N E W D E L H I , N OV 4 (AGENCIES): Prime Minister Narendra Modi on Saturday promised to undertake more reforms leveraging the pace built up by India’s higher ranking in World Bank’s latest ease of doing business survey to realise the nation’s economic and social development, which he said was his sole purpose in life. Assuring traders that all their problems with respect to GST are being addressed, Modi added further improvements will be considered in the indirect tax regime for the benefit of the economy. “With GST we are moving towards a modern tax regime that is transparent, stable and predictable. This report has not taken into account the implementation of GST...Our efforts have gained momentum and it will be easier to improve our ranking further,” said Modi in a joint address with the World Bank CEO Kristalina Georgieva and Minister of Commerce and Industry Suresh Prabhu on ease of doing business. NEW DELHI, NOV 4 (NPN): A 23-year old Naga boy was found dead inside his room at Shalimar Bagh, North West Delhi. Delhi Police IGP, Robin Hibu informed that the deceased was identified as one Motsuthung Lotha. He had been attending coaching classes to prepare for the civil services exam, Hibu stated. Hibu said he had informed the Nagaland House officials about the incident. However, the actual cause of death was not known as post mortem was yet to be carried out till the time of filing this report.

DIMAPUR, NOV 4 (NPN): Department of Power has informed that there would be a total shutdown of power supply in Kohima and its adjoining areas from 6am to 10am on November 5, 2017. In a public notice, executive engineer, transmission division, Kohima, stated that the shutdown was being necessitated due to installation of new control and relay panels at 132/33/11kV Sub-station at Kohima. All consumers under Kohima town and its adjoining areas have been requested to extend cooperation and bear with the inconvenience.

After the ranking improved to 100 from 142 (in the survey published in 2014) I am not able to sleep. I wish to do more…I have one life and one mission,” Modi said. The prime minister assured that while the ease of doing business further improves, the government is also committed to reducing the cost of doing business for micro, small and medium enterprises (MSMEs), a sector that accounts for a large num-

ber of jobs. According to data available from the ministry of micro, small and medium enterprises, there are about 56 million MSMEs accounting for about 110 million jobs in the country. Modi said that India has reached a position in ease of doing business from where further improvement is easier. “In management terms, we have achieved critical mass for a swift take off,” said the prime minister. In the forthcoming meeting of the goods and services tax (GST) Council on 10 November, the federal indirect tax body will take further steps with the support of state governments to strengthen the economy and the financial system, Modi said. All the concerns raised by small businesses and traders in the new indirect tax regime are being addressed. MSMEs with annual sales less than Rs1.5 crore, which were earlier exempted from the central excise duty, have come under the GST regime on account of a lower Rs20 lakh sales threshold for GST. The new sophisticated IT-driven tax regime has put a compliance burden on small businesses as large businesses tend to prefer GST registered material and service suppliers.

DIMAPUR, NOV 4 (NPN): Having failed to elicit any satisfactory response from various departments on the issue of Drawal Authorities, the Nagaland Public Rights Awareness and Action Forum (NPRAAF) on Saturday informed that the forum was all set to submit a representation to the investigating agency with copies forwarded to the Prime Minister, Nagaland Governor and other officials. In a press note, NPRAAF information & publicity cell said that the forum would request an investigating agency to probe into numerous doubtful DAs running into thousands of crores of rupees since many departments had remained silent on it while few departments had embroiled itself into a whirlpool with its own responses. It said that the departments which NPRAAF would be seeking a probe include-- Finance, Planning & Co-ordination, Roads & Bridges, Rural Development, Police, Geology & Mining/NSMDC Ltd. The possibility of including other departments within the scope of appealing for investigation was yet to be ruled out since NPRAAF said it had plans to take up various issue in a phased manner. Meanwhile, NPRAAF lauded the village councils of Tenyiphe- I, Tenyiphe - II and Tenyiphe - III (Virazouma) for being vigilant and exposing about the non-existent hostel in their jurisdiction wherein a total amount of Rs 1. 44 cr (Rs 72 lakh + Rs 72 lakh) was drawn on two occasions. Even though the completion date for construction of the 17 hostels was May 2018, NPRAAF however said that there has been no semblance of any such work in Tenyiphe. Stating that there could be similar cases in many other locations, NPRAAF called upon the public in their respective jurisdictions to verify the existence of such projects and monitor the work progress for their own benefit.

Former Cong members slam NPCC D I M A P U R , N OV 4 (NPN): Former Congress members of Dimapur District Congress Committee (DDCC), ACCC, mahilas and frontal bodies have rubbished NPCC’s accusations and reminded that they had quit the party due “the unprecedented act and autocratic functioning of the NPCC president.” In a press note, former DDCC general secretary (adm) Hollohon Chishi on behalf of the former members clarified their stand for joining hands with NPF led by Neiphiu Rio and chief minister, T. R. Zeliang. It reminded NPCC that that Dimapur district had produced two MLAs out of five seats. Despite being in the opposition since 2003, Chishi said DDCC performed exceedingly well in 2013. However, it said, Phek district being NPCC president’s district, he could not garner even one single

MLA where all five seats went to NPF. Therefore, Chishi said the party workers under the former DDCC president were in fact satisfied with the poll performance as some other district could not garner even one single seat. With regard to the ULB polls, Chishi alleged that, despite the call of the Nagas to postpone the election, NPCC president had gone ahead to declare the election manifesto even before the ruling government released its manifesto Chishi said though the ULB election was supposed to be the first battle of K. Chishi further said Congress candidates for Pfutsero Town Council were asked to withdraw their candidature on January 11, despite being the area of NPCC president. Therefore, blaming DDCC for withdrawing the candidature was baseless and ridiculous, Chishi said. With regards to AICC directive to revamp the party, Chishi alleged that the NPCC president along with working president and general secretary had met AICC general secretary I/c Nagaland, Dr. C.P. Joshi at Guwahati and sought the latter’s permission to expel/ suspend and change some of the party workers.

In a blistering attack on the present ruling NPF-led DAN government in the state, Nationalist Democratic Progressive Party(NDPP) president , Chingwang Konyak on Saturday lambasted the NPFled DAN government saying “the state has witnessed the worst government ever in Nagaland so far.” Addressing the consultative meeting here at Town Hall, Mokokchung Chingwang Konyak went on to hit out at the government for failing in all fronts. ULB poll issue: Hohos demand revocation of NLA resolution

DIMAPUR, NOV 4 (NPN): Tribal hohos of Nagas of Nagaland have resolved not to attend any consultative meeting called by the government of Nagaland until and unless the Nagaland Legislative Assembly revoke November 24, 2016 resolution, which had allowed holding of ULB polls with 33% women reservation. The resolution was adopted at a meeting of the tribal hohos of Nagas of Nagaland, which was held at the Angami Public Organisation (APO) hall, Kohima on October 31. In a press note, sessional chairman and APO president, Dr. Vilhusa Seleyi, and co-host and Chakhesang Public Organisation president, Kekhwengulo Lea, said the meeting held threadbare discussion in connection with revocation of November 24, 2016 NLA resolution pertaining to amendment of Nagaland Municipal Act. Further, the signatories said that the house also resolved to appeal the government of India to invite NSCN (K) to the negotiating table. They said that the house also took note of the “frequent harassment” of the state government officials by the National Investigation Agency (NIA) in the midst of political talk between the government of India and the Naga National Political Groups. DIMAPUR, NOV 4 (NPN): Around 50 member-delegation of the United Naga Tribes Association on Border Areas (UNTABA) held an “intensive meeting” with the kilo kilonser, Hukavi Yepthomi, members of steering committee, kilonsers and deputy kilonsers at Hotel Saramati on November 4 to discuss about the boundary issue. UNTABA chairman Hukavi T. Yeputhomi and secretary media cell, Richard Haolai in a press note informed that the

delegation submitted a representation (see full text on p-6) to the NSCN (I-M) ato kilonser at New Delhi through the kilo kilonser. The members expressed gratitude to the kilo kilonser for holding such a meeting which was most pertinent issue of the Naga people. SKK to begin verification drive of illegal immigrants NHM employees threaten DIMAPUR, NOV 4 (NPN): Following the expiry of its 30-day ultimatum served on all illegal immigrants to leave Zunheboto district jurisdiction, the apex student body of the Sumi community -- Sumi Kiphimi Kuqhakulu (SKK) – held a meeting with the representatives of non-Naga communities (Muslims and Hindus) on November 4 at SKK office, Zunheboto. In a press release, SKK president, Ninoto Awomi, said that the meeting with the non-Naga community leaders was held as the union was all set to start the verification drive on the expiry of the ultimatum. At the meeting, SKK said leaders from both Muslim and Hindu communities fully assured to extend cooperation in the verification drive process. DIMAPUR, NOV 4 (NPN): Expressing dismay over the non-release of their pending salaries since August 2017, the aggrieved employees under National Health Mission (NHM) Nagaland said they have decided go on an indefinite pen-down strike starting from November 10, 2017 if their demands were not met or the responsible authority give a written assurance. In an open letter to the Department of Health & Family Welfare, Nagaland, the NHM employees asserted that they cannot continue to work without salaries any further. “We are left with no other avenues to make our voices be heard unless drastic measures are taken,” they said. The aggrieved NHM employees also appealed to the state government to the release fund so their pending salaries along with their increments and arrears would

be released to them. The employees lamented they not only were they made to work without salary but also fight for their own salaries. “Without salaries, employees have to face lots of financial difficulties making it hard for them to perform their duties efficiently and also fulfil financial commitments they have to their families,” they said. Maintaining that staffs under NHM were the backbone of the health services in the state, the aggrieved employees said timely release of salaries should be the priority of the state authority so they could perform their duties effectively and efficiently. Therefore, the employees have requested the state authority to find a permanent solution to the issue and not put the employees under further grievances.

Poverty, corruption free India by 2022, says Niti Aayog NEW DELHI, NOV 4 (AGENCIES): The government is endeavoring to make a New India by 2022 which will be free from poverty, dirt, corruption, terrorism, casteism and communalism, government think tank Niti Aayog has said in its latest document. Niti Aayog Vice Chairman Rajiv Kumar has presented New India @2022 document at Conference of Governors last month. The document claims that India will be in the top three economies of the world if it continues to grow at 8 per cent from now until 2047. The newly appointed chairman has been at the helm of framing economic policies for the country. The document also envisions that we will achieve ‘Kuposhan Mukt Bharat’ by 2022. K Y M C
