NSA, CVC, minister named in CBI war

NEW DELHI, NOV 19 (AGENCIES): What started as an internal fight between CBI director Alok Verma and CBI special director Rakesh Asthana, is getting murkier with every passing day. A senior officer from the Central Bureau of Investigation who was “unjustly” transferred the day the Modi government ousted director Alok Verma has alleged in a petition to the Supreme Court that Union minister of state for coal and mines Haribhai Parthibhai Chaudhary received “a few crores of rupees” in the “first fortnight of June 2018” as part of the ‘extortion racket’ being run by certain officers investigating the Moin Qureshi case. According to Sinha’s petition, the minister, who is also an MP from Gujarat, was allegedly paid through one Vipul from Ahmedabad. He has also accused national security advisor Ajit Doval of blocking crucial investigations into the matter. On Monday, Central Bureau of Investigation DIG Manish Kumar Sinha filed a petition seeking to intervene in the ongoing case filed by

Panel to look into capital surplus: RBI NEW DELHI, NOV 19 (AGENCIES): Reser ve bank of India (RBI) board Monday decided to set up a high-powered committee to examine issues related to surplus capital of Rs 9.69 lakh crore with the central bank and advised it to consider a scheme for restructuring stressed assets in the MSME sector. At a nine-hour long meeting of the board, it was also decided that the Board for Financial Supervision (BFS) of the RBI would examine the issues concerning the banks that are under the Prompt Corrective Action framework, according to a release. While most of the contentious issues remained inconclusive, the board zeroed in on a new scheme for the medium and small scale enterprises (MSME) industry, which will now allow loans up to Rs 25 crore. RBI also informed that it will inject Rs 8,000 crore into the system through purchase of government securities on November 22. The board also agreed to ease liquidity for financial sector, however, there was no concrete data to support a conclusion. The matter has therefore been deferred to the December 14 meeting of the central bank.

CBI director Alok Verma. Sinha, who was shunted out to Nagpur by the acting CBI director on October 24, said his transfer was “arbitrary, motivated and mala fide, and was made solely with the purpose and intent to victimise the officer as the investigation revealed cogent evidence against certain powerful persons.” He said his transfer was aimed at “changing the course of the investigation” and help Rakesh Asthana. On October 23, Sinha says he was informed by DIG/DD (SU) – the head of the CBI’s phone surveillance division – that a person had spoken spoke to Samant Goel (a senior R&AW official who was also identified in the CBI’s FIR) “and asked to help him to which

seized as evidence. “When the IO/ AK Bassi came to know that Samant Goel / Somesh had stopped talking and were exchanging Whatsapp Messages, he insisted that we need the cell phone sets of the public servants as the evidence is likely to be stored on the device and that a search be conducted. The Director CBI did not give immediate permission and reverted that the NSA has not permitted the same. “This oral request continued for 2/3 days. Ultimately, the proposal seeking permission to search was put on record by the IO on 22.10.2018. However, the same was not allowed and a query was raised by the Director as to why the searches are to be done.

Sinha, in his petition, also put on record the allegedly close ties national security advisor Ajit Doval has with Manoj Prasad and Somesh Prasad– two Dubaibased middlemen caught up in the Moin Qureshi case. His petition also alleges that Doval intervened at a crucial moment in the CBI’s investigation into special director Rakesh Asthana and DSP Devender Kumar to ensure that their mobile telephones– which contained evidence of WhatsApp messages exchanged – were not

In what can be a damaging blow to the credibility of Central Vigilance Commissioner K.V. Chowdary as an impartial investigator in the battle between Verma and Asthana, the CBI officer also says that Sana met the CVC in Delhi along with Gorantala Ramesh, a relative of the CVC, and discussed the Moin Qureshi case with him. Chowdary’s relative was apparently mixed up tangentially in the Moin Qureshi matter, having paid Sana some money for a land deal around the same time as the latter made a payment to Moin Qureshi. Sana claimed to the CBI that after that meeting, the CVC called Rakesh Asthana to his residence and made inquiries and Asthana assured him that there wasn’t much evidence against them. “There is no illegality in this, but the same is put on record here for the sake of completeness,” Sinha’s petition notes. NPF president Dr. Shürhozelie with NPF and AAP members during the merger ceremony.

KOHIMA, NOV 19 (NPN): After a former Aam Aadmi Party (AAP) candidate joined Congress in September, 634 AAP Nagaland members merged with Naga People’s Front (NPF) at a merger ceremony held at the latter’s central office here on Monday. Welcoming the AAP members, NPF president Dr. Shürhozelie Liezietsu asserted that the merger could be considered as a historical event for Nagaland, adding that the joining of AAP members would strengthen the opposition party. He said AAP was a strong party ruling the National Capital region of Delhi and surviving against all odds despite being illtreated by the ruling BJP at the Centre. This was due to the

support and unity of the common people, he stated. He also lauded the State AAP leaders for their move to merge with NPF for fighting together in the State’s and national interest, while exuding confidence that the AAP members would not regret joining NPF and cherish their decision to make Nagas stronger. Stressing that the opposition party’s priority was to bring the Naga political issue to an honourable solution, the NPF president said his party was only a facilitator to bring together NNPGs and Government of India. He said the joining by AAP members had served as a morale booster to NPF to help bring it back to power. In his brief address, former AAP convener Dr S Amos Longkumer announced that the decision

to merge with NPF was unanimously agreed upon by all the members after a thorough analysis and proper consultations. It was agreed that they would work united for the growth of the State through the merger, he added. Longkumer asserted that they had all joined with the clear intention and aspiration to rebuild NPF and work together for the growth of Naga community, with core focus on anticorruption measures. He said the AAP leaders felt the need to preserve NPF as it was the only pioneering regional political party in the State. He added they all had faith on the party’s ability to cater to the needs of society within and outside the State under the leadership of Liezietsu. (Cont’d on p-7)

ACAUT wants PWD to build BSNL services hit by highway works CM Rio calls on Radha Mohan, Rajnath in Delhi all-weather roads, bridges Staff Reporter

DIMAPUR, NOV 19 (NPN): ACAUT has suggested to public works department (PWD) to construct all-weather roads and bridges, instead of just widening them. In a statement issued by its media cell, ACAUT said that the department was repeating the same mistake it had committed in the past while constructing a new bridge now over Sanuro river to provide connection to the old town area. It added that those commuting daily to Kohima New Capital complex could see it for themselves. According to ACAUT, the bridge collapsed in 2015 due to wrong design with hume pipes, pointing out that the department did not even suspend the engineer concerned for this. ACAUT alleged that the same design and technology was being repeated at the construction site by dump-

ing excavated earth over two hume pipes and piling of used hume pipes along the road. It pointed out that engineers should not use hume pipes, even golden hume pipes, over such a big stream as these would be choked by garbage and siltation. ACAUT cautioned that, if it was not corrected right from the foundation, the people of Kohima could expect another manmade disaster. Mentioning that the estimated cost of the bridge pegged at Rs 18 crore was a good amount to construct RCC u-storm water drainage, ACAUT said construction of the bridge should start with a strong RCC foundation. Stating that God had sent heavy rains in the summer of 2018 to check the quality of PWD’s work, ACAUT cautioned that similar, if not worse, rains could come in 2019 to test the work quality.

DIMAPUR, NOV 19 (NPN): Services of state-owned telecom operator BSNL have been affected by the ongoing road works for improvement of city portion of Dimapur on NH-29 (between Purana Bazar and Chumoukedima) causing inconvenience to customers. The general manager telecom, Nagaland SSA, BSNL, Maitan Toppo, told Nagaland Post that BSNL field teams were working continuously on a war footing to quickly restore services as soon as its cables were affected somewhere or other. He, however, said that communication and coordination was poor between BSNL and agencies that implement developmental works. He accused those agencies of tearing through underground cables without informing BSNL. Toppo also alleged that

NHAI has failed to give BSNL a schedule of its activities although BSNL has been approaching the NHAI and has been trying to coordinate with the contractors. The general manager said that internet connections and landline telephones were frequently interrupted due to lack of planning, adding that this continuous cable fixing has become something of a habit for field workers. He informed that there were about were about 13500 landline consumers and around 6000 broad band users in Nagaland, out of which around 8000 consumers were in Dimapur alone. Stating that there were three Optical Fibre Cables (OFCs) running from OCB exchange Dimapur to Kohima, which is the lifeline for BSNL services, Toppo said “If this network of cables is affected, Kohima, Dimapur as well as Imphal get isolated.” Primary, secondary

and distribution copper cables (800/400/200/100 pairs ) were the ones most damaged, affecting around 1256 land line customers and 800 broad band customers. OFCs 24×1 and 12 F×2 serving 30 leased circuits, 72 BTS and the connection to Kohima district headquarters have also been interrupted in the last few weeks, he pointed out. Apart from basic services, Toppo said individual customers were greatly hit by the network going down. He stated that banks and IT/educational institutions that use internet connections also have to suspend all services that rely on it as soon as BSNL services go down. BSNL general manager further mentioned that in other places he worked at, utility ducts (Channels dug along the road for cables) are provided to BSNL for their cables, but this system has not been seen in Nagaland as yet.

H oweve r, w i t h t h e launch of project, she said those in distress who want to surrender their children could place their babies on these cradles so they could be

sent to loving homes. CPS director said these cradles would be linked with the district child protection unit, child welfare committee and under the observation and responsibility of the village or ward level child protection. DIMAPUR, NOV 19 (NPN): Five tribal bodies of Eastern Nagaland — Chang Khulei Setshang (CKS), Khiamniungan Tribal Council (KTC), Konyak Union (KU), Phom Peoples’ Council (PPC) and United Sangtam Likhum Pumji (USLP) have condemned “in the strongest terms” the threat on the life of Yimchunger Tribal Council (YTC) president by one Mukhe, finance member of Khango-led NSCN (K). In a joint statement, the presidents of CKS, KTC, KU, PPC and USLP asserted that any threat to a tribal leader, who works in the interest of peace and tranquillity in the region, was a direct attack/challenge to the public’s right to live in peace and harmony. In the December 18, 2007 ENPO resolution No. 2, they said it was resolved that there should be no threat, intimidation, undue disturbances etc. in any manner on public leaders and the innocent public. The tribal leaders said that the “threat of this nature have absolutely no place in our society.” They maintained that tribal leaders in and around the state must be allowed to work without fear of intimidation or threat of violence. “Nobody should feel (Cont’d on p-7) intimidation as a result of the common-

director of Prodigal’s Home, K Ela, was also released by Noke Wangnao. . Social Welfare director, T Merangtsungba Aier, who also spoke on the occasion, said that “The bizarre case of a number of new born babies thrown into trash bins, jungles, drainages, flushed down toilets or buried alive are not only unfortunate but also a sin that is on the rise.” He said that with the launch of ‘Cradle of Hope’, mothers now have a viable option to abandonment and can make a decision that will save lives. On the Naga tradition of adoption, Aier said that traditional practice of adoption “seems to be easy but is unsecure as it has no valid and legal documentations.” He said such practice makes the child vulnerable in many ways, and in some cases, the child was also disowned by the adoptive parents.

interest work they do,” they added. Extending support to the YTC’s decision, the five tribal bodies have asked the concerned higher authority to initiate appropriate action at the earliest. YUD: Vehemently condemning the alleged threat on the life of YTC president, the Yimchungrü Union Dimapur (YUD) has stated that intimidation and character assassination were unacceptable and unjustifiable under any circumstances, adding that they create further disunity among various sections of the society. A condemnation note issued by president YUD, Albinus Atsumong stated that threats and other unwanted activities in a civilized society were uncalled for when the Nagas were yearning for peace and reconciliation. YUD asked the various Naga political groups to maintain peace and tranquillity and work for the common cause of the Nagas rather than inviting unwanted environments. Further, extending its fullest support to YTC, the YUD has urged the council to firmly stand with its decision. YUD said it would extend its cooperation till the matter was amicably settled.
