NEW DELHI, MAY 6 (NPN): Amidst all the hype about the Naga political solution which has been widely speculated about in various media, there appears to be a certain disconnect between the concerns and perspective of security forces and the political expediency of politicians in power at the Centre. According to an official source, who spoke on condition of anonymity, political solution as understood by the Government of India is seen differently by the Home ministry and the Defence ministry. While the Home ministry would be expected to take the interpretation of the Government of India’s Interlocutor R.N. Ravi, that solution can be achieved any time after dotting the ‘i’s and crossing the ‘t’s, Defence ministry sources are not taken in by the imagery. The expectations are that Prime Minister Narendra Modi would like to use

KOCHI, MAY 6 (IANS): One of the top judges of the Supreme Court, Justice Kurian Joseph, Sunday said the government’s move to reject the elevation of Justice KM Joseph was unprecedented. Justice Kurian Joseph, a member of the apex court collegium which recommended the elevation of Uttarakhand Chief Justice K.M. Joseph to the Supreme Court, told media persons that it should be ensured that such a thing does not happen in the future. “Since this happened, there were lots of discussions... Such a thing should never happen again,” he said. The Central government returned Justice K.M. Joseph’s name to the collegium for reconsideration. The collegium, which has met since, had deferred a decision on the matter.

the Naga political solution to gain political dividends in 2019 if the BJP’s position becomes precarious under the onslaught of anti-Hindutva sentiments. Speculations about solution being one of the options goes with the belief that even the mandir issue could be exploited in the run up to 2019 Lok Sabha election. One of the concerns of the security forces pertains to the issue of demobilisation of the armed group(s) and the policy towards rehabilitation of the armed cadres. Sources disclosed that this issue has yet to be thoroughly and clearly defined by the Centre and its Interlocutor. The sources said the political aspect and perspective of finding an early settlement to the Naga political issue has been juggled by political considerations and neglecting the practical realities which the signatories will have to contend with after the agreement. According to the sources, the negotiations should not accord implementation
as a secondary matter since it would amount to rushing headlong to solution and inviting another problem which could seriously complicate the entire issue. The Modi government has been able to bring out
a framework agreement within one year over salient points which were discussed and negotiated over a period of nearly five years or more by the previous Interlocutor and former chief secretary Nagaland, R.S. Pandey.
Outcome of talks will be ‘positive’: Rijiju PTI Adds: The ongoing Naga peace talks were being followed up with utmost sincerity and the outcome of the dialogue would be positive, Union minister of state for Home Affairs Kiren Rijiju said Sunday, but refused to give any timeframe for the signing of the final peace accord. Rijiju also said the controversial Armed Forces (Special Powers) Act would be withdrawn from Nagaland, Arunachal Pradesh and other areas where it is in force once the security situation improves there. However, in his recent statement, Rijiju had said that AFSPA, the Armed Forces (Special Powers) Act, 1958, will continue in Nagaland as it is a “special case” and the “peace agreement” hasn’t been finalized there yet.
NPP defends appointments of PDA members
D I M A P U R , M AY 6 (NPN): After BJP, now National People’s Party (NPP) has come out in defence of appointments of ruling coalition partner leaders as PDA members. In a communiqué, State NPP claimed that appointments of members of an alliance have precedence not only in India but also in Nagaland. Asserting that the recent appointments were a follow up of this convention, the party pointed out that late Dr. Hokishe Sema was chairman with chief minister’s status in the erstwhile DAN-I government, while in DAN-II and DAN-Ill governments, Dr. Shürhozelie Liezietsu was chairman with cabinet status and the vice-chairman enjoyed parl. secretary status. It also recalled that NPF office bearers, including working presidents and secretary general, were given cabinet status then. NPP
clarified that appointments of PDA members with cabinet and minister of state status were carried out in consultation with alliance partners and Central leaders, keeping in mind all stakeholders of the government and interest of the public at large. The party further asserted these were made as an appropriate status was required for smooth functioning of the alliance that would contribute positively towards good governance. It however clarified that there was no question of the PDA members having any executive powers over the elected members or upon any government machinery. NPP maintained that the induction of PDA members would ensure coordination, cooperation and goodwill among the coalition partners and create a channel of dialogue with the people that will help chief minister Neiphiu Rio and
his colleagues in furthering people’s welfare. Thanking Rio for the “magnanimous initiative”, NPP termed it is a step definitely taken in the right direction and at right time. It also congratulated the newly-appointed members and prayed to Almighty God to grant each one of them His wisdom, grace and good health in their endeavour to work for the people of Nagaland. NPP said that the induction of new members had become imperative in the current socio-political context when the spread of education and digital and social media have resulted in the society becoming more informed about issues concerning it. It is required to have a committee of all members of the PDA to carry forward shared concerns and ensure that the same are being fulfilled, the communiqué stressed.
IMD warns of thunderstorms in 13 states today

On the other hand, the Gauhati High Court has asked the Central Bureau of Investigation to probe an alleged scam in the construction of the Nagaland High Court building in Kohima since 2007 and submit a report within three months. The basic structure of the site was yet to be completed, but the Nagaland government allegedly withdrew Rs. 44.24 crore against electrification and water supply for the project site besides another Rs. n of bungalows for the judges, area for which was not earmarked. The Nagaland government also paid Rs. 1.3 crore as consultancy fee for the construction, which the Gauhati HC termed as “beyond belief ” while hearing a set of petitions by the Nagaland Tribes Council and some Nagaland-based
social and RTI activists. Hearing the petition on May 2, the Gauhati HC asked the CBI to conduct a preliminary investigation into charges of misappropriation of public money in the construction of the Nagaland HC complex. According to the petitioners, only 35% of the work has been completed in 11 years since construction began with an estimated budget of Rs. 43 crore. Work on the HC complexes in Manipur, Meghalaya and Tripura had started around the same time. Meanwhile, on January 12, four senior Supreme Court judges went public with complaints against the Chief Justice of India Dipak Misra. The judges had said that “things are not in order” with what they described as “the administration of the Supreme Court”. Last month, a move led by the Congress to impeach the Chief Justice Dipak Misra was blocked by Vice President Venkaiah Naidu. As Chairman of the Rajya Sabha, Naidu decided to reject a motion signed by over 60 parliamentarians.
NEW DELHI, MAY 6 (AGENCIES): Ministry of Home Affairs on Sunday said, thunderstorms accompanied by squall, hail and heavy rain are likely to occur in at least 13 states and two Union Territories across the country Monday. Heavy rain is also likely at isolated places over Assam, Meghalaya, Nagaland, Manipur, Mizoram and Tripura. The official said, dust storm and thunderstorm are also likely at isolated places in West Rajasthan. A Home Ministry official quoting an Indian Meteorological Department (IMD) advisory said, thunderstorm with gusty winds are very likely at isolated places over Jammu and Kashmir, Uttarakhand, Himachal Pradesh, Punjab, Haryana, Chandigarh, Delhi and Western Uttar Pradesh. The Home ministry alert comes after at least 124 people were killed and more than 300 others were injured in five states due to dust storms, thunderstorms and lightning last week.
AGARTALA, MAY 6 (IANS/AGENCIES): Central government will provide 100 per cent of the funds to upgrade and expand the infrastructure of the judiciary in the North Eastern states, a Tripura High Court Judge said on Sunday. “Hundred per cent funding would be made by the Central government for upgradation and expansion of the infrastructure of the judiciary in the eight North Eastern states. The funding pattern was earlier on the basis of 90:10 for Centre and state,” Tripura High Court Judge Subhashish Talapatra told the annual conclave of judicial officers. “Judiciary cannot execute its orders and judgement unless the government helps the judiciary. “Most judges are not in favour of judicial activism. Our prime focus is to improve the quality of judgement and outreach the judiciary at the doorsteps of common men.” Addressing a daylong conclave, Tripura High Court Chief Justice Ajay Rastogi said the Indian judiciary was now at a crossroad, facing challenges

NEW DELHI, May 6 (PTI): Over 13 lakh candidates appeared for the national medical entrance exam NEET Sunday at 2,225 centres across the country with authorities conducting stringent checks on dress code to avoid any malpractice during the examination. The National Eligibility-cum-Entrance Test (NEET) for admission to medical and dental colleges across the country was conducted by CBSE in 136 cities as against 107 last year. “A total number of 13,26,725 students had registered for the exam, of whom 5,80,648 are males and 7,46,076 females and one transgender. The exam was conducted at 2,225 centres from across the country,” a senior CBSE official said.
S H I L L O N G, M AY 6 (AGENCIES): Most wanted criminal, William A Sangma, who had twice escaped police custody, finally surrendered to the police in North Garo Hills (NGH) Sunday his afternoon. His surrender came about a month after he made a daring escape from the Tura Civil Hospital (TCH) while he was there for a medical check-up, TNT report stated. After his escape from custody in March, William had shifted base to SGH, where he went on to form another gang that went by the nomenclature of ARA. The gang had submitted demand notes to the residents of Mindikgre in SGH after which there was a demand for a police outpost in the region. Most of those responsible for the extortion notes were however taken into custody, leading to him escaping from there. William had earlier contacted Church elders be-

fore contact was made with police officials to ensure his surrender. Police teams escorted him from his house near Boko in Assam to Resubelpara in North Garo Hills. “He said that the reason for his surrender was the want to lead a normal life and not a criminal one. We have handed over custody of William to the WGH police as he was still under judicial custody when he escaped the last time,” said superintendent of police, NGH, Dr Sacheng Marak. The notorious criminal was taken for a medical before his hand over. He sur-
rendered without arms this afternoon. He was handed over to WGH police where he formally surrendered to police in the presence of the DIG – Western Range, SP and other police officials. Welcoming his surrender, the Assam unit of the GSU, which had helped in assisting the surrender, said they were glad to be of help and welcomed all that wanted to lay down arms and come to the mainstream. When asked as to what was the need to escape from custody, the wife of William blamed ill treatment as well as the lack of local medicines in jail. Sangma had last escaped custody on Mar 17 after he and another criminal were in the TCH for a medical check-up. They overpowered the men on duty as well as the hospital staff before escaping. His accomplice in the escape, Rongsang Sangma however was caught before he could escape the TCH premises.
Rs 500 notes worth Rs 3000 cr printed every day: Garg Wage revision: 10L bankers MANILA, MAY 6 (PTI): Currencies in 500, 200 and 100 denominations are comfortable mode for transactions and the printing of Rs 500 notes have been rampedup to about Rs 3,000 crore everyday to take care of extra demand, economic affairs secretary Subhash Chandra Garg said. He said the cash situation in the country is “quite comfortable” and extra demand is being fully met. Speaking to PTI, Garg also said the fundamentals of economy does not call for an interest rate hike at the moment as there has not been any “disproportionate rise in inflation” or “extra ordinary growth in output”. The secretary said he had reviewed the cash situation in the country last week and 85 per cent of the ATMs was functional. “Overall in the country, I think it’s (cash situation) quite comfortable. There is
enough cash which is being supplied and there is extra demand which is being fully met. I don’t think there is any cash related crisis or problem at this point of time,” Garg said. There are about Rs 7 lakh crore of Rs 2,000 notes in circulation, which is more than adequate and and so no new Rs 2,000 notes are being issued. “500 and 200 and 100 rupee note is people’s medium of transaction. That’s what people use, people don’t find Rs 2,000 rupee note as a very comfortable medium for making transaction. 500 rupee notes is very adequately supplied. We have ramped up production to the level that it is about Rs 2,500-3000 crore a day. So, that is much more than any demand. People’s need for transaction is being taken care of by these,” he said. The Reserve Bank has been strengthening the security features of currency
notes to ensure that they are not duplicated. “In last 2.5 years, there has been much less instances, almost non existent instances, of high quality fake notes being reported in the country. But still RBI keeps on reviewing, finding out, adding new features,” Garg said. Asked about a monetary policy committee member favouring withdrawal of accommodative stance, he said: “We should go by what the real numbers are. Have you seen disproportionate rise in inflation numbers? Have you seen extra ordinary growth in output which has reduced the output gap substantially? No. So, one should go by the fundamentals and wait for next policy announcement”. The next meeting of MPC is scheduled on June 4-5. The six-member Monetary Policy Committee (MPC), headed by RBI Governor Urjit Patel, had
last month left the benchmark repo rate unchanged at 6 per cent for the third time in a row. As per the minutes of the MPC meeting, RBI Deputy Governor Viral Acharya favoured withdrawal of monetary accommodation in the next policy review meet. The retail inflation in March slipped to a 5 month low of 4.27 per cent on account of decline in food prices. The RBI has revised downwards forecast for retail inflation to 4.7-5.1 per cent for April-September and 4.4 per cent for OctoberMarch. “If there is any real situation where inflation seems to overshoot, RBI does have a statutory mandate to keep the inflation around 4 per cent, so they would take the most appropriate steps for that. But is the situation there? That is the situation we need to see,” Garg said.
No cash crunch in North East: SBI
State Bank of India stated that there is no shortage of cash in Northeast India, Economic Times reported. SBI North Eastern Circle refuted the reports that there is insufficient cash in the region. “We have official record of 88-90 percent Cash Availability in ATMs and all the branches are equipped with sufficient cash, there may have some difficulties like electricity power failure, Network connectivity issues due to prevailing storm and heavy rains in few places. However, overall situation of cash currency availability is quiet normal all across the NE States,” stated PVSLN Murty, Chief General Manager of SBI, NE circle. Murty also requested the people of this region to abstain from the spread of such panic in social media.

C H E N N A I , M ay 6 (IANS): Over 10 lakh bankers in government and private banks will go on a two-day strike by the end of May if the government does not ask the Indian Banks Association (IBA) to make an improved offer, said a leader of the All India Bank Employees Association (AIBEA). “It is a matter of shame that while thousands of crores of rupees are written off from profits towards bad loans of big corporates, the genuine demands of bank employees are being denied in this fashion,” C.H. Venkatachalam, General Secretary, AIBEA, said on Sunday. “If the Finance Ministry does not intervene to enable IBA to make their improved offer, it has been decide to call for a 48-hour continuous strike by end of
this month,” he said. Wage revision talks between the United Forum of Bank Unions (UFBU), an umbrella body of bank unions and IBA representing various banks held in Mumbai on Saturday ended in a failure. Venkatachalam said the IBA offered an increase of 2 per cent over the total wage bill of the banks as on March 31, 2017. In the last 10th Bipartite Wage Settlement that was made effective from November 1, 2012, IBA had agreed for a hike of 15 per cent increase over the total wage bill. The unions rejected the IBA offer of 2 per cent hike, Venkatachalam said. While the government had asked the IBA to conclude the wage revision settlement before November 1, 2017, the latter has been delaying, Venkatachalam added. K Y M C
