Oppn meet to stake claim

NEW DELHI, MAY 8 (AGENCIES): The opposition parties are planning to call a meeting on May 21 to fine-tune their strategy on how to stake claim to form the government at the Centre in case the mandate is fractured. Andhra Pradesh chief minister Chandrababu Naidu, sources told News18, met Congress chief Rahul Gandhi on Wednesday morning, asking him to call a meeting of all opposition parties two days before the result is announced so that all opposition leaders can be on the same page. According to sources, the joint opposition is likely to waste no time and will rush to President Ram Nath Kovind as soon as the election result is declared to ask him to invite them first to form the government, never mind the tally or how far they are from the majority mark. They would go to him immediately with the request that the single largest party, which most opinion polls predicted would be the BJP, is not invited first in case of a hung house. Shortage of court fees, non-judicial stamp papers

D I M A P U R , M AY 8 (NPN): Notaries Association of Nagaland (NAN) has claimed that the Indian non-judicial stamp papers of Rs. 10, Rs. 20 and Rs. 50 denominations have not been issued to the treasury offices in Nagaland from the year 2017 till date compelling people to spend Rs. 100 in place of Rs. 10 or Rs. 20. The notaries also stated that stamp papers of Rs. 500 and Rs. 1000 denominations were not available in the treasury offices from 2018 till date, adding that sale deed or gift deed of land for mutation therefore were pending and paralyzed. Taking a lesson from the Karnataka episode, opposition parties were till March hoping to stitch a formal umbrella coalition at the national level to emerge as the single largest pre-poll alliance, but that failed to materialise, forcing them to regroup and rejig strategy now.

SC refuses to extend NRC July 31 deadline

NEW DELHI, MAY 8 (PTI): The Supreme Court made it clear once again Wednesday that it will not extend even by a day the July 31 deadline for finalisation of National Register of Citizens (NRC) in Assam and gave “free hand” to the Coordinator to deal with complaints. A bench comprising Chief Justice Ranjan Gogoi and Justice R F Nariman asked Prateek Hajela, the Assam NRC coordinator, to deal with claims and objections of persons against wrong exclusion or inclusion of citizens in draft NRC. The direction came after Hajela informed the bench that many persons, who had objected to inclusion of certain individuals in the draft NRC, are not coming forward before the panels dealing with such complaints. The draft Assam NRC was published on July 30, 2018 in which the names of 2.89 crore of the 3.29 crore people were included. The names of 40,70,707 people did not figure in the list. Of these, 37,59,630 names have been rejected and the remaining 2,48,077 are on hold.

SC notices to speaker, 2 MLAs over merger D I M A P U R , M AY 8 (NPN): Following a special leave petition (SLP) filed by Nationalist People’s Party (NPP), Supreme Court (SC) on Wednesday issued notices Nagaland Legislative Assembly (NLA) speaker Vikho-o Yhoshu, two MLAs who merged with Nationalist Democratic Progressive Party (NDPP) recently and NDPP. NPP filed the SLP (no. 10060 of 2019) before the SC challenging the decision of the speaker of March 20 that accepted the claim of merger of its two MLAs to NDPP. The speaker had by an order passed under paragraph 4(2) of 10th schedule of the Constitution of India accepted the claim of merger from Imntiba and L Khumo to NDPP. As the case came up for hearing on Wednesday before a bench comprising Chief Justice Ranjan Gogoi and Justice Deepak Gupta, the bench issued notices to the speaker, both the MLAs and NDPP as to why the relief sought by NPP should not be granted. It also issued notice on the

application of NPP seeking stay of the speaker’s order. The case is likely come for hearing after summer vacation, i.e., in first week of July. N P P ’s c o n t e n t i o n before Supreme Court is that both the MLAs have incurred disqualifications by voluntarily giving up party membership by merging with NDPP and their membership of Assembly should be cancelled. It seeks disqualification of the duo as legislators. The party argued that the order of merger passed by Yhoshu is ex-facie illegal and beyond the power of the speaker under 10th Schedule of the Constitution of India. It was further argued that in smaller States the objective of 10th Schedule to prevent defection is being violated with impunity and this issue should be decided expeditiously. Senior advocate A Sharan, along with advocates Amit Kuma and Avijit Mani Tripathi appeared on behalf of NPP before the SC, while senior advocate Mukul Rohtagi appeared for the respondents.

CVC dismayed over dumping of debris DIMAPUR, MAY 8 (NPN): Chümoukedima Village Council (CVC) has expressed dismay with contractors of ongoing 4-lane work for “heedlessly” continuing to dump debris and loose soil in the river from Khuokhi River Bridge to Chathe River Bridge at Patkai Christian College Junction. CVC chairman Razouvotuo Chatsu said the “lackadaisical manner” in which the works were being carried out and dumping of debris has resulted in polluting the river water and posing health hazards for citizens dependent on the river besides causing serious ecological impact. Also, taking serious exception to the “haphazard practices” of the construction companies, CVC said it would not tolerate the “needless suffering meted out to its people or allow defacement of its environment at the hands of unmindful construction companies.” CVC has appealed to the district administration to take note of the impeding situation, and issue an order to ban/restrict dumping of debris in Chathe River by companies/contractors engaged in the 4-lane work.

The development comes barely a day after seven members announced their resignation from the primary membership of the party in protest against the suspension of seven NPF MLAs. Earlier, presidents of seven constituency units of the party resigned on May 3 on similar grounds. DIMAPUR, MAY 8 (NPN): NH-29 Land Owners Union (Purana BazaarChumukidema) has expressed gratitude to the deputy commissioner (DC) Dimapur for assuring them that a separate meeting would be held at the earliest without involving the third party. In a press note, NH-29 LOU information & publicity secretary Kewetso Kenye said the union held a meeting with DC Dimapur on Wednesday in the presence of executive engineer PWD (NH), Kohima Division; revenue officer, Dimapur; land record & survey officer, Dimapur besides area chairman and GBs of the village concerned along NH-29 (from Purana Bazaar to Chumukidema) and other officials. They felt that, without proper consultation at the grassroots levels and before declaration of the Lok Sabha election results, the party high command had taken a harsh decision against the seven legislators by suspending them and filing disqualification petition before the Nagaland Legislative Assembly speaker simply because they had declared their moral support to another regional party’s candidate in the recently-concluded Parliamentary election as no NPF official candidate was in the fray. The members thus expressed their inability to digest the party high command’s conduct in taking a hasty decision against the elected members when there was no evidence of their defection to other party.

view that Imna’s statement “needs to be censured, if not, posterity would blame us.” Besides, NH said “we would be doing injustice to the thousands of Naga martyrs who have laid down their lives for the cause of sovereign Naga nation.” NH through its com-

munication cell said the statement was also disrespectful to the rest of the Naga nationalist who were still alive and striving with the best of their ability to “bring an honourable political solution to the “IndoNaga” political issue.

NSSO discovers holes in new GDP series NEW DELHI, MAY 8 (AGENCIES): A key database introduced in India’s new gross domestic product (GDP) series has now been found to be full of holes, raising fresh questions over the controversial and contested GDP numbers in Asia’s third-largest economy, reports Mint, business news publication. A study conducted by the National Sample Survey Office (NSSO) in the 12 months ended June 2017 and released last week has found that as much as 36% of companies that are part of MCA-21 database of companies and are used in India’s GDP calculations could not be traced or were wrongly classified. The results were so disappointing that two detailed reports based on the survey had to be junked. It is worth noting that these companies were deemed as

“active companies” by the ministry of corporate affairs (MCA), which includes any company that has filed returns at least once in the past three years on its list of active firms. Statisticians say the use of the untested database in national accounts also raises troubling questions about the decline of the Central Statistics Office (CSO), which was once a globally renowned institution, and the reliability of India’s official statistics. “This is a devastating blow for CSO,” said R. Nagaraj, a professor at Indira Gandhi Institute of Development Research in Mumbai. “Some of us had repeatedly asked CSO officials to verify the MCA-21 numbers before using them in national accounts, but they finalized the new series without adequate scrutiny and debate.” The key change in new

GDP series launched in 2015 was the use of MCA21, which CSO sourced from MCA. Even at the time it was being introduced in national accounts calculations, several economists had raised questions on this issue. Critics argued that database includes many fictitious or shell firms that exist only on paper. They also said the methodology used to plug in MCA-21 numbers in the national accounts tends to lend an overestimation bias in GDP numbers. They demanded MCA-21 data be released to researchers and the public so the unit-level data could be examined. Even those who thought new GDP series represented a great methodological leap by CSO made the same demand. So far, India’s national accounts statisticians at CSO have defended use of

the new database although they stopped short of making it public. But now, their own colleagues from NSSO have warned about the presence of a large number of ghost firms in the database. NSSO got into the act while carrying out a survey on service sector (74th round), supposed to be a first-of-its-kind survey on the service sector. MCA-21 database was used as part of sampling frame for the survey as it had addresses and other details of firms. Business registers in states that had such registers and data from last economic census were the other parts of the sampling frame. This survey strategy was approved by National Statistical Commission (NSC) two years ago, and later even a tabulation plan for two reports that were to be generated on the basis of this survey was approved by it.
