KOHIMA, MAY 28 (NPN): By-election to Nagaland’s lone Lok Sabha seat passed off peacefully on Monday with no major untoward incident being reported, except for a stray incident of violence in Mokokchung district. Briefing media persons here at the Commissioner’s office conference hall in the evening, Commissioner Nagaland and Returning Officer, M. Patton said the polling ended by and large peacefully and the overall polling percentage was projected to be around 75%. Patton further added that the exact figure of the percentage will be updated by Monday midnight or by Tuesday. He said that the overall voter turnout was higher, which was above the state average this time. Meanwhile, Patton said that the CEO had received few complaints and countercomplaints from political parties demanding re-poll in some polling stations. Patton informed the media that around 1:30

New scheme for surrendered militants of NE GUWAHATI, MAY 28 (AGENCIES): In a bid to lure away “misguided youths” from the fold of the militant outfits, the Ministry of Home Affairs (MHA) has come out with a revised surrender cum rehabilitation scheme for North East with additional incentives. However, to prevent misuse of the scheme, state level screening committees have been formed to examine the credentials of the militants before they become eligible for the benefits under the new scheme. Special Director General of Assam Police (Special Branch) Pallab Bhattacharyya told The Assam Tribune that as per the new scheme, the militant who comes over ground for talks with the Government would get Rs 6,000 each as monthly stipend and an additional incentive if they deposit arms and ammunition depending on the weapon that they deposit. Moreover, an amount of Rs four lakh would be kept in fixed deposit against each militant and they would get the money after the signing of the MoS.

The Congress and some other opposition parties complained to the Election Commission (EC) about “hundreds of EVMs” having malfunctioned, particularly in Uttar Pradesh’s Kairana, but the poll panel said the news reports of “large scale” failure of EVMs were “an exaggerated projection of reality”. It said that adequate number of reserve EVMs-VVPAT (Voter Verifiable Paper Audit Trail) were kept and deployed in almost half hour where there were reports of non-functioning of the machines.

The poll panel said the malfunctioning could be attributed to “first-time use by polling staff, extreme heat, placement of the machine under direct sunlight and mishandling during use”. In Kairana, where the BJP is locked in an intense fight with combined opposition including the Rashtriya Lok Dal (RLD), the Samajwadi Party, the Bahujan Samaj Party and the Congress, the polling percentage was 54.17 per cent till 6 p.m. In the Noorpur Assembly segment of the state, the polling percentage was 61 till 6 p.m. In Kairana, there were reports of firing in Bhura village and skirmishes between supporters of the oppositionsupported RLD candidate Tabassum Hasan and BJP’s Mriganka Singh, daughter of late Hukum Singh, whose death necessitated the bypoll. Both the RLD and the BJP filed complaints alleging that

over 100 voting machines were malfunctioning. In the national capital, a multi-party delegation including Congress leader R.P.N. Singh, Samajwadi Party’s Ram Gopal Yadav and RLD chief Ajit Singh met the EC officers and demanded a repoll in booths where there were reports of dysfunctional EVMs. In Maharashtra, about 40 per cent polling was estimated till 6 p.m. in the BhandaraGondiya Parliamentary constituency. In Palghar, the polling percentage was around 47 till 6 p.m. Senior Nationalist Congress Party leader Praful Patel alleged that “nearly 25 per cent of all the EVMs in BhandaraGondiya were defective or had malfunctioned”. States can cut petrol price by `2.65/ litre by giving up additional gains

Diphu, May 28: Security forces on Sunday night apprehended the chairman of a militant outfit-- United People’s Revolutionary Front (UPRF) from Manja in East Karbi Anglong. Based on a specific input, a unit of the Red Horns Division launched a search operation along with a police team. During the operation, the team arrested the suspected cadre from a house, along the Singhason hill track, around 35 kilometers from Diphu Sunday night. Upon interrogation, it was found that the cadre was the chairman of the UPRF. According to Manja police sources, one .75 mm pistol, several live ammunitions, stamp and letterhead of the outfit was seized from the arrested person.

NEW DELHI, MAY 28 (PTI): States can cut petrol price by Rs 2.65 per litre and diesel by Rs 2 a litre if they decide to forego potential additional gains out of high crude oil rates, an SBI report said on Monday. “Our analysis shows that at the current crude prices and extending our analysis to 19 states (overall consumption share is 93 per cent), the states could have gained at least an additional Rs 18,728 crore of revenue (in 2018-19),” said SBI’s Ecowrap report. It further said that states earn an additional revenue of Rs 2,675 crore over and above the budget estimates for every $1/barrel increase in oil prices. “Given that these revenue if foregone will not impact states fiscal position, we estimate that on an average, states can cut petrol prices by Rs 2.65/litre and diesel by Rs 2/ litre, if the entire revenue gain was to be neutralised. This is the most plausible scenario under the current circumstances,” the report said. It also said that one suggestion to

further rationalise the petrol and diesel prices is to consider a pricing mechanism where VAT is imposed on base price only by states and not on prices inclusive of the Centre’s tax. If this was the case, diesel prices could further reduce by Rs 3.75 a litre and petrol prices by Rs 5.75 per litre, it said. “However, if this was to happen, the state will have to forego Rs 34,627 crore of tax revenue / 0.2 per cent of consolidated fiscal deficit of states,” said Ecowrap. On the other hand, if the Centre cuts the excise by Re 1, the loss of revenue will be to the tune of Rs 10,725 crore for every Re 1 cut in central excise and the amount will become twice if it cuts the excise duty by Rs 2. This will push up the deficit of Centre, unlike states, it added. Petrol price has been hiked by Rs 3.64 a litre and diesel by Rs 3.24 in Delhi since state-owned oil firms ended a 19-day pre-Karnataka poll hiatus to resume daily price revision on May 14. The prices are at an alltime high.

On the bill, he said, “Let us wait till June 30, when the final draft of the NRC will be published. NEW DELHI, MAY 28 (PTI): None of the seven recognised national and 59 state parties have responded to the Law Commission’s consultation on the ‘working paper’ on holding simultaneous Lok Sabha and state assembly polls, a proposal being pushed by the government. May 8 was last date of submitting response. Among the prominent people who responded to the document are V Narayanasamy in his capacity as Puducherry chief minister and former chief election commissioner H S Brahma. BJP, Congress, CPI, CPI-M, Trinamool Congress, BSP and NCP are the national parties recognised by the Election Commission (EC). Highly-placed sources in the Commission said Narayanasamy was of the view that simultaneous polls cannot be held without

amending the Constitution. He said any move to amend the Constitution to extend or reduce the term of the state assemblies would be against the federal structure. Brahma has supported the idea of holding the two sets of elections together, the sources said. Seeking to give shape to the government’s concept of ‘one nation, one election’, the Law Commission’s internal working paper has recommended holding of simultaneous Lok Sabha and assembly polls in two phases beginning 2019. The second phase of simultaneous polls can take place in 2024, the document states. The document has proposed amending the Constitution and the Representation of the People Act to shorten or extend the terms of state legislative assemblies to effect the move.
