SC’s urgent Sunday sitting on Maha crisis

NEW DELHI, NOV 24 (PTI): Supreme Court on Sunday asked the Centre to place before it on Monday morning the letters of Maharashtra Governor Bhagat Singh Koshyari inviting Devendra Fadnavis and of the BJP leader staking his claim to form the government in the state. In an unprecedented hearing on a Sunday, the apex court, however, did not grant any interim relief to the Shiv Sena, NCP and Congress combine to direct the Fadnavis government to undertake floor test within 24 hours and rather said that this issue would be dealt with only after perusing the two letters on Monday. A three-judge bench headed by Justice N V Ramana said the plea of postpoll alliance, ‘Maha Vikas Aghadi’, seeking a direction to the governor to invite them to form government under the leadership of Shiv Sena chief Uddhav Thackeray would not be considered at present. Bhopal, Nov 24 (IANS): Kailash Joshi, one of the tallest leaders in the state and former Madhya Pradesh Chief Minister, who set a benchmark for political sagacity and probity in public life, passed away here on Sunday shortly before noon. He was 90. Joshi was ailing for some months and was admitted to a private hospital. His death has cast a gloom in the political circles across parties in Madhya Pradesh and in Chhattisgarh, which was part of the undivided state he headed as the Chief Minister from June 1977 to January 1978. Both the states have declared a day’s mourning. Joshi was a founding member of the Bharatiya Jana Sangh, the previous avatar of the BJP, in 1951. Prime Minister Narendra Modi, Union Home Minister Amit Shah, Madhya Pradesh CM Kamal Nath and Chhattisgarh CM Bhupesh Baghel condoled the demise of Kailash Joshi.

Mehta opposed the

Invest in research at varsities: PM to Govs NNC (PB) calls for

New Delhi, Nov 24 (PTI): Prime Minister Narendra Modi on Sunday said governors as chancellors of universities should ensure that institutions of higher learning invest in research that fosters start-up culture and leads to job creation. The prime minister made these remarks at the concluding ceremony of the 50th annual conference of governors and lieutenant governors here. Referring to the development of tribal areas, Modi pressed for an appropriate use of technology and adoption of progressive schemes in the sphere of sports and youth development. He also pitched for a missionmode focus to be given to meeting the development needs of 112 aspirational districts, particularly those falling in the tribal areas of the country, and to ensure that they come up above the state and national averages on the relevant development indices at the earliest. A statement issued by the Prime Minister’s Office said Modi told the gathering that the discussion on the Jal Jeevan Mission in the conference reflected the priority given by the government to water conservation and

water management techniques that were tailored to local conditions. In their role as chancellors of universities, the prime minister asked governors to inculcate the message of good habits of water conservation amongst students. On the New Education Policy and the higher education sector, Modi highlighted the important role governors could play to ensure that universities invest in high-quality research. He was of the view that research should harness cost effective innovations and technology that uses platforms like hackathons to foster a start-up culture and lead to job creation. Referring to the ease of living initiative, the prime minister observed that state institutions need to strike the right balance between cutting redtape and too much regulations on one hand and at the same time ensure that the primary needs related to basic sectors such as health care and education were met in an affordable manner. On agriculture, the prime minister advocated for a focus on development of agrarian economy by following a cluster approach that offered nuanced solutions.

‘Naga national unity’

DIMAPUR, NOV 24 (NPN): NNC (Parent Body) calls for “Naga national unity” keeping the best interest of “our future for freedom”. In a press note, NNC information & publicity wing said it was imperative for Nagas, particularly the national workers, to unite at this critical and crucial stage of a political solution with Government of India. There cannot be a political solution with fragmented opinion and self- interest agendas, it added. NNC lamented that the most unfortunate part was internal hatred and division amongst the various political groups, which was destructive and jeopardising the entire Naga people’s future. Therefore, NNC said the council “with an open heart appeal and urge to all the groups to sincerely come together for National Unity for the sake of our future if we truly love and stand for our Homeland and our future generation.” Meanwhile, NNC reminded about its general meeting on November 28 at Lotha Region, and has invited all concerned people and NNC members far and near in particular to attend the meeting positively in the interest of peace and unity in the Naga homeland.

Comprising Nagaland Directorate Ministerial Service Association (NDMSA), All Nagaland District Ministerial Service Association (ANDMSA), Trained Nurses Association of India-Nagaland Branch (TNAI) and Prison Service Association Nagaland (PSAN), the forum launched the protest on November 20 for nonimplementation of ROP Pay Anomalies Committee (PAC) recommendation. KOHIMA, NOV 24 (NPN): With alcoholism still rife and spurious liquor flooding the State, posing a serious threat to the health of those consuming alcohol, many are now wondering whether prohibition introduced exactly 30 years ago had done Nagaland any good. In the face of growing alcoholism and associated social evils, the church led by Nagaland Baptist Church Council (NBCC) and Naga Mothers’ Association (NMA) had started a massive campaign against liquor sale in the State in the 1980s. This forced the then Congress government to pass legislation in Nagaland Legislative Assembly – Nagaland Liquor Total Prohibition (NLTP) Act, 1989 – that legalised prohibition in the State. However, 30

years down the line and with spurious liquor flooding the State due to lax implementation of the Act and young people becoming alcoholic, it is becoming increasingly clear that the Act has failed to serve its purpose. And perhaps nothing underscores the gravity of the problem than the fact that 500 cases of alcohol and seven drugs-related cases were registered between January 2018 and August this year in the State. This was revealed to Nagaland Post by a senior excise department official. Also, unlike the popular perception, he said most of the liquor sellers were locals, some of whom were well-connected with VIPs too. He added that many shop owners selling such spurious liquor were single mothers as they had to take care of their children. Under

the circumstances, the official explained that the excise officials usually gave warnings to such owners first and excused them because of their situations. Claiming that the excise department was doing its best to stop alcohol sale and consumption in the State, the official admitted that the situation was getting worse, adding the department even did not posses enough staff to properly enforce the prohibition. For instance, he said Kohima district had 31 staff, of which 11 were attached to check gates, while the remaining 20 were attached to office, thus leaving no staff for carrying out raids. The excise official was perhaps not speaking without basis. A bootlegger, who was a widow and had children, told this correspondent that she sold liquor worth about Rs 50,000 and

even more every week. She revealed that most of her customers were in the age group of 15-40. She also explained that prices often varied even for the same brand as these depended on the quality of the alcohol. “Better the quality, more the price,” she added. A senior doctor and heath & family welfare department officer remarked that Nagaland could no longer be called as a dry State as the prohibition had been a total failure. The official said the department was very concerned over consumption of spurious liquor as it often led to death. Dr Senti of Naga Hospital Authority, Kohima (NHAK) claimed that 99% of the liquor, which normally flowed in from the neighbouring States, was spurious. He said the problem was accentuated by the

WB: Nagaland armed police to be withdrawn from Maoist hotbed GUWAHATI, NOV 24 (AGENCIES): Six companies of the Nagaland Armed Police deployed in Ayodhya hills in Purulia district of West Bengal will be withdrawn as the Naga-peacetalks between the Centre and the Naga groups have reached the final stage. This has been done to beef up Nagaland’s internal security. A recent MHA order asked the West Bengal government to release the six companies as they would be re-deployed in Nagaland ahead of the signing of the Naga-peace accord. MHA sources informed that the six companies will head back to Nagaland by December second week. “The MHA has asked the CRPF to re-deploy in the Ayodhya hills in consultation with the state,” informed a senior MHA official.

On the other hand, the West Bengal Government has requested the MHA to reconsider its decision to withdraw the Naga troops from the Ayodhya hills, which is known as a Maoist corridor joining Jharkhand and Odisha. The Ayodhya Hills was once the hotbed of Maoists and it housed a 34-member platoon of elite People’s Liberation Guerrilla Army (PLGA) members – the military component of CPI (Maoists). As a part of Indian Reserve Battalion, the Nagaland Armed Police troopers were deployed in the Ayodhya Hills in 2009.
