D I M A P U R , N OV 1 7 (NPN): With the BJP-led NDA government all set to push the controversial Citizenship (Amendment) Bill (CAB), 2019 this winter session of the Parliaments starting from November 18, the North East Forum for Indigenous People (NEFIP) and North East Students’ Organisation (NESO) on Sunday announced to hold mass agitation across the North Eastern states. NEIFP president Ningthouja Lancha said the forum has decided to resume the mass agitation against CAB and the authoritative attitude of Government of India (GoI) from Monday. Bobde to take oath as 47th CJI today

NEW DELHI, NOV 17 (IANS): Justice Sharad Arvind Bobde will be swornin as the 47th Chief Justice of India on Monday. According to a statement, President Ram Nath Kovind will administer the oath of office to Justice Bobde at 9.30 a.m. Outgoing CJI Ranjan Gogoi on October 18 had recommended Justice Bobde, the second senior-most judge of the apex court, as his successor. Justice Bobde will retire on April 23, 2021. Born in Nagpur on April 24, 1956, he completed his graduation and obtained a law degree from Nagpur University. His career as judge began on March 29, 2000 when he was appointed as Additional Judge in the Bombay High Court, and rose to become Chief Justice of Madhya Pradesh High Court on October 16, 2012. He was elevated as a Judge of the Supreme Court on April 12, 2013. He was part of the five-judge constitution bench hearing the longest running Ayodhya land dispute case.

NEFIP said recognising such illegal immigrants as “natural persons” who could acquire Indian citizenship on the basis of religious identity ran antithetical to the Constitution of India, stressing that the eligibility criterion to grant citizenship to these illegal migrants, besides being unreasonable and unlawful, was genocidal for the indigenes of the Northeast. Giving shelter and providing citizenship to the religiously persecuted migrants, who were actually labourers, would adversely affect the indigenous population of the entire region, it warned. NEFIP said series of agitation were held and several memorandums were submitted to the Prime Minister and chief ministers of the region. NESO: North East Students’ Organisation (NESO) also announced that it will hold protest marches against the proposed CAB across all the states in the region on Monday. All Assam Students’ Union (AASU), which is a major constituent of the NESO, and other seven member organisations will

hold their demonstrations in front of the respective Raj Bhavans in all the states. “Through each governor, the protesters will submit memorandums to the prime minister and home minister against the bill, which is strictly against the indigenous people of the region,” a NESO release said. “North East is not a dustbin of illegal Bangladeshi people. Under no circumstances, the CAB will be accepted. Our protest against the anti-indigenous CAB will continue,” the statement said. The BJP is bringing in the CAB only to garner votes of the illegal Bangladeshis and the ruling party is going ahead with the decision on the CAB on the back of their numbers in Parliament, it alleged. The member organisations of the NESO are AASU, KSU, GSU, AMSU, NSF, TSF, AAPSU and MZP. The CAB seeks to grant citizenship to Hindus, Sikhs, Buddhists, Jains, Parsis and Christians from Afghanistan, Bangladesh and Pakistan after six years of stay in the country even if they do not possess proper documents.

Appealing to the people of the Northeast to study, support and struggle for the cause, NEFIP regretted that instead of giving any heed to protests and prayer in the form of memorandum, the same Bill would be introduced in the forthcoming Winter Session of Parliament “undermining the aspirations and legitimate rights of the indigenes of the region”.

D I M A P U R , N OV 1 7 (NPN): Against the backdrop of NPF’s allegations of mis-governance and rampant corruption in public offices of the state government, Nagaland Lokayukta, while taking suo motu cognisance of the claims made by NPF in its press release published in the media on November 18, said unless the people of Nagaland came forward with their grievances and filed complaints after complying with procedural requirements, the organisation would be helpless. In an order, Lokayukta justice Uma Nath Singh said he took a serious note that instead of filing complaints in accordance with Regulation of the Nagaland Lokayukta, the people were playing to the gallery. Pointing out that after taking over charge as

lokayukta only nine complaints had been filed so far, Justice Singh stated. Moreover, he said the organisation needed to be well equipped to deal with such allegations of misgovernance and corruption. He emphasised that both Nagaland Lokayukta and Nagaland Lokayukta Police Organisation required drastic reforms and serious re-look to come up to the expectations of the people of Nagaland and other stakeholders. Justice Singh said lokayukta was in urgent need of two more Upa-Lokayuktas with clean records and serious aptitude for the job, but regretted that even the letters sent from his office to the State government remained pending for months with no response in some cases. NEW DELHI, NOV 17 (AGENCIES): Petrol prices continued to soar on Sunday. Diesel rates, on the other hand, remained stagnant for the third day straight. After today’s price revision, petrol became 10-12 paise costlier across major cities in India while diesel prices remained unchanged. In Delhi, petrol on Sunday was retailing at Rs 73.89, up 12 paise from Saturday’s rate. Diesel in the National Capital was selling at Rs 65.79 per litre. Petrol in Kolkata was 11 paise costlier and was retailing at Rs 76.58. In Chennai, citizens have to shell out Rs 76.81 for a litre of petrol. In Dimapur, petrol on Sunday was retailing at Rs. 71.80 per litre, up 12 paisa. Diesel in the city was priced at Rs 63.61 per litre. In Kohima, petrol is being sold at Rs. 72.60 per litre, up 11 paisa and diesel at Rs. 64.24 per litre.

JAF to launch phase-wise democratic stir from Nov 20 DIMAPUR, NOV 17 (NPN): Joint Associations Forum (JAF) comprising of Nagaland Directorate Ministerial Service Association (NDMSA), All Nagaland District Ministerial Service Association (ANDMSA), Trained Nurses Association of India-Nagaland Branch (TNAI) and Prison Service Association Nagaland announced to launch phase wise democratic agitations, for the non implementation of the ROP Pay Anomalies Committee (PAC) recommendation, starting from November 20 if their demand was not met before the due course of time. According to JAF convenor, M. Renthungo Tungoe and co-convenor, V. Peter Rutsa, the forum took this decision at the meeting of the coordinating body held on November 14 at Ura Hotel, Kohima for non implementation of the ROP Pay Anomalies Committee (PAC) recommendation by the state government. JAF said the aggrieved four associations decided to take a joint venture to pursue the matter and requested the state government to implement the recommendation in letter and spirit without any discrimination. While pointing out that the current issue was related to pay level enhancement of specific categories of employees under the four associations, JAF said they deserved better perks and allowances commensurating their duties and responsibilities. JAF further reminded that the associations had submitted individual

representations expressing their grievances and claims of anomalies to the 2017 ROP PAC on invitation, and accordingly the PAC in their report dated 21.05.2018 had recommended higher pay level of specific employees under the aggrieved associations. However, JAF said the government failed to implement/approve the recommendation for no valid and justifiable reason. A joint representation was submitted to government on September 12, 2019 demanding implementation of the recommendation. However, JAF said there was no positive response even after a lapse of over 45. In this regard an ultimatum was served on the government on October 30, 2019 for which the dateline ended on November 14. In this regard the JAF said it was compelled to launch phase-wise agitation. In the first phase, members of JAF will be wearing black badges and warned that the agitation will be intensified if the demand was not met. In this regard, JAF has directed all its constituent members to be prepared for the proposed agitation and take up the matter seriously. All constituent associations have also been directed to constitute action committee to monitor and curb any untoward incident during the democratic form of agitation. Meanwhile, JAF has sought the support and cooperation of the AHoDs, HoDs and controlling officers and to understand their genuine case.

NH urges Naga political groups to unite for peace DIMAPUR, NOV 17 (NPN): Naga Hoho (NH) has appealed to all Naga political groups to be accommodative for a peaceful settlement. During its executive council meeting held at Hotel de Oriental Grand, Kohima on November 13, the organisation urged all national workers to come together and sit across the table in the true spirit of forgive and forget, and march forward with renewed mind and spirit. It stressed that no political group should create unwanted situation in the process of an honourable settlement and rather ensure peaceful atmosphere for a smooth transition. According to NH, the search for just peace and honourable settlement of the Indo-Naga peace process had come about giving a ray of hope and belief that a new era of peace and tranquillity would prevail once again in the Naga society. However, NH said it was of the firm belief that unless all Naga political groups came together leaving aside their past differences, there could never be true peace in the land. Calling for honouring and respecting the desire of Naga people to live in dignity above all personal interests and considering the genuine cry of the people for unity and peace, NH said the political groups must come together and usher in peace. This was stated in a press release by its general secretary K Elu Ndang.

All party meet: Oppn flags economy, detentions in Kashmir NEW DELHI, NOV 17 (PTI): A day before Parliament’s winter session, the Opposition on Sunday said it will raise issues of economic slowdown and farm distress, and demanded that detained Lok Sabha MP Farooq Abdullah be allowed to attend the House. Speaking with reporters after a government-convened all-party meeting, Leader of Opposition in Rajya Sabha Ghulam Nabi Azad also said that former finance minister and senior Congress leader P Chidambaram should be allowed to attend Parliament. He said there have been instances in past when in similar circumstances MPs have been allowed in the House. Azad said Prime Minister Narendra Modi and his government assure the Opposition that whatever it wants to raise in the House it can, but in practice that doesn’t happen. “They want to pass bills without scrutiny

of the standing committees,” Azad said after the all-party meeting that was attended by Modi, BJP chief and Home Minister Amit Shah, Union minister Thawarchand Gehlot and several senior opposition leaders such as Congress leader in Lok Sabha Adhir Ranjan Chowdhury and deputy leader of opposition in Rajya Sabha Anand Sharma. “Unemployment, economic crisis, pollution ...we will raise issues connected to the common man. Already a number of members have raised the issue

specially about the detention of Farooq Abdullah. He should be allowed to attend the discussion in the House,” said Chowdhury. Sources said there was no definite response from the government on the issue of allowing Abdullah to attend Lok Sabha. National Conference MP Hasnain Masoodi said the government is under constitutional obligation to ensure Abdullah’s participation in the Parliament session. “Abdullah is one of the senior-most MPs. Government is under

constitutional obligation to ensure his participation in the session. “Kashmir situation is the worst...we will raise this issue,” Masoodi told reporters after the meeting. Abdullah is representing the people people of Srinagar and they can’t be left without representation, he said. Supporting the demand, Azad said, “How can a parliamentarian be detained illegally? He (Abdullah) should be allowed to attend Parliament.” Azad also demanded that Chidambaram, who is in judicial custody in the INX media money laundering case that the Enforcement Directorate is investigating, be allowed to attend the session. TMC leader Derek O Brien, LJP leader Chirag Paswan and Samajwadi Party leader Ram Gopal Yadav, Telugu Desam Party’s Jayadev Galla and V Vijaysai Reddy of YSR Congress were among those present at the meeting.

Scientists claim to find a potential cancer-killing virus TYOD lauds PAC’s initiative NEW DELHI, NOV 17 (AGENCIES): With the number of cases rising every day, cancer remains to be one of the deadliest diseases affecting the population. The big ‘C’ word, often arising out of genetic problems or lifestyle disorders can turn your life around and prove to be very harmful. In India alone, a study by the National Institute of Cancer Prevention and Research on Cancer shows that 11,57,294 lakh new cases are registered in India every year, and 7,84,821 people succumbed to the disease in 2018. With no cure for the disease found yet, the risk for cancer only grows by a margin. However, in what can be termed as a positive development, a group of scientists may have just come close to finding a cure for cancer by developing a viral drug that might hold the

potential to kill the toughest of cancer cells and shrink the tumours. If this works, it might as well be scientific breakthrough doctors and patients have been waiting for, a Times of India report stated. Scientists based out of America have created a certain kind of viral strain (cowpox) which shows a possible benefit to completely cure cancer. The treatment, which has been called ‘CF33’, if holds true, promises to kill every type of cancer cell in a petri dish and has also been claimed to completely kill or shrink tumours in mice. Studies and trials are currently underway to confirm the developments. The treatment for the cancer cure, which is perhaps one of the largest till date has been greenlighted by Professor Yuman Fong, a US-based cancer expert. The

treatment is meanwhile being developed in Australia. Amongst the first studies for the efficacy of the treatment plan would be patients diagnosed with triplenegative breast cancer, lung cancer, bladder, bowel, and gastric cancer. Melanoma patients could come under diagnosis too. This phase is what the scientists involved in the study are hailing as the ‘basket study’. The cure has been worked around a virus that is responsible for the spread of a common cold. In the past, the same virus was studied and turned into a treatment plan for a group of brain cancer patients in the United States. The study saw minor success, with some patients reporting that cancer disappeared for years, while some said that their tumours shrunk following the clinical trial. Scientists say that a cer-

tain type of virus, known as ‘Imlygic’, or T-vec has also been found to treat melanoma and further helped the body by stopping the immune cells from attacking the system and destroying cancerous cells in the body. Coupled with this, Professor Fong, involved in the study said that cowpox, which has been termed as a harmless virus, testing has found that this new and improved strain of the virus could work towards killing cancerous cells from the root. For the treatment, patients would be injected with the strain directly into the tumours to see the cure in action. Adding to this, the scientists hope that the engineered strain would be able to effectively kill the cancer cells and make them explode, at the same time, alerting the immune system in the body to recognise fu-

ture attacks and possible malignant cells and get rid of them. If this treatment plan works and shows results as it is hoped, a cure for cancer could be ready soon. In the past, while scientists have not worked towards finding a targeted cure like this, various studies conducted have aimed at the effectivity of alternate drugs and therapies in treating cancer. One such study conducted at the Central Drug Research Institute, Lucknow researched the effects of common and inexpensive leprosy treating drugs in treating myeloma, a type of blood cancer. Some researches are also studying the potency and benefits of using certain classes of drugs, antibody-drug conjugates (ADCs) to replace chemotherapy, which is commonly used to target the malignant cancer cells.

D I M A P U R , N OV 1 7 (NPN): Tenyimi Youth Organisation Dimapur (TYOD) has lauded Public Action Committee (PAC) for curbing the menace of collecting illegal money in the form of taxes by various Naga political groups (NPGs) as well as the State Government departments and agencies. In a statement issued by its president Thejangulie Angami and general secretary Khrozote Kapfo, the organisation claimed that the people of Dimapur town and the entire district procuring or transporting essential commodities from the district had witnessed changes in prices after PAC have started its movement against illegal tax collection. The achievement within this short period was worth to be honoured by one and all, it added. However, TYOD expressed disappointment over

threat and intimidation by NNPGs to the PAC leaders and their family members and condemned it. Referring to the “One Government One Tax” resolution adopted on October 31 under the aegis of PAC and in the presence of all Naga tribal bodies, nonNaga communities and all mass-based organisation of Dimapur district, TYOD said multiple taxation and syndicate system run by the NPGs, besides the State government levying taxes on all commodities, had become a heavy burden for the general public. However, regretting that neither NPGs nor the government heard the public grievances, the organisation said it was very unfortunate that the NNPGs had instead entered PAC co-convener’s residence and threatened him and his family mem(Cont’d on p-7) bers.
