitted on time, funds would not be released on time and said Nagaland was the only State not to have received the first instalment. On the State government properties within and outside Nagaland, Zeliang said these were given on rent at throw away prices and cited the instance of Nagaland House in Kolkata.

KOHIMA, OCT 9 (NPN): NPF president Dr. Shürhozelie Liezietsu has termed the NDPP’s allegation of his illtreatment at the hands of his party men as “baseless”. Addressing NPF Central Executive Council (CEC) meeting at the party’s central office here on Tuesday, Liezietsu remarked that NDPP-BJP combine was only “manufacturing wild rumours” by forgetting their obligations, commitments and responsibilities made to the people, thereby exposing their true colour and indicated that they were not comfortable. Being a strong opposition in Nagaland Legislative Assembly (NLA), he said NPF had nothing to worry about and nor was it in a hurry to overthrow the government, though he urged party men to remain alert to rumours being spread (Cont’d on p-5) by their political adversaries.

Won’t tolerate disrespect to speaker: NDPP DIMAPUR, OCT 9 (NPN): Expressing astonishment at NPF’s charges against Nagaland Legislative Assembly (NLA) speaker Vikho-o Yhoshü that appeared in local dailies on October 7, NDPP asserted that it would not tolerate such disrespect to an office that was revered by everyone and was also the face of the State. In a press release issued by its media & communication committee, the ruling party condemned the NPF Legislature Party’s statement and called on all right-thinking citizens of the State to decry such “callous and immature” statements made by the opposition legislators. NDPP expressed surprise that the opposition party’s decision to take “sacred” matters of the House to public domain, especially when a delegation of NLA was preparing to participate in the Commonwealth Parliamentary Meet. It accused NPF of not respecting the sanctity of the House and restoring to an “un-parliamentary”

conduct. It was unfortunate that a party like NPF had stooped so low in its desperate attempt to attack the PDA government. Perhaps it was bereft of issues and so was resorting to personalised attacks and resorting to punch below the belt just to grab public attention, the release added. According to the ruling party, NPF and its legislative wing should be the last to question the actions of the speaker considering the fact how it managed and manipulated the 12th NLA by using the office of the then speaker of the House to its advantage. Referring to an opposition-less Assembly during TR Zeliang’s tenure, NDPP said NPF should not be proud of it or consider it as an achievement because no democraticallyelected government could function impartially and provide good governance without an opposition to maintain checks and balances. The ruling party

alleged that the then leader of House in collusion with NPF president had disallowed its legislators from raising questions of public importance on the floor of the House, thereby implicating the office of the speaker. Citing an instance of how democracy flourished during the 12th NLA, the ruling party said one NPF legislator was made to raise a particular issue aimed at tarnishing image of another MLA, who also belonged to the Treasury Bench, during zero hour at the instance of Zeliang in one of the Assembly sessions. The legislator, who was attacked, ultimately had to walk out of the House in protest as the then speaker refused to allow him to speak in his defence. The ruling party also accused then chief minister of making a mockery of not allowing members of the House to speak on issues they felt were for the benefit of people.

He said the performance was an indication of moving together as a family, appreciating and supporting one another, adding the bureaucrats were also impressed by the role played by “our legislators” for bringing back the real spirit of democracy. NCD to monitor road works in Dimapur

DIMAPUR, OCT 9 (NPN): Naga Council Dimapur (NCD) has appealed to the PWD (R&B) to ensure quality work in the proposed improvement of Dimapur city roads, saying it would also closely monitor the execution of works. In a letter addressed to the chief engineer PWD(R&B), the NCD president, T Bangerloba, reminded the department to consider good quality workmanship, good quality material and work execution within a limited time while allotting/ distributing the work. NCD also urged the department to allot work to the reputed and experienced contractors capable enough to execute (Cont’d on p-5) the proposed work.

DIMAPUR, OCT 9 (NPN): Tizit Area Students’ Union (TASU) has served a 20-day ultimatum on the responsible department and the contractor to resume construction works along Namtola-Mon section of NH-702. In a press release, TASU president, T Noklem Konyak, and general secretar, Phoanei Konyak, cautioned that failure to deliver within the stipulated time would compel the union to resort to complete blockade of NH-702 and the department and the contractors would be held responsible if any untoward incidents occurred. They said the decision to serve ultimatum was taken after thorough deliberation at its executive meeting. The signatories laminated that despite release of sanction for the work order last year, the construction of the road remained slow. They said soiling was yet to complete in spite of several appeals to the department concern and the contractor. Further, TASU pointed out the Inter State Connectivity (ISC) road from Tizit town Khonsa (Arunachal Pradesh) via Yanpan-Sakho-LoakkunNokzang has been completely neglected. In this regard, TASU said it met the contractor and the responsible authorities of the department and asked to resume the construction of road. Beside, TASU said it had also demanded constructing four RCC TBeam Brigdes on the said road. However, the union (Cont’d on p-5) said the works have not materialised till date.

ACAUT responds to PWD (R&B) DIMAPUR, OCT 9 (NPN): A day after executive engineer (EE) of PWD(R&B) Phek division reacted to its allegations of corruption in the PokhungriAvankhug road project, ACAUT Nagaland through its media cell Tuesday maintained that it “dutifully reported” as per the RTI it had received from PWD (R&B). ACAUT said it files RTI after receiving complaints and concerns in matters of public importance. Reacting to EE’s assertion that allegations by ACAUT Nagaland was “technically without substance and uncalled for”, ACAUT asked the EE to explain how was unforeseen working condition reported for the second time when earlier contractor M/s Nagaland builders had also surrendered work order because it was ill-equipped to handle the unforeseen working conditions. ACAUT said that citing the same reason the second time was simply not acceptable and puts a huge question on competency of the engineers and contractors, who were part of the project, and the efficiency of PWD(R&B) to handle projects. Conceding hypothetically that ear-

ACAUT said the contractor should have first concentrated the work project assigned to him and not deviate from the specified project. As such, ACAUT said the road project remained incomplete after almost six years past its completion date. “Who should be held accountable for this?” ACAUT asked. ACAUT stated that out of five approved border trade centers, Avankhug was one such strategically located prime trade centre, not only between the two countries, but ASEAN countries. Therefore, ACAUT said the road project was of prime importance for the region and “a race against time to go in tandem with the Act East policy.” K Y M C
