Take a weight off: Kilo gets historic update VERSAILLES (FRANCE), NOV 17 (AGENCIES): In a historic vote, more than 50 nations unanimously approved an overhaul of the international measurement system that underpins global trade and other human endeavours, uniting Friday behind new definitions for the kilogram and other units in a way they fail to do on many other issues. Scientists, for whom the update represented decades of work, clapped, cheered and even wept as delegates gathered in Versailles one by one said “yes” or “oui” to the change, hailed as a revolution in how humanity measures and quantifies its world. Updated definitions for the ampere, kelvin and mole also were approved Friday. The redefinition of the kilogram, the globally approved unit of mass, was the mostly hotly anticipated change. For more than a century, the kilogram has been defined as the mass of a cylinder of platinum-iridium alloy kept in a high-security vault in France.

A replica of the International Prototype Kilogram is pictured at the International Bureau of Weights and Measures, in Paris. (File)

That artefact, nicknamed “Le Grand K,” has been the world’s sole true kilogram since 1889. Now, with the vote, the kilogram and all of the other main measurement units will be defined using numerical values that fit handily onto a wallet card. Those numbers were read to the national delegates before they voted. The update will take effect May 20. Scientists at the meeting were giddy with excitement: some even sported tattoos on

their forearms that celebrated the science. Nobel prize winner William Phillips called the update “the greatest revolution in measurement since the French revolution,” which ushered in the metric system of meters and kilograms. The Grand K and its six official copies, kept together in the same safe on the outskirts of Paris and collectively known as the “heir and the spares,” will be retired but not forgotten. Scientists want to keep studying

them to see whether their masses change over time. The update will have no discernable impact for most people. Bathroom scales won’t suddenly get kinder and kilos and grams won’t change in supermarkets. But the new formula-based definition for the kilogram will have multiple advantages over the precision-crafted metal lump that set the standard from the 19th century to the 21st, through periods of stunning human achievement and stunning follies, including two world wars. Unlike a physical object, the formula for the kilo, now also known as “the electric kilo,” cannot pick up particles of dust, decay with time or be dropped and damaged, but will be easier to share. “If we stay where we are, and someone did accidentally drop the kilogram or if there was a contamination that we couldn’t control, then the whole system has got no head. We’re in chaos,” said Barry Inglis, a scientist from Australia.

Fuel prices cut by 19-20 paise per litre NEW DELHI, NOV 17 (AGENCIES): Petrol and diesel prices were reduced by 1920 paise per litre across major metro cities on Saturday. In Delhi, petrol was sold at Rs. 76.91 per litre and diesel rate stood at Rs. 71.74 per litre with effect from 6am, according to state-run Indian Oil Corporation. In Mumbai, petrol and diesel prices were Rs. 82.43 per litre and Rs. 75.16 per litre respectively. Petrol rates in Kolkata and Chennai were decreased to Rs. 78.85 per litre and Rs. 79.87 per litre respectively. Meanwhile, a litre of petrol and diesel in Dimapur was Rs. 72.82 and Rs. 67.37 respectively while in Kohima petrol price stood at Rs. 73.63 per litre and diesel Rs. 67.99 per litre. As per the daily dynamic pricing regime, domestic fuel prices depend on international fuel prices on a 15-day average, besides the value of the rupee. This is because a large proportion of country’s requirement is met through imports. State-run oil marketing companies Indian Oil, Bharat Petroleum and Hindustan Petroleum revise fuel prices with effect from 6 am on a daily basis.

Admitting that plastic use cannot be done away in one go, she said that reduc-

ing usage over time would help eliminate plastic use in the future. Manen added that stakeholders had convened a meeting to work on an action plan, and the movement against plastic use will be spread across the state beginning in Kohima. She added that the GTK started the movement under the theme “Say No to Plastic” and it had cleaned ten wards, and by November 20 the team will have completed cleaning all wards of Kohima. front, she pointed out that the government had announced that it will declare Nagaland a plastic free state, but regardless, it is the responsibility of every citizen to take care of their environment and health. She added that if the government was serious about banning plastics, it should encourage youth to take up entrepreneurship in making paper and cloth bags and also degradable plates and cups. Kohima Municipal Council administrator Kovi Meyase said traders were informed about the ban on use of plastics, especially the ban during the Hornbill festival and Night Bazar, and said a consultation is scheduled for November 22. DIMAPUR: Child Protection Services (CPS) Nagaland has begun observing “Child Rights Week 2018” from November 14 which will culminate on November 20. A press release by CPS Nagaland stated that National Children’s Day is celebrated on November 14 and International Child Rights Day is celebrated on November 20 every year and various events have been planned for mass awareness on child rights during this period. CPS Nagaland added that the ongoing awareness campaign against Child Sexual Abuse (CSA) in schools and child care institutions shall be carried out in all the eleven districts by K Y M C

the districts’ child protection units. Stating that the increasing number of child sexual abuse was a growing concern in the state, the release said CSA awareness campaign aims to provide the children with knowledge of what child sexual abuse is, discuss preventive and safety measures and the importance of reporting such cases. The release also added that Children’s day was celebrated across Observation Homes and Special Homes across the state. CPS Nagaland pointed out that up until early 2013, Nagaland had only one Observation Home and one Special Home both located in Pherima.

Majority of cases related to children went “unreported or got compromised” at the Police Station itself and transferring these children became a problem. In such a situation, CPS Nagaland lamented that the much needed intervention could not take place which encourages repeat offences. Only after 2013-2016 under Child Protection Services Department of Social Welfare, Observation Home was established in each and every district. At present there are 11 Observation Homes and two Special Homes for juvenile delinquency. It added that there are around 68 Child Care Institutions in Nagaland at present.

Manipur Assembly attack: UNLF claims responsibility

Correspondent

IMPHAL, Nov 17: Rebel group United National Liberation Front (UNLF) has Saturday claimed responsibility for Friday’s blast at Manipur Legislative Assembly complex. One of the two hand grenades lobbed by miscreants went off near a sentry post of the Manipur Legislative Assembly leaving a BSF jawan and two security personnel injured. The attack was carried out by a special team of “Tactical Unit” of Manipur People’s Army (MPA), the armed wing of the rebel outfit, claimed a statement of the UNLF dispatched by its publicity director M Sak-hen. Maintaining that the attack on “Indian Occupational Force (IOF) was a part of outfit’s armed campaign to regain the sovereignty of erstwhile independent nation,” the statement reiterated its firm stand to continue attack on IOF until Manipur regain its freedom from the Indian colonial rule. The statement urged state police personnel, police commandos, personnel of the Manipur Rifles and

IRB to stay apart from the Indian security forces while discharging their duties with them. The UNLF further expressed its regret on inflicting injuries to the two security personnel of the Assembly secretariat –Maibam Monoranjan of Nambol Sabal Leikai (Bishnupur district) and Yambem Johnny of Charangpat Mayai Leikai (Thoubal district) – by the impact of the blast. In the meantime, employees of the Assembly Secretariat led by Speaker Yumnam Khemchand staged a sit-in-protest at the site of the blast. Talking to reporters at the protest site, Speaker Khemchand asserted that Assembly is the temple of democracy and peace loving people of the state would not agree with such kind of violent attack. He also questioned what kind of message did the attackers wanted to give by attacking at the Assembly when tourists not only from across the country but also from foreign countries have started arriving for the 10-day Manipur Sangai Festival. “What is their mes-

sage? It is acts of terrorists,” he said. The Speaker also denied any security lapses. The bomb was hurled from outside the campus targeting the security personnel taking advantage of the darkness of the night, he said. The Speaker expressed confidence that state police will nab the culprit(s) behind the blast at the earliest. Secretary of the Manipur Legislative Assembly Secretariat Association, Ramananda, while condemning the blast inside the Assembly campus, asked whether the blast was targeted at the employees. He alleged that the blast took place when employees were leaving the complex after works of the day. Meanwhile, following the blast at the Assembly complex, security have been tightened further in the twin capital districts and areas surrounding Keibul Lamjao National Park in Bishnupur district where the main venues of Manipur Sangai Festival are located. In the twin capital districts, police commandos have also conducted cordon and search operations at various places.

Meghalaya Gov promises action in attack on activist Correspondent

Shillong, Nov 17: Meghalaya Governor Tathagata Roy on Saturday promised to take adequate action on the recent attack on a frontline women’s rights activist Agnes Kharshiing and her aide. “I will do whatever is necessary and whatever action I have to take. But more than that I am not at the liberty to say anything to you,” he told journalists replying to a query if he would write to the central government on the attacks on the two activists and the alleged illegal mining and transportation of coal in the state. Moreover, Roy said that he will discuss with Chief Minister Conrad Sangma and the Director General of Police R Chandranathan on the matter. On November 8, Kharshiing along with Sangma and Kurbah were brutally assaulted by a group of some 40 people after the activist lodged a complaint on the illegal mining and transportation of coal in the district. “This attack on Kharshiing and Sangma is a different matter altogether … and this will have to be handled as a law and order problem. There are vested interest who came to at-

tacked them. Now the police will have to take adequate action,” Roy told journalists after visiting the activists at NEIGRIHMS hospital. Asked if the incident should be probed by the CBI, Roy said, “law and order is a state subject and first it should be probed by the state government and only when there are circumstances which indicate that the government is failing in its duty, then the question of CBI can come.” Kharshiing and Sangma have already filed a petition in the Meghalaya High Court demanding a probe by the CBI. The petitioners pleaded that the investigation was not being carried out in the real spirit. Moreover, the court has asked the investigating officer to file the latest status of the investigation and to remain present in the court along with the case diary on November 27.

BJP accused of attacking CPI(M) workers in Tripura

IMPHAL, Nov 17: A mass rally was staged in Manipur’s Churachandpur district headquarters on Saturday demanding immediate arrest of Thanglianpau, president of Zomi Re-Unification Organization (ZRO), an armed group under suspension of operation (SoO) truce with government. Thanglianpau has been accused of involving in an assassination attempt of Young Paite Association (YPA) general secretary, Lianmuanthang Valte. Churachandpur police had already registered an attempt to murder case against the ZRO president following an incident of firing of guns at the house of the YPA general secretary on the night September 20 last. In the rally staged under the joint aegis of Paite Tribal Council (PTC) and Young Paite Association (YPA), it was alleged that ZRO president was the instigator of Romeo who was behind the firing of guns at the house of the YPA general secretary. The mass rally staged Saturday was barely a day after PTC and YPA had jointly lodged a complaint to the police against the ZRO president. Mention may be made that on September 20 night, miscreants fired several rounds of guns at the house of the YPA general secretary.

Agartala, Nov 17 (PTI): The opposition CPI(M) in Tripura has alleged that 35 of its party workers, including the MLA of Kamalassagar constituency, were attacked in different parts of the Bishalgarh sub-division on Friday. CPI(M) workers Saturday took out processions in Agartala against the alleged attack on Friday. The party, in a statement issued on Friday night, alleged that the ruling BJP workers attacked their supporters, activists and leaders in different parts of the Bishalgarh sub-division, including the MLA of Kamalasagar constituency, Narayan Chowdhury. The ruling BJP said that the CPI(M)’s allegation was false and baseless. “This is their propaganda model to give false statement to turn false into truth. Nothing such has happened in Bishalgarh,” the BJP spokesperson in Tripura, Ashoke Sinha, said on Saturday. “Our chief minister Biplab Kumar Deb has strongly directed police to be neutral and take appropriate actions against the hoodlums, irrespective of any party affiliations. The allegations are com-

pletely false and baseless,” he said. According to the CPI(M)’s statement a meeting was organised at a hall at the party’s office in Bishalgarh, to commemorate the November Revolution. The programme was scheduled at 2 pm. CPI(M) politburo member Manik Sarkar, the former chief minister of Tripura, was the main speaker, it said. According to the statement, the BJP workers gathered in front of the venue of the meeting since 12 pm on Friday and attacked many CPI(M) workers when they were about to enter the hall to attend the programme. The BJP workers also threatened them of dire consequences if they entered the hall, the statement added. The CPI(M) statement also said that MLA Narayan Chowdhury’s vehicle was stopped. The MLA and two other party workers were assaulted, it said. Bijon Dhar, Tripura party unit secretary and central committe member also said that Narayan Chowdhury was attacked. He also said that Manik Sarkar, who was among those present at the meeting, was not attacked.

Militant killed in Arunachal MNF blames Cong govt for underdevelopment, corruption NCB seizes cocaine; 1 arrested

Itanagar, Nov 17 (PTI): A militant was killed in an exchange of fire with security forces in Tirap district of Arunachal Pradesh on Saturday, Defence sources said. Acting on specific intelligence about NSCN cadres carrying out extortion from villagers, Assam Rifles personnel swiftly launched an operation, Kohima-based Defence Spokesman Col Chiranjeet Konwar said. But the spokesman did not specify which faction of the NSCN was carrying out extortion. During search of the area, the security personnel noticed a few suspected cadres trying to flee. “They challenged the militants and asked them to surrender. However, the fleeing militants opened fire on them and they retaliated and brought down controlled effective fire on the fleeing militant and eliminated one cadre,” the spokesman said in a release. The other cadres, however, managed to escape using cover of dense foliage. During search operation, the security forces found the hardcore cadre who had succumbed to bullet injuries. A HK33 automatic rifle, large quantities of ammunition and other documents were also recovered from the dead rebel. The police said that the dead militant belonged to the NSCN(U).

Aizawl, Nov 17 (PTI): Mizo National Front (MNF) general secretary Lalruatkima Saturday blamed the Congress government in Mizoram for the state’s underdevelopment and corruption and said his party would ensure good governance and an accountable government, if voted to power in the coming Assembly polls. The MNF is contesting all the 40 seats in the November 28 state Assembly election. Lalruatkima told reporters that the present Congress government had never taken the moral responsibility for the bad road conditions in the state, the scarcity of essential commodities or

the collapse of a bridge. If voted to power, the MNF would combat corruption by establishing the Lokayukta and ensure good governance and a government that was accountable, transparent and responsive, he said. The MLA accused the Congress government, Chief Minister Lal Thanhawla and his younger brother Lal Thanzara, who had been looking after the Public Works portfolio for 10 years, for the extremely bad road conditions in the north-eastern state. He alleged that the duo had awarded contracts only to a few non-tribal contractors, who were overburdened with work orders,

which caused a delay in the completion of works. The “horrible” condition of the roads in the state was a result of a quid pro quo (a favour or advantage granted in return for something) nexus between Lal Thanhawla, Lal Thanzara and the non-tribal contractors, Lalruatkima alleged. “ T h e g o ve r n m e n t awarded contracts worth Rs 122.52 crore to the Sunshine Overseas Corporation during 2010-2015, the company in which Lal Thanzara had a 21.6 per cent share,” he said. A bailey bridge over the Tuirini river between Sesawng and Khawruhlian had collapsed in February, killing one person and injur-

ing others. Under pressure from the opposition parties, Lal Thanzara had owned the moral responsibility for it and the MNF had demanded his resignation for alleged negligence of duty. Lalruatkima said decentralisation of power would be among the topmost priorities for the MNF if it came to power. Other focus areas would be health and education, the MNF leader said, adding that his party would introduce a system of annual recruitment of doctors, teachers and nurses through the state Public Service Commission as was being done for the state civil and police services.

Cyclone ‘Gaja’ toll climbs to 33; relief work on Rahul promises loan waiver in C’garh C H E N NA I / S A L E M , NOV 17 (PTI): The death toll in cyclone ‘Gaja’ has touched 33 and left a trail of destruction across Tamil Nadu with 30,000 electricity poles and over a lakh trees getting uprooted, Chief Minister K Palaniswami said Saturday. He maintained that the impact of cyclone was less as 82,000 people were evacuated to 471 relief centres well in advance. However, 20 men, 11 women and 2 boys died in cyclone related incidents, he said. As of now, 1,77,500 people have been housed in over 351 camps, the chief minister said, adding food, and medical amenities were being provided to them by the government. The Chief Minister, speaking to reporters at Vanavasi near Salem, said that cattle, including goats, and wild animals including deer, have perished. “It has now been estimated that uprooted trees alone were 1,27,000. There is a possibility of the numbers going up,” he said. While 30,000 electricity poles have either got mangled or fallen down, 105 sub-stations (electricity distribution stations) have been affected, he said, adding 10,000 personnel have been rushed to the affected

Over a lakh people had benefited by medical camps -to prevent epidemics- in affected regions, Palaniswami said, adding he would inspect the storm hit areas Sunday. On complaints from people in cyclone hit districts that they did not get food, he said there was no such thing anywhere. Food was stocked in advance to make it available for people. “District Collectors and ministers from the re-

spective districts are camping in affected areas and carrying out relief operations on a war footing.” Milk was sought and it has been despatched, he said, adding five more ministers, including D Jayakumar, and R B Udaya Kumar, have been deputed to cyclone hit districts to oversee relief work. The navy has also augmented the government’s relief efforts, with one helicopter sortie flown from INS Parundu, the Indian air naval station at Uchipuli in Ramanathapuram district, to assess the damage in and around Ramanathpuram. Panchayat election phase-I: J&K records over 74 pc voting

Jaitley flays Andhra, Bengal on CBI move BHOPAL, NOV 17 (IANS): Finance Minister Arun Jaitley on Saturday flayed the Andhra Pradesh and West Bengal governments for withdrawing “general consent” to the CBI for raids and investigations in their states saying scams cannot be wiped off by such a decision. “We have a federal structure and under it the CBI was created initially for employees of the Central government and then to investigate very serious cases referred either by states or on court orders. Saradha and Naradha cannot be wiped off,” he said. On Friday, the two state governments had withdrawn the consent to CBI, accusing the Centre of misusing the agency against the opposition parties.

Jammu/Srinagar, Nov 17 (PTI): Defying militant threats and boycott calls by separatists, 64.5% of electorate voted in the first phase of Panchayat elections in Kashmir while an impressive turnout of 79.5% was recorded in Jammu region on Saturday. Chief Electoral Officer (CEO) Shaleen Kabra said the state recorded 74.1% polling in the first phase of Panchayat elections Saturday held in 47 blocks, including 16 blocks in Kashmir, 21 in Jammu and 10 in Ladakh region. Kabra said the polling passed off peacefully, except for minor clashes and stonepelting incidents in Mendhar in Poonch district.

Repolling has been ordered at a polling centre in Atholi in Kishtwar district due to technical snag, the official said. The turnout in rural areas was significantly higher in Kashmir Valley unlike during the recent urban local bodies elections where barely four% of the electorate voted. Separatists who asked people to boycott the polls had called for a strike Saturday. Major regional parties -- the National Conference and the Peoples Democratic Party -- had decided not to participate in the local bodies polls. As per officials, total polling percentage in Kashmir division was recorded 64.5% as 1.05 lakh of 1.63 lakh vot-

The navy has also positioned a Dornier detachment at Arrakkonam, about 78 from Chennai, to facilitate damage assessment and any other assistance that may be needed. The main opposition party DMK expressed grief over the loss of lives while PMK and a farmers’ body demanded adequate compensation to ryots, whose crops had been destroyed. DMK chief M K Sta-

All regular pujas began this morning under the new Melshanti (chief priest) Vasudevan Nampoothiri’s supervision. Pilgrims, including children, queued up in large numbers since the temple opened at 3 am. Police is maintaining strict vigil in and around the temple complex and are using drones to monitor the movement of pilgrims at Nilackal, the base camp. lin, in a tweet, claimed that 36 people have lost their lives in the cyclone and expressed his grief. The leader of the opposition, who Saturday embarked on a tour of storm affected regions, said the cyclone has caused large-scale destruction in Cauvery delta districts like Tiruvarur. He said the livelihood of the common people, including farmers and fishermen, had been severely hit. PMK chief S Ra madoss demanded that the government declare Vedaranyam (Nagapattinam district), Mannargudi (Tiruvarur), and Pattukottai (Thanjavur) as disaster struck regions and implement rehabilitation schemes. He wanted Rs 50,000 compensation for coconut trees as per a scheme announced by the government for acquiring land for Salem-Chennai expressway. Tamil Nadu Vivasayigal Sangam, a CPI(M) affiliated farmers’ body, demanded a proper enumeration of losses to standing crops. A compensation of Rs 20,000 for a coconut tree, Rs 25,000 per acre for paddy, and Rs one lakh an acre for plantain were among its demands.

RAIPUR/DHAMTARI, NOV 17 (PTI): Congress president Rahul Gandhi Saturday promised to waive farm loans in Chhattisgarh within 10 days of assuming power in the state and said the money for it would come from the “likes of ” Vijay Mallya, Nirav Modi and Anil Ambani. Stepping up his attack on Prime Minister Narendra Modi over demonetisation ahead of the second and final phase of the Chhattisgarh polls, Gandhi alleged that Modi made the honest people suffer through the 2016 exercise, but spared the rich. Addressing a poll rally in Koriya district, he alleged that the prime minister had waived loans worth Rs 3.5 lakh crore of a few rich people, but not those of the poor farmers. “As soon as the Congress forms the government here, Modiji, you count 10 days. The Congress will

waive the loans of each farmer in Chhattisgarh within 10 days,” Gandhi said. He claimed that BJP leaders used to question the previous Congress-led UPA government about the source of money for granting loan waiver. “Modiji, the money for the loan waiver for Chhattisgarh’s farmers will come from the likes of Vijay Mallya, Nirav Modi, Anil Ambani...We will take their money and implement the loan waiver,” the Congress chief said. He alleged that “liquor baron Mallya fled the country with Rs 10,000 crore of the banks, while Nirav Modi and Mehul Choksi fled with Rs 35,000 crore”. Addressing a rally in Ambikapur, Modi had Friday claimed that the Congress was “worried” because he took away all the money its “minions and friends” had stashed under

Cong an ATM that dispenses false promises: Shah

BJP president Amit Shah launched a broadside against the Congress Saturday, terming the party an “ATM” that dispensed “false promises”, instead of development, when problems were inserted in it. Addressing a rally here ahead of the second and final phase of the Chhattisgarh polls, Shah accused the Congress of not doing anything for the state (part of Madhya Pradesh earlier) during its 55-year rule. He also lavished praise on the incumbent Raman Singh government for turning Chhattisgarh into a developed state from a “bimaru” (ailing or backward) one. “The Congress is known for making false promises. I say this several times, the Congress is such an ATM that if you insert a problem in it, you do not get development in response, but false promises,” Shah told the gathering.

RLSP ultimatum to BJP over seat-sharing in Bihar PATNA, NOV 17 (IANS): Rashtriya Lok Samata Party (RLSP) chief and Union Minister Upendra Kushwaha on Saturday gave an ultimatum to the BJP to ensure by November 30 “respectful” seat-sharing in Bihar for the 2019 Lok Sabha polls. Kushwaha said the RLSP has decided to reject the offer made to it in the seat-sharing formula finalised by the Bharatiya Janata Party for the ruling National Democratic Alliance. “The BJP should decide a respectful seatsharing for the RLSP in the NDA for the 2019 Lok Sabha polls in Bihar by November 30,” Kushwaha told reporters here after the party’s executive meeting. Kushwaha said that

the party’s State Executive has rejected the offer of seats to the party by the BJP. However, he refused to reveal the number of seats offered by the BJP. Kushwaha also expressed unhappiness over

the failure of BJP president Amit Shah to meet him in Delhi. “I have twice tried to meet Amit Shah to discuss a respectful seat-sharing in the NDA in Bihar. Even on Friday I waited to meet

him, but could not. I was not given time to meet Amit Shah.” Kushwaha said that now he would not meet any BJP leader except Prime Minister Narendra Modi on the isue of seatsharing. “I will not make any move on my part to discuss seat sharing. Now, the BJP will have to make a move for seat sharing with the RLSP.” He said that a delay in seat sharing will prove disastrous and costly for the NDA. “It will be harmful for the BJP.” Kushwaha alleged that Bihar Chief Minister Nitish Kumar’s Janata Dal-United (JD-U) has been trying to split the RLSP and destroy him politically.

over the preventive detention of Hindu Aikya Vedi state president K P Sasikala early Saturday. Though shops and hotels were functioning in and around Sabarimala, pilgrims coming from faroff areas were put to hardship as food joints and petrol pumps had downed shutters. DGP Loknath Behara met Chief Minister Pinarayi Vijayan and briefed him about the law and order situation. “Security arrangements are in place to ensure the safety of the devotees so that they can have a smooth darshan, keeping all rituals intact,” IGP Vijay Sakhare said.

Free or fair

ach year on November 16, National Press Day is observed throughout the country to commemorate the establishment of the Press Council of India. Formed in 1966, the Press Council keeps a check on the quality of reportage provided by the Indian press. It also ensures that journalistic objectivity is not compromised due to “influence or threats of any extraneous factors”. On the occasion, a lot has been spoken about media as the fourth estate and journalists as watchdogs of society and government etc. Also threats faced by journalists and media houses from anti-socials and vested interests would also find some mention. On the whole, the press in India is free- to write in any way desired to suit the needs or demands of powerful elements. Therefore, this raises the question then, of how free in the press in India? According to The Press Freedom Index, India ranks 130 among 180 nations. Countries like the UK and the US are in the top 50 when it comes to press freedom. Today the press in Indian is facing the same situation as in 1975-77 but in a totally different way. There is no government order on press censorship or openly targeting journalists or media houses considered hostile. The press in India is free yet fearful as it has seen how those who openly criticised the government have been shunted out of their positions or media houses put under probes or advertisements withdrawn from corporate houses as a favour to the powers that be. For instance, the death of a judge in what seem to be mysterious circumstances, while presiding over a case against the second most powerful person in the country and which would be make prime-time television in a democracy was not a headline news. Similarly, the allegations of corruption against the son of a powerful politician would have garnered media attention but it was barely mentioned. Even in the Rafale deal, media acted with undue restraint in covering the statements of Rahul Gandhi. His media briefings were buried in the inside pages and in insignificant spaces. The other clear evidence of threat on the media comes from Anil Ambani, who is at the centre of the Rafale storm. Following incisive coverage of the seemingly hand-in-glove dealings of Anil Ambani’s Reliance group with the Narendra Modi-led government, these suits were slapped on multiple media organisations, including NDTV for Rs 10,000 crore, the National Herald for Rs 5,000 crore and the latest target being the independent publication, The Citizen, for Rs 7,000 crore and several other politicians. The total amount of damages sought by the Anil Ambani company is a whopping Rs 72,000 crore for a meagre sum of Rs 75,000 as court fee per case. He has also issued a court ‘desist notice’ on all against making any statements on his involvement with the Rafale deal. What is being witnessed is the wider climate of intolerance fostered by the combustible combination of distorted nationalism aided by state power. The Press Freedom Index Report mentions that extreme right wing elements are trying to purge all manifestations of ‘anti-national’ thought from the national debate, self-censorship is growing in the mainstream media.” Thus, when the largest democracy in the world, and the oldest one in the Global South, displays authoritarian tendencies betraying the promise of its founding fathers, it has implications beyond India.

DailyDevotion The Eternal Goal By Myself I have sworn, says the Lord, because you have done this thing…I will bless you… —Genesis 22:16-17 Abraham, at this point, has reached where he is in touch with the very nature of God. He now understands the reality of God. My goal is God Himself… At any cost, dear Lord, by any road. “At any cost…by any road” means submitting to God’s way of bringing us to the goal. There is no possibility of questioning God when He speaks, if He speaks to His own nature in me. Prompt obedience is the only result. When Jesus says, “Come,” I simply come; when He says, “Let go,” I let go; when He says, “Trust God in this matter,” I trust. This work of obedience is the evidence that the nature of God is in me. God’s revelation of Himself to me is influenced by my character, not by God’s character. ’Tis because I am ordinary, Thy ways so often look ordinary to me. It is through the discipline of obedience that I get to the place where Abraham was and I see who God is. God will never be real to me until I come face to face with Him in Jesus Christ. Then I will know and can boldly proclaim, “In all the world, my God, there is none but Thee, there is none but Thee.” The promises of God are of no value to us until, through obedience, we come to understand the nature of God. We may read some things in the Bible every day for a year and they may mean nothing to us. Then, because we have been obedient to God in some small detail, we suddenly see what God means and His nature is instantly opened up to us. “All the promises of God in Him are Yes, and in Him Amen…” (2 Corinthians 1:20). Our “Yes” must be born of obedience; when by obedience we ratify a promise of God by saying, “Amen,” or, “So be it.” That promise becomes ours.

Post-mortem

Constraints on communication Nagas are united, not divided

I

n mathematics, we studied constraints as a condition of an optimization problem that the solution must satisfy under equality, inequality and integer. In communication, we found only one constraint nowadays that is call drop. The other day I was talking to my friend for which I made a five minutes call with five astounding call drops. There are too many call drops across India and Telecom operators asked consumers to pin it down. One-and-a-half lakh grievances come every day to Telecom Department. Usually it faces no tower in remote villages, rural and border areas. But city dwellers are deeply sceptical about hung up situation very often. Shockingly our PM faced call drops recently in the capital and he pulled up the DoT for technological solutions on an urgent basis. It appeared that merger of Telcos, lack of investments in 2G and the surging usage of data were hurting the quality of services. 2G towers are phased out for 4G. Data (1300%) has currently grown at a quicker pace than to voice (40%). Companies have failed to match growing consumer demand with adequate network capacities. All the service providers Airtel, Vodafone-Idea and BSNL except Jio have failed to meet call drop benchmark in drive test either 3G or 2G network conducted by TRAI on highways and rail routes recently. Our infrastructure isn’t adequate with the spurt in traffic on networks. The menace of call drops in the North East is the worst sufferer. Should the department reach out to users for such capacity constraints? The Regulator has made it easier for people to port. But that will not suffice the cause. Should network providers be penalised increasingly? India’s digital initiative has been hampered by slow speed of network. Its download speed 6 mbps (actual experience could be much lower) is the slowest among 88 nations. Singapore is in top at 44 mbps. We are deprived of true implementation of IP Technology. Sooner first phase of 5G technology will succeed 4G by March 2019. We still got bottlenecked in voice spectrum

itself. In late 80s, it was strenuous efforts to contact over phone. The postman was the messenger of God. I was telling to my daughter about my Graduation that came through a Telegram. I used to put effort in writing letter to mother where she was undergoing BT Education training at just 100 km away. To this young generation asked me what is a Post Card? She can’t imagine a time where it took weeks, or even a fortnight to receive a letter. It’s insane! Those were the lost art of sending post nowadays. There was no electricity until middle school. During my ab-initio training at AF Station Jalahalli, I once reached home before the inland letter arrived. It was exciting and the waiting time increases the anticipation. In case you are wondering what the fuss is all about, it was the first call from our landline phone in 90s. I even once missed APSC Mains Examination as train took six days from Bangalore. Trains often got cancelled on weekends during late 80s. I feel embarrassed to say that I even missed a train as it was rescheduled a day before. Nowadays people can easily send or receive a message through app based social media. Life did not come to us with ease on those days. Prior to mobile network, Tele-printer and Telex are the only resources available for the print media. Interestingly, the communication tools from the BC era like postal system (2400 BC) and newspapers (59 BC) are still in use today. The other tools of last century namely 1800s Typewriter, Telegraph (1838), Telephone (1848), Radio (1896), Computer (1897) also have been improved over time. IAF gave me the opportunity to work on Wireless Telegraphy i.e. Morse Code for transmitting and receiving messages through high-end Trans-Receiver. It is the most perfect invention of modern times. It was out of the dark ages after Delhi Asian Games 1982 that brought colour TV to India. Television meant for one and only Doordarshan. DD Metro came later. The reforms of economic liberalisation in 1991 have greatly influenced India’s rise in Tele-

Why animals with high-risk strategies are likely to be extinct

S

trategies that animals like lions, tigers and penguins use to find food can put their own lives in danger, a study says. According to researchers from the UK’s Swansea University, animals using a high-risk strategy to find rarer food are likely to become extinct as they fail to gather food for their young ones before they starve. For example, lions and tigers have to search for long periods before they find prey, are more likely to fail to accrue the energy they need to breed, compared to animals that adopt a low-risk gambling strategy, like herbivores such as zebras. “We know that animal populations across the world are taking a hit, with the most charismatic animals like lions and cheetahs being among the worst affected, but up until now it has not been clear why,” said Rory Wilson Professor from the varsity. The average time the young of each species can survive without food depends on their size (larger young ones can survive for longer) but newly hatched or newly born young of none of the species can live without food for more than a few days, the researchers explained. For the study, published in the journal Current Biology, the team used animal-attached thumbnailsized electronic tags record the movement and measure food consumption in condors, cheetahs, penguins and sheep in Argentina, South Africa and Northern Ireland over a six-year period While the Magellanic penguins from Argentina finds fish easily, indicating that the odds are good for them, the African penguins, whose population has been declining in southern Africa for decades, have very poor odds for their food-finding stakes due to commercial fishing practices. “When animals are taking rare prey anyway, even small changes in the ecosystem stemming from human activities can be the straw that breaks the camel’s back in terms of breeding success, and this seems to be the case for the African penguin, whose population is now just one per cent of what it was 100 years ago,” Wilson said. The researchers hope that their model can be used to predict the fortunes of species across the globe, which could prove pivotal in helping to formulate conservation plans. (IANS)

communication. TV goes global by connecting Cable TV followed by private FM channel ‘Radio City’ in 2001. DTH technology came in 2003. The vision of connecting India by DoT arrived in early 90s. ISD, STD, PCO had given relief to millions of Indians by replacing trunk call or a telegram. Now PCO booth is a short lived yet very nostalgic industrial revolution in India. It was twelfth night by long queue at STD booth to avail the half rate. Motorola mobile 2G Networks reached India in 1995. We could make only half a minute ISD call to our brother who was studying medicine at Ukraine. I had to walk a few km in the night at Rann near Indo-Pak border to get the signal on mobile phone during my combatant task as air warrior. Nowadays satellite phones are being provided. It declined to switch Android that made down fall to Nokia forever. Samsung capitalised the world market. The early days of computer, networking and internet has been boosted up after 3G came in 2009. Steve Jobs made IOS evolution of Apple. Social media platform have taken over the greetings card industry that Archie comes no longer. India goes online after revolutionary TD-LTE Technology 4G arrived in 2012. India’s e-commerce market has grown fourfold. All these things have changed after data war revolution initiated by JIO 4G networks. The Make-in-India for Chinese mobile at subsidized price dominated Indian market. Desktop, Laptops are becoming obsolete by the era of optical and audio signals of Smartphone generation that has changed the world tremendously. After witnessing such rapid invention on Telecommunication, I begun to wonder what will be the next expansion for next generation. Here I fondly recollect Mr Nazrul Rahman a retired ACS, who persuaded me to pen down a few lines of disrupting call on that fateful day. Hope tomorrow is going to be a special day and we would be able to sharpen our seamless connectivity without any constraint. Kamal Baruah, Guwahati

N

aga National Council (NNC)’s declaration of Naga independence on August 14, 1947 and Naga national Plebiscite of May 16, 1951 were the pillars of the foundation of Naga independence history. They represented the climax of Naga unity in the history of Naga independence. They are the living manifestations of that unity. Every Naga testify on those historic milestones even today. They are deeply ingrained in Naga hearts. None can eradicate sovereignty because it runs in Naga blood. The pillars remain unshaken. This is evident from the fact that, despite differences on practical approach, all accept August 14, 1947 declaration and Plebiscite 1951 mandate as the historical truth. India tried to divide the Nagas by creating the state of Nagaland within her Union. Statehood failed to eradicate Naga nationalism. In fact, statehood created a new internal security problem for India. Had the NNC been party to 16-point agreement, the entire political scenario would have been different. It would have put an end to Naga independence history. Any other political uprising thereafter would have tantamount to secession. God saved the sovereignty of Nagaland. After statehood, forces from within and without had been relentlessly working to project to the world that Nagas are divided. They cooked up the story of Naga disunity. They are always calling for Naga unity for solution, obviously a solution to self-created problems. Those forces are working very hard to end Naga future in statehood. There had been intensive brain-wash indoctrination by those forces to remove all traces of Naga nationalism. Statehood created such mayhem that today; many people in contemporary times understand Naga independence from the limits of the tiny Nagaland State. Such people look at Naga independence through the myopic prism of Nagaland state. They perceive the political history of Naga independence from the perspective of the aggressor

country. Many are forgetting the truth because they have been constantly fed with untruth by invasive propaganda campaign and indoctrination. Statehood failed to bring permanent peace as expected and intended because that was not the future predestined for Nagas. The so-called Naga political problem was the byproduct of statehood. In the pre-statehood era, there was only the problem of external aggression. The core issue was and is to end that aggression. Nagas should talk about this only in one voice. All other issues are incidental/ancillary. Solution based on secondary issues will not bring lasting peace between India and Nagaland. Any misadventure will beget new problem(s). However, Nagas should not have any problem if the Government of India wants to find solution to self-created problems. It will eradicate forces that are responsible for creating problems. It will be good both for Nagaland and India. Nagaland wants peace with India. Nagas want pleasant relationship with Indians. The principle of Naga unity is sovereignty. Nagas should stay focussed on this only. It is a complete distortion to say that Nagas have disunity. Nagas are united, both physically and politically. Physically, Naga inhabited lands were one contiguous territory from time immemorial. Politically, the Nagas unified for sovereignty. Nagas have absolute political unity because there is no quarrel over the historic geopolitical foundation. Any quarrel outside the basic principle is petty in nature, inherent in all the nations. No power has erased the political history of Naga independence. This is the truth. As long as the historical truth exists, Naga unity will exist. Nagas should stop singing the tune of enemy on disunity and stand firm in the basic principle. That is the best way forward. Under Harmanpreet Kaur’s captaincy, team India have a superb opportunity

or a country thats as cricket-crazy as India is, its amazing (read “really really unfortunate”), that the womens game, up until very recently, has got such little attention. As I understood during the course of my countless interactions with women cricketers of our country across generations, more than anything else, it had truly been the lack of will and want on behalf of the various stakeholders of the sport, that kept the women’s game in oblivion for this long, more than anything else. Diana Edulji, now member of the Committee of Administrators that runs Indian cricket, and former captain, recalls in my book “Free Hit: The Story of Women’s Cricket in India” how during the 2013 ICC women’s World Cup that was held in India, she’d seen a crowd of red T-shirts walking along Marine Drive, headed towards their hotel. It was the Indian women’s cricket team, walking on the streets of Mumbai. They were not mobbed, as would have happened surely in the case of their male counterparts. In 2018, it’s impossible that a similar scenario will be repeated. And all it took for that to change was the team’s runners-up finish at the World Cup in England last year where they lost by an agonising nine runs. This time around, at the T20 World Cup in the West Indies, Team India finds itself with yet another opportunity to create an impact and make a difference. India have never won a women’s World Cup, in any format. The closest

they’ve got is in the 50-over format in 2005 and 2017. This time around, under Harmanpreet Kaur’s captaincy, they have a superb opportunity to change that. The blinder she played against New Zealand gave India just the start they needed. Now that the team has reached the semi-final, the going gets tough. T20 is a difficult format to predict, and teams need to stay switched on for all 40 overs, else you never know when you lose your grip over the game. That makes pretty much all top six teams favourites to win the title. Australia, who have mastered this format better than the rest, and defending champions West Indies, who will be bolstered by the tremendous home support, will be the two big title favourites before the knock-outs begin. India hasn’t made it to the semi-finals of the tournament in the last three editions (2012, 2014, 2016). They’ve changed that around already, and will be raring to take things forward from the last four. Coach Ramesh Powar, still relatively new in his job, has been speaking about putting pressure on players while training so as to help them avoid succumbing to it in match situations. It’s heartening to see the amount of attention the team is getting. It would be interesting to see the viewership numbers from November 11, when the women’s team was playing Pakistan in the T20 World Cup, while our men were playing a dead rubber against West Indies. If one were to go by social media trends, the women walked

away as winners! There is no doubt then that there is now a healthy appetite for women’s cricket in India. And while the limelight and attention on the national team is every bit derserved, it’s the domestic game that’s crying for attention. The BCCI’s revised contracts this year have made things marginally better for the girls, but it is only a tiny drop in the ocean. The first step towards growing any sport, irrespective of gender, is at the school level. It is here that those who care for the future of the sport need to invest in. They need to introduce it, nurture it, and keep it alive. The board (state boards as well) has also never been very proactive about tapping rural talent, an absolute need of the hour too. That having been said, no change can happen and should be expected overnight.

Like the legendary Jhulan Goswami says, if you sow a seed today, you’re not going to wake up tomorrow morning and see it grow into a tree with fruits and flowers. That seed has been sown by this absolutely gritty bunch of women a year back, and slowly, but surely, changes are visible, even if it’s just at the top for the moment -- pay hikes, a relatively improved calendar, and an effort to try and build a property like the hugely successful IPL for the women. We called this book “Free Hit” because it best describes the condition Indian women’s cricket finds itself in at the moment. The girls are free, they are fearless and this time around, come what may, they’re going to remain unbeaten. (IANS) Suprita Das

It’s too damn hard driving around Dimapur because (many) people drive as if they are the only ones driving: “Turn left, turn right, who cares? I ain’t gonna make use of the indicators. I do things my way. Just gonna make a quick swerve like Tokyo Drift.” I think the Dimapur Traffic Police would do well to create a sensitization and awareness program. It would go a long way in preventing accidents, especially with Christmas and the New Year approaching. Not making use of the indicators is a major problem in Dimapur, especially with the ever growing traffic. Also, it Apropos the article titled “NC acknowledges would be in everyone’s interest if ID checking is done in public support for centenary celebrations”, puborder to prevent underage from driving. Having said all lished November 17, the headline should read as that, “morom para signal use kuribi. Bishi thanks”. “NSF acknowledges public support for centenary I Longkumer celebrations.” The inadvertent error is regretted. Stopped from visiting dispensary, PM Modi, Maldivian Prez Solih hold talks Arvind Kejriwal hits out at Khattar Vow renewal of close bilateral ties and friendship between the two countries

MALE, NOV 17 (PTI): Prime Minister Narendra Modi Saturday said he was looking forward to working closely with new Maldivian President Ibrahim Mohamed Solih as both the leaders expressed confidence in the renewal of the close ties and friendship between the two countries, which was briefly interrupted by political turmoil in the Indian Ocean island nation. Prime Minister Modi, the highest ranking leader to attend the 54-year-old veteran politician’s inauguration as the seventh president, met Solih soon after the ceremony at the national football stadium here and pledged all assistance to the strategicallylocated country’s endeavour to build a peaceful, democratic and prosperous country. Seated between former presidents Maumoon Abdul Gayoom and Mohamed Nasheed, Prime Minister Modi embraced both leaders and was seen chatting with them. Former Sri Lankan president Chandrika Kumaratunga was also present.

Solih as the opposition Maldivian Democratic Party’s candidate had surprisingly defeated strongman Abdulla Yameen in the election held on September 23. During the meeting, Modi and Solih agreed on the importance of maintaining peace and security in the Indian Ocean and being mindful of each other’s concerns and aspirations for the stability of the region, the joint state-

ment said. The two leaders, while noting the resilience of the relations between India and the Maldives, expressed confidence in the renewal of the close bonds of cooperation and friendship with the election of Solih as the President of the Maldives. The two leaders expressed their unwavering commitment and support for increased cooperation in combating terrorism both within the region and

elsewhere. President Solih also briefed Prime Minister Modi on the dire economic situation facing the country as he takes office. The two leaders discussed ways in which India can continue development partnership, particularly to help the new government in meeting its pledges to the people of the Maldives. President Solih highlighted the pressing need for increased housing and infrastructure development as well as for establishing water and sewerage systems in the outlying islands, the statement said. Modi said that he is looking forward to working with Solih to strengthen bilateral relations between the two nations. He assured Solih of India’s firm commitment in assisting the Maldives to achieve sustainable social and economic development. He also conveyed India’s readiness to extend help in every possible way and suggested that both sides should meet at the earliest to work out details as per requirements of the Maldives. Prime Minister Modi

also welcomed the expanding opportunities for Indian companies to invest in the Maldives in different sectors for the mutual benefit of both countries. Recognising that nationals of both countries travel extensively between the two countries, the leaders also agreed on the need for facilitating easier visa procedures. Modi also interacted with leaders from the Maldives and other parts of the world during the oath taking ceremony. On arrival in the Maldivian capital, Prime Minister Modi was given a red carpet welcome and was received by Maldives Parliament’s new Speaker Qasim Ibrahim. This was Modi’s first visit to the Maldives as prime minister. The last visit by an Indian Prime Minister to the Indian Ocean island nation was by Manmohan Singh in 2011. The visit emphasised India’s role as a reliable neighbour, supporting Maldives in its progress and security, Ministry of External Affairs spokesman Raveesh Kumar said.

PANIPAT, NOV 17 (PTI): Delhi Chief Minister Arvind Kejriwal Saturday said he was stopped by BJP activists from visiting a staterun dispensary at Karnal, and accused his counterpart Manohar Lal Khattar of “insulting” people of Haryana. “On an invitation of villagers of Bal Pabhana in Karnal district, I had come to visit a dispensary. But the Haryana Police told me that the workers of BJP have blocked all the ways leading to the dispensary,” Kejriwal told reporters here. “The sub divisional magistrate said they were helpless in removing them (workers) and I should return. It is saddening to note that the administration in Haryana is helpless before BJP workers,” he said. The AAP leader said by stopping him, the Khattar government had “insulted not him, but the people of Haryana”. Kejriwal was stopped at the Panipat toll plaza by police and requested not to proceed towards his destination. The Delhi chief minister had recently written to Khattar, expressing his wish

to inspect some government dispensaries of Haryana. He had also invited his counterpart to visit the ‘mohalla clinics’ set up by the AAP dispensation to check the “ground reality” of health institutions in the national capital. Lambasting the Khattar dispensation, Kejriwal said, “The Haryana chief minister is well aware that the condition of hospitals and schools in Delhi is far better than that in Haryana”. “It has been just three years of AAP government in Delhi, but we have completely changed the condition of hospitals and schools, which

has not only been acknowledged in the country but also in the world,” he said. It has been four years of Khattar government in Haryana, and the condition of schools and hospitals is pitiable, the AAP leader said. He alleged only AAP workers were stopped from raising the issues concerning farmers and infrastructure, but the same was not done with opposition INLD and Congress. “With this incident, the countdown of Khattar government has begun. Khattar is scared, his days are numbered,” Kejriwal said.

Cong asks Goa gov Another CBI No proper mechanism for monitoring EC chief Rawat reviews poll officer for spl session to moves SC sexual harassment at workplace: NCW prove majority preparations in Rajasthan

Chief Election Commissioner O.P. Rawat with Election Commissioners Ashok Lavasa and Sunil Arora at a press conference in Jaipur, Saturday. (PTI)

Jaipur, Nov 17 (PTI) :Chief Election Commissioner (CEC) O P Rawat Saturday said the state election machinery has been directed to strictly ensure the implementation of the model code of conduct. Rawat reviewed poll preparations in the state and held meetings with representatives of political parties to hear their concerns and suggestions. He said the Election Commission has noted the concerns, complaints and suggestions of the political parties and has directed the state election machinery to resolve their issues.

Civil administration officials and police have been directed to strengthen security, including execution of non-bailable warrants and identifying antisocial elements, during the election time, he said. The commission has also directed officials to take effective steps to prevent distribution of cash and gifts during the election period. Officials have seized cash worth Rs 11.54 crore so far, Rawat said, adding that during the 2013 assembly polls, cash worth Rs 12.89 crore was seized. “The chief secretary

and the director general of police have been directed to be stricter,” he said. Apart from the cash, liquor worth Rs 3.50 crore and drugs worth Rs 2.76 crore have been seized along with 3,656 illegal arms. “With regard to the Systematic Voters’ Education and Electoral Participation (SVEEP), Rajasthan has done very good work and the ECI is very much impressed,” he said. Total electors in the state are 4.74 crore and polling will take place on December 7 on over 51,000 polling booths across the state.

NEW DELHI, NOV 17 (IANS): A senior Central Bureau of Investigation (CBI) officer Ashwini Kumar Gupta on Saturday moved the Supreme Court alleging that his repatriation to the Intelligence Bureau (IB) was done with malafide intention. Gupta told the apex court that he was repatriated to his parent organisation IB on the ground that the order of his extension has not been received by the CBI. “No Objection Certificate” from the IB regarding the extension of tenure of Gupta had already been received by the CBI in June before expiry of the deputation period and was forwarded to the Department of Personnel and Training for their approval, he said. “The repatriation order dated October 24 is vitiated by mala fide and interference in the fair and impartial investigation of the case and intended to penalise and victimise an officer for his honesty and integrity,” Gupta said in his plea. Gupta has sought top court’s permission to intervene in the matter related to CBI Director Alok Verma challenging Centre’s decision divesting him of his charge as chief of the investigation agency.

NEW DELHI, NOV 17 (PTI): Some key issues identified in a consultation held by the National Commission of Women (NCW) on the Sexual Harassment of Women at Workplace Act were that it was not clear on “prevention” and there was no authority to ensure a proper mechanism for monitoring its implementation. Amid the #MeToo storm, the NCW had decided to take up the review of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 to examine whether its existing provisions require any amendments. “In light of the commission receiving petitions from women explaining past experiences of sexual harassment at their workplaces, and also considering the recent spurt in sexual harassment reported in the media, it was decided to take up the review of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act,” the NCW said. The consultation saw the participation of experts, including judges Sujata Manohar (retired), G Rohini (retired), Anuradha Paul, Assistant Solicitor General of India, Meghalaya and other stakeholders. The experts held deliberations on the various

lacunae identified in the act and made recommendations for its proper implementation in addressing the issues of sexual harassment of women at all workplaces in the country. The act is not clear on “prevention” and there is no authority to ensure a proper mechanism for monitoring its implementation are some of the key issues identified in a consultation, the statement said. The consultation also expressed dissatisfaction with the composition of the Internal Complaints Committee (ICC). “Options available to the victim, if she is not satisfied with the process of inquiry and report by the ICC is not clearly defined in the act. Monitoring authority and appellate authority must be defined and established, like a nodal agency,” they recommended. The conciliation clause in the act has to be reviewed and there is a lack of awareness among majority of the employees working both in organised and unorganised sector, it said. The #MeToo move-

ment started with actor Tanushree Dutta accusing another actor Nana Patekar of harassing her during the shooting of a Bollywood film in 2008. Patekar has denied the allegations. The movement intensified sharply as more and more women coming forward with their complaints against men in seats of power in various institutions, including in entertainment, media and advertising. Journalist-turned-politician M J Akbar had to resign as the minister of state for external affairs following a spate of complaints of alleged sexual harassment during his tenure as editor of various media publications. He has denied the allegations and has even dragged one of the complainants to court with a defamation case. Other prominent personalities who have been accused of sexual misconduct include Subhash Ghai, Sajid Khan, Alok Nath, Suhel Seth and Jatin Das, all of whom have denied the allegations even as multiple women have spoken out against them.

PANAJI, NOV 17 (PTI): The Congress demanded Saturday that Goa governor Mridula Sinha summon a special session of the legislative assembly and ask the BJP-led coalition government to prove its majority. The Congress has been claiming that the state government is in disarray in absence of Chief Minister Manohar Parrikar from office on account of medical reasons. Addressing reporters here, Congress chief spokesperson Randeep Singh Surjewala said the party would raise this issue during the upcoming winter session of Parliament and also before President Ram Nath Kovind. The Congress had submitted representations to the president and the Goa governor, claiming that the party had requisite number of MLAs to prove majority in the 40-member House. “Goa is a classic case of fraud being played on the people of Goa by the governor and the BJP at Centre,” Surjewala said.

San Francisco, Nov 17 (IANS): Facebook investors have increased pressure on Chairman and CEO Mark Zuckerberg to step down after a New York Times investigation suggested that the social network hired a Republican-owned political consulting and PR firm that “dug up dirt on its competitors”. According to a report in The Guardian on Saturday, Jonas Kron, Senior Vice President at Trillium Asset Management which owns a substantial stake in Facebook, “called on Zuckerberg to step down as board chairman in the wake of the report”. “Facebook is behaving like it’s a special snowflake. It’s not. It is a company and companies need to have a separation of chair and CEO,” Kron was quoted as saying. The New York Times report suggested that Facebook hired Definers Public Affairs, a Washington, D.C.-based conservative firm which did PR work for the social networking giant “and dug up dirt on the company’s competitors and its critics”. Traders said besides increased buying by jewellers in the wedding season, a firm trend in the overseas market, where weakness in the dollar raised the precious metal’s safe-haven appeal, pushed gold prices higher. Stating that there are ‘legacy’ issues around the carrier which government is trying to resolve, he said Air India is burdened with debt, which is clearly unsustainable. Air India has been making losses since its merger with Indian Airlines in 2007. According to its audited accounts, its accumulative losses stood at Rs 47,145.62 crore as of fiscal 2017, owing to high interest burden, and increasing competition among others. Besides, it has Rs 55,000 debt in the books and the carrier shells out around Rs 4,000 crore annually to service this debt. “There is a complete mismatch between the amount of debt and the ability of the assets on the

Saudi Prince ordered Khashoggi’s killing: CIA

Mohammed bin Salman

nist for The Washington Post and also former Saudi royal insider who became a critic of the country’s government, went missing on October 2 after he visited the Saudi consulate in Istanbul to obtain papers for his upcoming marriage. The Saudi government offered changing explanations for Khashoggi’s disappearance. Included in the US intelligence analysed by the CIA was a phone call the Crown Prince’s brother Khalid bin Salman made to Khashoggi, encouraging the journalist to make the trip to the consulate to get the documents, according to The Washington Post. Sources told the Post that Khalid made the call at his brother’s command. Khalid denied the

Post’s reporting, saying on Twitter that he had never spoken to Khashoggi by phone. “I never talked to him by phone and certainly never suggested he go to Turkey for any reason. I ask the US government to release any information regarding this claim,” Khalid said on Friday. He said the last contact he’d had with Khashoggi was via text in October 2017. Fa t i m a h B a e s h e n , a spokeswoman for the Saudi Embassy in Washington, told the Post that Khalid, who is the Saudi ambassador to the US, and Khashoggi never discussed “anything related to going to Turkey”. The CIA also examined an audio recording from inside the Saudi consulate provided by Turkey and a phone call placed from inside the consulate after Khashoggi was killed. The location of Khashoggi’s remains remain unknown. US President Donald Trump’s administration on Thursday imposed penalties on 17 individuals over their alleged roles in the killing of Khashoggi, CNN said.

Colombo, Nov 17 (AFP): Ibrahim Mohamed Solih was inaugurated Saturday as the new president of the Maldives after the opposition united to dislodge pro-China strongman leader Abdulla Yameen in September elections. Solih, 54, emerged as common opposition candidate as all key dissidents were either jailed or forced into exile by Yameen who took power following a controversial run-off in 2013. At a special session of parliament held at the National Football Stadium in the capital Male, Solih was sworn in with India’s Prime Minister Narendra Modi among those in attendance. The Maldives foreign ministry said China’s culture minister Luo Shugang was also an invitee. Modi’s presence was a reflection of the relief felt in India, which has long held sway in the archipelago, and in the West that Yameen was voted out. The United States and the European Union had threatened sanctions if the vote had not been free and fair. Both neighbouring India and Western nations

watched with concern as Yameen moved closer to Beijing which loaned the strategically placed archipelago millions of dollars for infrastructure. “I am confident that my visit will herald a new era of even closer exchanges and cooperation between our two countries,” Modi said on Facebook, especially in “infrastructure, health care, connectivity and human resource development.” Solih’s Maldivian Democratic Party (MDP) has pledged to end what it called “China’s colonialism” and to resist a “land grab” in the country which straddles key East-West shipping routes. MDP leader and former president Mohamed Nasheed has vowed his party would reduce reliance on China and renegotiate millions of dollars in loans taken from Beijing. More than 80 percent the Maldives foreign debt is owed to China, he said. China has also loaned other countries around the Indian Ocean and beyond large amounts of money for infrastructure projects as part of Beijing’s Belt and Road Initiative, alarming the West.

Trade war will have no winners: Xi

Port Moresby, Nov 1 7 ( IANS ) : Ta k i n g a veiled swipe at the US, Chinese President Xi Jinping said here on Saturday that countries which embrace protectionism are “doomed to failure” and a trade war will have no winners. “History has shown that in confrontation, whether in the form of a cold war, a hot war or a trade war, will produce no winners,” Xi said in a speech at the Asia-Pacific Cooperation Forum (APEC) CEO summit in the Papua New Guinea capital city. US Vice-President Mike Pence later said he was prepared to “more than double” the tariffs imposed on Chinese goods. China and the US, the world’s two largest economies, have been engaged in a tit-for-tat trade war this year. The White House said its tariffs were a response to Beijing’s “unfair” trade policies. Speaking at the event, Xi said that the world needs common rules of global governance that do not respond to selfish agendas and added that only openness as well as cooperation can bring more opportunities and create more space for de-

Trump seeks ‘decorum’ from reporters in White House ple have to behave and they have to do -- we’re writing up rules and regulations to make our position”. The press pass of Acosta, CNN’s White House Correspondent, was suspended last week after an altercation he had with President Donald Trump during a news conference. The White House had accused him of placing his hand on an intern. Acosta and the CNN has denied the allegations.

White House temporarily reinstated Acosta’s press pass. Soonafter, the CNN correspondent was back on the White House grounds for his daily reporting. Trump warned that reporters if they don’t listen to the rules and regulations, “we’ll end up back in court” and he will win. “But more importantly, we’ll just leave. And then you won’t be very happy because we do get good

rating,” he said. Responding to a question, Trump said he wants reporters to maintain decorum in the White House. “Decorum. You can’t take three questions and four questions and just stand up and not sit down. Decorum -- you have to practice decorum. “We want total freedom of the press. That’s very important to me. It’s more important to me than anybody would believe. But

you have to act with respect. You’re in the White House. When I see the way some of my people get treated at press conferences, it’s terrible,” said the US President. As such, Trump said, his administration is setting up a certain standard in this regard. This is what the court is requesting. “And always freedom of the press, always First Amendment, but that’s the way it is,” he reiterated.

“We always have the option of just leaving. We feel that things aren’t being treated properly, that people aren’t being treated properly, we always have the right to leave. “I think the other media, the other press in the room will not be very happy if that happens. But I’ve instructed my people, when they’re not treated properly, you have the right to just leave any time you want,” Trump added.

The landslides also buried at least 8 houses in the district, the official said. More than 8,000 people fled their homes and were taking shelters as several moderate quakes with magnitudes from 5.1 to 5.5 struck the district in the past few days, said Pangloli.

2 killed, 10 injured in Karachi blast K a r a c h i , N ov 1 7 (Agencies): At least two persons were killed and 10 reported wounded in an explosion at a place under Quaidabad flyover on Friday night. SSP Malir Irfan Bahadur said the blast took place under the Quaidabad flyover near a crowded area of the locality. He said the police were yet to ascertain the exact nature and cause of the explosion. Ten injured of the blast were shifted to Jinnah Hospital. Dr Seemi Jamali at the Jinnah Postgraduate Medical Centre confirmed the death toll. She said that five wounded persons were in critical condition at the hospital. Power supply to the surrounding areas was disrupted following the powerful explosion. The blast took place at a crowded place where several vendors set up their stalls.

velopment. “Disagreements should be resolved through dialogue and consultation, rather than trying to form ‘exclusive blocs’ or ‘impose criteria on other countries’.” Xi further said that “attempts to erect barriers and cut close economic ties work against the laws of economics and the trends of history”. “This is a shortsighted approach and it is doomed to failure,” he added, warning that those who close their doors “will only cut himself off from the rest of the world and lose his direction”. But Pence -- who spoke at the forum directly after Xi -- said the tariffs were a response to the “imbalance” with China. “The US, though, will

not change course until China changes its ways,” he said. The APEC forum was founded in 1989, accounts for 59 per cent of global GDP, forms a market of 2.85 billion consumers -around 40 per cent of the world population -- and aims to establish a free trade zone among the 21 member economies by 2020. This year’s summit hopes to speed up the implementation of a number of free-trade agreements, in the face of growing trade tensions between China and the US. The trade dispute began when the administration of US President Donald Trump imposed tariffs worth $250 billion on imports from China and Beijing responded by imposing tariffs worth $110 billion on imports from Washington. Pence’s remarks came a day after Trump told reporters he was confident a deal between China and the US “will be made”. However, he said a number of key issues had not been included on a list for negotiation ahead of December’s G20 summit in Argentina, meaning it was “not acceptable” yet to the President.

Washington, Nov 17 (IANS): The CIA has concluded that Saudi Crown Prince Mohammed bin Salman personally ordered the killing of journalist Jamal Khashoggi, despite the Saudi government’s denials that the de facto ruler was involved, according to a senior US official. The official told CNN on Friday the conclusion was based on a recording provided by the Turkish government and other evidence, including American intelligence. Investigators also believed that an operation such as the one that ended in Khashoggi’s death would not have happened without Salman’s knowledge given his control of the government, the official said. Reacting to the development, a Saudi Embassy spokeswoman said that “the claims in this purported assessment are false. We have and continue to hear various theories without seeing the primary basis for these speculations”. The Central Intelligence Agency is yet to make an official announcement. Khashoggi, a colum-

Rakitic to miss England decider

Ivan Rakitic

L o n d o n, N ov 1 7 (Agencies): Ivan Rakitic will miss Croatia’s crunch UEFA Nations League clash against England on Sunday with injury, manager Zlatko Dalic has confirmed. The Barcelona midfielder played 68 minutes of Croatia’s 3-2 win over Spain on Thursday, which has set up a winner-takes-all match at Wembley against England. The victor will reach the semi-finals of the Nations League, but Croatia will have to make do without one of their key players. Dalic said, “He will go to Barcelona, it’s a serious injury. You know that I usually take no risk. If there is a doubt that the injury could be serious, then we let him rest. We want healthy players and Ivan in this moment is not 100 per cent ready. Unfortunately, we are going to play without him.” Rakitic has 102 caps for Croatia, but Dalic was in no mood to bemoan the absence of such an experienced player. “We will see who will replace him. We have (Mateo) Kovacic, we have (Josip) Brekalo, we have (Milan) Badelj,” Dalic said. There is always a solution and we should stop whining about someone who’s not going to be there. We will find a solution and we are going to Wembley to enjoy football.”

wickets and three sessions in hand. Niroshan Dickwella was batting on 27 when play was stopped. Leach has claimed four wickets with his left-arm orthodox spin while Ali has taken two on a turning pitch. Mathews, who hit his third half-century of the series, took crease with Sri Lanka on a shaky 26-3. The former captain played a gritty innings that lasted 137 deliveries and also built crucial partnerships. His 73-run fifth wicket stand with Roshen Silva (37) frustrated the English spinners in the afternoon session. Ali had Silva caught behind with a faint edge. The umpire had given Silva

not out before England successfully reviewed the decision in their favour. Leach had rattled the Sri Lankan top-order with three early wickets after the tourists were bowled out for 346 in the morning session. Left-handed opener Dimuth Karunaratne then put on 77 runs with Mathews before falling to Adil Rashid for 57. England, who had resumed the day on 324-9, stretched their second innings lead to 300 with overnight batsman Ben Foakes hitting an unbeaten 65. Foakes, who hit a ton on debut in Galle, added 14 to his overnight 51 and shared 41 runs for the last wicket with James Anderson (12).

Rooney targets coaching role L o n d o n, N ov 1 7 ( Ag e n c i e s ) : Way n e Rooney has revealed he wants to move into management or coaching once he brings his playing career to an end. The 33-year-old is currently playing for DC United in MLS, where he says he will end his career, as well as taking his coaching badges. However, the former England captain says he is planning to return to England once he quits playing, and already has his next role in mind. When asked about becoming a coach or manager when he hangs up his boots, he told Manchester United’s

website, “Yeah, it is something I am passionate about and I want to do.” “Obviously, I need to complete my badges, which I am doing over in the States. Hopefully, by the time I come back to England, I will have them completed and be in a position to accept or reject any offers I get.” “There is always time. You have got time to do TV, if that is the way you want to go. I think everyone is different. I would prefer to give coaching or management a go. If it doesn’t work out then I am sure there would be opportunities to do TV and whatever feels right for you.”

Chaba rose highest to find Punuru supply and head the ball into the net from inside the D-box. Despite his fine run, Chaba missed the opportunity to complete his hat-trick in the first half. Kevisalie also missed a good opportunity to score and thereby ending the first half with a scoreline of 2-0 in favour of Chedema Village Youth Organisation. After the breather, Chedema players dominated the match from the beginning. The exhausted looking Kuluopfii FC players failed to match their opponents. Taking advantage of the situation, Chedema players continued to attack and in the process, Punuru scored the 3rd goal for Chedema Village Youth Organisation in the 55th

minute. And four minutes later, Shurhosul also found the net to make it 4-0. In 63rd minute, Siemguji scored the lone and consolation goal for Kuluopfii FC. Sonia enters pre-quarters of world boxing championship New Delhi, Nov 17 (IANS): Indian boxer Sonia made her way into the pre-quarterfinals of the 10th AIBA Women’s World Boxing Championships here on Saturday. The featherweight (57 kg) boxer, who meets Stanimira Petrova of Bulgaria in her next round, had an unorthodox approach but impressive enough for the five judges to give the decision (5:0) in her favour. The rookie who is making her debut began with an open guard inviting the Morocco pugilist to take the initiative. Sonia, with a nice evasive action, managed to land a couple of left jabs and one straight during the first round which looked a close one. Sonia continued with

her left jabs, trying to land on the real scoring areas of her opponent using her unconventional methods, especially with the right. The experienced Moroccan, too, changed her strategy and lowered the guard more out of frustration than anything else. Though she did manage a

few blows, she struggled to connect her punches. But the third round proved to be very decisive when the Indian landed a right, then a combination of right-left and a left jab, even as the clinches from both pugilists were getting out of control, calling for the referee’s intervention.

ATP Finals: Djokovic breezes past Marin Cilic L o n d o n, N ov 1 7 ( Ag e n c i e s ) : N ova k Djokovic maintained his unbeaten record at this year’s ATP Finals with an ominous victory over Marin Cilic. The five-time champion at the season-ending tournament had already assured top spot in Group Guga Kuerten and prepared for his semi-final match against Kevin Anderson with a 7-6 (9-7) 6-2 victory at The O2. Djokovic has now lost only two of his last 36 matches since the start of Wimbledon but faced a determined opponent in Cilic, despite the Croat being un-

able to progress following Alexander Zverev’s win against John Isner. Both players began the match in assured fashion before an eight-minute long

sixth game on Cilic’s serve, which the 2014 US Open champion held after saving a break point. Cilic, who will lead Croatia in the Davis Cup

final against France next week, had pushed Djokovic the distance at the Paris Masters in their most recent meeting and asked questions of the world No 1 with his powerful forehand. Both players remained assured behind serve, especially Djokovic who lost only two points, to bring up a tiebreak - the fourth of the week for Cilic. But once again this week he came out worse as Djokovic saved a set point before sealing the opener after 55 minutes of absorbing tennis. Cilic faced an early challenge on his serve in the opening game of the second set but frustrated Djokovic

by saving three break points to avoid an immediate negative reaction to losing the first set in tight fashion. Djokovic saw a run of 31 consecutive points on serve come to an end with a Cilic forehand winner but he overcame the moment of difficulty before his relentless consistency forced his opponent into some errors to secure his first break of the match. The 14-time Grand Slam champion maintained the pressure on Cilic to secure a second break in the seventh game and closed out victory with a backhand winner to send a statement of intent to his rivals.
