EC curtails poll campaign in Bengal
KOLKATA/NEW DELHI, MAY 15 (AGENCIES): In first such action in India’s electoral history, the Election Commission on Wednesday ordered campaigning in nine West Bengal constituencies to end at 10 p.m. on Thursday, a day before its scheduled deadline, in the wake of violence between BJP and TMC workers in Kolkata. In a hurriedly-convened press conference, Deputy Election Commissioner Chandra Bhushan Kumar said it was for the first time that such an action has been taken using constitutional powers of the poll panel. The Election Commission (EC) also ordered the removal of Principal Secretary (Home) Atri Bhattacharya and Additional Director General, CID, Rajiv Kumar from their postings in West Bengal. The EC’s action came a day after parts of Kolkata witnessed wide-spread violence during BJP president Amit Shah’s massive road show in Kolkata. A bust of 19th century Bengali icon Ishwar Chandra Vidyasagar was also vandalised during the violence.
NE set to receive heavy rain fall NEW DELHI, MAY 15 (AGENCIES): After a poor start to pre-Monsoon in March and April, the entire North East region is gearing up for rainy days ahead. The region witnessed good rains in the last one week, covering up for the rain deficiency this season, a skymet weather report stated. Rains are likely to pick up pace from Thursday onward and this prolonged spell is here to stay. These upcoming rains are going to affect the region for at least a week extending up to the next ten days. Rains will be mainly moderate in category. The second half of the spell would be more intense than the first one. The reason for this upcoming spell is the flow of southeasterly winds blowing from Bay of Bengal to North Eastern states. According to skymet weather, a Cyclonic Circulation has formed over Bihar and adjoining region. Another Cyclonic Circulation can be seen over southern parts of Central Bay of Bengal. Both the systems would be infusing moisture over the region. As per the weathermen, continuous rains and flooding are some threats that the upcoming spell is going to bring along with.

“This is for the first time such a measure has been taken using the EC’s constitutional powers. But this is not going to be the last,” Kumar said, referring to curtailment of campaigning period. A day after the bust of Ishwar Chandra Vidyasagar lay shattered at a Kolkata college during Tuesday’s violence, the BJP and TMC were locked in bitter recrimination over its desecration as ‘Bengali pride’ overtook all other issues before the last phase of polling on May 19. Both BJP and TMC blamed each other for the act that many consider is nothing short of sacrilege in the state.
BJP chief Amit Shah, whose convoy was attacked by alleged TMC workers during a roadshow that triggered violence and arson, claimed in New Delhi that workers of TMC vandalised the bust. TMC shot back, blaming “BJP goons” for the act and claiming it has video evidence to prove the allegation. Mamata Banerjee led a march in Kolkata where thousands carrying framed photographs of Bengali icons like Rabindranath Tagore, Swami Vivekananda followed her. BJP also staged a silent protest at the Jantar Mantar in New Delhi Wednesday to condemn the violence in Kolkata.
NPF may review alliance with BJP in Manipur Correspondent
K O H I M A , M AY 1 5 (NPN): NPF on Wednesday expressed strong disappointment over the alleged stepmotherly treatment meted out to it by its ruling alliance partner BJP in Manipur which has compelled it to “re-examine” its partnership with the saffron party. NPF spokesperson Achumbemo Kikon alleged that despite extending unconditional support to Biren Singh-led BJP government in Manipur, NPF was not treated at par with other BJP allies. A marathon meeting of senior NPF functionaries was held here at the party’s central office here to deliberate on the matter and to decide on the future course of plan. “We have decided to re-examine the stand of the party in Manipur because we have not
been given the treatment that we deserve from BJP,” Kikon said while talking to a news channel. In view of this, Kikon disclosed that the NPF party has called for a meeting on May 18 to deliberate on the issue. He maintained that this was not a new development as the party had already made its stand clear earlier as well. Opposition leader TR Zeliang also echoed the same concern and said the party has made its observation on the issue. He said in the event NPF wins the Manipur Outer Parliamentary seat, the party would take a call at a later stage. Zeliang said NPF president Dr Shürhozelie Liezietsu has already instructed the party’s four legislators in Manipur and the Lok Sabha candidate to attend a meeting on May 18 to deliberate on the issue and decided further course of action.
Attacking the Election Commission (EC) for curtailing the campaigning for the last phase of polls in West Bengal, TMC supremo Mamata Banerjee said it is an “unprecedented, unconstitutional and unethical gift” to Prime Minister Narendra Modi by the poll panel. Banerjee said she had never seen this type of EC which is “full of RSS people”. “There is no such law and order problem in West Bengal that Article 324 can be clamped. It is unprecedented, unconstitutional and unethical. It is actually a gift to Modi and (BJP president) Amit Shah,” she claimed in a press conference. Banerjee alleged that Bengal was being targeted as Modi knew that she was challenging him. “I am challenging him, talking against him, we are countering him on every point. Modi is afraid of Bengal, afraid of me.” Meanwhile, leaders from Opposition parties came down heavily on EC’s order curtailing campaigning in West Bengal. The ban’s timing is under fire because it allows Prime Minister Modi to address two rallies in Laxmikantapur and Dum Dum in the state scheduled in the afternoon, alleged several leaders. Senior Congress leader Ahmed Patel raised questions over the EC order, wondering if the poll panel is “waiting for Prime Minister Narendra Modi to complete his public meetings” there. Samajwadi Party chief Akhilesh Yadav slammed the decision, saying “the decision to call off campaigning in Bengal is against all norms of democratic fair play”. CPI(M) general secretary Sitaram Yechury also took to Twitter to criticise the poll body. “If a ban is intended for 72 hours, why is it starting at 10 p.m. tomorrow? Is it to allow the two rallies of the PM before that?” Yechury tweeted shortly after the EC’s announcement. AIMIM president Asaduddin Owaisi also expressed discontent over the decision claiming that such a decision should be taken with regard to eastern Uttar Pradesh also, in line with principles of “natural justice.”
Will oppose any attempt to implement CAB in NE: NCST SHILLONG, MAY 15 (AGENCIES): The chairman of the National Commission for Schedule Tribe (NCST), Nand Kumar stated that they are against any kind of legislation which will pave way for outsiders to acquire citizenship and resides in North Eastern region. Kumar made this reply while reacting to a question on the move by the BJP government to implement the Citizenship Amendment Bill. “NE region belongs to the tribal population. Therefore, the commission will vehemently oppose any attempt by the Centre to bring any legislation which will be a threat to the tribal population of the Northeast,” he said while speaking to reporters after meeting chief minister Conrad K Sangma here Wednesday.

GUWAHATI, MAY 15 (NPN): A grenade blast rocked Assam’s capital city during the evening hours on Wednesday, injuring 12 persons, including two children and two Sashastra Seema Bal (SSB) jawans. The incident took place around 7.40 p.m. in front of Guwahati Central mall on the city’s busy RGB Road amidst a heavy evening traffic. According to reports, Paresh Baruah’s ULFA (I) claimed responsibility for the attack. ULFA (I) commander-in-chief Paresh Barua reportedly called up
some media houses here and claimed responsibility for the incident. Confirming that it was a grenade blast, Guwahati police commissioner Deepak Kumar said the blast took place during regular police checking in the area, he added. Police sources said the miscreants came on a motorcycle and fled the area immediately after lobbing the grenade. Further investigations are on. The injured have been admitted to Gauhati Medical College & Hospital (GMCH) and Nemcare Hospital. The condition of
two is stated to be critical. The injured SSB jawans, who have been admitted to GMCH, have been identified as Ramesh Lal and Amulya Lal. Meanwhile, chief minister Sarbananda Sonowal has condemned the incident. He instructed director general of police (DGP) Kuladhar Saikia to nab those responsible behind the incident. Accompanied by other senior police officials, the DGP visited the blast site and took stock of the situation, even as security has been tightened across the city.

Govt to settle retirement age issue in all CAPFs by May-end Mobile app for govt schools NEW DELHI, MAY 15 (PTI): Retirement age of CAPF personnel is set to be fixed at 60 years after the Supreme Court recently dismissed a special leave petition (SLP) filed by the government against the direction of the Delhi High Court to resolve an existing anomaly, official sources said Wednesday. The sources in the security establishment said the central government has time till Mayend to implement the directive of the Delhi High Court and after consultations with all the Central Armed Police Forces (CAPFs), it is “certain” that the age of superannuation in all the forces will be made uniform, well before the deadline. “The order will be issued after final approval of the Ministry of Home Affairs. After few rounds of consultations by the ministry with all the forces, it is analysed that the age of retirement for all the personnel, from jawan to senior officers, should be settled at 60 years as

The Supreme Court on May 10 dismissed an SLP filed by the Union government in which the latter had stated that such decisions were in the realm of policy decisions and not for the courts to decide. Ankur Chibber, counsel for a retired CAPF official who first petitioned the Delhi Hight Court over the discrepancy, told PTI that as the SLP has been dismissed by the apex court last week, the government will now have to “implement the Delhi High Court order by May-end which had said on January 31 that uniformity should be maintained across all ranks and forces when it comes to the age of retirement.” “Even the 7th pay commission had said so,” Chibber said. The six CAPFs are the Central Reserve Police Force (CRPF), Border Security Force (BSF), Sashastra Seema Bal
(SSB), Indo-Tibetan Border Police (ITBP), Central Industrial Security Force (CISF) and the Assam Rifles. These forces are deployed to undertake a variety of security tasks in the country, ranging from guarding borders to conducting anti-Naxal operations and combating terrorism in Jammu and Kashmir. According to the present policy, all personnel in the CISF and the Assam Rifles retire at the age of 60 while in the rest four forces, personnel in the ranks of constable up to commandant (senior superintendent of police equivalent) retire at the age of 57, while those above them superannuate after attaining the age of 60. The Delhi High Court, in its January order, had called the current policy of different age of superannuation in four paramilitary forces -- CRPF, BSF, ITBP and SSB -- as “discriminatory and unconstitutional” and said it created two classes in the uni-
formed forces. It had given four months time to the government to implement the order. A Delhi high court bench of Justices Muralidhar and Sanjeev Narula had struck down these rules, saying such discrimination would lead to “lowering of the morale” of the CAPF personnel. The court had also noted that the Seventh Central Pay Commission (CPC), which had examined the issue, by a majority of 2:1 had favoured enhancement of the retirement age of the commandant and below ranks in those CAPFs which do not have such a system. The forces, after the conclusion of a series of meetings on the subject over the last few months, had recommended to the government that “in case retirement age is raised to 60 years, it may be explored if a system is put in place to make yearly assessment to weed out those who are not fit to continue in the force consistent with its objective.”

KOHIMA, MAY 15 (NPN): School Education and SCERT principal secretary Menukhol John said mobile app would be introduced in all government schools by next month to enable upload of various activities in the schools across the State. He said the app would help in visibility and transparency in implementing various activities in the schools at the elementary, secondary and higher secondary levels. Delivering his keynote address at the State level sensitisation programme of district personnel on community mobilisation and training organised by the school education department at Capital Convention Centre here on Wednesday, John urged the gathering to make full use of the mobile application. Menukhol expressed happiness that the performance of
government schools in HSLC exams was better compared to 2018. He further said in HSSLC, government schools were almost at par with private institutions, while some had even done better. Menukhol said this indicates there was no reason why government schools cannot perform better and encouraged them to do even better. He said Government of India has introduced grading system for all State government educational institutions in terms of performance with 17 indicators. He said things would be different now with revamping of SSA and RMSA being put in place. The principal secretary further assured to address the issue of shortage of textbooks, school uniforms and performance indicators in time. He stressed focusing on dropout students and children with special needs in the State. Lamenting poor performance in the physical education, he called for improved performance. K Y M C
