35.5L yet to apply for inclusion in NRC SC sets SOP for disposal of claims and objections of NRC updation GUWAHATI, NOV 18 (PTI): Over 35.5 lakh people, out of the total 40 lakh, who were excluded in the draft National Register of Citizens (NRC), have not yet come forward to include their names in the final list of the Supreme Court-monitored exercise, sources said Sunday. Besides, less than 200 applications have been received by the authorities challenging the inclusion of the names of suspected illegal immigrants in the NRC, a list of Assam’s residents, two months after a window was opened for claims and objections. So far, about 4.5 lakh people have submitted applications for inclusion of their names in the NRC and they have submitted relevant documents claiming that they are Indian citizens, a source privy to the development said. This means, 35.5 lakh people have not yet come forward to claim that they are Indians, probably they may not have proper documents, the source said.

YAA flays threat to YTC president D I M A P U R , N OV 1 8 (NPN): Yimchung r ü Akherü Arihako (YAA) has vehemently condemned the alleged intimidation of Yimchungrü Tribal Council (YTC) president Throngso by Mukhe, a finance committee member of Khango Konyakled NSCN-K Saturday. According to YAA president S Yansomong and general secretary Achung Jangleh, Mukhe threatened Throngso with life. YAA warned that should anything happen to YTC president or to any Yimchungrü tribal leaders, the person concerned would be held solely responsible. Reminding everyone that Naga civil societies were relentlessly working to bring all political groups closer and to work for a common cause, YAA said such a callous act was highly condemnable and detrimental for any given society and was uncalled for. Threatening or intimidating public leader had no place in today’s society as it was done only by un-mandated or illegal organisations, it added. Fully supporting YTC to stand firmly on its decision and extending cooperation till the matter was amicably settled, YAA said it was high time higher authorities disciplined their cadres to maintain the good name of their organisations.

Following a directive of the Supreme Court, the process of filing claims and objections to the draft NRC began on September 25 and it will come to an end on December 15. West Bengal Chief Minister Mamata Banerjee had claimed that the NRC exercise was carried out with a “political motive” to divide people and warned that it would lead to “bloodbath” and a “civil war” in the country. Following exclusion of over 40 lakh people in the draft NRC, Banerjee had also said those “Indian citizens have become refugees in their own land”. Banerjee alleged the NRC was an “attempt to evict the Bengalis from Assam”. The issue of low turnout in the claims and objections period was also discussed at Saturday’s high-level meeting in New Delhi attended by Home Minister Rajnath Singh, BJP president Amit Shah, Assam Chief Minister Sarbananda Sonowal, Union Home Secretary Rajiv Gauba, Director of Intelligence Bureau Rajiv Jain, among others. The Supreme Court has also finalised a set of standard operating procedure (SOP) for disposal of claims and objections in the updation of the NRC. The draft NRC was published on July 30 and included the names of 2.9 crore people

out of the total applications of 3.29 crore. There has been a huge controversy over exclusion of 40 lakh people from the draft NRC. Initially, the apex court had allowed the claimants to rely on any of the 10 documents -- land documents, permanent residential certificate issued from outside the state, passport, Life Insurance Corporation of India policy, any licence or certificate issued by any government authority. Document showing service or employment under the government or public sector undertaking, bank or post office accounts, birth certificates issued by a competent authority, educational certificate issued by boards or universities and records or processes pertaining to court provided they are part of processing in a judicial or revenue court. However, on November 1, the court allowed five additional documents to reply upon for inclusion of names in the NRC. The additional papers are -- 1951 NRC, electoral roll up to March 24, 1971, citizenship certificate, refugee registration certificate and ration card. For the claims and objections process, forms are available in 2,500 ‘Seva Kendras’ in Assam, where people can file their appeal in their respective areas, another source said.

People can file corrections to their names that are in the draft and also raise objections against suspected foreigners. The update of the NRC, the massive exercise to identify genuine Indian nationals living in Assam, excluded over 40 lakh people from the draft list published on July 30, creating a huge political controversy. The exercise is aimed at identifying illegal immigrants in the state that borders Bangladesh was carried out only in Assam, which faced influx of people from Bangladesh since the early 20th century. When the NRC was first prepared in Assam way back in 1951, the state had 80 lakh citizens then. As per the 2011 census, Assam’s total population is over 3.11 crore. The process of identification of illegal immigrants in Assam has been widely debated and become a contentious issue in the state’s politics. A six-year agitation demanding identification and deportation of illegal immigrants was launched by the All Assam Students Union (AASU) in 1979. It culminated with the signing of the Assam Accord on August 15, 1985, in the presence of then prime minister Rajiv Gandhi.

Nagaland also agrees CIC again directs to implement Real PMO, RBI to disclose Estate Regulation Act wilful defaulters’ list GUWAHATI, NOV 18 (AGENCIES): Six North eastern states have finally agreed to implement Real Estate Regulation Act (RERA) paving way for protecting the interest of home-buyers in these states. The states include-Nagaland, Ar unachal Pradesh, Meghalaya, Manipur, Mizoram, and Sikkim. The six states had failed to notify RERA due to land and other issues. T h e d eve l o p m e n t comes after a team of the Union Housing and Urban Affairs Ministry visited the North Eastern states and discussed the issues coming in the way of notifying the Act. The Act, which provides proper protection to home buyers, was enacted by the Parliament in 2016. The states were given powers to notify their respective rules and appoint regulatory authorities. It may be pointed out that all states and Union Territories in the country, except the six North Easter

states and West Bengal, had already notified the rules under the Real Estate (Regulation and Development) Act, 2016. However, West Bengal has notified its own real estate law -- the Housing and Industrial Regulation Act, 2017 (HIRA) instead of RERA. The Act is not applicable in Jammu and Kashmir. The ministry has asked the state government to repeal it as there cannot be two legislations on the same subject. According to the Housing and Urban Affairs Ministry, over 20 states and UTs have established real estate appellate tribunals under the legislation, of which, seven are “regular” tribunals while there are 13 “interim” real estate appellate tribunals. The act, which provides proper protection to home-buyers, was enacted by Parliament and states were given powers to notify their respective rules and appoint regulatory authorities.

NEW DELHI, NOV 18 (Agencies): Severely admonishing the Prime Minister’s Office (PMO) and Reserve Bank of India, the Central Information Commission has again directed them to disclose the list of wilful defaulters and former Governor Raghuram Rajan’s letter on bad loans. In an exhaustive 66-page order, the panel pulled up the Prime Minister’s Office (PMO) for not complying with its directive to disclose the letter from former RBI Governor Rajan on bad loans. Information Commissioner Sridhar Acharyulu said, “If there is any objection based on any exception, the PMO should have pleaded such provision and justify their denial.” He said the PMO refused to comply with the direction of disclosure of action on Rajan’s letter on “grounds which are not legal, which is unfortunate”. CIC had earlier issued a show cause notice to RBI Governor Urijit Patel for “dishonouring” a Supreme Court judgment and CIC directive on disclosure of the list of wilful defaulters. The PMO has a “moral, constitutional and political duty” to tell the citizens of India as to who are the defaulters and what action has been taken to recover the huge loans advanced to them by banks, from out of taxpayer’s money, he said.

DIMAPUR, NOV 18 (NPN): Union Minister of State for Ayurveda, Yoga & Naturopathy, Unani Siddha and Homoeopathy (AYUSH) Shripad Yesso Naik will inaugurate the AYUSH hospital at Tuensang in December. This was conveyed by Naik to State’s health & family welfare (H&FW) minister S Pangnyu Phom when the latter called on him in New Delhi on Saturday.

According to a press release issued by PRO Nagaland House, New Delhi, Phom had called on the Union minister at his official residence in New Delhi on Sunday. During the meeting, S Pangnyu Phom briefed Naik on implementation of Central scheme under AYUSH, besides submitting a project on medicinal plants fields and herbal gardens in the State. He also urged

the Central minister to visit the State and inaugurate the first AYUSH hospital at Tuensang. Naik assured the H&FW minister of taking up the project proposal submitted by him and also asked the State government to fix the date for inauguration of the AYUSH hospital in December. In June last, Pangnyu had requested the Centre for AYUSH hospitals in all the districts of Nagaland, to setup medicinal plants and herbal garden, and a separate directorate for AYUSH in the State at the earliest. Pangnyu had also apprised Naik of the various activities and AYUSH schemes being implemented in Nagaland. The union minister had assured S Pangnyu Phom that all the districts in Nagaland would be given AYUSH hospital in a phase manner. With regard to medicinal plants fields and herbal garden including AYUSH directorate Naik assured to take up the proposal.

NEW DELHI, NOV 18 (IANS): Antibiotic-resistant infections are spreading wings in India, killing over 58,000 children every year, while uncontrolled dumping of untreated urban waste into water bodies is affecting aquatic life and environment. With some of the highest antibiotic resistant bacteria that commonly cause infections in the community and healthcare facilities, India suffers severely, reminds Centre for Disease Dynamics Economics and Policy (CDDEP), as World Antibiotic Awareness Week 2018 ends on Sunday. “Every year globally, almost 700,000 lives are lost. More than 58,000 children die every year in India alone, from antibiotic-resistant infections,” said CDDEP. The antibiotic resistance is the ability of disease-causing bacteria and micro-organisms to resist the antibiotics or medicine due to adaptation. D I M A P U R , N OV 1 8 (NPN): NSCN (I-M) has strongly condemned the arrest of its staff by Assam Rifles (AR) personnel on November 16 and the subsequent harassment meted out to the public, especially the womenfolk, at Riangpang village by them. In a statement issued by its MIP, NSCN (I-M) alleged that its khapur of Zeilad region Ringnichang was arrested by personnel of the 23rd AR around 5.30 pm without any reason from Riangpang under Nungba sub-division of Zeilad region. Subsequently, MIP said that the AR team, which violated the ceasefire ground rules, was confronted by womenfolk and public of Riangpang village and Nungba area.

NEW DELHI, NOV 18 (PTI): Petrol price on Sunday was cut by 20 paise a litre and diesel by 18 paise, the 29th straight daily reduction in rates that has wiped away all of the massive price increase in petrol witnessed in two months since mid-August that had triggered a political uproar. Petrol price in Delhi was cut to Rs 76.71 a litre from Rs 76.91 on Saturday, according to a price notification issued by stateowned fuel retailers. Diesel is being now sold at Rs 71.56 per litre as compared to Rs 71.74 on Saturday. With this, the reduction in rates in the last one month totals Rs 7.29 per litre for petrol and Rs 3.89 a litre for diesel. Rates have been on the decline since October

18. This has wiped out all of the price hike on petrol in two months beginning August 16 and more than half on diesel. The reduction in diesel rates has been slower due to moderate fall in its benchmark international prices, according to oil company price notifications. Pe t r o l p r i c e h a d touched a record high of Rs 84 per litre in Delhi and Rs 91.34 in Mumbai on October 4. Diesel on that day had peaked to an all-time high of Rs 75.45 a litre in Delhi and Rs 80.10 in Mumbai. Prices had started to climb from August 16. Petrol in Delhi was priced at Rs 77.14 per litre and in Mumbai it cost Rs 84.58 on August 15. Diesel on that day was priced at Rs 68.72 per litre in Delhi and at Rs 72.96 in Mumbai. K Y M C
