D I M A P U R , N OV 1 5 (NPN): Nagaland Governor PB Acharya on Thursday called upon the people to empower and improve the lives of villagers. Inaugurating the fourth three-day Thuwuni- the ultimate outdoor festival, at Pughoboto local ground as chief guest, Acharya said that though the festival was celebrated to thank God, it also showed how the people could be united to keep alive their identity and stay connected to their roots. Besides the need to change the education system, he also stressed on giving importance to cherish and preserve one’s own mother tongue. Acharya urged the people not to be self-centred and remarked that, unless everyone woke up and changed mindset, India would never be strong. He also encouraged the people of Pughoboto to establish a private college. Mentioning that each village was unique, he congratulated the organizers, local MLA Y Vikheho Swu and the entire team, including Swachh Bharat brand ambassador and convener of the festival, Alobo Naga, for
NRC: Prohibitory orders in Guwahati ahead of protests GUWAHATI, NOV 15 (AGENCIES): With thousands protesting across Assam demanding the withdrawal of proposed Citizenship (Amendment) Bill, 2016, the Guwahati administration has slapped prohibitory orders banning the assembly of four or more people across the state capital. The prohibitory orders, Section 144 of the CrPC, has been issued until further orders by the Guwahati West district Deputy Commissioner of Police, Harekrishna Nath and was made public on Thursday. The prohibitory orders will be effective in the entire West district of Guwahati. The order comes in the wake of the Krishak Mukti Sangram Samiti-led (KMSS) 70 other organisations calling a state-wide protest against the bill. Members of these 70 organisations are expected to protest at the Janata Bhawan in Guwahati against the bill. However, the state administration has denied the KMSS to hold the said rally. The leader of KMSS, Akhil Gogoi, has threatened to call a bandh if the state administration does not allow them to hold the scheduled meeting.

organising such a wonderful concept for the people. Speaking about Thuwuni festival, Vikheho Swu said Thuwuni meant “to grow or to progress”. He explained that the idea behind organising it was to involve young Ahuyemis. He said this year a separate date was chosen for Thuwuni as many villages wanted to celebrate ‘Ahuna’, a post-harvest festival of the Sumis. Swu said among other activities, music was a major event that will draw huge crowd, and credited Alobo Naga for bringing in artistes
from different parts of the country to perform at the festival. He said this year too Alobo managed to bring an international artiste to Pughoboto, thereby making Thuwuni an international event. He sought the cooperation of the people of Pughoboto to ensure that the festival was a huge success. Swu explained the main objective of the festival was to promote economic growth of the region, for which organisers decided to extensively use products that were locally generated or produced. He said agriculture produce and other local
products could be brought to the festival for selling and developing long-term business relationship with buyers. He said efforts were also being made to encourage farmers to create collection centres in their villages and at strategic locations in Pughoboto sub-division with assistance and support of the village councils so that agriculture produces could be sold or passed on to markets throughout the year. Stating that Thuwuni in so many ways belonged to SDPDB, Swu, who is also the Pughoboto SDPDB chairman, stated that the board’s role and contribution in ensuring success of the festival since its inception had been tremendous. He also thanked the power department’s engineers for installing new 63-KV transformer at the new stadium on a war footing. He mentioned that in January 2019 Thuwuni tours would be conducted with two groups– the first group from the village awarded for being the cleanest would visit Asia’s cleanest village Mawlynong in Meghalaya,
GUWAHATI, NOV 15 (NPN): Non-Open Defecation Free (ODF) states in the northeast region have committed to declaring themselves as ODF by December 2018 during a regional review meeting of the North Eastern States held in Guwahati on Wednesday. The workshop comprised discussions on sustaining Open Defecation Free status, solid and liquid waste management (SLWM), and rural water supply. Teams from Nagaland, Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Tripura and Sikkim joined the review. Key aspects of sustainability such as geo-tagging, verification of ODF villages, conversion of dysfunctional toilets, IEC expenditure, Swachhagrahi engagement
were reviewed. Speaking on the occasion, ParameswaranIyer, Secretary, Ministry of Drinking Water and Sanitation emphasized the importance of the joint effort being made by the Central and State SBM teams towards sustaining gains made under the program so far. He spoke about the importance of continued focus on behavior change communication and periodic verifications to ensure that the safe sanitation habits and practices developed over the past few years are sustained in the future as well. The teams from the Open Defecation Free States of the region spoke about efforts to sustain their ODF status. KOHIMA, NOV 15 (NPN): In a shocking revelation, a 14-year old juvenile male was taken to custody by Kohima Police investigating the brutal murder of a teenaged girl on November 13. Police informed that the juvenile was caught based on investigations and that he also confessed to the crime during interrogation. The accused juvenile, was produced before the court Thursday which also ordered his detention in an Observation home. Police are following leads in the course of their investigation. It may be recalled, that on November 13, the body of a teenaged girl was found in the building under construction of Dr. Neilhouzhü Kire Government Higher Secondary School (GHSS), Seikhazou. The body was sent for post-mortem and was buried after identification by parents at North PS at around 10 a.m. One of the family members recognised the bloodied face of the victim being circulated on Whatsapp. Post mortem report is (Cont’d on p-8) expected after a week.

CVC notifies on usage of nomenclature D I M A P U R , N OV 1 5 (NPN): Chümoukedima Village Council (CVC) has notified to all responsible that, “originally and historically”, the name of their village was spelled as ‘Chümoukedima’, which has significant connotation and meaning in Angami Naga dialect. In a public notice, CVC chairman, Razouvotuo Chatsu, however, stated that with the passage of time, the said name has been wrongly pronounced, spelled and recorded as “Chumukedima”. In order to revert back to, and to restore the correct name, CVC has declared that, henceforth, their village would be known, called and identified as “Chümoukedima” for all intent and purposes. CVC requested all responsible to use the corrected nomenclature from now on.

Cong fires fresh salvo at PM on Rafale deal Accuses Modi of overruling pricing objections; France refuses sovereign guarantee NEW DELHI, NOV 15 (AGENCIES): Congress on Thursday levelled the most serious set of accusations on Prime Minister Narendra Modi in the Rafale deal, saying he compromised national security to ulterior ends and bypassed established procedures and laws, reports The Tribune. According to the report, Congress fielded its media head Randeep Surjewala to reiterate the demand for a joint parliamentary committee probe into the deal and also suggested that the outcome of the Rafale petitions in the Supreme Court would not impact its own demand for an investigation into the contract. “The Supreme Court has constitutional limitations on the matter and cannot look at file notings which reveal the truth of the Rafale. The court is not an enquiry office. The facts will emerge when JPC summons files of the meetings of Cabinet Committee
on Security, Defence Acquisition Council and the price negotiations committee,” Surjewala said, citing “facts” from government files which he said had now been confirmed publicly by one Sudhanshu Mohanty, a retired officer who dealt with finance in the Defence Ministry. Surjewala made serious accusations on PM alleging that he overruled his own defence minister Manohar Parrikar and the defence acquisition council by raising the benchmark price of 36 Rafale jets from some 32,000 crore to over 62,000 crore. Congress leader also said that PM ignored the file advice of the Law Ministry and the air acquisition wing of the Air Force to insist on a sovereign bank guarantee from France for the deal signed in April 2015. Thirdly, the Congress alleged that the PM changed the terms of the arbitration clause under
the Rafale deal by saying the arbitration will happen between the Indian Government and Rafale maker Dassault Aviation and the seat of arbitration will be Geneva rather than Delhi. “Even on arbitration, the PM overlooked the suggestions of the Law Ministry and defence experts who said the partners in arbitration should be the Governments of India and France rather than the Government of India and a private supplier. PM told the Parliament that Rafale deal was an inter-government agreement between two nations. How is this an inter-government agreement when the arbitration clause is between India and Dassault? PM by ending the legal requirements to have the arbitration seat in India and by also changing the partners between whom arbitration will happen betrayed national interest,” Surjewala alleged. Fourthly, the Congress asked how NSA Ajit Doval was negotiating the jet price in Paris in January 2016 when the price negotiation committee for the deal was still deliberating the issue and submitted its report in August that year.
ACAUT says NNPGs unable to rein in rogue elements within their setup D I M A P U R , N OV 1 5 (NPN): Condemning the abduction of a Naga salesgirl of a pharmacy at East Dimapur by suspected NSCN (I-M) cadres on November 9, ACAUT Nagaland Thursday expressed dismay that Naga national political groups (NPGs) had not been able to rein in rogue elements/cadres within their rank and file nor dealt with the excesses perpetuated by their cadres in a manner that was appropriate and justifiable before the public eye. In a statement issued by its media cell, ACAUT Nagaland said people of the State were now quite familiar with extortions on the pretext of nationalism. However, the “brazen act of abducting a helpless working woman” by NSCN (I-M) cadres for
extortion as one such “unpardonable and shameless act” unimaginable in Naga society, ACAUT said. While lauding Dimapur Police for its prompt action, ACAUT called for a thorough investigation into the case so that all those involved in the crime were arrested. The organization also urged the judiciary to give appropriate punishment to these criminals. Mentioning that Dimapur was the most “diverse, pluralistic and progressive” city of Nagaland and an indicator of the heath of Naga society, ACAUT lamented that it was also one of the most afflicted by the scourges of taxation, extortion and syndicate system, with jungle raj and lawlessness symbolising rotting moral ethics and a collapsing society.
Election Commission replaces Mizoram’s CEO NEW DELHI, NOV 15 (IANS): Election Commission on Thursday replaced Mizoram’s Chief Electoral Officer SB Shashank after local groups demanded his removal and appointed Ashish Kundra, a 1996 batch IAS officer, as the new CEO ahead of the November 28 elections. It also directed that Shashank be attached with the Election Commission “with immediate effect and until further orders”. The order came after a high-level Election Commission team held meetings last week, including with the Mizoram NGO Coordination Committee (MNCC), which had been spearheading the state-wide protests for Shashank’s removal and reinstatement of the ousted principal secretary (Home). The leaders of MNCC, led by Mizoram’s most powerful NGO, Young Mizo
Association, started the agitation last week after principal secretary (Home) Lalnunmawia Chuaungo was removed on an Election Commission order. The controversy arose after an administrative tussle between the Chief Electoral Officer (CEO) and the Principal Secretary (Home) became politicized along ethnic lines. The issue first came to light when Shasank reportedly wrote to the Election Commission to keep Chuaungo away from election duties. On November 2, acting on a letter written by Shashank, ECI removed Chuaungo from election duty. This enraged the Mizo civil society which directed their anger at the CEO and served him a ‘Quit Mizoram’ notice while picketing his office.
ACAUT explained that as the city embraced both traditional and moder n set-ups and social structure, law and order had become a tricky and complicated affair for the district administration and the police to handle alone. Therefore, according to ACAUT, exerting social pressure by all tribal bodies, NGOs and civil body organisations on individuals from within their own community to conduct and act in such a manner so as not to disturb the fragile balance of diversity that was the flavour and very essence of Dimapur had become an absolute necessity. Petrol, diesel price cut again NEW DELHI, NOV 15 (AGENCIES): Petrol and diesel prices were slashed again on Thursday after remaining unchanged on Wednesday. Petrol price was cut by 14-16 paise while diesel became cheaper by 9-11 paise after today’s revision. In November so far, petrol prices have been cut by over Rs 2 per litre while diesel has become cheaper by Rs 1.70 across all the metro cities of the country. In Delhi, unbranded petrol was priced at Rs 77.28 as against Rs 77.43 on Wednesday and diesel was sold at Rs 72.09 as compared to Rs 72.19 yesterday, according to data available on Indian Oil Corporation website. In Dimapur, price of petrol was Rs.73.17 per litre and diesel was Rs. 67.70 per litre on Thursday while in the state capital a litre of petrol and diesel was Rs. 73.98 and Rs. 68.32 respectively.
