NEW DELHI, MAY 15 (AGENCIES): Hinting that India will strike back against Pakistan in response to beheading of its soldiers, Union home minister Rajnath Singh on Monday said it should not be presumed that “nothing is happening”. “The surgical strike took 10-15 days of preparations. Please do not presume that nothing is happening (from our side) on behalf of the government,” Singh said. He was speaking at the ‘Samvaad’ conclave on India TV news channel. “I can say this much for now that we will not allow our countrymen to hang their heads in shame,” Singh added. Petrol price cut by Rs 2.16 a litre, diesel by Rs 2.10 NEW DELHI, May 15 (AGENCIES): Petrol price was on Monday cut by Rs 2.16 per litre and diesel by Rs 2.10 a litre, reversing the four week trend of rising rates. The reduction, which will be effective from Monday midnight, comes on back of a marginal 2 paise a litre increase in petrol and 52 paise per litre hike in diesel rates effected from May 1. Indian Oil Corp (IOC), the nation’s largest fuel retailer, said the price of petrol is being reduced by Rs 2.16 per litre and that of diesel by Rs 2.10 - both excluding state levies. Actual reduction in price will be more after taking into account local VAT. “The current level of international product prices of petrol and diesel and INRUSD exchange rate warrant decrease in selling price of petrol and diesel, the impact of which is being passed on to the consumers with this price revision,” IOC said.

India, Pak face-off at ICJ
India and Pakistan on Monday crossed swords at the International Court of Justice (ICJ) over Kulbhushan Jadhav’s case with New Delhi demanding the immediate suspension of
his death sentence and Islamabad accusing it of using the world body as a stage for “political theatre” through a “misconceived” plea. The two neighbours -who last faced off at the ICJ 18 years ago when Islamabad sought its intervention over the shooting down of its naval aircraft -- India took the Jadhav case to the world court, accusing Pakistan of violating the Vienna Convention and conducting a “farcical trial” for convicting Jadhav without a “shred of evidence”. After hearing the arguments of the two sides, the court said it will issue its order on India’s request for provisional measures “as soon as possible”. “The date on which this order will be delivered at a public sitting will be duly communicated to the parties,” the court said. India demanded the immediate suspension of Jadhav’s death sentence, expressing fears that Pakistan could execute him even before the hearing at the ICJ was over. However, Pakistan asserted that Jadhav’s execution was not imminent, saying that a time frame of 150 days is provided for seeking clemency and in Jadhav’s
case even if it started on April 10, 2017, the date of his conviction, the period could extend to well beyond August, 2017. India made a forceful submission as the ICJ began hearing the case of the 46year-old former Navy officer who was arrested on March 3 last year and sentenced to death by a Pakistani military court on charges of espionage and subversive activities. “Jadhav has not got the right to get proper legal assistance and the right to consular access. There is an immediate threat to him to be executed even before a decision is passed,” joint secretary in the Ministry of External Affairs Deepak. Representing India, lead attorney Harish Salve said, “The execution of the death sentence cannot be done while this court is hearing the appeal. Else, it will be a violation of the Vienna Convention.” Pakistan, in its submission before ICJ, said India’s application on Jadhav, who was sentenced to death by a Pakistani military court on charges of espionage and subversive activities last month, was “unnecessary and misconceived” and must be dismissed.

K O H I M A , M AY 1 5 (NPN): State government has cleared the creation of more than 100 posts of assistant professor in various subjects, but certain formalities are still under process. Parliamentary secretary for higher education, Deo Nukhu, informed this during a press briefing in his office chamber at Civil Secretariat here Monday. Admitting that most of the colleges in Nagaland did not have enough teachers, Nukhu said the department had submitted proposal for creation of posts of teachers in various subjects, but the state government on various occasions had turned down owing to fund constrains. He said with the rationalization of teacher posts, government had agreed to create more than 100 posts of teachers, but various formalities were yet to be completed. CNTC appeals to NIA State govt proposes DIMAPUR, MAY 15 (NPN): Central Nagaland Tribes Council (CNTC) has made a fervent appeal to the National Investigating Agency (NIA) “to exercise restraint on those state government employees and officers of Nagaland presently arrested in the extortion case for allegedly providing substantial amounts from the government funds to some underground outfits.” In a press note, CNTC media cell pointed out that it was difficult to provide security to every official at all times, since the government employees were “always under threat and extreme duress from various outfits”. While admitting that the government of India had every right to act as per the law, CNTC on the other hand said the government “must also understand through its good wisdom that due to the inability of bringing some factions on a common table for talks to resolved the decades old Naga political imbroglio, some factions are adamant to impose taxes on the public and the govt. employees for which they are always at the receiving end.” It further reminded NIA that despite state police and security agencies trying to provide round the clock vigil, it was almost impossible to guard all and sundry. In this regard, CNTC made an earnest plea that the government of India demonstrate its goodwill on its citizens, saying “the govt. officers arrested were all acting under immense pressure and coercion and so they should be shown some leniency for which they had no other alternative.”

Imchen disclosed that the state government has sought to hold a meeting with the NSCN (I-M) and was awaiting the response. He said this while interacting with media persons at his office chamber Monday afternoon. Imchen recalled the meeting between the state government with NPGs at the Chumukedima Police complex on April 8 last where the latter had shared a uniformed opinion that all stakeholders be taken into confidence before finalizing any settlement. Imchen said according to his own opinion, the negotiating parties should have an open mind about soliciting the views of other NPGs including Naga
citizens. He said the elected government should also be consulted as it cannot be simply ignored or wished away. While lauding PM Narendra Modi for the initiative, Imchen said Nagas should not let go of the opportunity for peaceful solution. Imchen said it would be better if the outcome of the negotiation happened before the next election since elected members would not be willing to resign after winning theie seats in one of the most expensive elections in the country. He said much was also expected of the negotiating parties in exhibiting diplomacy and statesmanship in extending invitation to other NPGs to be part of the final agreement. He also said Nagas should also approach the issue with an open mind in contributing towards the final agreement.

On ENCSU’s accusation of non-appointment of driver for college bus in Kiphiri district, Nukhu said the department had already sanctioned for purchase of bus for Kiphiri but was not able to deliver the bus as there was no driver. Nukhu said department initiated an emergency arrangement by proposing for appointment of driver and conductor on fixed pay on contingency basis, but was turned down. He however said the department would work out on number of driver and bus requirements in various colleges, adding that more buses and drivers would be allotted soon. On technical seat allotment, Nukhu expressed optimism that unlike last year there would not be much problem on reservation and seat allotment. Expressing displeasure over poor allotment of funds to the department, Nukhu said the centre has its policy to allot 5% of the state total budget to higher education department. However, during 2016-17, only 0.06% was allotted making it difficult to manage the department.

D I M A P U R , M AY 1 5 (NPN): Reacting to the statement of parliamentary secretary for Higher & Technical Education, Deo Nukhu, published in a section of local media on May 15, 2017, the Eastern Nagaland College Students’ Union (ENCSU) on Monday said it viewed the statement as “cheap and lame excuses” and did not expect such statement from a person holding an important post in the government. In a press release, ENCSU chairman, Longre Chang, and joint secretary, Nokchem Angth, said the union strongly rejected “such blame game statement” and reaffirmed their memorandum submitted on April 5, 2017 and press release issued on May14, 2017. Reminding that the colleges in Eastern Nagaland were not new, the union said the parliamentary secretary talking about creation of new posts now was nothing but trying to divert attention from the core issues. One shot dead Mopong circle villages in Dimapur clarify on Aboi distt demand Staff Reporter
DIMAPUR, MAY 15 (NPN): One person was reportedly shot dead in broad daylight near Renault Showroom, Purana Bazaar area, here Monday afternoon. According to ADCP & PRO Dimapur police, the deceased was identified as Vivito Zhimomi son of Thungsai Khiam of Hoishe village, Zunheboto. PRO said Vivito was shot on the head at point blank range from behind. Police said the deceased was reportedly a member of some Naga Political Group, but it was yet to be verified as investigation was on. The victim was reportedly seen with the assailant before the incident, PRO said. Soon after the shooting, PRO said the assailant was seen fleeing from the scene on foot. The motive for the murder was yet to be ascertained including the identity of the killer, since the case was under investigation added PRO.
D I M A P U R , M AY 1 5 (NPN): Public of nine villages under Mopong circle have clarified that they were not signatories of the Aboi district demand committee. In a press release, KU Mopong branch president, A Yangkon, and former president of KU Mopong branch, Wangba Konyak, said that there was not a single public meeting or council meeting held in those nine villages with regard to Aboi district demand. They affirmed that the use of any signatory from those nine villages for Aboi district demand would therefore remain invalid. The signatories said that public of Tobu-Moka have already submitted two consecutive Tobu district demand memorandums dated August 14, 2006 and April 20, 2007 to the then chief minister Neiphiu Rio.

Phom and Intanki were released from Yongyimchen roosting site (Longleng district) on October 29, 2016, Pangti roosting site (Wokha district) on November 11, 2016, Intanki National Park roosting site (Peren district) on November 4, 2016, Hakhizhe roosting site (Dimapur district) on November 10, 2016 respectively by the state Forest department in collaboration with the Wildlife Institute of India, Dehradun and Hungarian Scientist under the Project Titled “Understanding the Amur Falcon (Falco amurensis), their
stop over sites in Nagaland and their migratory routes for better Conservation Planning” implemented by the Wildlife Institute of India and sponsored and by Ministry of Environment Forests & Climate Change, Government of India, New Delhi. Longleng remained at the roosting site in Nagaland and departed on its migration on November 24, 2016 and arrived South Africa on December 23. Interestingly, the falcon continued to fly to South India and was last located 75 km east of Bangalore. This was for the first time that an Amur falcon was tracked flying to Southern India on its return migration since satellite tracking of the falcons was taken up in November 2013. Dr. Suresh Kumar, senior scientist of Wildlife Institute of India informed that the bird reached Mizoram on May 13, 2017.
They said the signature of Wangba Konyak, then president of KU Mopong branch, in Aboi district demand memorandum was also withdrawn by him and the public in 2009 as the demand was done without consultation with Mopong circle public. They said the demand was also in “utter violation” of the Tobu district demand memorandum submitted in 2006 and 2007. The signatories said Tobu district demand by Tobu-Moka public was “validated” and remained mandated by series of public meetings held at Tobu, Mopong and Angjanyang since 2006. Theysaid that the Tobu district demand was not “an ambitious demand with ulterior motives against any community or society” but was based on the genuine needs of the 80,000 public of Tobu-Moka.
Global cyber attack: India stays on high alert
NEW DELHI, MAY 15 (PTI): Indian computer systems largely escaped a global ransomware attack as the government and companies installed security patches to gain an upper hand against the first wave of an unrivalled global cyber attack. Over two lakh computers in at least 150 countries are said to have been infected, according to Europol, the European Union’s law enforcement agency. Also, guidelines were issued to enable large IT networks to tackle the threat. “There is no major impact in India unlike other countries. We are keeping a close watch. As per the information received so far, there have been isolated incidents in limited areas in Kerala and Andhra Pradesh,” I&T Minister Ravi Shankar (Cont’d on p-8) Prasad told reporters here. K Y M C
