3 killed in hitand-run case Staff Reporter

DIMAPUR, APR 30 (NPN): In a tragic hit-andrun case, three persons were killed on Sunday morning when a vehicle rammed into the two-wheeler and fled from the scene.

One of the victims reportedly died on the spot while the other two succumbed to injuries at the hospital, police sources informed.

Though no eyewitnesses have come forwarded, Traffic police suspected that the scooter they were riding was hit by a vehicle coming from opposite direction.

The accident took place between Chumukedima police gate and Patkai bridge.

According to traffic police source, the accident took place at around 11:30 a.m., when the three were heading towards Patkai Bridge on a two-wheeler (scooter).

The three deceased were identified as Kenyanglepa (38), Limalepzuk Longkumer (45) and Limakumba Jamir (35). The bodies were handed over to the family members.

Police have registered a case and investigation on to nab the culprit.

New India is not about VIPs: Modi

NEW DELHI, APR 30 (AGENCIES): Prime Minister Narendra Modi on Sunday coined a new acronym, “EPI” - “Every Person is Important” - which he said will be another signpost of “new India”, a concept he’s been pushing for a while now, along with “digital India”.

The PM was referring to his government’s recent ban of red beacons on the cars of so-called VIPs, or ‘very important people’.

“VIP culture has been the bane of India. Experience taught me that the red beacon was put on vehicles, but it also got into people’s heads and became transformed into VIP culture. Now, red beacons in people’s heads also need to go. New India’s concept is that instead of a VIP let’s have EPI - Every Person is Important. All 125 crore Indians are important. If we all get together (as EPIs) we will have the power to fulfil the most audacious dreams,” Modi said in his Mann ki Baat monthly address to the nation.

DIMAPUR, APR 30 (NPN): It was like a hushhush mission, even by media standards when the recent visit by a six-member team under the banner of an NGO was not reported.

The six-member team comprising of former union Home secretary G.K. Pillai, Dr. Sanjoy Hazarika, Patricia Mukhim, Roshmi Goswami, Dr. Vikas Kumar and Preeti Gil arrived Dimapur on April 19 for a two-day informal meet with different Naga civil society organisations.

The Nagaland based NGOs were given a few days infor mation and many confided that they were unable to prepare any comprehensive response for what was believed to be fathoming the main line taken against 33% women reservation by the Naga apex tribe organisations and civil society groups.

It was informed that the team reportedly met Nagaland Tribes Council (NTC), Central Nagaland Tribes Council (CNTC), Joint Coordination Committee (JCC) and Nagaland Tribes Action Committee (NTAC) and other organi-

sations in separate meetings.

Some members of apex tribe organisations disclosed that the team had arrived well prepared about the names of persons and organisations which had been in the news over the recent turmoil over ULB elections.

During the meeting, the sources said the visiting team maintained that they were not representing any organisation or government and that the visit was “purely on personal interest”. Sources added that the team came to “diagnose actually what had happen in Nagaland.”

However, with the mainstream national media being one-sided in slamming Naga tribes for perceived ‘anti-women bias’ vis-à-vis 33% women reservation; interactions with some gave an inkling that the visit was along the same line.

According to sources, in a meeting some representatives of the Naga civil society organisations made it clear to the visiting team that Naga men were not against Naga women contrary to some ‘feminists and anti-Naga customary

law activists’. The leaders of tribe organisations had shared anguish over the perceived ignorance about the law by most the elected members when confronted with such issues as reservation that had legal implications. Taking a dig at the politicians, one of them replied: “If one has lots of money in Nagaland, that person can become a politician.” The potholed and deplorable roads did not escape mention from the team during the interactions.

Some of those who interacted with the visiting team felt that with the Supreme Court yet to decide on substituting the petitioners with People’s Union for Civil Liberties (PUCL) against the government of Nagaland in the matter regarding 33% women reservation in ULBs; the visit assumed significance.

Sources said apart from reservation in ULB elections and other issues confronting the Naga society, the visiting team also discussed Naga Peace Talk and the ‘Framework Agreement’ signed between NSCN (I-M) and government of India on 3 August 2015.

KATIHAR, APR 30 (PTI): The process to form a grand alliance of opposition parties is underway at the national level to challenge the surging BJP-led NDA, senior NCP leader Tariq Anwar said today.

“Congress President Sonial Gandhi has already started the process of forming a grand alliance of opposition parties at the national level.... She has already held meetings with JD(U) national president Nitish Kumar and NCP chief Sharad Pawar among others on the issue,” he told reporters here.

“It is high time that all opposition parties come together on one platform to save democracy by stopping the NDA’s juggernaut,” Anwar, a Lok Sabha MP, said.

The BJP’s thumping victory in Uttar Pradesh Assembly polls as well as in MCD election in Delhi would not have been possible without division of votes of opposition parties, he said, adding the opposition needs to close ranks to form a grand alliance at the national stage

DIMAPUR, APR 30 (NPN): Following directive from district administration and Regional Transport Agency (RTA), the All Nagaland Private Bus Union (ANPBU) has decided to shift all inter-state private vehicles operation to Inter State Bus Terminus (ISBT) Purana Bazar from May 1, 2017.

The decision was taken at the meeting with all travel agencies on April 29, said ANPBU president G. Kits and general secretary Hovishe Achumi in a statement.

The union informed that all private buses/wingers/travellers etc would be allowed to drop the passengers in respective counters at Blue Hill line only up to 6 am. It also restricted parking vehicles at Lahorijan or any other places, however parking would be allowed at Network travel, Sun travel and Northeast travel only after 7 pm. To avoid traffic congestion, the union resolved that the vehicles would be allowed to pick the passengers at the counter (road side) but not beyond 20 minutes. Private buses plying between Manipur and Dimapur have been asked to enter Blue Hill line only after 8 pm and, travel counters asked to remain open till 11 pm. Further, the union urged the authority responsible to provide security at the Blue Hill line during the night.

Tenders have already been invited to this effect.

The agency will mandated to spread, manage and promote information about the ministry and its activities on different social media platforms and increase the overall online presence of MDoNER. Confirming the development Naveen Verma, Secretary of DoNER, said many a time, information about important government schemes for the northeast do not reach the target audience and a strong social media presence will help further the cause.

“Social media with its presence will not only help disseminate information

about important government schemes, but also pave way for a two-way interaction with the people of northeast,” he told DNA. It will also keep a watch on the activities of the netizens on its digital platforms, carry out trend and sentiment analysis of news related to it, carefully respond to comments and tweets and provide appropriate response in certain cases after consulting the ministry.

It also provide a daily report of such responses to the ministry.

The agency will also require to monitor other media platforms including print, TV and web using MDoNER-approved keywords. It will be tracking the keywords on select platforms and provide a report analysing the sentiments, nature of post, comment or any related article.

They will have to redesign the current website of MDoNER and make it more attractive by updating all relevant information of the ministry and introducing feedback forms, post latest

news and keep a tab of its social media presence. The agency professionals will also have to create a Facebook page which will be regularly posting news relevant to the ministry. They will also have to create a dedicated Twitter handle for the ministry which will keep on posting information and exploit a database for increasing followers.

It will also be managing one or more YouTube channels for the ministry, work on increasing viewership on the channels. It will have to create a blog site for MDoNER. The agency will also have the mandate of creating content for its Wikipedia page, update and monitor it round-the-clock.

According to sources, agencies based out of the North East or comprising professionals from the region will be preferred to others since they would understand the region and its economics better.

DIMAPUR, APR 30 (NPN): Training its guns towards BJP and RSS, Nagaland Pradesh Congress Committee (NPCC) has warned citizens that though the state BJP had resolved to safeguard Christian faith, it was not enough, saying “we cannot underestimate RSS the guardian of BJP for no war is greater than an ideological war.”

In a press note, NPCC president K. Therie said that the state BJP for the first time was coming to some sense hearing the cry of the people. However, he said “just a resolution is not enough.”

Therie said it all began in 1925 when RSS was formed with the objective to have a Hindu nation with racial purity rule as their philosophy. Now, the Sangh has six million volunteers deeply trained and 6,000 schools educating RSS ideology, he added.

Pointing out that all BJP workers were hardcore RSS, he said no BJP general secretary was married so that they could devote full time. With RSS having long term programmes and plan, he alleged that the RSS think-tank was one of the longest serving think-tanks planning against the principles of secularism.

He also accused RSS of having drugged Dalits with religious sentiments, and made people believe cow as God and employed them as vigilantes. To this, he said cow has become dearer than human life.

“The world is aware of their anti-Christian activities. World leaders have even cautioned the BJP government,” Therie said.

However, to demean and forget Christian holy days like Christmas Day, Good Friday, Holy Saturday and Easter Sunday, he said the BJP government had de-

clared them as official functioning days.

“Hindi and Sanskrit is compulsory in schools.

There is a proposal to read the Bhagwat Gita as the National Book. These programs and changes are long term programmes in just three years of BJP,” he added.

Therie further warned citizens saying the near and real danger of losing our identity would be when BJP gets majority in the Rajya Sabha. They would force the Uniform Civil Code (UCC) where Special Provisions under Art. 370 and 371(A), (B), (C), etc., would become dormant, he said.

RD minister asks officers, staff to follow guidelines

DIMAPUR: Minister for Rural Development (RD), C.L. John while deliberating on the importance of abiding by the Central Government orders has asked officers and staff of RD department strictly follow the guidelines provided for different schemes.

He was addressing a gathering of PDs, BDOs, JEs, SOs and other departmental staff during Performance Review Meeting (PRC) of the department of Rural Development on April 29 at RD Directorate.

The meeting under chairmanship of director RD, Metsubo Jamir deliberated on programmes related to MGNREGA, PMAY-G and other state sponsored schemes under rural development department.

Pointing out that there were no guidelines earlier, he stated that times have however changed and now

there exist many rules and regulations for implementation of central schemes.

Towards this end, he called upon all to be more cautious while selecting beneficiaries and while executing their powers and duties. He also urged them to expedite all pending projects and to complete all ongoing schemes without further delay. C.L. John also expressed gratitude to all officers and staff for diligently working towards smooth functioning of departmental activities in his four years term as minister of RD. Secretary RD, Kelei Zeliang, while chairing the interactive session focused on PMAY-G and reminded them of the guidelines provided while identifying eligible beneficiaries.

It may be mentioned that PMAY-G aims to provide a pucca house with basic amenities to all house-

He further presented a powerpoint presentation on the functions of VDBs and communitisation, with an aim to educate the officers on the actual functioning of VDBs so that they are thorough in their knowledge and information while discharging their duties.

DIMAPUR: Nagaland State Legal Services Authority (NSLSA) attended the two-day national meet of PLVs with the theme “soldiers for legal services institutions at grassroots para legal volunteers” organized by the National Legal Services Authority (NALSA) in association with Delhi State Legal Services Authority from April 29 to 30 at A.P. Shinde auditorium, New Delhi.

Justice J.S. Khehar opined that the revised PLV Scheme 2013 should be put on a firmer basis by requiring each such volunteer to file work-plan and schedule and keep a diary provided by the competent legal services authority for each day’s work.

Suggesting that there should be a graded system of honours as an incentive for graduation of first time volunteers to senior and mentoring volunteers in a system of volunteer’s merit-cum-seniority, J.S. Khehar also said that there was a need to restructure the approach and design a program to prepare skill driven paralegals who can- properly research and investigate facts or laws related to a case etc.

DIMAPUR: An interschool “peace colloquium on peace building and peace showcase” was organised by Peace Channel Peren Chapter on April 29 at St. Xavier Higher Secondary School, Jalukie.

The resource persons were Christian School, headmaster, Peidoding Heraang and Peace Channel, project coordinator, RK Janthuiyang John.

Speaking on the topic, “peace and peace-building in our society”, Heraang stressed on the importance of peace-building through moral purity. He projected the students and youths as a strong force in bringing about change in our broken society.

He also urged the students in building and

spreading peace by being responsible students, resolving conflict in their own capacities and not giving a blind eye to the element leading to distortion in society.

Heraang also acknowledged the founder of Peace Channel, Dr. Fr. CP Anto and encouraged the students to carry forward the legacy.

R. K Janthuiyang John also spoke on the values to attain inner peace which consisted of love, sacrifice, empathy, equality, discipline, generosity and justice. He added that in order to achieve universal peace, it should start from oneself which would slowly expand to the family, community, religion and the world at large.

Delivering the keynote address, principal district and session judge and chairman, DDLSA, GH Ramlia, spoke on the importance of creating such awareness programme especially for the marginalized section of the society.

Mission Smile ‘1st Nagaland cleft care camp’ concludes

DIMAPUR: First “Nagaland cleft care camp” conducted by Mission Smile—a medical charity, with financial support from NEEPCO held at the Eden Medical Centre, the multispeciality hospital, Dimapur successfully concluded with 35 cleft patients receiving corrective surgeries for their cleft deformities.

According to Mission Smile, Nagaland with a

population of about 2.2 million has an estimated cleft backlog of about 2500 cleft patients. About 50% of children have both lip and palate deformity which means that 50 out of 100 children will require a second surgery to correct the cleft palate. The demand for cleft surgery was hence more than the number of patients in any State.

“The response of the patients and guardians have

convinced us that there is a great need in this State and therefore we will come back so that more such patients can benefit from our services”, remarked field medical director of the camp, Dr Hiteswar Sarma.

Mission Smile informed that first camp was being conducted with the objective of providing 50 surgeries and added that 15 more surgeries would be

conducted within the next two weeks.

The camp was conducted by a team from Guwahati Comprehensive Cleft Care Centre, which is a joint initiative of Mission Smile and the Government of Assam, with human resource support from Eden Medical Centre and AIIMS- Rishikesh.

All together 39 patients were screened during the Camp.

Modalities will be worked out to start bus service within next one month. Manipur Information Official on Friday said the Cabinet presided by N Biren Singh held a marathon discussion on the matter and it was decided that Manipur State Transport will be owned and run by the Transport Department in the initial phase. The arrangement will subsequently involve participation by private operators under the banner of MST. At the initial stage, MST will start with 14 routes, connecting Imphal with other Districts namely, Churachandpur, Pherzawl, Bishnupur, Jiribam, Noney, Tamenglong, Kangpokpi, Senapati, Ukhrul, Kamjong, Thoubal,

Assam gets its first Shatabdi Express Guwahati, Apr 30 (IANS): Assam on Sunday got its first Shatabdi Express with Minister of State for Railways Rajen Gohain flagging off the train from Dibrugarh. The new Shatabdi Express train (No. 12085/12086) will run between Dibrugarh and Guwahati.

“There was a longstanding demand for better rail connectivity with Guwahati from Dibrugarh and the DibrugarhGuwahati Shatabdi Express would fulfil that demand of the people,” said Gohain while flagging off the train.

The Shatabdi Express trains are among the fastest and most prestigious trains of the Indian Railways along with Rajdhani and Duronto trains which connect metro cities with other important cities from the point of view of tourism, pilgrimage or business.

“The train would have latest fully air-conditioned LHB Coaches to provide safety and extra comfort,” said the minister.

The train will have 10 AC Chair Car coaches and 2 luggage-cum-generator cars. The train will have seven intermediate stoppages. The total fare, which includes charges for food, for one adult passenger from Guwahati to Dibrugarh will be Rs 1,095 and between Dibrugarh and Guwahati will be Rs 1,010.

Chakmas urge Mizoram CM to stop discrimination New Delhi, Apr 30 (IANS): Alleging racial discrimination against their community in higher e d uc a tio n p o l ic ie s in Mizoram, the All India Chakma Social Forum (AICSF) urged Chief Minister Lal Thanhawla on Saturday to address the issue on a priority basis.

The AICSF said the Mizoram gover nment has amended laws which reserve 100 per cent of the higher technical education seats in the state for Zoethnic (Mizo) people. The laws from 2015 and 2016 divided the Scheduled Tribes of Mizoram into two — “Zo-ethnic people” (Category I) and “non-Zoethnic people” (Category II), said Paritosh Chakma, Secretar y General of AICSF in a statement.

Cabinet noted that cyber crime complaints have increased in recent times. Such complaints are generally related to social networking sites and SMS through mobile phones.

Evidence in such cases is required to be immediately retrieved as it pertains to e-mail, websites, chats database which are to be traced on desktops, laptops as well as mobile phones. It is imperative that the data is retrieved at the earliest and following the prescribed procedure

for its admissibility in Courts. In this regard, the Cabinet also decided to create one post of Deputy Superintendent of Police to deal with and investigate cyber crimes.

The Cabinet also discussed regularisation of payment of enhanced scales of pay to teachers having requisite qualification and decided to withdraw earlier cancellation order dated 6/9/2016 issued by the Education Department (S).

In view of the importance and relevance of renewable energy sector and solar energy in particular, the Cabinet decided to provide subsidy of Rs 10,000 per KW for installation of grid connected rooftop solar power plants.

The amount of state capital subsidy however, will be limited to a maximum of two KW or Rs 20,000 per beneficiary.

The State Cabinet also decided to restructure the Manipur Development Societyand to hand over the cases relating the irregularities of accounts of Manipur Development Society to the CBI.

Two suspected ‘cattle thieves’ lynched by cow vigilantes Guwahati, Apr 30 (PTI): In a first case of cow vigilantes going to the extremes in Assam, a mob today lynched two men in Nagaon district suspecting them to be cattle thieves.

Senior police officials said the men, aged between 20-25 years, were severely beaten up by the mob, who alleged that they were involved in cow theft.

“When the police reached the spot, they were being thrashed by a mob of villagers near Kasamari grazing reser ve under Nagaon police station,” Nagaon superintendent of police Debaraj Upadhay told PTI. “ T h e t e a m

immediately took the men to hospital, where they succumbed to their injuries,” he added.

The mob continuously thrashed them with sticks while chasing them for about 1.5 km, from Kasamari in Nagaon police station area to Jajori police station area, he said.

Upadhay said the men were identified and their parents have registered a complaint with the police.

An FIR has been lodged and investigation is on, the SP said, adding no arrest has been so far.

Asked if it is a case of “cow vigilantism”, the senior official said a lot of cattle theft incidents have

happened in Nagaon. “In this case, I got reports that some people saw the two men trying to take away cows from the field and called more people from the village.

When a large crowd gathered, they started thrashing them badly,” he said.

The SP has assured of an “impartial enquiry” into the episode.

Although some incidents of cattle thieves being thrashed by mob have been reported from Assam earlier, this is the first casualty after cases of cow vigilantism have been reported in recent times across the nation.

The ‘Silent Zone’ areas are a radius of 100 metres of all government and private hospitals, all government and private educational institutions, Gauhati High Cour t/

District and Sessions judge Court and Chief Judicial Magistrate Cour t and all prominent religious places including temples, mosques, gur udwaras, churches, monastery, math and namghars.

6 tigers to be relocated from Assam to WB Violent storm wrecks Imphal valley

KO L K ATA , A pr 3 0 (PTI): Six tigers would be relocated to Buxa Tiger Reserve (BTR) in north Bengal from neighbouring Assam as part of a plan for augmentation of tiger population in the reserve w h i c h wa s a p p r ove d by the National Tiger Conservation Authority (NTCA).

“The technical committee of the NTCA has given its approval for the augmentation of the tiger population in Buxa”, s t a t e C h i e f Wi l d l i f e Warden Pradeep Vyas told news agency PTI. “Six tigers, two male and four female, would be relocated to BTR from neighbouring Assam”, he said.

Asked about the timeframe for their relocation, he said, “It may be done within this year”.

The big cats, to be airlifted, would be put in an enclosure for seven days for acclimatisation and after that those tigers would be released in the reserve.

Sighting of tiger was not reported for long in Buxa even as forest department claimed the presence of at least three tigers in BTR, which is located in Alipurduar sub-division of Jalpaiguri District.

The forest department had taken up tiger augmentation plan in Buxa-Jaldapara for which detailed project report was prepared in consultation with Wildlife Institute of India and Global Tiger Forum.

On whether relocation of tiger is feasible at Buxa where there was human disturbance, he said, “The technical committee of

NTCA, which is its highest body, has given its approval for the plan”.

Mr Vyas said, “Habitat improvement work is being done and steps are being initiated to improve the prey base and grassland to make the situation conducive for tiger relocation”.

“Twelve villages had existed in the core area of the Tiger Reserve and I am not sure if any of these have been successfully relocated”, she said adding that “armed poachers were seen in camera traps in Buxa in 2015”.

Commenting on the decision to relocate big cats in Buxa, Valmik Thapar, a tiger expert and conservationist said, “We have to find out the reasons as to why there is no tiger in Buxa”. According to Mr Thapar, Tigers have to be relocated only after solving the problem. Otherwise, no tiger will be able to survive.

The violent storm lashed the valley around midnight.

A minor boy sustained head injuries after a portion of Manipur Hindi Prachar Sabha at Kongba in Imphal east where his family live collapsed. He has been admitted to a hospital.

The violent storm also blew away roof of many houses in Imphal area,

particularly at Singjamei, Keishamthong, Thongju and surrounding areas.

Houses at the thinly populated areas and nearby Imphal river suffered the most.

Many trees, electric poles were also uprooted causing inconveniences to the commuters in the morning.

Singjamei area of Imphal city experienced a total power outage after poles of High Tension (HT) power line were pulled down by the storm.

NEW DELHI, APR 30 (PTI): The Centre is likely to hand over to the National Investigation Agency (NIA) the probe into the killing of 25 CRPF personnel in Sukma in Chhattisgarh by the Naxals. A senior Home Ministry functionary said that the case was fit to be handed over to the NIA as so many security personnel were killed in a single incident. “We are contemplating handing over the probe into the Sukma incident to the NIA,” the functionary said. Twenty-five CRPF personnel were killed and seven wounded in Chhattisgarh’s Sukma district on April 24, in the deadliest ambush by Naxalites of security forces this year. The NIA is mandated to probe terror attacks anywhere in the country.

The government considers the CPI (Maoists), which perpetrated the violence, as a terrorist organisation.

A dichotomous concept

A

s per the rule of law, any person(s) suspected of aiding or abetting any banned organisation or even highlighting in the media, its activities are all considered to be act considered anti-national and inviting serious charges under 124A Sedition. This particular clause states that: Whoever, by words, either spoken or written, or by signs, or by visible representation, or otherwise, brings or attempts to bring into hatred or contempt, or excites or attempts to excite disaffection towards, the Government established by law in 1India, shall be punished with imprisonment for life, to which fine may be added, or with imprisonment which may extend to three years, to which fine may be added, or with fine. When the Prevention of Terrorism Act (PoTA) was repealed in 2004 because of mounting evidence of its abuse, the Manmohan Singh government introduced the Unlawful Activities (Prevention) Act (UAPA) to include ‘terrorist organisations’ within the ambit of an earlier law that already allowed the banning of ‘unlawful associations’. ‘Unlawful associations’ under the UAPA go back to the conceptualisation in the 1960s of organisations involved in secessionist activities, disruption of the sovereignty of India, or in causing of disaffection against India. A tribunal set up by the government of India decides on the merit of the case to determine whether a group or organisation or individual(s) pose a threat to the nation’s security and territorial integrity. With particular reference to Nagaland, the government of India had banned the then NNC in 1972 for acts inimical to the national integrity, after the negotiations with the government headed by Indira Gandhi failed and unilaterally called off by the government of India. The banning of outfits that declared themselves as nationalist freedom movements, has been like a knee jerk reaction by New Delhi. There is evidence that the tribunals which are meant to adjudicate bans under the UAPA end up giving far-reaching powers to the government under the Act. Like NNC, the Naga political groups used to be banned.

The ban on NNC has become futile since the outfit has undergone a series of splits since 1975 and ceased to be what it used to be. The role was taken by the NSCN (I-M) which, after carrying out series of attacks, sniping and other violent acts, became a proscribed organisation under UAPA. The ban on NSCN (I-M) under UAPA for decades was lifted sometime in November 2002 to facilitate talks at the highest levels. Prior to the ban, even publication of press release was considered an anti-national act upon which legal threats hung above the media like a Damocles sword. The threat was from both opposite sides which made the position of the media, especially Nagaland Post like being damned if it published and also damned if it didn’t publish such press releases. Now, what concerns the public in Nagaland is the failure of the law enforcement agencies to tackle illegal/ unauthorised demands for tax by various outfits. It is known that following the legitimacy in a post-cease fire environment, extortion has become rampant and degenerated into a furious cottage industry for which too many wayward are ever ready and willing to take up roles as “collectors”. Demands are made from all groups even those banned. The state government can do nothing to help the victims and so when the NIA takes up cases, the plight of the victims in Nagaland can only be imagined.

We don’t deliberately set the statements of Jesus before us as our standard, but when His Spirit is having His way with us, we live according to His standard without even realizing it. And when we look back, we are amazed at how unconcerned we have been over our emotions, which is the very evidence that real spontaneous love was there. The nature of everything involved in the life of God in us is only discerned when we have been through it and it is in our past.

The fountains from which love flows are in God, not in us. It is absurd to think that the love of God is naturally in our hearts, as a result of our own nature.

His love is there only because it “has been poured out in our hearts by the Holy Spirit…” (Romans 5:5).

If we try to prove to God how much we love Him, it is a sure sign that we really don’t love Him. The evidence of our love for Him is the absolute spontaneity of our love, which flows naturally from His nature within us. And when we look back, we will not be able to determine why we did certain things, but we can know that we did them according to the spontaneous nature of His love in us. The life of God exhibits itself in this spontaneous way because the fountains of His love are in the Holy Spirit.

BSF bosses need to be pulled up

ismissal of a BSF constable for complaining about bad food on the social media normally should not be economic news. But it is hard economy. The constable was only trying to respond to prime minister Narendra Modi’s call to speak up against corruption – that is ruining the Indian economy.

It was bad “dal” that his video clips allege. None has apparently denied it.

That means the meal was bad. This also means that jawans are not treated with the care and concern that are promised to them. It means that the nation is taking less care to make them battle ready. It translates into spending thousands of crore at the cost of deprivation of the targeted people.

The jawans deserve good and healthy food.

It is their right. The food is part of their necessary perk in remote areas for defending the country or fighting the anti-nationals.

One bad food can cost the nation heavily. While the jawan is sacked for speaking out, those who procure and serve the bad food apparently are not meted out any punishment.

Should not the BSF bosses be meted out the maximum punishment for virtually de-motivating the cadre everywhere?

It is a grave issue. In 1960s, a large number of people in the forces were Shivaji detected with several and severe heart conditions. The jawans then had complained about poor hydrogenated oil (or vanaspati oil). For years nobody listened but as there were reportedly many casualties, quietly orders were issued to replace vanaspati oil. Delayed decision cost not only families of the jawans but also the nation as trained men either had to be lost or retired early.

The forces and government departments resort to gag the voices. This is a colonial tradition of “maintaining discipline”. It does not check rebellion as the BSF wants to say.

It creates anger. It seethes and the nation has witnessed many outbreaks at different times that led to sudden firing by jawans killing their compatriots and officers almost in all kinds of defence and paramilitary forces. When they can’t speak out, they express

through the barrel of the gun. That is rebellion. But that is in most cases the result of repression.

Today the cops may not be speaking up but if the prime minister does not intervene to restore the honour, pride and job of Yadav, it can lead to Sarkar an outburst s o m e d ay.

The jawans and government employees have faith in the PM. Besides, these “smaller” people are the greatest soldiers for the PM in his fight against corruption.

There were trillions worth scams galore the UPA regime These could happen because the voices of the people at the lower rung were muzzled. These were also exposed because many of the “non-entities” whispered about these. Many of it came out from “anonymous” sources.

They even illegally sacked uncomfortable people. The organisations even today are mortified to speak against them.

Nobody wants to lose a job, the officers and employees say. And the corrupt get “rewards” of new posting even as information commissioners managed by their colleagues.

n the Nagaland of today, where half-truths and misinformation sprout up on a daily basis; where propaganda and outright lies are accepted as the truth; where cherry-picking of historical facts to bolster shaky claims to legitimacy are expounded; and events which depict one in a bad light are either avoided or distorted to strengthen those claims. Where the identities of those putting forth their different claims shift with chameleon like ease, from layman to theologian to politician to freedom fighter; where political fossils are dug up to shore up and plead on behalf of those shaky claims; where the speakers of truth are pilloried by the masters of obfuscation; the ordinary citizen finds himself bewildered and befuddled, reeling like a punch-drunk boxer, under the buffet of so many statements from so many angles.

If I, as a Naga of Nagaland, am so puzzled by all this, I can understand how our indigenous Non-Naga Tribes of Nagaland must be feeling completely lost at sea and threatened from all sides.

When a person explores a new territory, all that he discovers, whether it be plants, animals or human beings are considered indigenous to that territory.

All that matters is that they have adapted to the environment of that territory by the time others arrive.

2. In my first article ever to the papers, I stated that, “An Indigenous person of a particular geographical area is one who can show later arrivals the jungles he hunted in, the streams, rivers and lakes he fished in, the wells he drank from, and the forests he cleared to till the land and plant his crops on.”This is the way that humans adapt to our environment, and adaptation to our environment grants us indigeneity. Governments can neither grant you indigeneity nor take away your indigeneity. It is nature that has already decided whether you are fit to be indigenous to a particular territory.

The classic example

is the Israeli Jew. The Jews came from all over the world to settle in Israel. They came from different environments of the world to Israel; a hot in summer, cold in winter clime, with deserts in some places and swamps in the others. Many found it too harsh a place to live in and returned to their places of origin. But those who stayed adapted to the environment.

They drained the marshes and watered the deserts; they endured the heat and cold to adapt to the land and adapt the land to them; and thus were born the “Sabra”.

Israelis born of Jews who had adapted to Israel and its environment, and became indigenous to Israel. A Jew from the U.S.A. or Europe or anywhere else cannot claim Indigeneity to Israel just because he happens to be from the same race and shares the same religion.

So never ever fear that your status as an Indigenous Non-Naga Tribe can be taken away from you by anyone or any authority.

What nature has granted you in the past cannot be taken away from you today.

Just because the modern world has developed means

for humans to survive in nearly any environment in the world, a person cannot arrive and claim indigeneity in a place where people have settled and adapted before him.

3. That you, all, are Tribals can never be disputed either. When you have been identified as tribals through your culture, customs, mores and way of life, through the course of history and across the entire geographical region of the North-East of India and Myanmar (in the case of the Kukis); which idiot would try to classify you as Non-Tribals is beyond my imagination. I have heard that the Government of Nagaland has re-classified the Kukis of Nagaland from, “An indigenous Non-Naga Tribe of Nagaland” to an, “Indigenous Inhabitant of Nagaland”. If I have been misinformed, I apologise in advance; but if it is true, I request the Kukis of Nagaland not to be alarmed.

re the people of North East literate enough on human rights and are they able to stand for their own rights and give due respect to the rights of others?

The answer is ‘NO’ and we need to programme a vigorous defense and promotion of human rights. The churches, educational institutions and colleges are to play an active role in promoting peace, justice and social transformation.

In Nagaland within a span of two weeks, several atrocities and barbaric killing took place, such as the murder of nine persons whose bodies were recovered by Nagaland Police at Pachaspura near Chumukedima on 3rd Jan, 2014, the barbaric attempt to murder on Akivito A. Sumi on 28thDec 2013 who later succumbed to his injuries, the 21st Dec 2013 incident where the passengers of a Zunheboto bound taxi were assaulted and injured, several rape cases including minor took place, the atrocities meted to the Rengma Nagas of Karbi Anglong from 25th Dec 2013 evening onwards where several women and children were mercilessly killed,

thousands were displaced and kept in several relief camps, villages burnt, properties such as agricultural products and crops were destroyed. The 5th March incident where a young man was lynch to dead by a mob and the dead body was tied to the railing in Dimapur, Nagaland on 5th March 2015.

Most of the North Eastern states including Nagaland are yet to set up ‘State Human Rights Commission’.

Besides the rest of the country, North East India is an example of being a slaughter house of human rights.

Atrocities on women at home and workplace, insurgency, problems of drugs, rape, alcoholism among youths and adults, child abuse and flesh trade, extortion, anti-Indian mentality, delay in receiving justice and growth of nonhumanitarian values are dear indication of violation of human rights, which have seriously disturbed the peace and tranquillity of the North East region. One of the main problems faced by the citizens of this region is the existence of several insurgent groups and the Central Government

imposing the Armed Forces (Special Power) Act, 1958, amended in 1972. There are two contradictory views on it. While one group feels that it is necessary to empower the armed forces with special powers in order to combat insurgency movements, the other asserts this extra power given in Act is being misused by the armed forces and has caused too much harm to the civilians. A major theme of the human rights discourse is the Armed Forces(Special Power) Act of 1958 widely seen in the North-East as ‘draconian’.

Rights and duties are one of the primary concerns of the human civilization. These are closely connected with liberty, growth, development, dignity, responsibility and welfare of the general community.

However, knowledge about human rights is not popular among the citizens of the North-East India. As a result, violation of human rights is so common that the purpose of the Universal Declaration of Human Rights is defeated considerable number of times.

The techno-hyped societies are progressing fast but the

swayed by every ripple; but immutable facts can never be changed, so no matter what semantics they use, you will always be Tribals. I have said it before, “A diamond is still a diamond even if you call it a stone; and a stone will remain a stone even if you call it a diamond.”

The weeds of lies may grow alongside the tree of truth, but the light of day will see the weeds of lies wither and die while the tree of truth will flourish. So I request you to love and cherish the land that your ancestors claimed. For you may count it a misfortune that you are a minority in Nagaland, separated from your kinsmen in other states, but whether it is The Will of God or Destiny, we find ourselves floating in the cesspool that is present day Nagaland; and we sink or swim together. So let us work together to build a better Nagaland for our children than the one we find ourselves in.

Water tank inaugurated at Jakhama

DIMAPUR: In what could be termed as a huge relief for the denizens of Jakhama, a 120,000 litre capacity water tank reservoir commissioned under MGNREGS Special Project 2016-17 was inaugurated by secretary RD, Kelei Zeliang at Jakhama Village on April 27.

The project which was constructed at an estimated cost of Rs. 20 lakhs would cater to the areas surrounding St. Josephs College, Loyola Higher Secondary School and Jakha town.

Speaking at the inaugural programme RD,

Kelei Zeliang termed the occasion as a big achievement for the department as well as the village and also lauded the efforts of the construction committee and the Village Council for timely completion of the project.

He also expressed his gratitude to the different individuals and parties who had contributed in making the project a success.

Zeliang also mentioned that the department Rural Development was now focusing on raising the living standards of individual households so that

overall development could take place. He suggested taking up cardamom plantations and piggery farming since the area was well suited and feasible for projects as such.

“Take up projects as per your village context and your efforts will bear fruits”, he advised.

Asserting the hardships faced to acquire funds from the Central Government, he urged upon the villagers to judiciously utilize funds for developmental activities when provided by the department. He also pointed out the importance

of putting up signboards on every completed project as everything has to be geo-tagged. Zeliang further stressed on the need to open individual bank accounts and to obtain aadhar cards so as to facilitate the process of Direct Benefit Transfer.

Highlighting on the project report, Ar. Zavishio Khieya informed that the water reservoir was fully RCC where the base and the walls were ten inches thick and the top slab was 4 inches thick. The tank was equipped with a wall buffer in between the reservoir to reduce the movement of water inside.

Maintaining that there were about 60 hostels around the area where on an average 25 students were accommodated in each hostel, he felt that this reservoir would benefit not only the people of Jakhama but also the students who were residing in the area.

The programme was chaired by chairman JVC, Dr. Nolesol Zhotso while Asst. Catechist Koleto dedicated the programme.

SVEEP campaign on clean election in Longleng DIMAPUR: SVEEP campaign on “clean election” under Longleng district was held in hukphang village and Bhummnyu village on April 27 and NEILIT, Yingli College Campus and GHSS, Longleng on April 28 with K. Limei Phom, district Icon for Longleng district as the main speaker.

Limei spoke on electoral roll cleansing by deleting bogus voters, dead

voters and proxy voters.

She advised the participants especially the young voters to franchise one’s vote to a good and capable leader for the benefit of all who would bring all round development in the State instead of selling their vote. She also encouraged all those who attained the age of 18 years and above to get enrolled in the electoral roll so to become a voter and an EPIC Card

holder. Stating that “Right to Vote” was a Constitutional Right of everyone which gives freedom to exercise one’s vote she requested the participants to share and spread this information.

At the village level campaign assistant election officer Renben Mozhui chaired the programme who also delivered the welcome address and at the College/Institute level the programme was

chaired by campus administrator C. Lenke Phom and welcome address was delivered campus administrator Longshen A Phom.

In the concluding programme election staff John P. Bukung Keikung thanked all the participants for their co-operation towards clean election campaign sponsored by CEO.

CASU co-ordination meeting

DIMAPUR: Chen Are Students Union (CASU) held a co-ordination meeting with the HoDs and staff of headquarter Chen, dignitaries, engineers of MiniHydro project, Tehok in the presence of minister of RD and REPA C.L.John.

C.L.John in his speech spoke on the importance of headquarter Chen which was the only administrative headquarter of the area. He encouraged the HoDs and staff in general and local staff in particular to execute their duties sincerely for the upliftment of the area. He also advised CASU to take full responsibilities and to initiate legal action against the erring officer and staff.

The HoDs and staff also shared their grievances specially the lack of infrastructure, staff quarter and office building.

At the meeting CASU also informed the public of Chen town not to encroach upon the land allocated to various government departments and also cautioned the officers and staff that stern action would be initiated against those failing to attend their duties.

Pastor, Chen Town Baptist Church invoked God’s blessing and keynote address was delivered by CASU president S. Joseph. The meeting was attended by department staff, dignitaries and CASU officials.

New Delhi, Apr 30 (PTI): Ruias-owned Essar Group is seeking a refund of Rs 4,000 crore capital gains tax deducted six years ago when it sold stake in telecom venture to Vodafone Plc of the UK. The group’s Mauritius unit, Essar Communications in July 2011 had sold 22 %in Vodafone Essar for USD 4.2 billion.

Vodafone, however, paid Essar USD 3.32 billion after withholding USD 0.88 billion (around Rs 4,000 crore) as tax deducted at source. It deposited that money with the income tax department as tax on long-term capital gains made by Essar.

New Delhi, Apr 30 (PTI): Fresh from the successful merger of five associates with SBI, the government is looking to consolidate more public banks going forward, with an aim to create only a few lenders of global size and scale.

The finance ministry, according to an official, “will soon undertake a broad study on further consolidation and look at various options for merger among the remaining 21 public sector banks”.

New Delhi, Apr 30 (PTI): Policy think-tank Niti Aayog has suggested outsourcing of public services to private hands in order to reduce dependence on the government administrative machinery.

It has also recommended induction of specialists into the governance system through lateral entry, a move which, it says, will bring “competition to the established career bureaucracy”.

In its draft report on a three-year action agenda made public recently, the Niti Aayog has set a target of full- digitisation of governance-related works by the end of 2018- 19.

Civil service is the backbone of the government and it needs to be empowered to make quick decisions and implement them. Sustained high levels of performance can only be achieved if it is objectively measured with high performance rewarded and poor reprimanded, it said.

New Delhi, Apr 30 (IANS): Accounts of those individuals and entities who have not provided self-certification by April 30 will be blocked by the Indian government from Monday, it has been announced.

This would be done in order to comply with the provisions of the Foreign Account Tax Compliance Act (FATCA).

“The account holders may be informed that, in case self-certifications are not provided till April 30, 2017, the accounts will be blocked, which will mean that the financial institution will prohibit the account holder from effecting any transaction with respect to such accounts,” the Central Board of Direct Taxes (CBDT) said in a statement earlier this month.

They have been taken to UN centres in Dohuk in Kurdish northern Iraq.

It is unclear whether they escaped in Iraq or were freed, as the UN declined to give more information to avoid jeopardising future releases.

IS killed and enslaved thousands of Yazidis after seizing the northern town of Sinjar in 2014.

Kurdish Peshmerga forces regained control in 2015 but many Yazidis were held captive by IS elsewhere as the group took over large swathes of northern Iraq.

SEOUL, APR 30 (IANS): South Korea and the US on Sunday ended their annual joint military exercise, the biggest ever drill of its kind, amid heightened tensions on the Korean peninsula.

South Korean military authorities said the Foal Eagle exercises, in which both countries’ infantry, navy and air force took part, concluded as per schedule, Efe news reported.

In this year’s drill, which began in early March, more than 10,000 US soldiers took part along with hundreds of thousands South Korean troops in what was the largest exercise ever conducted on the Korean peninsula.

North Korea, which considers all joint exercises as an attempt to invade its territory, heavily criticised the military deployment, which coincided with a period of heightened tension between Washington and Pyongyang over Kim Jongun’s repeated tests of missiles. The final stage of the exercise comes a day after the North Korean regime carried out its latest such trial. Saturday’s test, however, ended in failure, with the missile exploding immediately after launching, as reported by Washington and Seoul.

Known as one of rock’s most lethal singer and guitarist pairings, the two will hit the road for a series of Ozzy headlining shows in the U.S. this summer and fall, beginning July 14.

o mark the 25th anniversary of the tragic tale of Mr. White, Mr. Orange, Mr. Blonde, Mr. Pink, and Mr. Brown, director Quentin Tarantino revealed some never-beforeheard secrets about the cult classic ‘Reservoir Dogs’.

Speaking at the Tribeca Film Festival, Tarantino reunited with cast members Harvey Keitel, Tim Roth, Michael Madsen and Steve Buscemi.

Across the panel conversation, certain secrets were brought to light – as Variety report.

During a section of the talk, Keitel brought up how rigorous the rehearsal process was for this film.

“We had two weeks of rehearsal, which is unheard of in Hollywood,” he said.

“We actually almost went to four, because Quentin thought at one time about doing a play.”

Ko h i m a , A p r 3 0 (NPN): The 9th edition of Open Basketball Tournament, organised by Suncity Club in collaboration with Nagaland Basketball Association (NBA), will be held from May 24-27 at local ground, Kohima.

The prestigious and oldest basketball tournament in Nagaland tournament is being organised after a gap of eight-years.

Addressing media-persons at Suncity office, Kohima village, Co-convener of the tournament, Medozhatuo Rutsa informed that unlike the last eight editions, the 9th edition will be held under the flood-lights.

He also informed that the organisers are expecting 20

teams from different parts of the State.

The organisers also informed that the existing basketball court is being renovated with an estimated cost of Rs.3 lakhs to hold the tourney.

In the past editions, the tournament witnessed teams from outside the State, including the national competitors - Eastern Railways, Assam Regimental Centre, Shillong and Faithballers Assam.

However, for the 9th edition, the organizers are contemplating to assess the standard of the basketball players in the State, only after which it would invite teams from outside.

Rutsa further revealed that with a view to improve the standard of the game

in the State, the tournament would also witness launching of the Nagaland Basketball Referee’s Association (NBRA) on the inaugural day.

He also announced that the champions will receive cash award of Rs. 50,000 and runners-up Rs 30,000 with trophies and citations.

Losing semi-finalist will get Rs 5,000 each besides individual awards of the tourney, while one lucky spectator would receive surprise gift hampers per match.

Sri Lanka hire Donald as coach Colombo, Apr 30 (Agencies): Sri Lanka Cricket Sunday announced they had hired former South African paceman Allan Donald as temporary bowling coach ahead of the Champions Trophy in England.

Rajkot, Apr 30 (PTI): Gujarat Lions all-rounder Andrew tye has been ruled out for the remainder of the Indian Premier League with a dislocated shoulder.

Tye sustained the injury last night when he dived to stop a boundary at deep square leg during their IPL match against Mumbai Indians.

“Tye, who claimed a hattrick and a five-wicket haul on his IPL debut, for Gujarat Lions this year, dislocated his left shoulder while fielding at the boundary during the match against Mumbai Indians on Saturday. He was rushed to the hospital,” an official release said. Tye, who had taken 12 wickets in six IPL matches,

said: “The shoulder popped out of the socket and remained out for a while. They put it back in at the hospital.

The extent of the damage is still unknown. I will be flying home in the next couple of days to figure that out.”

“And as for the recovery time, I am not too sure at the moment, but hopefully it’s not too long.”

India must take part in Champions Trophy: Guha New Delhi, Apr 30 (IANS): Ramachandra Guha, part of the fourmember Committee of Administrators (COA), appointed by the Supreme Court to supervise the Board of Control for Cricket in India (BCCI), on Sunday tweeted in his personal capacity that India must take part in the ICC Champions Trophy.

“Speaking in my personal capacity, as a cricket fan, I believe the Indian cricket team absolutely must take par t in the Champions Trophy,” read Guha’s tweet. “Boycotting or threatening to boycott a prestigious international tournament does not become a great cricketing nation,” he further said.

The BCCI is yet to name the Champions Trophy squad and the deadline of April 25 has passed. The BCCI has called for an SGM on May 7 to decide its response after the loss of face in the Dubai meetings where every other full member Board backed the revamped revenue plan.

But Valtteri Bottas had other ideas as he secured his first ever F1 Grand Prix Sunday and maintained Mercedes dominance on Russia’s Black Sea coast.

The Finnish driver sped to victory after a flying start which saw him move from third on the grid to first, overtaking the Ferrari’s of Vettel and Kimi Raikkonen which had been fastest in qualifying Saturday.

“Amazing. It took quite a while, more than 80 races,” Bottas said on the podium after the race, referring to his first F1 win. “[It was] definitely worth the wait.
