D I M A P U R , N OV 1 7 (NPN): After Angam Public Organisation’s (APO) statement on November 11 and reaffirmation on November 15, attracted flak from senior elders of the Angami community for banning any form of protests or agitations during festive season under APO jurisdiction, the APO Advisory Board sought to correct the drift by issuing a statement over the controversy. It may be recalled that the APO statement had set the stage for a collision with the Public Coordination Committee (PCC) which had planned to stage sit-in demonstration in the New Secretariat for Lok Ayukta Act, termination of all backdoor appointees etc. APO Advisory Board through Zeneituo Yano acknowledged that the unending corruption, nepotism and favouritism was plaguing Naga society. It said as youths are the future hope it should be the endeavour of all to rid present social evils in order to bequeath the future generation with a corruption-free society. Taking cognizance of the APO statements on No-

vember 11 and 15, the APO Advisory Board clarified that it supports any peaceful protest, dharna conducted by any organisation for a genuine cause; more so when it pertained to corruption, backdoor appointments, nepotism and any form of discrimination. Therefore, APO Advisory Board reiterated that it does not subscribe to any “directives issued on restricting peaceful protests” and therefore appealed to APO to “extend its full support to the movement for the betterment of our society.” While lauding ACAUT and PCC for “taking the cause upfront” APO Advisory Board however expressed objection to protestors “showing thumbs down and shouting abusive words” at passing vehicles and occupants. While reaffirming the right to “peaceful” protest, APO Advisory Board hoped that the protesters would refrain from using abusive words or any form of violent demonstrations and that ACAUT and PCC would take the movement forward to its logical conclusion.

D I M A P U R , N OV 1 7 (NPN): In a significant development to the ongoing official talk between government of India and Working Committee (WC) comprising of six Naga National Political Groups (NNPGs), both sides after a meeting on Friday, signed an agreement which recognised the political and historical rights of the Nagas to self determine their future in consonance with their distinct identity. Highly placed sources confirmed to Nagaland Post that the government of India’s interlocutor to Naga Peace Talks, R.N. Ravi and Working Committee led by its convener, N. Kitovi Zhimomi and co-conveners –FGN kedallo, Zhopra Vero; secretary NNC (parent body), V. Nagi; NPGN/NNC (NA) ato kilonser, Hozheto; president NSCN (R), Wangtin Naga; NNC/ GDRN (NA) president, Kiumukam Yimchungru,

signed the agreement on November 17, 2017. According to sources, in the agreement the government of India has “recognised the political and historical rights of the Nagas to self determine their future in consonance with their distinct identity”. It was learnt that both the sides have agreed to work out a relationship that “is honourable, inclusive and enduring for peaceful co-existence”. It maybe be recalled that Nagaland Post on September 2017 reported that R.N. Ravi had invited Working Committee for formal talks on September 27 at New Delhi. The second round of talk was held on October 23 at Chumukedima Police Complex while the third round of talks was held on November 3 in New Delhi. D I M A P U R , N OV 1 7 (NPN): All ten MLAs from NPF (Dr. Shürhozelie Liezietsü) boycotted the meeting of the Parliamentary Working Committee of the Legislators’ Forum on Naga Political issue in protest against the NLA speaker of being partisan in his dealings and for not upholding the sanctity of the speaker’s chair. The MLAs expressed reservations on the speaker’s position as chairman of the forum “when (the Speaker) cannot uphold the Constitution of the Country and (the) Assembly Rules.” “When one cannot stand for the truth and the rule of law, one cannot be expected to bring about any positive things on such important issues as our Naga political problem,” the legislators said in a signed letter addressed to the Nagaland Legislative Assembly speaker. The 10 legislators further went on to place on record their position on the Naga political problem saying they “are ready to pave way in the event of the realization of a negotiated political settlement that is honourable and acceptable to the people.”

DIMAPUR, NOV 17 (NPN): Nagaland Legislators Forum (NLF) on Naga Political issue on Friday held a meeting under the chairmanship of NLA speaker, Dr. Imtiwapng Aier, wherein the house adopted a five-point resolution. During the meeting, chief minister, T.R. Zeliang delivered the keynote address. The meeting also deliberated on its sincere desire to have Naga political settlement at the earliest. The state government has also made several appeals to the NSCN(K) to renew the cease fire agreement and return to the negotiating table. The state leaders have also urged upon the government of India to include the NSCN(K) in the broad –based talks to reach a peaceful and permanent solution to the Naga political issue. Meanwhile, sources informed that 15-member delegates of Working Committee NNPGs would be returning on November 19. It is expected that the committee would be returning to hold consultative meetings with civil society organisations, tribal bodies etc., after which the members would leave for Delhi tentatively on the first week of December.

DIMAPUR, NOV 17 (NPN): Power minister, C. Kipili Sangtam on Friday informed that the state government is awaiting response from the Power Grid Corporation of India Limited (PGCIL) to assist the Power department in exploring the possibility of lending an available transformer from the regional pool. Though the partially damaged 20MVA transformer had been repaired and successfully tested on November 14, Kipili said that the department was also exploring the possibility of making use of an old repaired transformer of different capacity to supplement the power supply to some extent. The Power minister also informed that the power supply to Peren district is being fed from Kohima RE sub-station In the meantime, he said the Power department was also pressing hard with the earlier proposal for upgrading the present capacity with 100 MVA transformer. Kipili Sangtam said the feeding of Power supply from the second transformer started in limited areas by restricting the load to 50% of the capacity. Subsequently, the loading on the transformer was scaled up to feed more areas and the total capacity was brought to 40MVA, he added. (Cont’d on p-7)

D I M A P U R , N OV 1 7 (NPN): A trial court on November 10 sentenced a raped accused to 10 years of rigorous imprisonment in connection with the rape of a 14-year old girl in 2016. Session judge-cum-special judge POCSO, Phek, N. Longshitung Ezung held Surhoseyi Keyho guilty and also slapped a fine of Rs. 10,000. Asst PP-cum-government pleader, Phek, Samuel Ritse said that a complaint was lodged by the guardian of the victim on September 3, 2016, implicating that the accused Surhoseyi, resident of Bethany-I Colony of Phek Town, committed rape on a maid servant who was around 14 years old. Keyho was also found to have committed rape on the minor continuously on several occasions, the APP said in a press note.

D I M A P U R , N OV 1 7 (NPN): Nagaland Voluntary Consumers Organisation (NVCO) said it has submitted a representation on November 16,2017 to the chief secretary of Nagaland for laying down rules and criteria for induction of state information commissioner. According to NVCO media cell, the representation was made since the state did not have any rule or criteria as stated which provided opportunities for politicians including the chief minister to exploit the lacuna to induct their own candidate for reasons best known to them. NVCO also pointed out that the same practise bedevils the NPSC where members were appointed based on the decisions of politicians. NVCO said while it had made an open

Ramlia as the State Information Commissioner (SIC). The committee headed by chief minister, T.R. Zeliang as chairman and members— Imkong L. Imchen and EE Pangteang was constituted on November 2, 2017 to recommend the persons for appointment as CIC and SIC.

KOHIMA, NOV 17 (NPN): Nagaland chief minister, T.R. Zeliang on Friday assured that Nagaland Lokayukta Bill would be tabled during coming winter session (December 14) and subsequently passed by the house if the members agree after debate and discussion. The chief minister further said that the bill would be tabled in the house only after the Standing Committee on Lokayukta submits its report. “As soon as the standing committee submits the report it will be tabled in NLA. It is also the wish of the state government to make Nagaland a corruption free state,” he stated. In this regard, parliamentary secretary and chairman of the Standing Committee on Lokayukta, Er. Levi Rengma has called for a consultative meeting with the sub-committee and ACAUT on November 20 at 1 p.m. in the committee room of NLA secretariat. All members of the committee, sub-committee and ACAUT representatives have been asked to attend the meeting. Zeliang made this assurance during the meeting held with Public Coordination Committee (PCC) at his

residence Friday afternoon. Another meeting was held with the PCC and the Standing Committee members later in the evening. Earlier during the day, the PCC submitted a 10 point charter of demands, reminding the government of the points which the committee had been agitating for the past three days. PCC convener, Tia Longchar, ACAUT chairman, Joel Naga and advisor ACAUT, Kezhokhoto Savi after briefing the chief minister and chairman of the Standing Committee on Lokayukta, Er. Levi Rengma, also demanded that a special session be summoned to pass the bill. In response, chief minister stated that the government had never opposed passing the Lokayukta bill in the assembly and assured that the government would do anything that was good and beneficial for the people of the state. On the appointment of Lokayukta chairman, Zeliang was apprehensive that state may not be able get a retired Supreme Court or High Court judge to head the institution, saying “it may not be good to get outsiders for Nagas.” Zeliang also suggested the committee members to

study and compare the Bill with that of other states to make the law useful. “Else simply passing the Bill will not serve the purpose,” he said. Er. Levi Rengma explained that owing to the frequent crises in the government, the members were unable sit together to discuss on the matter. Er. Levi said there were 24 states in the country which had passed Lokayukta Bill and the committee has compared and taken points from these states. He said despite Karnataka being the first state to pass the Lokayukta Bill, it was facing difficulties. Er. Levi also echoed CM’s view with regard to appointment of Lokayukta chairman. Er. Levi assured the PCC members that the committee would be submitting its final report after the November 20 meeting. To this, Kezhokhoto Savi said, initially the state may struggle when Lokayukta is instituted. However, he said the state government should not be apprehensive about appointment of the chairman but first pass the Bill at the earliest. On the other hand, ACAUT member said that the bill should not be on the lines of the Vigilance Commission, which was “a toothless tiger”.

PCC temporarily suspends sit-in protest

After three days of continuous protest, the Public Coordination Committee (PCC) on Friday decided to temporarily suspend the sit-in protest, after the government assured to initiate talks and look into the various demands of the committee.

PCC warned that if the government failed to keep its word, the protest would be intensified and that the government will not be allowed to carry out any recruitment process. Talks were held after a meeting between PCC and chief minister at CM’s residence here.
