50% ATMs in India may shut down by March: CATMi DEPRIVES PDP, CONG & NC ALLIANCE TO FORM GOVT M U M BA I , N OV 2 1 (IANS): Nearly 50 per cent of the Automated Teller Machines (ATMs) may be shut down by March 2019 due to unviability of operations, hitting hard both urban and rural population, the Confederation of ATM Industry (CATMi) warned on Wednesday. Currently, India has approximately 2,38,000 ATMs, of which around 1,13,000 ATMs including 1,00,000 off-site and more than 15,000 white label ATMs are expected to down their shutters, said a CATMi spokesperson. “This would severely impact millions of beneficiaries under the Pradhan Mantri Jan Dhan Yojana who withdraw subsidies in the form of cash through ATMs, besides urban centres, resulting in snaky queues and chaos akin to post-demonetisation,” said the spokesperson. He said the CATMi step is forced on account of recent regulatory guidelines for ATMs hardware and software upgrades, recent mandates on cash management standards and the Cassette Swap method of loading cash. The measure will also result in huge job losses in the industry that would be detrimental to financial services in the economy as a whole. The situation has further deteriorated now due to the additional compliance requirements that call for a huge cost outlay.

S R I NAG A R , N OV 2 1 (agencies): Acting along expected lines, Jammu & Kashmir Governor, Satya Pal Malik, a BJP appointee, dissolved the J&K Assembly Wednesday after three mainstream non-BJP parties came together to stake claim to form a government that was countered by Peoples Conference leader Sajad Lone with the BJP’s backing. Governor Satya Pal Malik made a terse announcement saying he was exercising powers conferred on him by the Jammu and Kashmir Constitution and dissolving the House which had two more years to go. The developments came five months after BJP pulled out of the Mehbooba Mufti government leading to the fall of PDP-BJP collation that lasted for over two years. The political developments also assume significance in view if the fact that that tenure of the Governor’s rule is ending next month, which will be followed by President’s rule if no government is formed. Late in the evening, former chief minister and

PDP leader Mehbooba Mufti wrote to the Governor saying the Congress and National Conference had decided to extend support to her party to form a government in the troubled state. This was countered by Lone, who also wrote to the Governor staking claim to form the government with BJP’s backing. He claimed the support of 18 MLAs besides the 25-strong BJP, contending that it was more than the required number for majority. Mufti, in her letter to the Governor, said that with a strength of 29 MLAs of its own, the PDP would have a collective strength of 56 MLAs including 15 of National Conference and 12 of the Congress. Until news of the dissolution came, former Finance and Education Minister Altaf Bukhari was reportedly tipped to be the next chief minister of the PDPled collation. Mufti said the Raj Bhavan strangely had not received her letter that was faxed. She said she was trying to contact the Governor over telephone. A few minutes after Governor

dissolved the Assembly, Mehbooba Mufti took to twitter and, while taking a jibe, posted, “In todays age of technology, it is very strange that the fax machine at HE Governor’s residence didn’t receive our fax but swiftly issued one regarding the assembly dissolution.” National Conference leader Omar Abdullah questioned the timing of the dissolution. “JKNC has been pressing for assembly dissolution for 5 months now. It can’t be a coincidence that within minutes of Mehbooba Mufti Sahiba letter staking claim the order to dissolve the assembly suddenly appears,” Omar tweeted. He also said: “J&K Raj Bhavan needs a new fax machine urgently.” Congress leader Saifuddin Soz said: “Mehbooba should move court as what the Governor has done on Centre’s instructions is undemocratic and unconstitutional. Mehbooba Mufti wrote to the Governor only after Congress and NC supported PDP, and the Governor should’ve given her a chance.”

ABAM asks Christians to stand up against extortion of church D I M A P U R , N OV 2 1 (NPN): Ao Baptist Arogo Mungdang (ABAM) – or Ao Baptist Church Association –has appealed to all Christians to vigorously stand up against extortion of church and give hope to all churches that no such hazardous activity will prevail anymore. Taking cognizance of the taxation of Aoyim Baptist Church building workers in Dimapur, ABAM, in a statement issued by its executive secretary, said it was disgraced and irked by the incident. Terming it as a crime perpetrated against Christian moral dignity, ABAM condemned the “disrespectful act”. ABAM claimed that churches under the aegis of ABAM did not have enough money, adding that such acts had further placed these institutions under treat, if these

were not properly curbed by the administration concerned. Though scripture taught believers to give to the Lord, the church did not give any diktat to its members for contribution- Church is one organisation that is run by contribution, and ABAM had been ministering without any hindrance for the past 146 years, the statement explained.

ACAUT condemns

ACAUT also condemned the “ignominious act” and demanded an explanation from the higherups of the Naga national political groups (NNPG) involved in the incident. In a statement issued by its media cell, ACAUT said it was appalled by the depravity that had engulfed the NNPGs. Stating that they no longer found any wrong in taxing the church,

the organisation asserted that this was just a manifestation of the rottenness that had become permissive in the present Naga society. ACAUT explained that since last year Aoyim Baptist Church was struggling to construct a new concrete building as the previous bamboo structure was no longer able to hold larger congregation. But to add to its woes, all workers were being taxed at all stages of construction by NNPGs’ shameless factions. And these multiple taxes on workers ultimately took a toll on the church exchequer, the organisation pointed out. If the greed of taxation was desecrating the sanctity of church, ACAUT said it was a wake-up call to all right thinking Nagas to ponder as to where “our society” was heading to.

J&K governor had a meeting with PM Narendra Modi and BJP chief Amit Shah on Monday and Tuesday respectively, an NDTV report said, citing sources. On Wednesday, J&K chief secretary was also reportedly called to Delhi. With the dissolution of the Assembly, elections are expected to be held in Jammu and Kashmir within six months. EC to examine whether MCC can be imposed: Election Commission (EC) will examine whether the model code of conduct (MCC) can be imposed in Jammu and Kashmir even before fresh elections are announced there, a senior official said Wednesday. The poll panel had recently decided that in states where assemblies are dissolved prematurely, the model code will come into force immediately. The poll code, which bars the caretaker government and the party in power from taking policy decisions, otherwise comes into force the day polls are announced by the EC.

D I M A P U R , N OV 2 1 (NPN): State planning & coordination and land revenue minister Neiba Kronu has called upon youth of the State to ruminate on Article 371 (A) and devise means for filtering out the best in customary laws while also seeking to resolve the mounting unresolved issues that had been kept pending for long. Addressing law students and legal luminaries at the eighth biennial general conference of Nagaland Law Students’ Federation (NLSF) at Hotel Acacia here on Wednesday, Kronu remarked that people should not indulge in blame game and instead shoulder the responsibility together in a bid to rebuild the society, adding that the government was also doing its part. On land laws, he said the State was still following 1978 Assam land laws and proposed formation of a body comprising of legal experts to frame new land laws to ensure speedy development. He said good roads and uninterrupted power supply were the most important

areas that required urgent attention for ushering in development, while assuring that the PDA government was pursuing these two sectors with all seriousness. Urging law students to excel in their profession, the minister pointed out that there was a vast difference between a normal lawyer and a good lawyer and reminded the students that the world chose quality over quantity today. In view of this demand for quality professionals, he urged the law students to strive to be the best. To substantiate this, Kronu narrated his experiences from Auckland University in 2012 in Toronto, where he said the Canadians welcomed migrants who were skilled as the locals were mainly engaged in banking. On the demand for a law college in the state by NLSF, Kronu said the government would look into the matter. He stressed on the importance of legal education by stating that the judicial system was crucial as the government while legislating depended on the vetting of law department before deciding on many laws. In her presidential address, Imliben Lemtur highlighted the deficiencies faced by law students. She said, “In comparison with other States, even after 55 years of statehood we are yet to have a government law college in Nagaland or even a separate law department in Nagaland University.” Calling for more attention to law studies, she regretted that “even though legal studies and the judiciary constitute a vital pillar in democracy, this aspect has been neglected by successive governments.” (Cont’d on p-7)

Nagaland MRVC crosses NGBF submits memo to Governor 97 per cent : H&FW deptt

DIMAPUR, NOV 21 (NPN): Measles Rubella Vaccination Campaign (MRVC) in Nagaland has crossed 97% coverage as on November 20, 2018 with a total of 4,35,346 children successfully vaccinated with the MR vaccine through various school and outreach sessions. The health and family welfare (H&FW) department, which is carrying out vaccination of children at all health facilities continuously, has expressed hope that 100% coverage would be achieved by the end of the extended campaign. A review meeting held with all DIOs of 11 districts on November 21, 2018 in Kohima gave due credit was given to the administration, education, social welfare and all other departments for their continued support and involvement. The meeting also acknowledged all NGOs, partner organisations and especially the front-line health workers for tirelessly working in the field to ensure all deserving children between 9 months and 15 years were vaccinated. The department has urged the few remaining resistant families/villages especially in Phek and Zunheboto, where district MR coverage was still at 89% and 93% respectively, to proceed to the nearest health facility for vaccination at the earliest.

DIMAPUR, NOV 21 (NPN): Nagaland GB Federation (NGBF) Wednesday submitted a memorandum to Nagaland governor, PB Acharya, requesting him to appeal to the Centre to officially invite the NSCN (K) led by Khango Konyak for the peace talk at the earliest. According to PRO Raj Bhavan, Acharya, during a meeting with NGBF led by its president Shahlem Konyak, appreciated the efforts of GBs in the state in working towards creating a peaceful atmosphere and contributing towards nation building. Acharya said GBs, who have been playing a vital role in the governance of the state, were an essential component of the state

government. He also said GBs were the main people to build their villages and urged them to be agents in informing the targeted people of various central and state government welfare schemes and programmes. “This will bring development and progress to the society,” Acharya said. Maintaining that peace was the need of the hour in the state, governor said the peace process was moving in the right direction. He expressed hope that a settlement would be reached at the earliest. Acharya also expressed his appreciation towards the Naga Mothers Association for their role in promoting peace and harmony in the state.

98 mn Indians will have diabetes by 2030: Lancet Patton campaigns in poll-bound Mizoram NEW YORK, NOV 21 (IANS): While Type-2 diabetes is expected to rise by more than a fifth, from 406 million in 2018 to 511 million in 2030 globally, India along with China and the US will share over half of these high blood sugar cases, say researchers led by one of an Indian-origin, while asserting the need to improve access for the life saving insulin. The study, published in The Lancet Diabetes and Endocrinology journal, showed that China (130 million) followed by India (98 million), and the US (32 million) will constitute over half of Type-2 diabetics by 2030. As a result, the amount of insulin needed to effectively treat Type-2 diabetes will rise by more than 20 per cent worldwide over the next 12 years. Compared to current levels of insulin access, if

universal global access was achieved (with a treatment target of HbA1c -- measure of blood glucose) seven per cent or lower, the number of people with Type-2 diabetes worldwide using insulin in 2030 would double from around 38 million (7.4 per cent of all people with Type-2 diabetes) to 79 million (15.5 per cent), the researchers said. “Despite the UN’s commitment to treat noncommunicable diseases and ensure universal access to

drugs for diabetes, across much of the world insulin is scarce and unnecessarily difficult for patients to access,” said lead author Sanjay Basu from Stanford University, US. “The number of adults with Type-2 diabetes is expected to rise over the next 12 years due to ageing, urbanisation, and associated changes in diet and physical activity. “Unless governments begin initiatives to make insulin available and affordable, then its use is

always going to be far from optimal,” Basu said. For the study, the team used data from the International Diabetes Federation and 14 cohort studies and estimated the burden of Type-2 diabetes in 221 countries and territories between 2018 and 2030. Insulin is essential for all people with Type-1 diabetes and some people with Type-2 diabetes to reduce the risk of complications such as blindness, amputation, kidney failure, and stroke. As global rates of Type-2 diabetes soar and people live longer (which will increase insulin requirements), a comprehensive picture of global insulin need is required because insulin treatment is costly and the international insulin market is presently dominated by only three major manufacturers, the researchers noted.

DIMAPUR, NOV 21 (NPN): Deputy chief minister of Nagaland, Y Patton, who is currently in poll-bound Mizoram along with a delegation of state BJP legislators, addressed public gathering at Darlak in Mamit district, Mizoram on November 21, 2018. In his address, Patton lamented the prevailing road conditions in Mizoram and said it took him more than six hours to travel 110 km from Aizwal to Darlak in Mamit district. Patton said it shows complete lack of development in the state under the present dispensation. Patton called upon the electorates to vote for BJP for positive change and development.

Referring to the situation in Nagaland, Patton said 99 percent of Nagaland population was Christian, but in the last Assembly elections BJP had won a record time high 12 seats out of 20 seats contested and formed a PDA government where BJP was a major alliance partner. He said Naga people had understood well that, like any other political parties, BJP was also a secular and welfare political party, which was committed to work for the uplift of the downtrodden people, and not an anti-Christian party as alleged by other political opponents. Patton appealed to the people not to be swayed by false rumours that were politically motivated rhetoric spread by the adversaries. He also highlighted some of the welfare oriented schemes launched by the central government under the BJP-led NDA at the Centre.
