PIL in SC seeks minority status for Hindus in NE, 7 other states NEW DELHI, OCT 31 (AGENCIES): A Public interest litigation (PIL) filed in the Supreme Court has demanded that Hindus be notified as a minority community in eight states, including Punjab, Jammu and Kashmir and North East, and be given the legitimate benefits meant for them, The Tribune report stated. The PIL filed by advocate Ashwini Kumar Upadhyay has sought minority status for Hindus in North Eastern states of Nagaland, Mizoram, Meghalaya, Arunachal Pradesh and Manipur. Upadhyay also alleged that the Prime Minister’s 15-Point Programme meant for religious and linguistic minorities was not being appropriately used in many states, particularly in Nagaland, Arunachal Pradesh, Assam, Goa, Jammu & Kashmir, Kerala, Lakshadweep, Manipur, Meghalaya, Mizoram, Punjab, Tamil Nadu, Uttar Pradesh and West Bengal. NMDA on dengue test

DIMAPUR, OCT 31 (NPN): Expressing concern over the higher rate being charged by private pathological laboratories for dengue test, the Nagaland Medical Dealers Association (NMDA) has asked the private laboratories to cut down the rates to make it affordable by all citizens. In a statement, NDMA general secretary Birendra Sharma said that it has come to the knowledge of the association that some private laboratories were charging Rs. 800 per blood test for dengue fever. It therefore, urged the drug controlling authorities to take up the matter and control the rate. Also, expressing concern on the prevalence of dengue viral in the state, especially in Dimapur district, the NMDA has urged the department of Health and Family Welfare to provide dengue test kits in Civil Hospital and other dispensaries.

titioner said Hindus were in minority in eight states -- Punjab (38.4%), Jammu and Kashmir (28.44%), Manipur (31.39%), Arunachal Pradesh (29%), Meghalaya (11.53%), Nagaland (8.75%), Mizoram (2.75%) and Lakshadweep (2.5%). “Christians are majority in Mizoram, Meghalaya and Nagaland and there is significant population in Arunachal Pradesh, Goa, Kerala, Manipur, Tamil Nadu and West Bengal, but they are treated as minority. Likewise, Sikhs are majority in Punjab and there is significant population in Delhi, Chandigarh and Haryana but they are also treated as minority,” the petition read. “But, their minority rights are being siphoned off illegally and arbitrarily to the majority population because neither Central nor the State Governments have notified Hindus as a ‘minority’ under Section 2 (c) of the NCM Act. Therefore, Hindus are being deprived of their basic rights, guaranteed under the Articles 25 to 30,” Up-

He contended that Hindus were being treated as majority in these states despite being minority in population and were illegally being deprived of benefits meant for minority communities. “The Union Government offered 20,000 scholarships in field of technical education for minority students. In J&K, Muslims constitute 68.3% of the total population and government allotted 717 out of 753 scholarships to Muslim students, but none to Hindu students citing Notification on Minority Communities dated October 23, 1993 which declares Muslims as minority, but not the Hindus,” the petitioner pointed out. Supreme Court is already seized of another PIL with regard to Jammu and Kashmir wherein petitioner Ankur Sharma– a Jammubased advocate– alleged that the benefits meant for minorities were going to the majority community i.e. Muslims in the state.

Sharma had alleged that crores of rupees were being squandered away as the state was spending money on unidentified minorities. A highlevel committee comprising officials of the Centre and the Mehbooba Mufti government had been constituted to look into the issue of setting up of a minority commission for the state, the top court was told on May 1. Contending that the 1993 notification violated the basic structure of the Constitution, Upadhyay wondered how communities in majority in a given state were enjoying benefits meant for minority communities. National Commission for Minority Act 1992 – which came into force on May 17, 1993 -- extends to the whole of India except Jammu & Kashmir and the Centre had on October 23, 1993 notified Muslims, Christians and Sikhs as minorities. Later, Jains were also added in the list in 2014. But not the Hindus, though they were minority in eight states, Upadhyay said.

WhatsApp officially rolls out deleting messages for everyone

SAN FRANCISCO, OCT 31 (IANS): WhatsApp on Tuesday announced it has officially rolled out its most anticipated feature ‘Delete for Everyone’ that allows its over one billion users revoke their messages in case they sent those to a wrong person or a group. “Starting today you can now delete messages you sent by mistake a” whether to one person or an entire group,” WhatsApp said in a statement.

Tap and hold on the message, choose “Delete,” and then “Delete for everyone.” You have seven minutes to delete the message after it’s sent. This feature is rolling out for users around the world on the latest versions of iPhone, Android, Windows Phone as well as desktop. “Both you and the

message recipient must be using the latest version of WhatsApp for the message to be successfully deleted,” WhatsApp said. “Deleting messages for everyone allows you to delete specific messages you have sent to either a group or an individual chat. This is particularly useful if you sent a message to the wrong chat or if the message you sent contains a mistake,” WhatsApp said in its FAQ. Messages you successfully delete for everyone will be replaced with “This message was deleted” in your recipients’ chats. Similarly, if you see “This message was deleted” in a chat, it means that the sender deleted their message for everyone. WhatsApp has over 200 million monthly active users in India and 1.2 billion users worldwide.

DIMAPUR, OCT 31 (NPN): Nagaland Governor, P.B. Acharya on Tuesday said that the people of Nagaland were excited and eagerly waiting for an early solution. He said this while speaking at the 48th Conference of Governors at Rashtrapati Bhavan, New Delhi, PRO Raj Bhavan informed. With the peace process moving in the right direction, Acharya said he was hopeful that a settlement would be reached at the earliest. He further thanked the President, Prime Minister and the Home minister for their efforts to find a permanent solution to the decades-old Naga issue. He was also optimistic that once a permanent solution is arrived at, it would spur development and progress and also create opportunities for employment and help the youth of Nagaland.

Flood affected NE Speaker defers hearing states get `200 cr on disqualification case

NEW DELHI, OCT 31 (NPN): Ministry of Development of North Eastern Region (DoNER) has sanctioned Rs. 200 crore for flood affected reconstruction works in the four North Eastern States of Assam, Nagaland, Manipur and Mizoram. This was disclosed by the Union DoNER minister, Dr. Jitendra Singh on Tuesday. However, no specific details were made known as to how much each state were given. It may also be recalled that during Prime Minister, Narendra Modi’s visit to some of the flood affected Northeast states in August, announced a flood relief package of Rs. 2000 crore. Dr. Jitendra Singh said, this year had witnessed unprecedented floods and the rainfall was more than 100% higher than that in the preceding months during the same period of time. As a result, he said, the damage was colossal and the relief and rehabilitation operations also got disrupted. He said a high-level committee has also been constituted to monitor the flood related operations and plan for future roadmap to avoid such situations. Referring to the keen interest and priority shown by the Prime Minister, Dr. Singh recalled that not only the Prime Minister began monitoring the flood situation right from day one, but he was also personally calling up the chief ministers of the concerned states for the latest feedback and also offered advice.

KOHIMA, OCT 31 (NPN): Nagaland Legislative Assembly (NLA) speaker, Dr. Imtiwapang Aier on Tuesday heard the case pertaining to the disqualification petition filed by chief minister, T.R. Zeliang against the nine MLAs of Dr. Shürhozelie’s group and adjourned the proceedings to November 28, 2017. The counsels of the petitioner (chief minister) and respondents (9 MLAs) submitted their lists of questions/issues before the speaker. After hearing both the counsels-- petitioner (chief minister) and respondents (9 MLAS), the speaker through an order scheduled the next hearing on November 28 (for the petitioner) and November 29 (for the respondents) to make their submissions. “I have heard both the parties if brief. Now, you have seen each other’s suggested issues. I feel you may want to make further submissions. Therefore, I will give you another time for hearing,” the speaker stated in the order. In this regard, the speaker has asked both the parties “to submit their replies/rebuttals reduced in writing by 10 a.m. the next day with a copy to the opposite party without fail.” “At the end of this process, if there are nay outstanding questions or issues for me to raise, I will do that

Sazo slams speaker’s ‘inaction’ Former speaker Dr. Chotisuh Sazo, MLA, Tuesday said that the NLA speaker has failed to understand what was happening, saying as per the rules the speaker has to take prompt action after 10 days of receiving the petitions. Speaking at the sit-in protest site at civil secretariat here, Sazo expressed anguish over the “inaction” of the speaker and dared him to disqualify them (nine MLAs with Dr. Shürhozelie) if they had gone against the rules and if there were such rules. Sazo said the problem started when the NLA speaker recognized two whips without following the rules. Further, the former speaker said the members sought justice from the judiciary, but was delayed time and again, adding “justice delayed is jus(Cont’d on p-7) tice denied”.

NSF asks Govt to pass resolution against Aadhaar DIMAPUR, OCT 31 (NPN): Contending that imposition of Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 was a big threat to Naga customary law and identity, the Naga Students’ Federation (NSF) on Tuesday urged the state government to pass a resolution under Article 371A of the Constitution in the State Legislative Assembly for barring the applicability of Aadhaar Act, 2016 to the state of Nagaland. In a memorandum addressed to chief minister, NSF president, Kesosul Christopher Ltu, and general secretary, Imtiyapang Imsong, reminded that Art. 371A exempts Nagaland from the applicability of the Acts of Parliament in respect of religious or social practices of the Nagas, Naga customary law and procedure, administration of civil and criminal justice

involving decisions according to Naga customary law, and ownership and transfer of land and its resources. NSF also reminded that the State Legislative Assembly has a special prerogative to decide whether an Act of Parliament should be made applicable to the State. According to the federation, it was the bounden duty of the State Assembly to defend, protect, uphold and advance the sanctity of special status conferred by the Constitution of India. Besides, it said the right to self-determination was the inalienable right of the Nagas. Imposition of Aadhaar card/UID number, the NSF said was nothing but a direct challenge of privacy threatening even the idea of Nagas right to self-determination. “Imposing of such drastic nationalising policy upon the Nagas pending the final Indo-Naga solution is thus inimical to the process of

Indo-Naga Peace Dialogue,” NSF asserted. Further, the federation said it has noted that enforcement of Aadhaar was aggressively being pursued only in some selected states of Northeast India unlike in the other mainland Indian states for the reasons best known to the Government of India. In the interest of “defending the sanctity of Naga customary law, identity, culture, privacy and right to self-determination”, the NSF has therefore urged the state government to put in place the following resolution as a matter of priority: 1. Declare the Aadhaar Act, 2016 as inimical to Naga customary law, social identity and practice; and 2. Bar the applicability of the Aadhaar Act, 2016 to the state of Nagaland pending the final Indo-Naga solution by resorting to the exemption clause under Article 371A of the Constitution.

Power deptt releases top 100 defaulting SPM villages DIMAPUR, OCT 31 (NPN): Department of Power on Tuesday released the list of top 100 defaulting SPM villages in Nagaland. A DIPR report stated the department was compelled to release the details since the villages had failed to clear the dues despite several reminders and notices. It said that the top 100 VEMB arrear amounted to Rs. 3.49 crore. According to the department the top five villages were-- Chozuba village under Phek division- Rs. 33,33,000 upto to August 2017; Tuensang village under Tuensang division- Rs. 20,58,552 upto September 2017; Phek village under Phek division- Rs. 9,88,005 upto August 2017’ Ahtibung under Peren division- Rs. 9,40,292 upto September 2017 and Chizami New Town under Phek division- Rs. 9,25,811.

KPU 48-hr total bandh along NH-2 begins Reconciliation chapter is closed: NPF (Rio) DIMAPUR, OCT 31 (NPN): The 48-hour total bandh imposed along NH-2 by the Kandi Public Union (KPU) against the state government’s “unresponsive attitude” towards construction of BDO office at Chunlikha RD block, under Teseminyu sub-division began on Tuesday from 6 a.m. The bandh would end midnight of November 1, 2017. KPU through its publicity cell stated that the district administration deployed adequate police personnel and officials at the two ends -- K Station and Tsonsa. It said the union also deployed hundreds of volunteers restricting movement of vehicles except paramilitary, police, magistrate on duty, ambulance, wedding party and emergency services with proper proof and press fraternity. NH-2 connects various districts of the Nagaland with the state capital via Wokha district. Kath said the union was compelled to impose the bandh as the state government failed to respond to various representations submitted earlier demanding commencement of the construction works for BDO

Reiterating that the foundation stone for the construction of BDO office was laid in 2012, Kath said the work order was issued only after a gap of five years to M/s JK & Sons Constructions on November 11, 2016. However, he expressed regret that the contractor failed to commence the construction work of RD Block Chunlikha BDO office building. In this connection, KPU president said several

representations were submitted to the government including the ultimatum served on state government October 6 last to commence the work within 15 days. Despite serving ultimatum, Kath said there was no positive response either from the government or the contractor compelling the union to enforce the total bandh. Meanwhile, KPU advisor, Johnny G Rengma, said the state government has already made around 35% of the amount for the work but there was no sign of any construction being undertaken. He said the foundation stone for the BDO office laid in 2012 has also been destroyed by some miscreants. Rengma, therefore, cautioned that KPU would be compelled to resort to severe course of action if the government failed to take up positive measures immediately.

DIMAPUR, OCT 31 (NPN): NPF (Rio) on Tuesday informed that the reconciliation offer extended to Dr. Shürhozelie’s group has been closed since the latter had out rightly rejected the offer. “It is quite unfortunate that, our rival group has made a mockery of our humble reconciliation initiatives and regrettably we hereby inform our party men and women, supporters, sympathizers that the reconciliation chapter is closed,” NPF press and information cell (P&IC) stated. P&IC said that the party had tried all channels to extend their friendship to the friends and family members who were on the wrong side, not because of any fear but because we are strong. P&IC maintained that the reconciliation offers were based on the principles of ECI directives, order dated March 27, 2015 and

October 17, 2017. It was also based on the resolutions adopted during the consultative meeting of NPF central office/NPF legislature party on October 24, wherein the party had extended an olive branch for reconciliation to the rival group. “Our reconciliation hands were extended on goodwill and in the larger interest of the people who voted for us back to back to power with thumping majority for 3 consecutive terms,” it said. However, P&IC said that their splinter group presumed that they (NPF Rio) were the Trojan horse and not only out rightly rejected the offer “but scorned and miffed the majority and ruling NPF party initiatives to reconcile with high sounding phrases.” As a political party, P&IC said NPF had always taken serious note of any internal strife, since their job was purely to work for

the welfare of the people. “It is not our job to make a mountain out of a molehill nor washing our dirty linen in public,” it added. Since the party has no control over what the Election Commission of India would say over the present NPF imbroglio, P&IC said the final verdict will soon be made clear. It said ECI was not only a monumental institution, but also a living institution that actively defends democratic values and the constitution. By totally rejecting its initiative to amend, P&IC said that the NPF central office was saddened that a great opportunity had been lost. “We request upon the other group not to make a mockery of themselves in public even if they cannot understand what a constitutional process is, but wait for ECI to give its judgment,” said the P&IC.
