KO H I M A , N OV 1 (NPN): Advisor School Education K.T. Sukhalu on Thursday categorically stated that merely teaching in a classroom does not make a good teacher but the one who chose the profession to K.T. Sukhalu (NP) contribute to development of society through students. On the ‘nil result’ in some government schools, Sukhalu admitted that a major factor was the government’s failure to provide maths, science teachers and headmasters to various schools mainly since shortages arose as most teachers seek posting at Dimapur. Speaking at the inaugural function of All Nagaland School Teachers’ Association’s (ANSTA) general conference held at John GHS School, Viswema Thursday with the theme “Professional Renewal Towards Academic Excellence”, Sukhalu reminded the teachers that schools were opened in villages to ensure that equal educational opportunities were given to children in rural areas like in urban areas. He mentioned that a US-based news reports had stated that in Nagaland teachers were selling jobs and that 60-70% of the teachers kept proxies. Sukhalu also recalled that during his service he had found that village councils resolved that proxy teachers need not attend schools and Rs 4,000 deducted to keep their own teachers, adding that was how uneducated youth taught children in rural areas. Strongly opposing the communitization policy followed by School Education department, PWD minister, Tongpang Ozukum remarked that this was demoralising and discouraging. In this regard, the minister suggested that the department periodi- Tongpang Ozukum (NP) cally review merits and demerits of the policy. Else, he said the department would be kept in the dark about the happenings between the teachers and village administration. Admitting that the communitisation policy had been adopted to check the practice of proxy teachers, he maintained that the policy would never be successful while the students would suffer, unless the teachers honoured the department’s directive. According to Ozukum, the policy had led to the department losing control over the teachers, while increasing the practice of proxy. He explained that as more powers were given to village education committees and ward education committees, the teachers were behaving as if they were employees of these committees, without realising that they were actually government servants meant to serve the people. Pointing out that teachers had a bigger responsibility than anyone, the minister, however, regretted that today many educated youth or even those employed as teachers considered teaching profession as the last resort. Petrol price cut, NE integral part diesel unchanged of India: Acharya
NEW DELHI, NOV 1 (AGENCIES/PTI): Petrol prices were cut again on Thursday after one-day hiatus while diesel prices were unchanged for the second straight day in a row. Across all the metro cities, petrol price came down between 18-19 paise per litre after the revision. In Dimapur, petrol was priced at Rs. 75.14 per litre and diesel was sold at Rs.69.30 on Thursday while in Kohima petrol was sold at Rs.75.84 per litre and diesel was retailing at Rs.69.82 per lire.
LPG price hiked
Subsidised cooking gas (LPG) price Wednesday was hiked by Rs 2.94 per cylinder due to tax impact on the change in base price. A 14.2-kg subsidised LPG cylinder will cost Rs 505.34 from midnight tonight as against Rs 502.40 now, Indian Oil Corp (IOC), the nation’s biggest fuel retailer, said in a statement here. This is the sixth straight monthly increase in rates since June. In all rates have gone up by Rs 14.13 per cylinder since then. All LPG consumers have to buy the fuel at market price. The government, however, subsidies 12 cylinders of 14.2-kg each per households in a year by providing the subsidy amount directly in bank accounts of users.

DIMAPUR, NOV 1 (NPN): Nagaland Governor, PB Acharya, has said that North East region was an integral part of India and opined that it was the responsibility of the mainland people to visit the region and experience the culture, tradition, living style, food habits etc. Speaking as chief guest at a programme on “Students’ Experience in InterState Living” held under the theme “Knowing North East– Knowing India” at Baba Farid Institute of Technology (BFIT), Dehradun on October 31, Acharya said that very few people know the culture, traditions and problems faced by the people of North East. He personally invited JS Arora, Chairman of BFIT Group of Institutions, to visit Nagaland and open a branch of their Institute in Nagaland for the benefit of the students.
Speaking on the theme, School Education principal secretary Menukhol John said there was a need to change the system of teaching as it required professional education. Also by March 2019, the principal secretary said more than Menukhol John (NP) 3,000 elementary untrained teachers would be terminated (both private and government), adding that though this was an unpleasant job for the department, yet it was being done at the directive of the ministry that only trained professionals should teach the children. He said, as per statistics, the government teachers were the most trained lot through various flagship programmes. But, he remarked that it was unfortunate to learn that the government teachers were the most irresponsible. John said the number of failures and repeaters were numerous, adding there was a report of use of substance during training. He informed the gathering that school education department was the largest employer in the State and 25% of the State’s budget was utilised in paying salary of teaching, non-teaching and para teachers. He said enrolment in Class 9 in government schools was 34.98% in 2016, but came down to 33.98% in 2017 and further reduced to 25% in 2018, while the percentage of intake by private schools was 74.62% in 2018. Militants gun down 5 in Assam; CM assures action
KHERONIBARI, NOV 1 (PTI): Three members of a family were among five persons shot dead by suspected ULFA (Independent) while two others were injured at Kheroni in Assam’s Tinsukia district Thursday night, police said. A group of assailants with sophisticated weapons came to this village near Dhola-Sadiya bridge and called out five-six persons from their house around 8 p.m., they said. They then opened indiscriminate fire upon those people before fleeing under the cover of darkness, police said. Police suspect the gunmen belonged to the ULFA (Independent) faction as they were in battle fatigue. Chief Minister Sarbananda Sonowal condemned “the killing of innocent people” and conveyed his sympathy to the
bereaved families. “Strong action will be taken against the perpetrators of this dastardly violence. We will not tolerate such cowardly act,” he told PTI. Sonowal said he has directed state ministers Keshav Mahanta and Tapan Gogoi along with DGP Kuladhar Saikia to rush to the spot. “We will not spare the culprits of the killings and will be brought to book,” he said. He appealed to the people of Assam to maintain peace and harmony. He also directed all deputy commissioners and SPs to remain alert. Home Minister Rajnath Singh Thursday expressed deep anguish over the incident. Meanwhile, the Sadou Asom Bengali Yuba Chatra Federation called for a 24hour Tinsukia bandh from 5 am on Friday to protest the killings.
‘Pan India Cycle rally’ to reach state on Nov 4 DIMAPUR, NOV 1 (NPN): Swasth Bharat Yatra –– a Pan India Cycle rally, which was flagged off October 16, 2018 (World Food Day) on six tracks from six different locations, would be reaching Nagaland on November 4. Food Safety and Standards Authority of India (FSSAI), Ministry of Health & Family Welfare, in association with Health & Family Welfare Department (Food Safety Wing), Government of Nagaland is organizing the Yatra on the theme “Eat Right India”. In a press release, principal director cum addl. food safety commissioner, directorate of H&FW, Dr.Vikeyie Losu, informed that the rally was inspired by Mahatma Gandhi’s Dandi March and ‘Salt Satyagraha’ of 1930. Through his tireless yatras, Mahatma Gandhi led the nation towards freedom from Colonial Rule. Similarly, Swasth Bharat Yatra would
also lead the nation towards freedom from diseases by cascading the message of Eat Right India to every corner of the country, the release stated. The rally that would cover almost all States/UTs would culminate in New Delhi on January 27, 2019. Shop raid: AWUM demands arrest
DIMAPUR, NOV 1 (NPN): Reacting to the raid carried out by some unknown miscreants at a shop in Mokokchung on October 31, the All Wards Union Mokokchung (AWUM) has demanded that the responsible authority bring the culprits to book at the earliest to avoid further incidents. In a representation to DC Mokokchung, AWUM president, R Ayim Longkumer and secretary, Lanumeren, stated that they were saddened to hear about the occurrence of such rare incident, which was foreign to the citizens. AWUM asserted that citizens of Mokokchung still stood firm and united to counter any unwanted eventualities. Stating that the incident should be an eye opener to remain extra vigilant, AWUM affirmed to extend full cooperation to the Mokokchung Chamber of Commerce & Industry.

DIMAPUR, NOV 1 (NPN): The case of sensational loot of Rs 80 lakh from a van carrying cash for ATM near SBI main branch here on July 18 this year has been finally resolved with the arrest of its kingpin from Howrah railway station on October 28. Announcing this at a press conference at his office here on Thursday, police commissioner Limasunep Jamir claimed that 60-yearold GS Mudaliyar – who hailed from Chennai in Tamil Nadu and was residing at Bandel in West Bengal’s Hooghly district at the time of his arrest – was the mastermind of the sensational robbery case, in which 10 more persons were involved. He said the kingpin was nabbed by Dimapur Police personnel in collaboration with their counterparts in Kolkata Police. Limasunep said though other 10 members of the gang were still at large, the police was hopeful of arresting them too now that the kingpin was in their custody. Four of the gang members were above 45 years, while the remaining members were in their late 20s, he added. According to the police commissioner, the police took around three months to crack the case under the leadership of DCP Zone-1 Naieem Mustafa and ADCP (Crime) Relo T Aye, adding it was made possible largely due to an “excellent technical surveillance.” It has been learnt that what was initially speculated to be an “insider’s job” was

actually an outcome of a “smart, well-planned, coordinated and extensively connected” gang that functioned like a syndicate and operated out of Ramji Nagar in Tiruchirappalli district of Tamil Nadu. Limasunep said there were lapses on the part of the security agency of the bank, adding that certain responsibilities would have to be taken by the bank management. Modus operandi: The police commissioner explained that the van’s driver was told by a gang member that there was cash on the ground near his vehicle. And when the driver came out of the van to check, four other members of the gang blocked his view to let the kingpin quickly snatch the bag containing cash and fled. Limasunep said this method was called “attention diversion tactic”, where a member from the gang threw money on the ground to distract the victim as another quickly made off with the loot. The gang members that conducted the heist were experts in this, he added. Relo, who was present during the press briefing, said the gang members
were so well prepared and organised that all of them spoke in different languages, but mainly in what seemed like Adivasi language in order to confuse investigators. Nabbing the kingpin: The ADCP said the police had to study footages from several surveillance cameras of the area where the heist took place and other areas to zero in on the suspects. He added that the technical team did a commendable job to get the leads after which the police did their homework and sent a team to Howrah in Kolkata to coordinate with the police in Howrah and nab the accused. The syndicate: Mustafa, who also briefed the media persons, said that gang that carried out the heist was based in Tiruchirappalli district and that around 1,500 families were solely dependent on this profession for their sustenance. The gang operated in a hierarchical manner with the kingpin at the top of the hierarchy and a 30-50 members below him. The DCP explained that the recees were generally conducted by juveniles in the team to avoid suspicion. They also had cooks and laundry men accompanying them whenever they travelled. The new inductees were as young as 15 or 16 years and were trained before they got into field work, he added. Mustafa claimed that the community was so well organised that it had informers who alerted them whenever police from other States landed up in Tiruchirappalli district. (Cont’d on p-11)
DMC notifies on e-waste
DIMAPUR, NOV 1 (NPN): Dimapur Municipal Council (DMC) has informed dealers generating e-waste within municipal jurisdiction that it was mandatory to segregate and store the e-waste separately as per the provisions of the E-waste Management Rules, 2016 as amended by the E-waste (Amendment) Rules, 2018. In a order, DMC administrator, Moa Sangtam, authorised E-Circle to be the collecting agency for this purpose and informed all concerned to co-operate with the E-Circle.
