NPRAAF slams DoSE for Students in Wokha stage delay of RMSA salary protest over Oct 3 assault
KOHIMA, OCT 9 (NPN): Nagaland chief minister, TR Zeliang, on Monday said that importing labourers, builders and illegal immigrants from outside was “dangerous trend in ruining our economy.” Addressing the 3rd VDB conference cum mission Antyodaya Gram Samridhi Evam Swachchata Pakhwada (village well-being and cleanliness fortnight) Monday at SIRD Auditorium here, the chief minister said Nagas should not blame the government over the huge presence of the illegal immigrants, but blame “ourselves because we brought them”. Stating that government was laying huge emphasis on skill development of women and youth, the chief minister said availability of skilled work force would facilitate them to set up micro enterprises in villages and help in sustainable development. Skill development in various trades needed to be taken up in all the districts, Zeliang said, adding that through skill development, tangible changes could be brought about in
DIMAPUR, OCT 9 (NPN): A day after Nagaland RMSA Teachers Association-2016 (NRMSATA -16) served a 7-day deadline on RMSA department over non-release of salary, the Nagaland Public Rights Awareness and Action Forum (NPRAAF) has come out with “strong support” to the teachers and demanded that the Department of School Education (DoSE) must disburse salaries without further delay. NPRAAF through its publicity and information cell revealed that the Finance Department through the Budget and Monitoring Cell had released a total of Rs.99.83 crore under RMSA during 2016-17 and 2017-18 to the DoSE (demand No.31-School Education). NPRAAF pointed out that Rs.67.83crore was released during 2016-17 on four occasionsRs.278.84lakhs on March 6, 2017; Rs.3994.82 lakhs on June 16,2016; Rs.1426.41 lakh on September 14,2016 and Rs. 1083.17 lakhs on December 19,2016. Further, it said the FD also released a total of Rs.32 crore on five occasions for the financial year 2017-18. NPRAAF said Rs.305.58 lakh was released on April 26,2017;Rs.591.82 lakh on June 14, 2017; Rs.687.10 lakh on June 20,2017; Rs.1541.71 lakh on August 2,2017 and Rs.76.34 lakhs on Auguest 3,2017. NPRAAF also pointed out that while issuing Drawal Authority, on April 26,2017 and June 20, 2017 amounting to Rs.9.90 crore, the FD had mentioned that they were intended for payment of salaries. Again DA was issued on March 6,2017 , June 14,2017 and August 3,2017 amounting to Rs.9.47 crore which were indicated as 10% state share under RMSA. Since the FD had not indicated any other activities/ works for the rest of the releases in the DAs, NPRAAF said this had also given rise to “doubtful payments”. (Cont’d on p-7)

Maintaining that lack of skilled work force to a great extent has limited the scope of development in villages, the chief minister said that this was the reason the state government had declared 2016 as year of “Construction workers”. Zeliang said that all the government programmes were intended to achieve and take care of different facets of rural development. In this regard, he said equal importance and priority must therefore be given to each programme to bring about holistic development, which would go a long way in bringing about positive transformation and sustainable development of villages. To harness the best
possible outcomes through successful implementation of various programmes, the chief minister said it was imperative that all stakeholders of rural development were adequately trained through capacity building. Further, he said that capacity building programme and government mission should move together to make it a sustainable mission. On checking corruption, he asked the public to advise or suggest proper system to check corruption. Zeliang said that without strong system put in place, no matter how much funds were poured in, it would flow with water. He maintained that proper system alone can change the corruption. in the state, the chief minister said public also needed to raise their voice against the contractors who were allotted for certain project but did not construct the roads. In this regard, he said a consultative meet has been convened with all the stakeholders on October 10, 2017. Informing that the Centre has approved seven National Highways in the state, the chief minister said the state government intended to make the best connectivity across the state. In this regard, the chief minister appealed to the VDB leaders to talk to the landowners not to obstruct the work during construction claiming land ownership. (Cont’d on p-8)

WOKHA, OCT 9 (NPN): Students in Wokha district on Monday staged protest in the respective schools to express resentment over the alleged arrest and assault of a student in uniform on October 3. However, despite promulgation of Section 144 CrPC by district administration in Wokha town on Monday, the three apex organizations of Wokha districtLotha Students’ Union (LSU), Lotha Eloe Hoho (LEH), and All Nagaland Private Schools Association (ANPSA) Wokha Unit- went ahead and submitted a memorandum to Deputy Commissioner Wokha demanding immediate investigation on
the matter. Due to promulgation of prohibitory orders, students who were supposed to join the silent procession reportedly staged protests in their respective institutions. In the memorandum, the three organizations demanded setting up of proper mechanism immediately, to ensure protection of students in uniform by the law enforcing agencies and responsible authorities. ACAUT rejects draft Lokayukta Bill, 2015 Dimapur CSOs DIMAPUR, OCT 9 (NPN): ACAUT Nagaland has out rightly rejected the state government’s draft on “Nagaland Lokayukta Bill, 2015” saying “the bill was just an attempt to hoodwink the Naga public.” ACAUT Nagaland through its chairman Joel Naga and member, Mar Longkumer, in a letter to the chairman of the Standing Committee on Lokayukta, made its stand clear that ACAUT would not accept the bill in its present form under any circumstances ACAUT said almost 1/3rd bill, signed by chief minister T.R. Zeliang on July 18, 2015, was unacceptable, saying it ran contrary to the meeting held on September 26 with the standing Committee on Lokayukta. ACAUT said that the government had presented the proposed bill in a rushed manner without giving ample time to ACAUT members to study the bill before it is presented. Terming the draft ‘Nagaland Lokayukta Bill, 2015’ as “useless”, ACAUT said section 8, section 14 (4) (b), section 16, section 20, section 25 (2, 3, 4 & 5) and section 30 of the bill was totally unacceptable.
With regard to section 9, ACAUT stated the particularly section was deemed to infringe upon the effectiveness of Nagaland Lokayukta and at the same time demanded that the insertion of ‘Second Schedule’ (in section 9) was completely unnecessary and needed to be deleted as a whole. Even after raising important points during the recent meeting, ACAUT said it was utterly surprised to note that the word “suo motu”, which was crucial for the effectiveness of the Lokayukta, was nowhere mentioned in the draft, particularly in Section 11 (1). ACAUT further pointed out that there was no investigation wing and prosecution wing in the Nagaland Lokayukta Bill, 2015. While stating that section 26 needed to be “fundamentally rephrased”, ACAUT said the requirement of prior sanction from the competent authority to go ahead without prosecution cannot be blanket. DIMAPUR, OCT 9 (NPN): Dimapur-based civil society organisations (CSOs), which attended the Naga Council Dimapur (NCD) convened meeting at NCD office, Dimapur October 9, 2017, have resolved to set up a Public Action Committee (PAC) to deal with the issue of attempt on the life of L Doulo, proprietor M/S Kuda Cold Storage, and act as “screening/ monitoring point to detect illegal immigrants.” The committee, under the banner of NCD, would be headed by Vekhosayi Nyekha as convenor. The committee members would comprise of 19 tribal hoho/union presidents or his nominees, NWHD, GBs, DDCF, DUCCF, DCCI, BAN, EDBA and CTCC and representatives of selected NGOs. Through IMI, the Government of India aims to reach each and every child under two years of age and all those pregnant women who have been left uncovered under the routine immunisation programme. The special drive will focus on improving immunization coverage in select districts and cities to ensure full immunization to more than
90% by December 2018. In his address, Imchen said IMI was initiated by the central government with the objective of safeguarding and preventing preventable diseases at an early age through immunization. KGBUAC lauds GoI
DIMAPUR, OCT 9 (NPN): Kuki GB Union Ahthibung Circle (KGBUAC) has welcomed and expressed contentment with the government of India for “taking on board the working committee of the six Naga National Political Groups (NNPGs) for final settlement of IndoNaga political issue.” In a press note, KGBUAC chairman, Thanghen Sitlhou, and vice chairman, Satsei Thangeo, said that the Naga political movement began in the year 1929 and the “forerunners of the struggle for self determination toiled with years for our today.” After a lapse of nearly 80 years now, the union said the GoI invited “all stakeholders in the negotiating table”, adding it would surely bear “tangible results.” Further, the union appreciated the positive move taken by government of India to solve the vexed Naga political issue through its interlocutor RN Ravi.
