IMPHAL, Nov 4: Manipur chief minister N Biren Singh, during his maiden visit in Chandel district, Saturday announced a new scheme for the disabled people of the state, Chief Ministergi Sottharabasingi Tengbang (CMST). The chief minister announced the new scheme for the welfare of the people with disabilities at a public reception at Maha Union Ground before the cabinet meeting. Under the scheme, a monthly amount of Rs 500 will be assisted to disabled person who are bed ridden.
Sikkim panchayat polls held peacefully
G a n gt o k , N o v 4 ( Age n c i es ) : T h e Panchayat polls in Sikkim were held peacefully, the state election commission said. North district recorded 83 per cent turn out followed by 77 per cent in South district, 75 per cent in East and and 73 per cent in West district, the commission said in a statement. The counting of votes will take place on November 5. Altogether 228 candidates are in fray in 84 zilla panchyat seats and 1062 contestants in 499 gram panchayat seats. The ruling Sikkim Democratic Front (SDF) led by Chief Minister Pawan Kumar Chamling has already won 537 gram panchayat and 27 zilla panchayat seats.

Bomdila, Nov 4 (PTI): Defence Minister Nirmala Sitharaman Saturday stressed on prioritising peace and called it the stepping stone for development. Sitharaman, who was inaugurating the second edition of Buddha Mahotsava at Bomdila in West Kameng district of Arunachal Pradesh, said it was necessary to prioritise peace for development and the Center would definitely respond to any need of the state and its borders. “We (the Centre) are with the people of Arunachal Pradesh,” Sitharaman, who was accompanied by Union Minister of State for Home Kiren Rijiju, said. The people of the state are the “real sentinels” for guarding the
frontiers and securing the borders of the country, she said and appreciated them for living harmoniously with nature. “I stand here first as a citizen of the nation and secondly as the defence minister,” she said. Rijiju called upon the people of the district to work for development and said he would be happy to help. Seetharaman later in the day flew to Itanagar where she would stay the night and hold meetings with Chief Minister Pema Khandu and Governor Brigadier (Retd) B D Mishra. She is scheduled to visit Kibithu in remote Anjaw district bordering China tomorrow to meet the troops guarding the frontier, a defence spokesman said.

Controversial history book burnt in Manipur

IMPHAL, Nov 4: Copies of the controversial book titled ‘The Writers of Mahabaratta & Ramayana as the Religious Scientist’ written by Omar Singh Wangkhem was Saturday burnt in front of the office of Manipuri Students’ Federation (MSF) in Imphal. Members and volunteers of MSF along with members of UKAL, Kangla Phamthol 66, Kanglei Salai Apunba Lup, Yelhou Enat Kanba Lup, Manipur Enat Kaba Lup and Phuruplakki Khunnai Punsikol burnt the
book which was already banned by civil society organizations. The students’ body has burnt around 800 copies of the published 1000 book. MSF has also appealed people to submit the remaining books to its office. The students’ body also warned the author for writing such book which might malign the good image of the Manipuri history. Talking to reporters at the site where the book was burnt, MSF vice-president Oinam Premsagar said that the book was highly unfavourable to the local environment and contains foul
language. While referring to a sentence on page 13 of the book that read as: ‘In Meitei legendary story, a Meitei woman who is a prostitute may be a goddesses (sic),’ Premsagar said it is derogatory on religious and social grounds and without any cited source, the entire book is unreliable as much as it is baseless. The vice president also pointed out that there are more instances of unfounded statements. He further said that on page 27, it is mentioned: …the women prostitutes of Manipur become god-

The HSPDP also urged people not to rush for Aadhaar enrolment especially when petitions challenging the validity of Aadhaar are being heard by the Supreme Court. As on October 15, out of a targeted population of 32,30,132, around 4,63,058 have been assigned with the 12-digit Aadhaar number in Meghalaya. However, Meghalaya BJP leader J.A.Lyngdoh explained that the Aadhaar project was engaged in providing residents in the country a unique identification number (called Aadhaar) linked to the resident’s demographic and biometric information. He said the project aims to create a platform that serves as an identification infrastructure for delivery of public and private services to the residents of India”. “It (Aadhaar) has got the enormous potential to refine the delivery of social sector schemes such as the rural employment guarantee scheme besides addressing some of the major challenges, including payment of wages and ghost beneficiaries,” Lyngdoh said.

Shillong, Nov 4: More than 1,000 people, who had enrolled themselves under Aadhaar in Meghalaya, have sought to withdraw from the biometric scheme. The Meghalaya Peoples Committee on Aadhaar (MPCA), an umbrella organisation of student and civil society groups had launched a campaign to “opt-out of Aadhaar” to express their opposition and apprehension against the 12digit unique identification number. The people who have opted-out of the bio-metric number alleged that they were coerced/misled into enrolling because they were warned that they would lose their rights as a citizen. The powerful Khasi Student’s Union, which launched the agitation against the Aadhaar since 2014, said that the biometric enrolment will only facilitate illegal immigrants to strengthen their claim to being genuine residents of Meghalaya. “1, 202 people had signed documents to withdraw from the biometric scheme. They are from three centres - Shillong, Mawkyrwat in South West Khasi Hills and Nongstoin in West Khasi Hills districts,” said P.B.M.Basaiawmoit, one of the members of the MPCA. The committee has decided that the date for submitting
letters for withdrawal/opting out of Aadhaar has been extended to November 10. Basaiawmoit said that the committee plans to submit the documents to the Unique Identification Authority of India (UIDAI), the government agency responsible for issuing Aadhaar numbers. Chief minister Mukul Sangma, who is also yet to enroll for Aadhaar, expressed concern over the way the biometric scheme was being pushed, leading to confusion among citizens. “I have not registered for Aadhaar and I share the concern that right to privacy is important, or else the whole idea of democracy gets diluted,” Sangma had said. Moreover, he felt that the Centre must first address the problems of illegal immigration in Meghalaya, Assam and other states of Northeast while pushing for Aadhaar enrolment. In fact, the Supreme Court had earlier passed several orders asking the government and its agencies not to make Aadhaar mandatory for getting benefits of the welfare schemes. However, the Reserve Bank of India had announced that linking Aadhaar number with bank account is mandatory. Meghalaya’s opposition Hill State People’s Democratic Party (HSPDP) said that they would serve legal notice to the RBI for stating that linking Aadhaar with
