Governor extends Moatsu greetings D I M A P U R , M AY 1 (NPN): Governor of Nagaland, PB Acharya, has conveyed greetings to the Ao Community on the occasion of Moatsu Festival 2019. In his message, Acharya prayed that the festival of Moatsu bring peace, unity and prosperity to the Aos in particular and Nagas in general. Further, governor encouraged all to safeguard and promote the rich culture and traditions through festivals. He also called upon the people to come together and rededicate themselves to make the atmosphere conducive in towns and villages for peaceful coexistence and for all round development in the State.
Heavy rains, strong winds in NE by May 5
NEW DELHI, MAY 1 (AGENCIES): North Eastern states have been witnessing moderate to heavy rains since last three to four days, a skymetweather report stated. Currently, a Cyclonic Circulation is persisting over Assam and adjoining areas. Humid winds from the Bay of Bengal are feeding moisture to the NE states. Thus, rains have increased over the areas and good rains would continue till May 2. However, on May 5, heavy to very heavy rains is expected over many parts of NE states as the remnants of Cyclone Fani would reach parts of the Northeast region, bringing along heavy rains.

D I M A P U R , M AY 1 (NPN): State government has further extended the period of Judicial Inquiry Commission to inquire into January 31, 2017 incident in Dimapur for another one year period from July 29, 2018 to July 28, 2019 for submission of the commission report. In a notification, the home department stated that the commission should submit the report by the end of extended period. Other terms of reference of the commission would remain the same.

MUMBAI, MAY 1 (PTI): At least 15 policemen and a civilian were killed Wednesday after Naxals blew up their vehicle in Maharashtra’s Gadchiroli district, officials said. The IED blast, whose impact left a large crater on the road, came hours after Naxals torched 27 vehicles belonging to a road construction company earlier in the day, police said. The driver of the vehicle was among those killed in the blast which took place as the vehicle reached Lendhari nallah in Kurkheda area, a police official said. All the policemen killed were members of the Quick
Response Team of Gadchiroli police, which was on way to inspect the torched vehicles, the official said. In Mumbai, Maharashtra Director General of Police Subodh Kumar Jaiswal told reporters that the Naxal attack was not a result of intelligence failure. Terming it a big loss for the police force, Jaiswal said police were ready to give a befitting reply to the Naxals. NCP chief Sharad Pawar and state Congress president Ashok Chavan sought Maharashtra Chief Minister Devendra Fadnavis’ resignation on the issue. Fadnavis holds the home portfolio and he
should step down immediately, Pawar said. “Those who feel shame of conscience if not shame of public opinion would have resigned. But the people who are in power today are not going to do so,” Pawar tweeted. Naxals activities in the state were growing, Pawar said, adding it was the result of “rulers neglecting law and order situation in the Naxal-affected areas”. State NCP chief and former Maharashtra home minister Jayant Patil said the Naxals deliberately struck on the state’s foundation day. BJP minister Vinod Tawde accused Pawar of
playing politics over the attack. “Pawar is talking on the lines of Naxals,” he added. Fadnavis condemned the Naxal attack, stating that the Naxal menace will be fought with stronger efforts. “Anguished to know that our 16 police personnel from Gadchiroli C-60 force got martyred in a cowardly attack by Naxals today. My thoughts and prayers are with the martyrs’ families. I am in touch with the DGP and the Gadchiroli SP,” he said in a statement. Maharashtra Governor Ch Vidyasagar Rao cancelled the reception and cultural programme organised at the Raj Bhavan in south Mumbai following the Naxal attack. The reception was cancelled as a mark of respect to the police personnel who lost their lives in the Naxal attack in Gadchiroli district, a Raj Bhavan spokesperson said. I n w h a t wa s t h e n termed as the biggest success in the anti-Naxal operations, 37 Naxals, including 19 women, were killed in Gadchiroli district in April last year.

UNITED NATIONS, MAY 1 (PTI): In a huge diplomatic win for India, the United Nations on Wednesday declared Pakistan-based Jaishe-Mohammed chief Masood Azhar as a global terrorist after China lifted its hold on a proposal to blacklist him under the Security Council’s Sanctions Committee. “Big, small, all join together. Masood Azhar designated as a terrorist in @UN Sanctions list. Grateful to all for their support,” India’s Ambassador and Permanent Representative to UN Syed Akbaruddin tweeted. China removed its hold on the proposal, which was moved by France, U.K. and the U.S. in the Security Council’s 1267 Al Qaeda Sanctions Committee in February just days after the horrific terror attack against Indians security forces in Pulwama.
NSCN (I-M) vacates Sihai camp, says Army DIMAPUR, MAY 1 (NPN): After days of heightened tension in the area, NSCN (I-M) vacated its camp at Sihai village, about 5 km from Khamasom, near the Indo-Myanmar border in Manipur’s Ukhrul district. In a statement, defence PRO Col C Konwer claimed that the matter was resolved by security forces at the appropriate level so as to ensure that no further inconvenience was caused to the local people. He said setting up of the “unauthorised camp in gross violation” of ceasefire ground rules and against the spirit of ongoing ceasefire agreement had resulted in great inconvenience to locals residing in the adjacent areas. The tense standoff between troops of Assam Rifles (AR) and NSCN (I-M) cadres began in the area following the former’s objection to setting up of the camp at Sihai village. PRO stated that setting up of the camp by NSCN (I-M) was in violation of ceasefire ground rules and asked the latter to dismantle it. But, as NSCN (I-M) remained adamant and dug its heels in by claiming that
the camp did not violate any ceasefire ground rule, tension quickly built up as paramilitary forces started massing in the area and choppers carried out reconnaissance missions. AR used local village elders to try and convince NSCN (I-M) leadership to dismantle the camp, but with little effect. Pointing out that setting up of such a camp itself violates the spirit of ceasefire agreement, Konwer said, once detected by security forces, NSCN (I-M) leadership was given a reasonable time to vacate, which they failed and caused much hardship to the local populace. He claimed that the attempt by the group to provoke the security forces to use force was responded with utmost restraint, ensuring that the issue did not escalate further and 21 long years of negotiations did not go waste. The PRO termed setting up of the “unauthorised” camp in “violation” of ground rules agreed upon as most unfortunate and almost betrays the hopes of Naga people for a final accord anytime soon. DIMAPUR, MAY 1 (NPN): NSCN (I-M) has condemned News18 and “blacklisted” it for reportedly misquoting its steering committee executive member V. Horam. In a statement by its ministry of information & publicity (MIP), NSCN (I-M) regretted that despite a clarification issued by Horam on how he was misquoted by the reporter, the news channel was still yet to carry it. MIP explained that all that Horam had told the reporter was “Nagas being Christian community need to be alert. Naga Army and our intelligence agencies are alert even though there is no visible threat at the moment”. However, the news News18 reported “NSCN (I-M) vows to defeat ISIS in case they choose to attack Nagaland.” It is annoying the way News18 dramatised Horam’s statement, the organisation stated. According to NSCN (I-M) the reporter had unnecessarily sensationalised Horam’s statement by exaggerating actual words and intents. Under the circumstances, the organisation said it is left with no option but to condemn News18 for its “irresponsible professional practice” and “as a counter measure” blacklisted it with immediate effect.
D I M A P U R , M AY 1 (NPN): A German delegation headed by the Chargé d’affaires Dr. Jasper Wieck visited Nagaland from April 29-30, 2019 and met with chief minister Neiphiu Rio and chief secretary Temjen Toy for an exchange about the situation and prospects in Nagaland as one of the so-called “Seven Sisters”. The delegation included amongst others the German Consul General in Calcutta, Michael Feiner, as well as representatives of KfW Development Bank and the German Organisation for International Cooperation (GIZ). According to an official bulletin, the CMO, in a press release, stated that during their visit the forestry and biodiversity management project between India and Germany in the Himalayan Region component Nagaland was officially
launched on April 30, 2019 by the chief minister of Nagaland, Neiphiu Rio, vide Election Commission of India approval letter NO 437/ NL/2019 (MCC) – NES – 1 dated April 20, 2019. Germany would provide a grant of up to €6.5 million (apporx over Rs. 50 crore) for the period from 2019 to 2026 to safeguard biodiversity conservation in selected Community Conserved Areas (CCAs), while at the same time improving the living conditions and income of the local population in peripheral areas of protective forests. The project covers 12 CCAs, around 70 villages and six districts in Nagaland (including Wokha, Mokokchung, Zunheboto, Kohima, Peren and Phek). German development cooperation draws on experience from more than 60 years of successful cooperation and

DIMAPUR, MAY 1 (NPN): Holding a conflicting view with the NPF party, at least eight NPF central office bearers have appealed to the NPF/leadership to revoke the suspension order of seven MLAs and also withdraw the disqualification petitions filed with the Assembly Speaker’s office. In a press release, NPF central secretary Nokshom Konyak, on behalf of seven others, expressed shock that the party decided to file disqualification petitions against seven NPF legislators “who dared to maintain the true spirit of regionalism in the state by openly supporting NDPP candidate in the Lok Sabha election held recently”. They said that if the party had set up a candidate, the decision of MLAs would have amounted to open rebellion against the party. However, the office bearers said that in the absence of the NPF’s candidate, they were “perplexed” that the party took “such a drastic decision” against MLAs. The signatories maintained that NPF “rhetoric” during election campaigns that the BJP was “com-
munal and anti-minority” was least convincing because NPF considered BJP as its “natural ally”. “Why the sudden U-turn only now? If BJP is neologism now it should have equally the same during the period which it was a partner of the DAN government,” they said. Further, the signatories asserted that if the BJP acts according to minoritarianism in Nagaland it should also be considered like-wise in Manipur where four NPF MLAs were part of BJP-led government. They also expressed doubt about how the seven MLAs have “voluntarily given up membership of the party” when they have not joined any other political party or have gone against any whip issued by the party. The office bearers asserted that going against “a bad and senseless decision” of the party in no way can be construed as defying party whip. “Or is it that there is no longer democracy within the NPF party? LPG, ATF price hiked on firming global rates NNC/GDRN (NA) no longer No NST service in Kiphire New Delhi, May 1 (PTI): Subsidised cooking gas (LPG) price on Wednesday was hiked by 28 paisa per cylinder and now costs over Rs 82 more than the rate in 2014, when the BJP government came to power. Also, Jet fuel (ATF) price was hiked by over 2.5 per cent, the third straight monthly increase in rates on the back of firming global prices, according to a price notification issued by state-owned oil firms. The price of Aviation Turbine Fuel (ATF) was hiked by Rs 1,595.63 per kilolitre, or 2.5 per cent, to Rs 65,067.85 per kl in the national capital. The increase comes on the back of a Rs 677.1 per kl hike in rates effected from April 1, and a steep 8.1 per cent (Rs 4,734.15 per kl) jump in prices on March 1. LPG price was hiked by Rs 0.28 per cylinder and that of non-subsidised gas by Rs 6 per bottle. A 14.2-kg subsidised
LPG cylinder will now cost Rs 496.14 in the national capital as against Rs 495.86 previously. With this increase, the price of subsidised LPG has gone up by over 82 or about a fifth in last five years. Subsidised LPG was priced at Rs 414 per cylinder in early 2014. Simultaneously, the price of non-subsidised LPG was increased by Rs 6 per 14.2-kg cylinder to Rs 712.50. This is the third straight increase in LPG rate. Non-subsidised LPG is the gas that consumer buys after exhausting their quota of 12 cylinders of 14.2kg at sub-market or subsidised rates in a year. The hike in ATF rates will add to the burden of cash strapped airlines that are already reeling under pressure from cut-throat competition in the sector. LPG, as well as ATF prices, are revised on 1st of every month based on the average international rate for benchmark fuel and foreign
exchange rate in the preceding month. Also, the price of kerosene sold through the public distribution system (PDS) was increased to Rs 31.13 per litre in Mumbai from Rs 30.87. This is in accordance with the 2016 decision to raise rates by 25 paise a litre every month till subsidy on the fuel is eliminated. Delhi has been declared a kerosene-free state and oil companies do not sell subsidised kerosene in the city. Non-subsidised kerosene costs Rs 64,177.63 per kl (Rs 64.17 per litre) in the national capital. Official sources said, the rise in LPG price has been necessitated due to tax impact on the increased market rate of the fuel. All LPG consumers buy the fuel at market price. The government, however, subsidises 12 cylinders of 14.2 kg each per households in a year by providing the subsidy amount directly in bank accounts of users.

DIMAPUR, MAY 1 (NPN): Reacting to the statement of NNC/GDRN (Non-Accord) denying reports of its dissolution, Kumcho Chilimong and Hangping Zeliang who claimed to be former president and general secretary respectively said NNC/GDRN no longer exists as it had merged officially with NSCN (I-M) on October 28, 2016. Hence, there is no NNC/GDRN (NA) thereafter, they added. In a joint statement, the duo alleged that financial mismanagement was at its peak when Kiumukam was in the government and accused the latter of heading the government only to lead a luxurious life. However, Chilimong and Zeliang said his ambition could not be fulfilled as he was arrested by 32 Assam Rifles from his home at Naharbari, Dimapur and released after eight days.
Mentioning that the arrest shocked all NNC (NA) members, the duo recalled that national hoho was convened to deliberate the issue. But as Kiumukam refused to attend the meeting despite being urged by general Secretary, they said Kiumukam was removed from through proper channel by national hoho, after which Kumcho Chilimong was unanimously elected as president. Recalling the association with Kiumukam for a few years, the duo, however, alleged that his activities like extortions, financial mismanagement and misuse of writing pads by describing himself “His Excellency President” and distributing it to the public led them to derogate. They, therefore, urged information & publicity wing of NNC (NA) not to repeat the allegation.
DIMAPUR, MAY 1 (NPN): Citizens’ Welfare Society (CWS) Kiphire has said that absence of Nagaland State Transport (NST) service in Kiphire, the only service available to reach the state capital, since the past one month was causing hardship to citizens, especially the economically weaker sections. CWS Kiphire through its media cell said that they visited NST Kiphire Wednesday to make sure that no students planning to go outside Kiphire for further studies were delayed due to transportation problem. CWS also expressed surprise that there was no NST service between Tuensang and Kohima since the past few years. It expressed regret that when the citizens were expecting more development and improvement of public welfare and backward areas, things were going from bad to worse. The society has, therefore, appealed to the government and responsible department to look into the grievances and urgently address the issue within this week. With the announcement of HSLC and HSSLC examination results, CWS said many students would go outside Kiphire for further studies. Failure to meet the genuine needs of the public, the CWS cautioned that citizens would be compelled to protest for their rights. K Y M C
