NRC process across entire country: Shah basis of religion,” Banerjee said while addressing a public meeting in Sagardighi in Murshidabad district. Before talking about implementing the NRC in West Bengal, the BJP should answer why 14 lakhs Hindus and Bengalis were omitted from the final NRC list in Assam, she said. Assam Finance minister Himanta Biswa Sarma, meanwhile, said the state government has requested the Centre to reject the recently published NRC. Addressing a press conference in Guwahati, the senior BJP leader said even the party has urged the union home minster to dismiss the NRC in its current form. “The Assam government has not accepted the NRC. The Government of Assam and the BJP have requested the Home minister to reject the NRC,” he added. Sarma said the state government favoured one national NRC with one cut-off year for the entire country. “If the cut-off year is 1971, then it should be the same for all states... We are not asking to scrap the Assam Accord,” he added. Strongly criticising the earlier NRC State Coordina-

tor Prateek Hajela, the minister alleged that the entire exercise of updation was carried out keeping aside the state government. “But the entire nation thinks that NRC was updated by the Assam government. We are bearing the brunt because of one individual. We are concerned with the flaws in the system,” he said. In the Rajya Sabha, Shah said that in Assam, people whose name has not figured in the draft list, have the right to go to the Tribunal. “Tribunals will be constituted across Assam. If any person doesn’t have the money to approach tribunals, then the Assam government will bear the cost to hire a lawyer,” he said. “All refugees coming from Bangladesh, Pakistan and Afghanistan on account of religious atrocities will get citizenship under the Bill,” he said. He said the Lok Sabha had passed the Bill and the Select Committee had approved it but the previous House had lapsed. “Now it will come again. It has no connection with the NRC,” he added.

Even as Shah made a countrywide pitch for the NRC process, West Bengal chief minister and TMC supremo Mamata Banerjee assured people she will never allow such a citizen register in the state. Shah told the Rajya Sabha that all citizens of India irrespective of religion will figure in the NRC list. There is no provision in the NRC that people belonging to other religions will not be included in the register, he added. He said the Centre accepts that refugees-- Hindus, Buddhists, Jains, Christians, Sikhs and Parsis-- who left Pakistan, Bangladesh and

JAF phase-wise agitation begins

D I M A P U R , N OV 2 0 (NPN): Joint Associations Forum (JAF) Wednesday launched phase-wise agitation against non-implementation of RoP Pay Anomalies Committee (PAC) recommendation. JAF comprises of Nagaland Directorate Ministerial Service Association (NDMSA), All Nagaland District Ministerial Service Association (ANDMSA), Trained Nurses Association of India-Nagaland Branch (TNAI) and Prison Service Association Nagaland. In a press release, JAF convenor M Renthungo Tungoe and co-convenor, V Peter Rutsa said as part of agitation all members wore black badges in their respective work places, but no official works were disturbed. JAF said they would continue wearing black badges for some more days, but would intensify the agitation if the government failed to fulfil their demands. JAF has also directed all its constituent members to continue wearing black badges till further direction. JAF said though RoP PAC finally addressed their long desired demands, the government did not accept the recommendation, which it described was “a bitter blow”.

Afghanistan due to religious atrocities should get Indian citizenship. “The process of National Register of Citizens (NRC) will be carried out across the country. No one irrespective of their religion should be worried. It is just a process to get everyone under the NRC,” he said replying to a supplementary during Question Hour. “People from all religions who are Indian citizens will be included. There is no question of any discrimination on the basis of religion. NRC is a different process and the Citizenship Amendment Bill is different,” Shah said. In Assam, the NRC process was carried out as per Supreme Court order,

KOHIMA, NOV 20 (NPN): In a landmark judgement, Gauhati High Court, Kohima Bench has directed the health & family welfare department to pay Rs 25 lakh as compensation to the son of a lady who died during childbirth, besides ordering that the petitioner and his family be paid Rs 20,000 under National Family Benefit Scheme (NFBS). Moba Changkai hails from Monyakshu village and is the eldest son of the deceased. The judgement ruled that “Considering the socioeconomic condition of the family of the deceased, the facts and circumstances of the case, it is considered just and proper to direct the respondents to pay a sum of Rs 25 lakh as exemplary compensation and also to pay a sum of Rs 15,000 to

Mamata Banerjee said the NRC in Assam was part of Assam Accord signed during the tenure of former prime minister Rajiv Gandhi and that the exercise can never be implemented across the country. “There are few people who are trying to create disturbances in West Bengal in the name of implementation of the NRC. I want to make it very clear, we will never allow NRC in Bengal”. “No one can take away your citizenship and turn you into a refugee. There can be no division on the

meet the legal expenses.” The order was passed by Justice Songkhupchung Serto on November 15. The court also directed that its order be complied with within a period of three months from the date of receipt of a copy of the order. The court stated that the only relief that could be given under public law in the facts and circumstances of the case was awarding some amount of money as “exemplary compensation” and the cost of litigation. Further, since the deceased was entitled to free transportation charge for going to hospital, the respondents should also reimburse the amount spent, it ruled. “The deceased was the mother of the petitioner and other six children, therefore, was definitely a homemaker of the family and hence her family members are entitled

to the benefits under the scheme. As such, the respondents are also directed to pay a sum of Rs 20,000 to the petitioner and his family under NFB Scheme as the same has not been paid to them,” the judgement read. A writ petition was filed by Human Rights Law Network (HRLN), Nagaland Unit in 2016 in the Kohima Bench of Gauhati High Court regarding the death of Bemang, who could not survive her seventh pregnancy, which was an obstructed labour case, due to non-functional Monyakshu health subcentre in Mon district. The death was attributed to poor implementation of the government’s maternal health scheme at the Monyakshu health sub-centre that catered to a population of about 6,500. (Cont’d on p-7)

Dr SC Jamir (NP) Staff Reporter

D I M A P U R , N OV 2 0 (NPN): Former chief minister Dr SC Jamir has termed the coming together of Naga national political groups (NNPGs) of different hues to resolve the decades-old Naga political issue as historic. Addressing the gathering at the inaugural programme of Dr Imkongliba Memorial Volleyball Trophy at Dimapur Government College ground here on Wednesday, the former governor of Maharashtra, Gujarat, Goa and Odisha hoped that as all members of political groups were baptised in the traditional pool and by the accredited priests, all past differences and rancour would be buried to restore Naga identity and pride, “as members of the same family without any

distinction”. Once an active member himself in the formation of Nagaland and also the lone survivor among the signatories to the 16Point Agreement, Dr. Jamir mentioned that it was his responsibility and sacred duty to remove the curtain that had prevented people of Nagaland, especially the younger generation, from seeing and knowing the sacrifices made by Dr Imkongliba Ao and others to the cause of Nagaland. Te r m i n g D r. I m kongliba as the architect of Nagaland, Dr. Jamir said he was amongst the tallest figures in shaping “our State”, asserting that it was Imkongliba who foresaw that Nagaland would not remain isolated forever in a shell but grow. He said Nagas were

what they were today because of the sacrifices made by leaders of yesteryears and urged that younger generation to be aware of this and not remain ignorant. Sharing his vision of a brighter future, the veteran Congress leader hoped that the Nagas would play equal role in building this great country in the future. He also hoped that the Nagas would develop a worldview beyond the confines of villages, tribes and clans and compete with rest of the country and the world. Mentioning that Nagas were considered as honest and hardworking, Jamir urged youth to remain honest, disciplined and be courageous for a brighter future. Speaking as the chief host, Higher & Technical Education and Tribal Affairs minister Temjen Imna Along mentioned that it was high time for the Naga people to start remembering “our ideals and idols”. Confessing his regards and respect for Jamir for his beliefs, Along lamented that it was shameful that most people stayed away from him because of the fear of being questioned and threatened.

Anti-CAB stir: 18-hour State shutdown ends peacefully NPF blames ‘frustrated

leader’ for crisis in DAN-III

Staff Reporter/Correspondents

DIMAPUR/KOHIMA/ MOKOKCHUNG/ LONGLENG, NOV 20 (NPN): The 18-hour State shutdown under the aegis of Joint Committee for Prevention of Illegal Immigrants (JCPI) that began from 6 pm on Tuesday ended at 12 noon on Wednesday paralysing normal life. However, no untoward incident was reported from anywhere. The bandh was called by JCPI in response to the decision by North East Forum for Indigenous People (NEFIP) to intensify stir against the Centre’s move to table the controversial Citizenship Amendment Bill (CAB) in Winter Session of Parliament and authorising federating State bodies to decide the mode of agitation. Supported by tribal

hohos and civil society organisations (CSOs), the bandh was total across the State with public vehicles remaining off the road and educational institutions, offices, shops and business establishments remaining closed in most parts of the state. The State’s commercial hub Dimapur wore a deserted look as roads were free of traffic, while schools, colleges, offices and markets

were shut till afternoon. No untoward incident was reported till the filling of this report. Interestingly, even after 12 noon, some shopkeepers and business establishments kept their shutters down. Normal life remained paralysed since Tuesday evening up to Wednesday noon in the State Capital in response to the 18-hour JCPI-sponsored bandh. Speaking to Nagaland

Post, NEFIP vice-president Theja Therieh said the bandh was a call to the conscience of people, to which the latter had responded positively. And according to him, this proved that the citizens were against CAB. He said NEFIP would hold its central executive committee (CEC) meeting in Guwahati next week where the prevailing situation of the Northeast would

be assessed, before deciding on the next course of action. Pointing out that the content of the newly drafted CAB was yet to be made public, Therieh explained that the mere information that it would be tabled in Parliament was enough to set the alarm bells ringing in the Northeast as the indigenous people feared for their survival. D I M A P U R , N OV 2 0 (NPN): Drawing attention to the NDPP allegation that during NPF-led DAN government from 2014-2018 Nagaland witnessed the worst law and order situation, the Naga People’s Front (NPF) Wednesday accused NDPP of revisiting the “omen work and horror movie alike created by their leader out of frustration” instead of clarifying “some public importance” it had raised. NPF through its press bureau alleged that the crisis and the worsening of the state situation during the DAN-III were created by “an unscrupulous leader who had the money to pay off huge mob from within the party.” Stating that no names need to be mentioned, NPF, however, claimed that several unusual crises were allegedly created within the party

functionaries’ setup “funded by a frustrated leader.” It also maintained that no matter how bold the NDPP was speaking today, their comfort zone of sitting in the government chair may be short-lived. NPF said it had no regret despite all those challenging situations and political crisis created by their master. Instead of governing the state, NPF said the only focus of the present PDA government led by NDPP was to “break the lone opposition party workers and its legislature wing.” It said the Naga public was the best judge that the “NDPP leadership is still proud of revisiting the past crisis which was a creation of their leader instead of clarifying the issues raised by the NPF party.” (Cont’d on p-7) K Y M C
