Split in ECI on clean chit to Modi

NEW DELHI, MAY 18 (AGENCIES): Day ahead of the last phase of polling in the Lok Sabha election, the Election Commission’s (EC) split is wide open. It all started with Election Commissioner Ashok Lavasa’s letter to the Chief Election Commissioner (CEC) that he will be recusing from EC meetings as his dissent was not being recorded on clearances given by poll panel to Prime Minister Narendra Modi over the alleged poll code violations. Against the backdrop of Election Commissioner Ashok Lavasa recusing himself, CEC Sunil Arora Saturday said members of the panel are not supposed to be “clones” of each other and divergence of views was natural. EC said the ‘full commission’ would meet on May 21 to discuss the issue of dissent and “related matters”. In an unprecedented move, Arora came out with a statement on the differences coming out in open, saying the episode was “unsavoury” and “avoidable”. May 25: Nagaland to join Himalayan cleanup campaign Correspondent

KOHIMA, MAY 18 (NPN): To focus attention on the problems of waste in the mountains, Nagaland will join the Himalaya Cleanup campaign, a cleanliness drive on May 25. Social work will be conducted in Nagaland in five districts at Kohima, Mokokchung, Dimapur, Mon, Zunheboto district, a Addressing the media at Kohima Village Youth Organization (KVYO) office, The Himalayan Cleanup (THC), Nagaland Chapter convenor, L.H. Thangi Mannen said the cleanup campaign was scheduled to be held on May 26, but was preponed to May 25 as it was a Sunday. Since mountains are fragile and there was no means to tackle plastic pollution, Thangi Mannen said the clean up was initiated to beat plastic pollution by segregating waste. The waste collected will be assessed by its quantity and types of waste. A report on the assessment will also be sent to Integrated Mountain Initiative (IMI) for further procedure, she informed. Cong demands probe into issues raised by Lavasa

In his statement, Arora said that in the last meeting of the Commission on May 14, it was “unanimously” decided to form groups to deliberate the issues which arose in the course of conduct of Lok Sabha elections. “Out of the 13 issues/areas which were identified, model code of conduct is one of them,” he said. “The three members of ECI are not expected to be template or clones of each other. There have been so many times in the past when there has been a vast diversion of views as it can and should be. But the same largely remained within the confines of ECI,” Arora said. He said the differences

have come out in the past when a former commissioner or CEC has written a book mentioning details. The law governing EC’s functioning states that preference should be for a unanimous view, but provide for a majority ruling in the absence of unanimity. In a letter to Arora on May 4, Lavasa is learnt to have said that he is being forced to stay away from the meetings of the full commission since minority decisions are not being recorded. He is learnt to have said that his participation in the meeting is “meaningless” as his dissent remained unrecorded. He had said that his notes on the need for transparency have not been responded to so he has decided to stay away

from model code related complaints. He is learnt to have written to the CEC on three occasions. EC’s legal division had opined that dissent cannot be recorded on decisions as model code violations are not part of a quasi judicial hearing where all the three -- the CEC and two fellow commissioners sign. The majority view is conveyed to the parties concerned. The dissent remains recorded in the file only and not made public. Lavasa had dissented in some of the 11 decisions EC took on complaints against Prime Minister Narendra Modi and BJP chief Amit Shah for alleged model code violations. The two were given a clean chit in all the decisions.

Demanding a probe into charges made by Election Commissioner Ashok Lavasa, the Congress on Saturday alleged that eroding institutional integrity has been the hallmark of the Modi government and asked whether the poll panel has become “Election Omission” and a “puppet” in the PM’s hands. Congress chief spokesperson Randeep Surjewala asked whether the EC will save itself more embarrassment by recording Lavasa’s dissent notes, as he accused PM Modi of “muzzling” democratic institutions. Senior Congress leader Ahmed Patel said there must be a credible investigation into the issues raised by Lavasa, alleging the sanctity of the electoral process and the institutional integrity of the Election Commission is in jeopardy. Another senior party leader, P Chidambaram, said the EC has been “captured” by the Modi government. In a statement, Surjewala said, “Election Commission has become ‘Election Omission’.

Nagaland police on high alert after plot to kill ‘Naga politician’ Correspondent

KOHIMA, MAY 18 (NPN): Following the arrest of a Haryana based criminal, reportedly contracted to kill a Nagaland based politician, Nagaland police on Saturday beefed up security in Nagaland and various state guest houses across the country. Though it was not known whether the target was a sitting legislator or a political party functionary, state security forces have been put on high alert to thwart any untoward incident. Delhi police on Friday claimed to have arrested Vijay Farmana and two of his associates from Lucknow. In a press release, JCPI convenor K Ghokheto Chophy and secretary Tia Longchar said the resolution was passed at a meeting held on May 18, 2019 at Tourist Lodge hotel Dimapur called by the JCPI. KOHIMA, MAY 18 (NPN): In a major setback for BJP in Manipur, its ally Naga People’s Front (NPF) Saturday decided to pull out of the Biren Singh-led coalition government “in principle”. The decision in this regard was taken following a marathon meeting held here at the NPF central office along with the four Manipur NPF legislators and NPF central core group members and few legislators from Nagaland. Opposition leader, T.R. Zeliang took to twitter saying: “After an intense deliberation and review meeting with the party functionaries and the NPF MLAs of Manipur State, the NPF party has decided in principle to pull out our 4 NPF MLAs from the BJP led Govt. in Manipur headed by N Biren Singh soon after the LS election is completed.” Zeliang said the decision

KO H I M A , M AY 1 8 (NPN): With the aim of sensitizing people on crucial social issues, Angami Youth Organization (AYO) held a discourse on “Unemployment and Self Employment” with Architect and Chairman Zynorique Richard Belho as resource person while for the topic “”Demographic Threats” had social worker Savi Liegise as resource person. Giving the keynote address AYO president Neinguvotuo Krose, said that the programme was initiated by AYO to sensitize people on pertinent social issues, since the organization’s objective was to protect land. The AYO president Krose also urged upon public and leaders to collectively tackle the issue of illegal immigrants. He also sought the cooperation and support

of various organizations, village leaders and public. Architect Richard Belho, speaking on the topic “Unemployment and Self Employment”, identified habitual laziness as one of the problems in Naga society, which he said, resulted in “voluntarily being unemployed.” Belho lamented on the Indian education system which he described as “colonial education”. He said the system lacked impartation of employable skills. He opined that education system should be redesigned so it would fit into with the needs of present society. Citing examples, he said many Nagas did not practise dignity of labour while highly educated persons felt ashamed to do manual work. Belho encouraged students to translate their education and knowledge into useful activity in practical

life. He advised the student community to realize the essence of value of time and money in order to achieve gaols in life. Belho stressed on the need among people to change mindset about selfemployment. He said people should inculcate discipline in order to achieve success and not to run after easy money. Belho also lamented about the state government’s “ineffective mechanism” in checking illegal immigrants in the state. D I M A P U R , M AY 1 8 (NPN): Maintaining that Eastern Konyak people were suffering due to heavy conflict between Tatmadaw (Myanmar military) and NSCN (K), the Eastern Konyak Union (Myanmar) has appealed to the NSCN (K) and Tatmadaw to maintain restraint and avoid gun fight in public places. In a press release, Eastern Konyak Union president SA Khotai and general secretary K Honwang alleged that Tatmadaw launch heavy firing every year in populated areas, burn down houses, kill livestock and even damage granaries accusing the villagers of supporting NSCN (K). It claimed that on May 16, 2019, the Myanmar government sent its army in search of NSCN. He also suggested Naga people not to give space/ room housing to IBIs for residential, commercial or religious purpose, stop womenfolk from marrying IBIs, prevent “love jihad”, stop business partnerships with IBIs, stop inducting IBIs into Naga national service and stop patronizing IBIs in return for money.

NPF playing double game, says NDPP DIMAPUR, MAY 18 (NPN): NDPP on Saturday accused NPF and the leader of opposition of playing a constant “double game” over ties with the BJP. NDPP through its media and communications committee said NPF has been extremely critical of the BJP and the PDA alliance in Nagaland with allegations of the BJP being anti-secular and antiChristian/Hindutva party. However, in Manipur the NPF has always been in alliance with the BJP to the extent of having a minister in the BJP led Manipur cabinet, NDPP added. NDPP said NPF had no issues while it was in alliance with the BJP, but after it landed itself in the opposition, the party started being critical of the BJP from every possible angle. NDP also recalled NFP president, Dr. Shürhozelie claiming that the BJP was a natural ally of the NPF. But now he claims that the BJP is a Hindu party, it added. Further taking a dig at NPF, NDPP said Dr. Shürhozelie who claimed to be a regionalist to the core, voted for the Congress in the recent Lok Sabha elections and pointed out that NPF leaders led by the opposition leader, T. R. Zeliang and Rajya Sabha MP K. G. Kenye had even shared the dais with the Congress party during Rahul Gandhi’s rally in Dimapur. DGC clarifies

DIMAPUR, MAY 18 (NPN): Clarifying on the report about rush for admission and lack of classroom, Dimapur Government College (DGC) corrected that the number of admission forms issued for Arts was 946 and 139 for Commerce. Dimapur Government College principal Kavili Jakhalu also clarified that the student who scored 76.60% would “definitely” be on the merit list for political science (honours), but cannot confirm since the name was not mentioned. Fur ther, Dimapur Government College principal stated that CP David who scored 66.2% did not qualify for either his 1st option (English) or 2nd option (political science) since the cut-off was 66.60% (English) and 71.60% (political science).
